Abstract

This research seeks to investigate the effects of supporting and inhibiting factors on the effectiveness of e-governance processes and, consequently, the ability of these processes to improve efficiency, transparency, and accountability in local government, employing the South Buton Regency as an empirical case. A quantitative explanatory design was utilized through the use of questionnaires distributed electronically and physically to 329 civil servants. Measurement items for the theoretical constructs were adopted based on previous literature and were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with the aid of SmartPLS 4.0 to evaluate both the measurement and structural models. The findings indicate that supporting factors play an important role in improving the effectiveness of e-governance processes, with inhibiting factors also having a considerable impact. Moreover, the e-governance process is highly effective in increasing efficiency, transparency, and accountability in local government, suggesting its essential nature as the mediating mechanism of digital governance. Efficiency has been found to have the most pronounced impact, followed by transparency and accountability. This study makes a valuable contribution to theory by establishing an integrative model incorporating antecedents, the process itself, and outcomes simultaneously within one framework. Besides, it extends theoretical knowledge by illustrating the double impact of inhibiting factors and clarifying the mediating role of e-governance in ensuring good governance in underdeveloped areas.

Abstract

This study aims to formulate strategies and develop the Batu Lubang tourist destination by considering numerous internal and external factors that influence the development of tourist destinations. This is a descriptive qualitative study. SWOT analysis (Strengths, Weaknesses, Opportunities, Threats) is a strategic planning method used to identify the strengths, weaknesses, opportunities, and threats in an activity or organization. The research results indicate that several key success factors can be identified, including: management of natural resources and natural beauty, improvement and maintenance of supporting tourism facilities, development of adequate accessibility, empowerment of local communities through tourism awareness groups (pokdarwis), the use of information technology and digital promotion, efficient financial management and funding, strategic collaboration with various parties, and risk mitigation and tourism safety. The development of the Batu Lubang Beach tourist destination is influenced by a combination of driving and inhibiting factors. The unique natural attractions, supporting facilities, and active involvement of the local community through the Tourism Awareness Group (Pokdarwis) are the main driving forces behind this destination. However, it is still hampered by limited infrastructure, inadequate facilities, lack of digital promotion, and minimal funding support from the local government. Batu Lubang Beach possesses extremely rich and unique natural tourism potential, which offers opportunities for developing ecotouris attracting tourists, and the role of the local community through the Tourism Awareness Group (Pokdarwis) is crucial. The presence of content from YouTubers and TikTokers further strengthens the promotion of this destination and its tourism appeal.

Abstract

Rural water provision in Indonesia remains a persistent governance challenge, particularly because access, service continuity, and infrastructure maintenance depend not only on technical delivery but also on institutional design and local participation. PAMSIMAS has been widely promoted as a community-based drinking water and sanitation program, yet the way participation is designed as a policy mechanism for governing rural water services remains insufficiently examined. This article aims to analyze how participation is embedded in the policy architecture of Indonesia’s PAMSIMAS program and how it shapes the distribution of roles, responsibilities, and accountability among state and community actors. Using qualitative document-based policy design analysis, the research examines official policy documents, program guidelines, technical manuals, institutional reports, and relevant scholarly literature. The findings show that participation functions as a governance logic that connects community involvement, local ownership, shared contribution, institutionalized management, and service sustainability. However, participation also carries critical risks when community responsibility becomes a substitute for sustained state support. The analysis implies that effective rural water governance requires participatory mechanisms supported by durable public commitment, inclusive decision-making, technical assistance, affordability safeguards, and clear accountability structures.

Abstract

Public service reform at the urban-village level remains constrained by procedural rigidity, limited administrative capacity, uneven digital readiness, and the gap between formal service standards and citizens’ everyday service experiences. This article aims to analyze how transformational leadership functions as a micro-foundation of public service reform in Setu Urban Village, East Jakarta. Using a qualitative single-case study design, data were collected through semi-structured interviews, direct observation, and document analysis involving urban-village officials, frontline service officers, community representatives, and residents. The findings reveal that the Lurah’s transformational leadership was manifested through exemplary discipline, integrity, motivational communication, participatory coordination, intellectual stimulation, and individualized staff support. These practices contributed to stronger service readiness, improved internal coordination, adaptive digital service assistance, community outreach, and more citizen-oriented service behavior. The study implies that public service reform is not produced solely by formal procedures or digital systems, but also by everyday leadership mechanisms that shape frontline bureaucratic behavior. Sustainable reform therefore requires institutionalizing leadership-driven practices into service standards, staff capacity development, feedback systems, and accountability mechanisms.

