Abstract

This study aims to analyze the effect of coordination on employee work effectiveness in the General and Staffing Subdivision of the Fisheries Office of West Seram Regency. The organizational issues identified in this study relate to the suboptimal achievement of work targets, which are suspected to be influenced by inadequate coordination among personnel and units. This research employs a quantitative approach, using a survey method and distributing questionnaires to employees as respondents. The validity and reliability tests show that all items in the coordination variable (X) and employee work effectiveness variable (Y) are valid and reliable (αX = 0.904; αY = 0.887). The classical assumption tests—including normality, multicollinearity, autocorrelation, and heteroscedasticity—indicate that the data meet all regression model requirements. The simple linear regression analysis yields the equation Y = 15.432 + 0.684X, indicating that coordination positively influences employee work effectiveness. The F-test reveals that the model is significant (F = 49.873; Sig. = 0.000), while the t-test shows that the coordination variable significantly affects employee effectiveness (t = 7.062; Sig. = 0.000). Thus, the research hypothesis is accepted. These findings reinforce modern management theories and the perspectives of scholars such as Fayol, Terry, and Robbins, who emphasize coordination as a critical element in achieving organizational effectiveness. The results also align with Fitria's (2021) findings, which state that coordination and communication are key determinants of employee effectiveness in public service organizations. Overall, this study concludes that improved coordination—through communication, briefings, meetings, and harmonious work relationships—significantly enhances the work effectiveness of employees in the General and Staffing Subdivision of the Fisheries Office of West Seram Regency.

Abstract

This article examines the implementation of the Village Medium-Term Development Plan (RPJMDes) in Lenggahsari Village, Cabangbungin District, Bekasi Regency. The aim of this study is to analyze the effectiveness of RPJMDes implementation using a policy implementation model and a transformational leadership approach. The research adopts a qualitative approach, with data collection through in-depth interviews with village stakeholders and document analysis. The findings indicate that despite efforts by the village government to improve performance, significant challenges remain, such as limited capacity of village officials, weak oversight systems, and low levels of community participation. This study contributes theoretically by integrating the policy implementation model and transformational leadership in the context of village governance. Practically, it suggests enhancing human resource capacity, strengthening oversight systems, and increasing community involvement as solutions to improve the effectiveness of RPJMDes implementation. The implications of this research highlight the need for more adaptive policies and synergy between the government, communities, and other stakeholders to create a village government that is transparent, accountable, and responsive to community needs.

Abstract

Gender injustice in Indonesia is a structural social problem and is legitimized by cultural norms and legal systems that have not fully sided with equality between women and men. This research aims to analyze the problem of gender inequality that occurs systemically despite the existence of a legal framework that supports justice, as well as examine how legal and civic education can contribute to social transformation towards a more gender-just society. The focus of the study includes three things: (1) the concept of gender and forms of gender injustice which include marginalization, subordination, stereotypes, gender-based violence, and double burden; (2) gender justice in the legal system and the challenges of its enforcement in Indonesia; and (3) the role and barriers of legal and citizenship education in encouraging citizens' critical awareness of gender justice issues. This study uses a normative legal method with a descriptive-analytical approach, which focuses on legal regulations related to gender justice, protection of women's rights, and analysis of the role of legal education and citizenship in fighting for gender justice. The results of the study show that although Indonesia has ratified various national and international legal instruments that regulate gender justice, implementation on the ground is still hampered by patriarchal culture, low gender-based legal literacy, and structural bias in law enforcement institutions. On the other hand, legal and civic education has strategic potential as a means of social change, but until now it has not been optimal in integrating gender perspectives substantively in curriculum, pedagogy, and institutional practices. Therefore, education reform that is more progressive and responsive to gender issues is needed as part of efforts to build citizens who are inclusive, critical, and uphold the values of justice.

