Abstract

Border regions play a crucial role in strengthening national sovereignty and supporting development based on local potential. Sambas Regency, West Kalimantan, which borders Sarawak, Malaysia, prioritizes the tourism sector in its development plans. However, implementing tourism policies in this region has not been optimal. This study aims to analyze the implementation of tourism development policies in border areas using Merilee S. Grindle's policy implementation theory, which examines two main aspects: policy content and implementation context. The research approach used is qualitative with a case study, through in-depth interviews and document analysis. The research findings show that although the existing policies align with the direction of border area development, several issues have emerged in their implementation. There are gaps in the distribution of benefits, a lack of involvement from local stakeholders, and a mismatch between policy content and the implementation context. The main constraints identified are weak intersectoral coordination, low community participation, and limited institutional capacity. These findings suggest that successfully implementing border tourism policies requires governance based on collaboration and participation. Therefore, it is recommended to strengthen coordination among relevant sectors, enhance local community participation, and improve institutional capacity to support more effective policies.

Abstract

This study aims to examine changes in the socio-cultural conditions of the people of Kapota Utara Village, South Wangi-Wangi Sub-district, Wakatobi Regency, as a result of the development of the Kapota Lake Tourism Attraction Area. The main focus of this research is on community perceptions of spatial changes, patterns of social interaction, and the sustainability of local cultural values in the context of tourism development. This research used a qualitative approach with a case study method. Data were collected through in-depth interviews, participatory observation, and review of tourism development planning documents. The main informants consisted of community leaders, local business actors, village officials, and visitors to the tourist area. The results showed that the development of tourist areas brought significant changes to the social structure and interaction patterns of the community. There is an increase in local economic participation, but there are also concerns related to the fading of cultural values and local wisdom due to the commercialization of social space. Some communities show resistance to the influx of labor from outside the region, while others see it as a collaborative opportunity. Recommendations from this study are the importance of integrating local culture in every stage of tourism development as well as the need for participatory communication forums between the government, communities, and businesses to minimize the potential for social conflict. In addition, there is a need for cultural preservation policies through educational programs and promotion of local values that synergize with tourism development.

Abstract

This study aims to evaluate the influence of transparency, accountability, and competence of village officials on the management of the Village Revenue and Expenditure Budget (APBDes) in Jeneponto Regency. A quantitative approach was used with an analysis of the relationship between variables. Data were collected through the distribution of 60 questionnaires to village officials, and analyzed using the Partial Least Square - Structural Equation Modeling (PLS-SEM) method through the SmartPLS application version 4.1.0.8. The results showed that transparency (p = 0.000), accountability (p = 0.002), and competence of village officials (p = 0.000) had a significant effect on the management of the APBDes. These findings provide an important contribution to policy formulation, particularly in improving the quality of public services and the effectiveness of village fund management, including in the village transportation sector. By strengthening transparency, accountability, and the competence of village officials, village governments can achieve more efficient and responsive budget management to community needs, including in the development of equitable and sustainable transportation infrastructure. Practically, these results can serve as a reference for policymakers and village technical implementers in designing strategies to increase the capacity of village officials. Academically, this research enriches the literature on public financial governance at the village level with a quantitative approach based on PLS-SEM.

Abstract

This study aims to analyze the capacity of the community in utilizing technology-based administrative services. The method used is a qualitative research method. The results of the study show that the capacity of the people of Tongke-Tongke Village in general has shown the ability to adopt technology-based administrative services. This can be seen from four main indicators, namely knowledge, skills, awareness, and attitude. In terms of knowledge, most of the younger generation has understood the concept and benefits of digital administration services, although adults and the elderly are still limited in their understanding. In terms of skills, access to devices such as smartphones is quite adequate, but the ability to operate technology is still uneven, especially for people over 40 years old who still need assistance. In terms of awareness, both the community and village officials are beginning to realize the importance of digitizing services as an effort to improve the efficiency and ease of service, although limited socialization has made this awareness not reach all levels of society. Meanwhile, in terms of attitudes, the community and village officials generally show an open and positive attitude towards changes towards a digital system, and have a willingness to learn and follow developments. Overall, the people of Tongke-Tongke Village in general have been able to adopt technology-based administrative services, but further efforts are still needed in the form of training, socialization, and mentoring so that all community groups can participate optimally and equally. The findings of the study show the importance of routine socialization, increasing people's digital literacy. By utilizing the results of this research, the village government can develop a more appropriate strategy to optimize technology-based services to be more effective, efficient, and reach all levels of society.