Abstract

This research aims to formulate a strategy to optimize the management of Tanjung Batu Beach tourism to increase tourist visits and ensure sustainable tourism in Saoka Village, Sorong City. The method used is qualitative, with data collection techniques through observation, interviews, and documentation. The results showed that Tanjung Batu Beach has great natural potential but still faces various obstacles, including infrastructure limitations, a lack of supporting facilities, limited digital promotion, and minimal local community participation. The management strategy focuses on preserving the beach's authenticity and naturalness, improving basic facilities such as bathrooms and sales areas for local communities, and maintaining cleanliness and environmental sustainability. Tourism sustainability is pursued by minimizing modern development that could alter the beach's natural character and by involving the community in destination management and promotion. Strategies to increase tourist visits to Tanjung Batu Beach, Saoka Village. Through tourism management and development strategies that focus on preserving the beach's authenticity and naturalness. The sustainability approach focuses on maintaining the beach's authenticity and preservation independently, without the involvement of outside parties. However, the manager of Tanjung Batu Beach currently faces annual losses due to theft from the water reservoirs, so they must continue to buy replacements. In addressing these challenges, this study also emphasizes the importance of adopting a more integrated and participatory approach to managing tourism at Tanjung Batu Beach.

Abstract

The implementation of food diversification policies is a strategic effort to achieve sustainable food security that is not dependent on a single major food commodity. The success of this policy is largely determined by the ability of local governments to build cross-sectoral collaboration involving state and non-state actors. This study aims to analyze the dynamics of cross-sector collaboration in the implementation of food diversification policies in Barru Regency, focusing on the roles of actors, inter-actor relations, policy conflicts, community participation, and factors that influence the effectiveness of policy implementation. This study uses a qualitative approach with a descriptive-analytical design. Data collection techniques were carried out through in-depth and semi-structured interviews with key actors selected through purposive sampling, including the Head of the Barru Regency Agriculture and Food Security Office, the Chair of Commission II of the Barru Regency DPRD, the Head of the Agricultural Extension Center (BPP), the Chair of GAPOKTAN, the Chair of KWT, representatives of supporting NGOs, and academics. Data analysis was carried out through data reduction, data presentation, and thematic conclusion drawing by linking field findings to the theoretical framework of policy collaboration and social capital. The results of the study show that the implementation of food diversification policies in Barru Regency is supported by relatively structured and complementary cross-sectoral collaboration. State actors play a role in policy formulation, coordination, supervision, and program implementation, while non-state actors play a role in the internalization of policies at the community and household levels. The relationship between actors shows an adaptive coordination pattern, in which differences in views and interests are managed through communication and deliberation mechanisms. The participation of community organizations and the involvement of individual citizens are important social capital that strengthens the effectiveness and sustainability of policies. This study concludes that the success of food diversification in Barru Regency is highly dependent on synergy between actors, trust, substantive participation, and policy consistency within a collaborative governance framework.

Abstract

One area experiencing rapid development in this sector is Morowali Regency, Central Sulawesi, especially following the establishment of the PT Indonesia Morowali Industrial Park (IMIP) industrial area as a nickel processing center. This industrial growth has boosted the regional economy, but has also given rise to various problems, particularly related to occupational safety and health (OHS). Mining activities involving the use of heavy equipment, hazardous materials, and complex working conditions make this sector a high risk of occupational accidents. Several reports indicate that a number of occupational accident incidents still occur in the IMIP industrial area, indicating that the implementation of OHS policies has not been fully optimal. This study aims to analyze the process of OHS policy implementation in the mining sector in Morowali Regency and identify factors that influence its effectiveness. The study used a qualitative approach with a descriptive type, conducted in the PT Indonesia Morowali Industrial Park (IMIP) area. Data collection techniques were carried out through observation and interviews with purposively selected informants. Data analysis used an interactive analysis model that includes data reduction, data presentation, and conclusion drawing, supported by the Interpretative Phenomenological Analysis (IPA) approach. The results of the study indicate that normatively the OHS policy has complied with national regulations, but its implementation in the field still faces various obstacles such as low worker understanding of safety procedures, differences in compliance levels between main companies and subcontractors, and weak utilization of incident reporting systems. The effectiveness of the implementation of the OHS policy is influenced by communication factors, the quality of human resources, the organizational bureaucratic structure, and the skills of workers in applying OHS principles.).
