Abstract

Rural and Urban Land and Building Tax (PBB-P2) payments still face obstacles in the form of slow administrative processes, limited access, and low public digital literacy. To address these issues, the local government has begun implementing a Quick Response Code Indonesian Standard (QRIS)-based payment system. This study aims to analyze QRIS-based public service management in PBB-P2 payments at the Regional Revenue Agency (Badan Pendapatan Daerah) of Gorontalo Regency based on the principles of New Public Management (efficiency, effectiveness, transparency, accountability, professionalism, and responsiveness). The method used is descriptive qualitative with informants from the Regional Revenue Agency (Badan Pendapatan Daerah) employees and taxpayers, through interviews, observation, and documentation techniques. The results show that the implementation of QRIS improves administrative efficiency, accelerates transactions, and expands payment access. Transparency and accountability are strengthened through digital footprints, while professionalism is enhanced through human resource training. However, effectiveness remains limited due to low digital literacy and infrastructure, and responsiveness to user complaints needs to be improved. In conclusion, QRIS contributes positively to public service innovation, although it still requires strengthening in terms of literacy and technological support.

Abstract

Records management at the Educational Sports Unit of the Ministry of Youth and Sports faces various challenges, such as inefficient manual systems, disruptions due to cyberattacks on the national data center, unexpected maintenance, and mandatory weekly password changes that hinder employee performance. The SRIKANDI application (Integrated Dynamic Archival Information System) is a digital records management system designed by the government to improve the efficiency of electronic archive management. This study employs a qualitative approach to analyze the efficiency of SRIKANDI’s implementation based on the efficiency theory proposed by Sedarmayanti, which includes timeliness, work productivity, work quality, resource utilization, and cost accuracy. The findings indicate that SRIKANDI has been reasonably efficient in supporting records management but still faces several challenges that impede the full optimization of its performance. Academically, this study enriches the literature on the implementation of digital records management systems in the public sector and provides a theoretical foundation for future research on digital transformation in government institutions. Practically, the findings serve as a basis for government agencies to improve records management through technical enhancements, infrastructure strengthening, and data security policies. The public policy implication of this study highlights the need for more adaptive regulations to address cybersecurity risks and the allocation of dedicated budgets for the sustainable maintenance of digital records management systems.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh tata kelola dan budaya organisasi terhadap kinerja Badan Usaha Milik Desa (BUMDes) di Kecamatan Bonepantai, Kabupaten Bone Bolango. BUMDes berperan penting dalam pengembangan ekonomi desa melalui pemanfaatan potensi lokal, namun efektivitasnya sangat ditentukan oleh kualitas tata kelola dan budaya organisasi yang diterapkan. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei terhadap 30 responden yang terdiri dari pengurus dan masyarakat dari lima BUMDes aktif. Variabel tata kelola diukur melalui indikator transparansi, akuntabilitas, partisipasi, kerja sama, serta efisiensi dan efektivitas. Sementara itu, budaya organisasi diukur berdasarkan nilai dan norma, kepemimpinan, komunikasi, komitmen, dan profesionalisme. Instrumen penelitian dinyatakan valid dan reliabel dengan nilai Cronbach’s Alpha di atas 0,80. Analisis data dilakukan menggunakan regresi linier berganda setelah pengujian asumsi klasik. Hasil penelitian menunjukkan bahwa budaya organisasi berpengaruh positif dan signifikan terhadap kinerja BUMDes (p < 0,05), sedangkan tata kelola tidak berpengaruh signifikan. Namun, secara simultan kedua variabel memberikan kontribusi signifikan terhadap kinerja BUMDes dengan koefisien determinasi (R²) sebesar 46,26%. Hal ini menunjukkan bahwa hampir setengah variasi kinerja BUMDes dapat dijelaskan oleh kedua variabel tersebut. Temuan ini menegaskan pentingnya sinergi antara budaya organisasi yang kuat dan tata kelola yang baik dalam memperkuat kelembagaan BUMDes serta mendorong pembangunan ekonomi desa yang berkelanjutan. This study aims to analyze the influence of governance and organizational culture on the performance of Village-Owned Enterprises (BUMDes) in Bonepantai District, Bone Bolango Regency. BUMDes play a vital role in rural economic development through the utilization of local potential; however, their effectiveness is largely determined by the quality of governance and organizational culture implemented. This research employs a quantitative approach using a survey method involving 30 respondents, consisting of management members and community representatives from five active BUMDes. The governance variable is measured through indicators of transparency, accountability, participation, cooperation, as well as efficiency and effectiveness. Meanwhile, the organizational culture variable is assessed based on values and norms, leadership, communication, commitment, and professionalism. The research instruments were found to be valid and reliable, with a Cronbach’s Alpha value above 0.80. Data were analyzed using multiple linear regression following classical assumption tests. The results indicate that organizational culture has a positive and significant effect on BUMDes performance (p < 0.05), whereas governance does not show a significant effect. However, both variables simultaneously contribute significantly to performance, with a coefficient of determination (R²) of 46.26%. This implies that nearly half of the variation in BUMDes performance can be explained by governance and organizational culture. The findings highlight that the synergy between strong organizational culture and good governance is essential for strengthening BUMDes institutions and promoting sustainable rural economic development.