Abstract

The increasing use of electric bicycles in rural areas has been accompanied by low legal awareness and frequent traffic violations. In Kedungwaringin Village, many users perceive electric bicycles as informal vehicles that do not require strict compliance with traffic regulations. This study aims to analyze the effectiveness of the educational–persuasive communication strategies implemented by the Kedungwaringin Village police in addressing these violations. A qualitative research design was employed, using in-depth interviews with police officers and electric bicycle users, complemented by field observations of patrol and outreach activities. The findings indicate that the police have adopted educational and persuasive approaches through direct socialization during patrols, the use of social media platforms, and the distribution of informational leaflets. These strategies have successfully increased users’ cognitive awareness and understanding of traffic regulations. However, improved awareness has not consistently translated into sustained behavioral compliance. Many users comply situationally—particularly when police supervision is present—suggesting that educational communication alone is insufficient to produce long-term behavioral change without consistent law enforcement and social reinforcement. The study implies that communication strategies must be integrated with structured enforcement and participatory community engagement to strengthen internalization of safety values. This research contributes to the literature by enriching discussions on police communication strategies in rural contexts, particularly in relation to the emerging issue of electric bicycle regulation and community-based traffic governance.

Abstract

This study aims to analyze the implementation of communication by the Karawang City Government in utilizing the TANGKAR application as an e-government–based public complaint system. The research employs a qualitative approach using in-depth interviews, observation, and documentation involving ten informants, consisting of officials from the Department of Communication and Informatics (Diskominfo), sub-district and village administrators, and members of the public who use the application. The findings indicate that government communication in the socialization and management of the TANGKAR application has been conducted through various digital channels; however, it still faces challenges related to message consistency, public digital literacy, and inter-agency responsiveness. The novelty of this study lies in positioning strategic communication as the primary variable in analyzing the effectiveness of a digital public complaint system, rather than focusing solely on the technical or policy aspects of e-government implementation. Therefore, this study provides a conceptual contribution by expanding the discourse on local-level e-government through a strategic communication perspective, while also offering empirical recommendations to strengthen public participation and improve the quality of digital-based public services.

Abstract

The purpose of this study is to analyze and evaluate the implementation of the Mobile SIM policy in improving the quality of public services at the Depok City Police. The method used in this study is qualitative. Data collection techniques through observation, in-depth interviews, documentation and literature studies. Informants in this study consisted of the police chief, the head of the traffic unit, police, officers in the field, and community members who use the service. While the technical data analysis through data condensation, data presentation and conclusion drawing/verification. The results of this study conclude that the implementation of the Mobile SIM policy in improving the quality of public services at the Depok City Police has been running optimally, although there are still some shortcomings that need to be improved, namely such as the lack of the number of officers who provide services when the number of community members who come is greater on certain days, the need for adequate facilities, such as large and long tents to protect people who queue for services when it rains, and also the need to add to the service schedule provided so far by the Depok City Police, not only once a week but two or three times a week in each area served so far. The recommendations in this study include increasing the number of officers providing services on certain days when there are large numbers of residents, improving adequate facilities, such as larger and longer tents to protect people waiting in line for services when it rains, and expanding the service schedule currently provided by the Depok City Police, not just once a week but two or three times a week in each area served.

Abstract

Issues concerning Indigenous women have gained increasing attention in global discussions on human rights and Indigenous Peoples. However, a significant gap persists in International Relations scholarship, particularly within Feminist International Relations, which has not systematically examined the lived experiences of Indigenous Papuan women within global Indigenous rights discourse. This study analyzes the forms of marginalization faced by Indigenous Papuan women in patriarchal social structures and explores how these experiences intersect with international Indigenous governance frameworks. Using a qualitative descriptive case study approach, data were collected through in-depth interviews, participatory observation, and analysis of academic and policy documents. The analysis draws on patriarchy theory, Feminist International Relations, and Indigenous rights frameworks. Findings show that Indigenous Papuan women experience multi-layered marginalization rooted in entrenched local patriarchal norms and reinforced by limited representation in global governance arenas. This is reflected in restricted decision-making power, limited access to land and economic resources, inadequate education and healthcare, and minimal formal leadership roles. Despite these constraints, they demonstrate resilience through community-based economic initiatives, land and environmental advocacy, legal literacy programs, and grassroots diplomacy.Theoretically, this study advances Feminist International Relations by positioning Indigenous women’s local experiences as constitutive of global politics and exposing how global governance reproduces intersectional marginalization.