Abstract

Despite facing significant turbulence from many internal challenges, the Bekasi municipal government is able to handle regional finances effectively to provide prosperity to all of its inhabitants. The purpose of this study was to investigate the numerous causal elements that have enabled Bekasi City to reach this famous reputation. This study using descriptive quantitative approach to analyze financial performance of Bekasi City. Six local government financial indicators are utilized to investigate this, including Fiscal Decentralization Ratio, Local Financial Independence Ratio, Capital Expenditure Activity Ratio, Operating Expenditure Activity Ratio, Effectiveness Ratio, and Growth Ratio. The six indicators are calculated using performance figures from the Bekasi City Regional Government Audited Financial Report from 2018 to 2023. The Fiscal Decentralization Ratio, Operating Expenditure Ratio, Capital Expenditure Ratio, and Growth Ratio all improved but remained in the same level from 2018 to 2023, whereas the Local Financial Independence Ratio and Effectiveness Ratio improved over the last four years. This study contributes empirical insights to demonstrate how public sector’s financial management can be utilized by municipal government to face challenging times. The researcher anticipates that additional research will help to better understand the empirical reasons of the numerous financial performance occurrences identified in this study.

Abstract

This study aims to analyse the quality of administrative services for Electronic Identity Card (KTP-el) issuance at the Sub-district Office of Kundur, Karimun Regency, and to identify the inhibiting factors in its implementation. The research employs a descriptive qualitative approach with data collection techniques including interviews, observation, and documentation. Data analysis is based on the five SERVQUAL dimensions proposed by Fandy Tjiptono, namely Tangibles, Reliability, Responsiveness, Assurance, and Empathy. The findings indicate that the overall service quality is fairly good, yet still not optimal. Major obstacles include limited infrastructure (such as the number of computers and lack of disability access), the absence of a digital queuing and document tracking system, lack of formal complaint mechanisms, and a high workload among staff. The study recommends the development of technology-based service systems, regular training and certification for service personnel, additional human resources, and the establishment of complaint mechanisms and periodic customer satisfaction surveys. These findings are expected to provide input for local governments in improving the quality of public services, particularly in border and island regions.

Abstract

This study investigates the implementation of merit-based talent management through the MANTAP innovation in West Kalimantan Province, Indonesia, in response to the persistent limitations of the civil service performance appraisal system that has been criticized as top-down and lacking objectivity. The research aims to analyze how the integration of the 360° feedback mechanism strengthens the provincial merit system while addressing structural and cultural challenges in regional bureaucracy. A qualitative single case study approach was employed, focusing on the Regional Civil Service Agency (BKD) and two key Regional Apparatus Organizations (the Health Office and the Public Works Office). Data were collected between 2024 and 2025 through 12 purposively selected informants including structural officials, policy implementers, and civil servantsalongside document analysis, evaluation reports, and direct observation of the digital feedback process. Data were analyzed thematically using open and axial coding, following Braun and Clarke’s (2006) framework, with triangulation and member checking to ensure validity. The findings show that MANTAP enhances transparency, accountability, and fairness in civil servant competency assessments by involving multiple evaluators (superiors, peers, subordinates, and self). It also broadens opportunities for talent identification and merit-based promotions. However, challenges remain, including resistance from senior officials, hierarchical work culture, and limited digital literacy and infrastructure. The novelty of this study lies in demonstrating how a 360° feedback mechanism can be successfully applied in a provincial government with constrained digital infrastructure and entrenched seniority normscontexts that have received limited scholarly attention.