Abstract

This study aims to examine the strategies of the Tourism and Culture Office of West Bandung Regency in managing natural tourism. A descriptive qualitative approach was employed, with data collected through literature review, field observation, and in-depth interviews with purposively selected informants. The findings indicate that the management strategies have been effectively implemented in terms of planning, coordination, and learning processes. However, challenges remain in policy implementation and the development of supporting infrastructure. An adaptive approach involving regular evaluations and recognition efforts has been undertaken, yet improvements are still needed in inter-party communication and program implementation effectiveness. The study recommends policy renewal, enhanced community participation, cross-sector collaboration, utilization of digital technology, and internal capacity strengthening. This research serves as a valuable reference for formulating strategic policies in sustainable natural tourism management based on local potential.

Abstract

Technological advancements and global changes have significantly influenced tourism development, especially in promoting inclusive and sustainable models such as Community-Based Tourism (CBT). This study aims to conduct a systematic literature review on the strategies for developing community-based tourism in Indonesia during the 2023–2024 period. The review seeks to identify dominant themes, trends, and strategic approaches used to empower local communities in tourism management and development.Data were collected using the Publish or Perish application with Google Scholar as the primary source. A total of 321 relevant articles were selected based on specific keywords. Bibliometric analysis was conducted using VOSViewer (version 1.6.20) to visualize keyword networks and research clusters, while thematic qualitative analysis was applied to interpret emerging strategies.development, with research grouped into three main clusters: (1) strategies focusing on cultural and environmental preservation through community engagement, (2) CBT models that emphasize participation, empowerment, and local capacity building, and (3) strategies integrating local potential, digital innovation, and multi-stakeholder collaboration. The study also highlights the crucial role of digital platforms and social media in promoting tourism narratives and engaging wider audiences.This research emphasizes that successful community-based tourism requires strong local involvement, institutional support, and adaptive digital strategies. The findings offer theoretical insights and practical guidance for policymakers, tourism stakeholders, and local communities in strengthening tourism governance and resilience.

Abstract

This study aims to analyze cross-sectoral collaboration in the supervision of foreign nationals at the Class II Non-TPI Immigration Office in Baubau, using the collaborative governance approach. Employing a descriptive qualitative method, data were collected through in-depth interviews, participatory observation, and document analysis. The findings reveal that foreign nationals supervision in Baubau has undergone significant transformation through the establishment of the Foreigners Supervision Team (TIM PORA), serving as a coordination forum among various institutions such as Immigration, Police, Military, and Kesbangpol. The study identifies the four pillars of collaborative governance: initial conditions that were previously sectoral and unstructured; institutional design through TIM PORA, though lacking a comprehensive inter-agency MoU; collaborative processes characterized by open communication and flexible coordination; and facilitative leadership conducted inclusively by the Immigration Office. This collaboration has enhanced inter-agency synergy and supervision effectiveness, evidenced by jointly resolved immigration violation cases. Nevertheless, challenges persist, including overlapping authorities, limited operational regulations, and resource constraints. The study confirms the relevance of collaborative governance as an effective, responsive, and adaptive model for managing foreign nationals supervision amidst the complexities of globalization and transnational mobility.