Abstract

Human trafficking remains a serious transnational crime and human rights violation, particularly in Nigeria, where Edo State has been identified as the main hub for trafficking networks targeting Europe. The complexity of trafficking in this region is intensified by the use of juju rituals as a cultural–spiritual mechanism to control victims psychologically. This study aims to analyze the role of the International Organization for Migration (IOM) in addressing human trafficking in Edo State, Nigeria, during the period 2017–2019. The research employs a qualitative approach using a case study design, with data collected from secondary sources such as official IOM reports, Nigerian government documents, international organization publications, and relevant academic literature. Data were analyzed using the 4P framework, prevention, protection, prosecution, and partnership within the perspective of neoliberal institutionalism. The findings indicate thatIOM played a multidimensional role through prevention programs focused on awareness campaigns and livelihood support, protection through Assisted Voluntary Return and Reintegration (AVRR) programs, prosecution by strengthening the capacity of law enforcement and judicial institutions, and partnership through multi-level cooperation with governmental, non-governmental, and international actors. A key finding of this study is IOM's facilitation of culturally sensitive interventions by integrating the spiritual declaration of the Oba of Benin, which annulled juju oaths binding trafficking victims. This approach demonstrates IOM's institutional adaptability in addressing locally rooted trafficking mechanisms. The study concluded that IOM made a significant contribution to the reduction of trafficking cases from Edo State during the study period, although its effectiveness was influenced by external factors and structural limitations.

Abstract

This study analyzes the implementation of cooperation between the Surabaya City Government and the Kitakyushu City Government in the development of Waste-to-Energy technology based on Waste Power Plants (PLTSa) in the period 2024–2025. The research was motivated by increasing pressure on urban waste management, limited landfill capacity, and the need for a sustainable energy transition. The method used was a descriptive qualitative approach with secondary data obtained through literature studies and official documents. The analysis was conducted using the City-to-City Cooperation concept, which includes four dimensions: free flow of information, reciprocity, mutual understanding, and leadership. The results of the study show that the Surabaya–Kitakyushu cooperation has encouraged information exchange and knowledge transfer in the development of PLTSa, but still faces challenges in the form of technological dependence, institutional capacity limitations, and financing and regulatory constraints. Cooperation is reciprocal, but not yet fully balanced. A shared vision of sustainable development strengthens mutual understanding, while the sustainability of cooperation is further supported by institutional strength. This study concludes that inter-city cooperation plays an important role in the development of Waste-to-Energy in Surabaya, but strengthening local capacity and technological independence are key to the sustainability of the program.

Abstract

This study analyzes the securitization of domestic opposition by the Myanmar military junta following the February 1, 2021, coup. Using the Copenhagen School securitization theoretical framework, this study examines how the State Administration Council (SAC), led by Senior General Min Aung Hlaing, constructs political opposition as an existential threat to national stability, sovereignty, and national unity. The method used is descriptive qualitative with a single case study approach, through analysis of official junta documents, public speeches, regulations such as the Anti-Terrorism Law, and international organization reports. The results show that the junta transforms political issues into security issues through speech acts, particularly by designating the National Unity Government (NUG), the Committee Representing Pyidaungsu Hluttaw (CRPH), and the People's Defense Force (PDF) as terrorist organizations in Notification No. 2/2021. This action paved the way for the implementation of extraordinary measures such as mass arrests, media restrictions, internet blackouts, and military operations against civilians. Although the securitization narrative gained acceptance within institutions under military control, its legitimacy was not fully accepted by the wider public or the international community. This research confirms that the securitization of domestic opposition contributed to democratic backsliding, increased human rights violations, and the strengthening of authoritarianism in post-coup Myanmar.