Abstract

: In the last two decades, discussions surrounding deliberative democracy have significantly increased the rational dialogue, equitable participation, and the cultivation of reflective public opinion in the realm of political decision-making. Nonetheless, the current academic literature has largely ignored the role of political parties as institutional actors that bridge the gap between the government and society. This article addresses this oversight by critically examining the substantive role of political parties within the context of deliberative democracy, along with proposing avenues for institutional reform aimed at fostering a more inclusive democratic process. Through a comprehensive analytical method of literature review and cross-country comparisons, this study investigates the deliberative capacities of political parties in the United States, Europe (with particular emphasis on Germany and Scandinavia), and Indonesia. The findings indicate that European political parties have been relatively successful in integrating public discourse forums into their internal frameworks, whereas in the United States, the process of deliberation is frequently obstructed by ideological polarization and economic hegemony. On the other hand, Indonesia encountered patronage politics, weak institutionalization, and a transactional political culture as their main challenges. The study concludes that the absence of a robust internal deliberative infrastructure substantially contributes to the crisis of party representation. This research emphasises on reintegrating the role of political parties as facilitators of public discourse, rather than relegating them to the status of mere electoral machines. Strategic recommendations include the implementation of internal structural reforms, the development of idea-driven party cadres, and the fostering of stronger partnerships with civil society to enhance substantive democracy.

Abstract

The problem of stunting is still a serious challenge in public health development in Indonesia, especially in areas with high prevalence such as Sinjai Regency. This study aims to evaluate the implementation of stunting prevention and handling programs comprehensively, including the effectiveness of regional policies, inter-sector coordination, community participation, and the impact of the COVID-19 pandemic on the sustainability of the program. This study uses a qualitative approach with a case study design, supported by descriptive quantitative data through surveys and hypothesis tests on 5 key variables of the program. The results of the study show that the implementation of the program still faces various challenges. Qualitative findings show weak cross-sector coordination, low understanding of Regent Regulation No. 40 of 2021 regulations at the implementing level, limited training for posyandu cadres, and suboptimal child growth monitoring system. In addition, the survey results showed that public perception of program effectiveness was highest in the aspects of community participation (82%) and OPD coordination (78%), while cadre training (58%) and regulatory understanding (60%) obtained lower effectiveness scores. This shows the inequality between policy design and the reality of implementation on the ground. The impact of the COVID-19 pandemic has also been proven to worsen access to basic services, reduce exclusive breastfeeding coverage, and increase the risk of stunting in vulnerable groups. This study concludes that the optimization of stunting programs must be carried out through strengthening coordination across OPDs, integrating information systems, revitalizing cadre training, and active involvement of community leaders. A participatory approach based on local socio-cultural has proven to be effective in increasing public acceptance of government programs. The novelty of this research lies in an integrative approach that brings together policy evaluation, technical implementation, and social dynamics of the community in one analysis framework based on local context. These results are expected to be a reference in the formulation of stunting policies that are more adaptive and sustainable at the regional level.

Abstract

This study, entitled 'Analysis of Parliamentary Behavior in the Formation of Local Regulations in Central Maluku Regency,' employs a descriptive qualitative method to describe the behavior of DPRD members in their efforts to increase votes and the process of forming local regulations. The research informants consisted of the chair and members of Commission 2, Commission 4, and the Regional Regulation Discussion Agency of the Central Maluku DPRD. This study draws on theories of political behavior, representative democracy, political parties, representative parliaments, legislative elections, and government policy. The results of the study show that candidates actively engage in political interaction with the community through various social and economic programs, such as social assistance, youth empowerment, and improvement of educational facilities, thereby gaining significant support and seats in the DPRD. The deliberation process for local regulations proceeded in accordance with the procedures stipulated by the Minister of Home Affairs Regulation, with maximum public participation through seminars involving various stakeholders from the sub-districts. The resulting local regulations have strong legal force and a positive impact on the community, the business world, and an increase in Local Own-Source Revenue. The DPRD's supervision of the implementation of local regulations is carried out effectively and to the maximum extent possible, supporting the successful implementation of various local regulations in Central Maluku.
