Abstract

Bureaucratic reform in Indonesia requires improving the quality of the State Civil Apparatus (ASN) to deliver public services that are efficient, adaptive, and responsive. One effective strategy is talent management, a systematic process for identifying, developing, and retaining employees with superior competencies and potential. This study aims to analyze the role of talent management as a bureaucratic reform strategy to improve public service efficiency. The research employed a qualitative approach with a case study in government institutions that have implemented a merit-based talent management system. Data were collected through in-depth interviews, document reviews, and observations, and analyzed using thematic analysis techniques. The findings reveal that implementing talent management accelerates service processes, increases public satisfaction, and minimizes resource waste by placing employees in positions that align with their competencies and potential. Successful implementation is influenced by regulatory support, leadership commitment, technological infrastructure, and an adaptive work culture. These findings emphasize that talent management is not only relevant as a strategy for developing public sector human resources but also as a strategic instrument to drive successful bureaucratic reform for high-performing public services

Abstract

Corruption remains one of the main obstacles to achieving clean, accountable, and effective public administration. Although Indonesia has adopted various anti-corruption policies through the establishment of independent agencies, the strengthening of legal frameworks, and the implementation of digital government technologies, significant challenges persist in their execution. This study aims to analyze the dynamics of anti-corruption policies in Indonesia’s public administration, focusing on the challenges of implementation and the potential reform opportunities that can be optimized. The research employs a qualitative approach through a literature review of laws and regulations, official institutional reports, and recent scholarly publications. The findings reveal that the dynamics of anti-corruption policy are influenced by legal-political factors, bureaucratic capacity, organizational culture, and coordination among law enforcement agencies. The identified challenges include political bargaining in policy-making, limited human resources, resistance to change, and weak internal oversight mechanisms. Conversely, reform opportunities lie in strengthening e-government, enhancing transparency and public participation, reforming civil service recruitment and promotion systems, and fostering cross-sector collaboration. In conclusion, the success of anti-corruption policies requires an integrated approach that combines technological innovation, institutional strengthening, and consistent political commitment to create a governance system free from corruption

Abstract

Clean governance is a fundamental prerequisite for establishing a democratic, accountable, and citizen-oriented state. However, the greatest challenge in achieving this lies in the weak integrity of the bureaucracy, often manifested through corruption, nepotism, and abuse of power. This study aims to analyze the role of integrity as the main foundation for building a bureaucracy that supports clean and effective governance. The research employs a qualitative approach through a literature review of policy documents, previous studies, and comparative analysis of governance practices in several countries. The findings reveal that a bureaucracy that upholds integrity significantly enhances transparency, accountability, and public trust in government institutions. Key strategies that must be implemented include merit-based recruitment reform, the strengthening of ethical leadership, and the application of transparent digital oversight systems. The study concludes that the success of clean governance heavily depends on the commitment to establishing integrity at all levels of bureaucracy. These findings offer strategic recommendations for policymakers and stakeholders to reinforce the integrity pillar as a pathway to clean and competitive governance

Abstract

This study evaluated the application of the Value Engineering method in the construction of the Sei Idan Bridge in Kutai Barat Regency to identify cost-saving opportunities without reducing structural function and quality. The analysis was carried out through six stages, focusing on four dominant work items identified using Pareto analysis: Grade 345 steel, U-Type DS-1 drainage, BjTS 420B reinforcement, and fc’30 concrete. Technical alternatives were developed through brainstorming and assessed in terms of technical performance, cost, and implementation risks. Feasibility was evaluated using the Analytical Hierarchy Process method based on six criteria. The results showed that the Q345B alternative achieved a cost efficiency of 58.35% and was deemed feasible with quality testing requirements. Other alternatives, such as Precast HDPE, HS Rebar fy 500 MPa, and Precast Concrete, also demonstrated high efficiency. The Value Engineering method proved effective in optimizing bridge construction costs through a systematic and function-based approach.