Abstract

This study examines the effectiveness of the e-procurement policy in the procurement planning stage at the Public Works and Spatial Planning Office (PUPR) of Baubau City. The study is significant since procurement planning serves as the foundation for achieving efficiency, transparency, and accountability in public spending, as mandated by LKPP Regulation No. 11 of 2021. The objective is to evaluate the extent to which the e-procurement policy achieves effectiveness across six key activities: needs identification, determination of goods/services types, procurement methods, work packaging, scheduling of goods/services utilization, and budget management. Employing a qualitative method with a phenomenological approach, the study explores experiences, perceptions, and challenges of stakeholders through interviews, observations, and policy document analysis. The findings reveal a misalignment between procurement plans and realization in 2023–2024, with 22% of packages experiencing contract delays. The main contributing factors include low technical literacy in using the Electronic Procurement System (SPSE), weak integration of asset data and technical documents, and delays in revising Detail Engineering Designs. Although the financial absorption rate is relatively high (99.17%), administrative and technical shortcomings hinder smooth implementation. In conclusion, the effectiveness of e-procurement policies is highly dependent on data accuracy, human resource capacity, and procedural consistency. Therefore, strengthening digital literacy and monitoring systems is crucial for optimizing regional procurement.

Abstract

Village financial management plays a crucial role in realizing transparent, accountable, and sustainable village development. However, various challenges persist, including the limited capacity of village officials, weak documentation, and the suboptimal implementation of cashless transactions. This study aims to analyze the role of the Government Internal Supervisory Apparatus (APIP) in village financial management in Buton Regency, focusing on the supervision mechanisms applied and the obstacles faced. The research employs a qualitative descriptive approach through in-depth interviews, participatory observation, and document analysis, using the Miles and Huberman interactive data analysis model. The results show that APIP plays a significant role through four stages of supervision: setting standards, reviewing results, comparing implementation with standards, and taking corrective actions. The Buton Regency Inspectorate has implemented supervision based on regulations and an early warning system, encouraging the follow-up of findings through educational approaches and technical assistance. Although this has positively impacted transparency and accountability, the implementation still faces obstacles such as limited human resources at the village level, low understanding of regulations, and minimal utilization of digital technology. In conclusion, the role of APIP in Buton Regency functions not only as an administrative controller but also as a coach and educator, serving as the key to achieving more accountable, transparent, and corruption-free village financial governance.

Abstract

Empowering farmer groups is an important strategy in increasing the capacity and independence of farmers at the village level. The role of the village government is a factor suspected to be influential in supporting the empowerment process through guidance, facilitation, and institutional strengthening. This study aims to analyze the influence of the village government's role on the empowerment of farmer groups in Ollot Village, West Bolangitang District, North Bolaang Mongondow Regency. The study used a survey method with a quantitative approach. The research sample consisted of 41 respondents selected from farmer group members. The data analysis technique used simple linear regression to test the magnitude of the influence of independent variables on the dependent variable. The results showed that the role of the village government had a positive effect on the empowerment of farmer groups with a coefficient of determination (R²) of 0.677. This value indicates that 67.7% of the variation in farmer group empowerment can be explained by the role of the village government, while the remaining 32.3% is influenced by other factors outside the research model. These findings indicate that the role of the village government has a strong contribution in increasing the empowerment of farmer groups. Therefore, the village government's coaching, mentoring, and facilitation functions need to be continuously optimized to strengthen the independence and capacity of farmer groups in a sustainable manner.

Abstract

This study aims to examine the implementation of the Women-Friendly and Child-Caring Village (DRPPA) program in Tinelo Village, Tilango District. This research employs a qualitative descriptive approach with a case study method. The results indicate that the prevention programs for violence against women and childre conducted through communication, information, and education by the DRPPA in the form of socialization have been implemented effectively. Furthermore, the overall implementation of policies regarding the prevention of violence against women and children in Tinelo Village’s DRPPA is proceeding well. This is evidenced by the effective communication established between policymakers and policy implementers, as well as among the implementers of the child violence prevention program within the DRPPA of Tinelo Village.
