Indonesia is becoming a net oil impoter in the near future. due to increasing domestic need of petroleum while on the other hand the exporting activity of crude oil is inevitable. Indonesia is buying the higher price and selling at the lower, and spending the more valuable to get the less. This paper examines the contradictory situation and its implication to Indonesia's terms of trade and gives a methodical evaluation of supply and demand scale for domestic market in the future. To resolve this problematic issue, a key policy is suggested to be applied namely "the downstream oil sector". This policy means bringing private involvement into the refining and retailing business, to create a freer market pricing and exclusive access to the domestic market.

Spatial interaction among local governments in fiscal setting decisions is receiving increasingly attention in the applied public economics literature. Spatial interaction models rely on the presence of an externality from local budget making, that is external effects originate from inter-jurisdictional resource flows due to tax competition for a mobile base, or from local public expenditure spillovers into neighboring jurisdictions. Similarly, the intergovernmental grants competition exists when there is a rivalry among local governments to get them from central government. This paper attempted to identify how great the fiscal competition among local governments in Indonesia. Using spatial statistics, we concluded that the fiscal competition among municipalities was greater compared to the pre fiscal decentralization period. It seems that the local tax setting and expenditures decisions in particular municipality can be attributed to the mimicking behavior to neighbor regions. Also, we found that the fiscal competition among municipalities could be attributed negatively to the fiscal disparity. Those imply that in the regional autonomy era the local governments tend to increase their local own revenue intensively and demand for intergovernmental grants in order to finance their expenditures. In the long run, they could lead to the high cost economy, worsening fiscal dependency, and inefficiency of local government expenditures. Those findings above suggest that the distribution of intergovernmental transfers among regions should consider the local tax effort and the services minimum standard plays an important role to achieve the efficiency of local government expenditures.

This paper argues that a strong agriculture sector is needed by the economy to rapidly grow. However, it is not sufficient. A strong agriculture sector can sustainably support the economic growth only if there are economic sectors that sufficiently demand commodities produced by the sector. The result of an analysis of Social Accounting Matrix (SAM) shows that agribusiness, or more specifically small and medium scale agriculture based industries, is the key for enhancing the performance of the economy. Agribusiness can also considerably improve the income of poor rural people and significantly create employment. Therefore, it would result in a better income distribution.

As the economy began to recover, some believed that only financing companies who focused in consumer financing have a better opporttrnity to generate profit compared to those who diversify their product on leasing. Thus, the objectives of this researc where to identify the following: did risk variables have an impact to return? And did product diversification have and impact to the risk and return of financing companies. A non proportional stratified random sampling was used to get samples from the total population listed in APPI (lndonesian Financing Company Association). Multiple regression analysis was adopted and disclosed that only Inefficiency risk variable impacts to Profit Margin on Sales ratio, while the Inliquidity risk impact to both ROA and ROE. All risk variables will simultaneously impact to ROA and ROE significantly, while product diversification is proven not having any influences to the relation of risk and return of a financing company. The result also concluded that consumer financing was enjoying rapid grow cornpared to leasing, and managed to recover faster from economic crisis due to aggressive support of automotive industry and because of the traumatic experience of some financing companies in dealing with leasing business, finally ended in debt restructuring program under IBRA's observation.

Contract farrning in Indonesia is a growing phenomenon. This paper examines the evolution of contract farming, and explores the incentives to engage in contract farming, preferred contract forms and contract performance from the perspective of both lndonesian farmers and contracting firms. Contract farming is characterized by a contract between a farmer and a firm that will process and/or market the farmer's crop. It has been a component of some of the most successful income generating programs for smallholder farmers; it has been a component of various schemes involving agribusiness firms. Smallholders may enter contracts to reduce transaction costs of accessing new markets, borrowing, managing risk, acquiring in formation or increasing employment opportunities. The success of contracts reflects both the contracting environment and management practices. Benefits from contracting accrue to smallholders from improved access to markets, improved technology, better management of risk and opportunities for employment of family members.

Of all the human resource management (HRM) processes performance management (PM) is potentially the most powerful, yet simultaneoustly the most problematic. This paper reports the findings of a recent research study of the usage, characteristics, and effectiveness of performance management systems across seven countries in the Asia Pacific region. Australia, Indonesia, Singapore, Thailand, Hong Kong, the Philippines, and Sri Lanka were surveyed. Whilst the sample sizes were widely divergent, ranging from only eight responses in Sri Lanka to almost one thousand in Australia, the themes which emerged are interesting not only for their similarities but also for their contextual differences. There are some signs of an increasing convergence between system types and usage, but as expected, this trend is undoubtedly mediated by specific socio-cultural differences.