Abstract

Penerapan Rekam Medis Elektronik (RME) merupakan salah satu cara transformasi digital di sektor kesehatan dalam rangka mendorong penerapan sistem informasi terpadu. RME dimaksudkan untuk menggantikan pencatatan tradisional dalam rangka meningkatkan integrasi, akurasi, dan efisiensi data layanan pasien. Tujuan dari penelitian ini adalah untuk mengetahui tingkat kesiapan penerapan RME di unit rawat inap Rumah Sakit Wiyung Sejahtera. Alat ukur yang digunakan dalam metode deskriptif kuantitatif ini adalah Technology Readiness Index (TRI). Penelitian ini menggunakan populasi petugas rekam medis dan perawat rawat inap menggunakan instrumen kuesioner berupa Google Form untuk diisi guna mengumpulkan data. Hasil penelitian menunjukkan bahwa variabel Optimism yang masuk dalam kategori sangat siap memiliki skor rata-rata tertinggi (33,2). Sementara itu, variabel Innovativeness (22,6), Discomfort (22,5), dan Insecurity (16,9) masuk dalam kategori cukup siap. Berdasarkan hasil tersebut, Temuan ini menunjukkan bahwa petugas rekam medis dan perawat rawat inap memiliki kesiapan yang relatif baik untuk mendukung implementasi RME, terutama pada variabel optimism yang memiliki skor tertinggi. Namun, masih ada ruang untuk perbaikan di bidang inovasi, kemudahan teknologi, dan penurunan kekhawatiran tentang sistem digital yang ada.Untuk memaksimalkan adopsi RME yang komprehensif dan berkelanjutan, studi ini sangat penting sebagai dasar pengambilan keputusan saat mengembangkan kebijakan internal rumah sakit, pengembangan teknologi, dan inisiatif pelatihan.

Abstract

This research was conducted at PT Solo Garmindo with the aim of evaluating the impact of motivation, career development and a non-optimal work environment. The information sought in the research was collected through the use of questionnaires and interviews. 110 respondents were used in the study. It is hoped that this research will provide useful information for management and employees. The information obtained is processed by The use of multiple regression for quantitative analysis is used to understand how the independent variable affects the dependent variable, as well as to test models and hypotheses, while also checking validity and reliability. Regression observations show that motivation, career development, and work environment have a direct impact on increasing job satisfaction. Thus, increased motivation, sustainable career development and a good work environment are needed to increase employee job satisfaction in the future.

Abstract

Program Keluarga Harapan (PKH) intended for groups registered in family-based integrated social assistance programs. This research aims to determine the impact or effects of the quality of assistance, level of education and changes in behavior on improving the welfare of PKH beneficiaries. The research was carried out using a quantitative approach using a sample of 167 PKH beneficiaries in Bandungan District, Semarang Regency, who were selected proportionally through random sampling. The data collection method involves the use of a questionnaire, then the data is analyzed using the SPSS program for multiple linear regression. The results of the study data analysis show that (1) the quality of assistance, level of education, and changes in behavior of PKH recipients have a positive and significant effect on improving their welfare, (2) these influences also occur simultaneously.

Abstract

The financial system based on technology is called Fintech and builds new products, services, technologies, and business models. This affects the stability of the financial system, smoothness, security, and speed of payments. The presence of fintech in the banking industry benefits both banks and customers. In practice, fintech can streamline the process of handling various tasks so that they are faster and more efficient. This study aims to determine how Fintech affects product development at BPRS Artha Amanah Ummat Ungaran, Semarang Regency. This field study has qualitative descriptive characteristics. Primary data was obtained from interviews, and secondary data was obtained from literature studies or documentation to complement the primary data. The study shows that the presence of fintech affects the progress of Islamic banking products. Customers really like some good financial technology products; one of which is a paperless online account, which reduces paper use because all transaction models are now internet-based.

Abstract

Planning, organizing, directing, and supervising activities related to finance, such as procurement and use of business funds, are referred to as financial management. Businesses need good financial management to increase sales. This study analyzes qualitative descriptive data, Primary and secondary data sources obtained through documentation and interviews are utilized in this study. In order to obtain information, the business owner and employees of Omah Kopi Omaji Klepu were interviewed. The study's findings show that Omah Kopi Omaji Klepu has used financial management, but not fully, and needs to be improved because it implements very basic financial management. Financial management at Omah Kopi Omaji Klepu is budget planning and simple control because of the limited knowledge of the owner, so Omah Kopi Omaji Klepu does not implement reporting in its financial management. In addition, financial management to increase sales can be done by allocating funds intelligently for efficient marketing strategies, developing innovative products, and ensuring the availability of sufficient working capital to meet market demand properly.

Abstract

The purpose of this investigation is to evaluate the impact of tourism communication and the quality of local guide services on the level of tourist satisfaction at Gedong Songo Temple, Semarang Regency, and to evaluate the impact of tourism communication and the quality of local guide services on the level of tourist satisfaction at Gedong Songo Temple, Semarang Regency together. This study is quantitative research. Primary and secondary data are the two categories of data that are utilized. The instrument used in this research is a questionnaire which was processed using SPSS for Windows 17.0, while the number of samples are 97 respondents. The study's findings include: (1) There's an impact of tourism communication and the quality of local guide services on the level of tourist satisfaction at Gedong Songo Temple, Semarang Regency. (2) There's an impact of tourism communication and the quality of local guide services on the level of tourist satisfaction at Gedong Songo Temple, Semarang Regency simultaneously.
