Abstract

The Soppeng regency required a tourism ambassador to market the region as a tourist information hub. The objectives of the study were to determine the role of Ana'dara Kallolo as a tourism ambassador in promoting tourist attractions and to identify the elements that supported and hindered Ana'dara Kallolo's efforts to promote tourism in Soppeng regency. Based on the foregoing promotions, it became necessary to define the communication strategy employed by Ana'dara Kallolo to promote the programs of tourist attractions. The research employed a qualitative approach to delve more deeply into the subject to be watched closely. Ana'dara Kallolo had important roles as the actors of the activity, as a tourism information centre, and as the Soppeng regency tourism ambassador, according to the findings of the study. The supporting factors indicated a high level of public interest in tourism destination areas in that regency, while the inhibiting factor was the lack of community resources when tourism promotion was conducted. It was determined that the public had recognized Ana'dara Kallolo's information regarding tourism in Soppeng regency as accurate; thus, the barriers to engaging in socializations or other activities must be eliminated by significantly improving human resources. The purpose of the study's execution was to gain the strategy for completing a variety of tasks and to carry out the scheduled activities.

Abstract

This paper examines the representation of optimism during the American progressive era in the novel Pollyanna. The analysis focuses on discovering the discourse of optimism and the critical position of the author. The theory of representation by Stuart Hall and the discursive approach by Michel Foucault were used. The contextual background and the narrations in the novel are collaborated in the analysis process to find the discourse of optimism and the critical position of the author. The result of this research shows that this novel represents optimism through the glad game and the characters' personality alterations who always look at good sides on everything and make comparison of descending life events. The study also shows that as a writer, Porter positions herself as person who supports optimism as the response in the progressive era in America. Keywords: glad game, optimism, pollyanna, positive psychology.

Abstract

The paper examines the phenomena of language maintenance, shift, separation, and spread of the demographic proportion of the ethnolinguistic groups on either side of the borders, and argues that language use in various public domains is consistent with language policy, planning, and development. The paper is anchored on visible data in a conceptual framework that offers a triglottic configuration that has been used in both and within various multilingual states in Africa, and more specifically with Cameroon by Tadedjeu (1975) and Nigeria by Brann (1981). The Tadedjeu and Brann framework enabled an analysis of the border configuration concerning languages. It is indicated that the seemingly autochthonous peoples of the border are so deeply rooted that it appears most of them wandered there within the last few centuries. Thus, with the growing level of interdependence across the border region, it is considered that the younger generation of the border peoples will someday wander into cities, become bilingual, and forget their language, leaving behind a vanishing generation of chthonophones.

Abstract

The General Will is one of Jean-Jacques Rousseau’s original contributions to the district of political philosophy. The intellectual burden and herculean task of this inquiry consist of reconciling the General Will with the sanctity of individual freedom, which Rousseau also purports to protect. Through the method of philosophical and textual analysis, this paper examines the inherent absurdities, complexities, and obscurities associated with the determination and realisation of the General Will, which lie at the heart of, and are the nucleus of, the political philosophy of Rousseau. It further x-rays the acclaimed infallibility and veracity of this political theory vis-à-vis its claim as a moral norm—an authentic will that is ultimately right in its normative credentials. It adopts a qualitative research method, in which case, it is basically descriptive and highly analytical. It is significant as it provides a blueprint and a veritable guide for policymakers at all governance or social engineering levels. In conclusion, a case is made that, notwithstanding its manifold discontents and gross inadequacies, it is indeed a standard for enhancing distributive justice and the common good. It recommends that the doctrine of the General Will be made a guiding ideology and national philosophy and be incorporated into the federal character principle to address the lingering and looming challenges of Nigerian federalism against the backdrop of its fragile state structure. It also suggests that it be used as a criterion for establishing or gauging essential aims and guiding principles of state policy in the Nigerian political system.

Abstract

The Independent National Electoral Commission (INEC) is the Electoral Management Body (EMB) established in Nigeria to deliver free, fair, and credible elections through a transparent and peaceful process. However, the origin of violence perpetrated during elections with wanton destruction of public and private property, including loss of lives all over the country, calls for an examination of the role of INEC in this regard. This study used historical method analyses to examine the role of INEC. The study found out that though INEC has, to a large extent, performed its role and also helped to deepen democracy in Nigeria since its establishment in 1998. Further studies also found that INEC’s poor organisational abilities, lack of essential transparency, widespread procedural irregularities, substantial evidence of fraud, widespread voter disenfranchisement at different stages of the process, etc., have been responsible for the numerous incidences of conflict in the country during elections. This paper concludes and recommends that external challenges, such as security, inadequate funding, and the desperation amongst Nigerian politicians, be moderated and curtailed with a synergy between the Legislature and Executive arms. At the same time, the judiciary plays its role well, including that INEC employs professional ethics amongst its staff with organisational and logistical efficiency and effectiveness in the electoral process. INEC’s role will be overtly transparent and therefore lead to the delivery of peaceful rather than conflict-infected elections.

Abstract

This paper critically analyses Pan-Africanism as an ideology for the liberation of Africa, with a view to assessing the possibilities of a common African citizenship. This paper argues the claim that the focus of Pan-Africanism should shift from activism, agitations, and struggles to a univocal platform that will define authentic African identities by crystallising a common nationality for Africans on the continent and those in the diaspora. This claim is known to be rooted in the age-long African values of brotherhood, complementarity, and family hood (Ujamaa) that make Africans see other Africans as brothers who share the same humanity. This is different from the Africans of today who have assimilated western values of individualism, which are divisive and exclusive in nature, which in reality is a negation of authentic African personhood and society. This has given rise to ethnic agitations, xenophobic attacks, populism and hatred against "outsiders". Therefore, it is in the forging of common identities for Africans that African citizenship can be made possible. It should be the way forward for Pan-Africanism in the 21st century. Thus, in this paper, we employ the philosophical method of critical analysis in carrying out our investigation of the various issues that necessitated this research work.
