Abstract

The Waste Bank Information System (SI BANK SAM) is a digital application owned by the Environmental Service of Blitar Regency that manages waste banks. This application was developed due to the suboptimal management of waste banks, which had shortcomings such as inaccurate record-keeping, slow data verification, and high operational costs. This study aims to analyze the effectiveness of SI BANK SAM in managing waste banks in Blitar Regency, enabling the Environmental Service to evaluate existing challenges. Evaluations that improve the application’s effectiveness can enhance SI BANK SAM’s role in addressing waste problems in Blitar Regency. This research uses a descriptive qualitative approach. The results show that the SI BANK SAM application is one of the best solutions provided by the Environmental Service of Blitar Regency to optimize the management of waste banks, replacing the manual system that had many drawbacks such as slow data collection and frequent discrepancies between recorded data and actual field conditions. Field findings indicate that SI BANK SAM operates as expected, with 4 out of 5 dimensions performing well based on Gibson’s (2003) effectiveness theory, which includes the dimensions of production, efficiency, satisfaction, adaptation, and development.

Abstract

This research aims to analyze the development of Heritage Tourism in the European Area (Europeesche Champ) of Kota Lama Surabaya using the perspective of Good Tourism Governance with descriptive qualitative methods and a case study approach. Data collected through interviews, observation and documentation and analyzed using the theory of Good Tourism Governance. The results of the study show that good tourism governance is very important for the development of heritage tourism as an area that has cultural heritage potential which is the attraction of tourist destinations and opens opportunities for local economic growth. Good Tourism Governance in the European Area (Europeesche Champ) Kota Lama Surabaya can be said to have been implemented well with the success of 5 out of 10 indicators, namely related community participation, sustainable resource utilization, environmental carrying capacity, environmental accountability, and promotion and advocacy of local cultural values. However, there is still room for improvement in the indicators of stakeholder involvement, local ownership partnerships, accommodating community aspirations, program monitor and evaluation, and community training.

Abstract

The purpose of this study was to examine in depth the implementation of the boarding pass system service policy at Purabaya Terminal. This study used a qualitative method and obtained the following results: (1) The standards and targets of the policy indicate that the division of passenger zones has complied with the Minister of Transportation Regulation No. 24 of 2021; (2) Resources have been implemented through adequate availability of staff, although a consistent attitude in realizing the boarding pass service system needs to be enforced; (3) The characteristics of the implementing organization are well-structured and scheduled; (4) Communication between organizations is not fully implemented as some bus company parties reject it; (5) The attitudes of the implementers overall demonstrate knowledge of the new system; (6) The socio-economic and political environment is able to implement the boarding pass system socially by meeting passengers’ security needs, economically by increasing company revenue, and politically by cooperating with government agencies. Therefore, the boarding pass system implementation has not been fully successful. To ensure the boarding pass system can run according to plan, BPTD Class II East Java is recommended to undertake several measures to improve public service transformation, such as: (1) Establishing a special organizational structure that is directly responsible for boarding pass system implementation; (2) Emphasizing the role of staff at Purabaya Terminal to provide more structured and consistent service according to the established schedule; and (3) Intensifying socialization efforts to bus companies to mandate the transition to the e-ticket system.

Abstract

This study aims to analyze the implementation of East Java Governor Regulation Number 38 of 2024 concerning Strategic Planning for Vocational Education and Vocational Training, specifically in strengthening teacher competency through the Continuous Professional Development Program (PKB) in Surabaya. The urgency of this study arises from the lack of empirical studies analyzing this latest regional regulation, even though this policy is crucial for ensuring teachers are adaptive to global industry needs. The method used is a qualitative study with a systematic literature review approach, using the Mazmanian & Sabatier implementation theory framework to evaluate policy documents, program reports, and related research. The main findings indicate that the policy implementation has been very effective and directed, driven by three key factors: a strong regulatory structure, active synergy between the Education Office and the industrial world (including PT PAL and PT INKA), and a high commitment from implementers. This effectiveness is measured by the PKB achievements, such as more than 500 vocational high school teachers participating in digital literacy training and the production of more than 250 scientific publications for teachers. A significant contribution of this study is the affirmation of a model for teacher competency development that is integrated between schools and industry demands. The implications require increased budgets to expand access to quality training and strengthen technological infrastructure to ensure the sustainability of PKB in the future.

Abstract

Drought is a natural disaster that cannot be avoided and occurs annually in Indonesia. Data from National Agency for Disaster Countermeasure for the years 2020-2024 indicates that the number of districts/cities affected by drought has shown both increases and decreases, varying each year. Therefore, efforts from both the government and private sectors are necessary to provide clean water programs for the community. Philanthropic institution, such as LAZISMU, are also involved in addresing this issue. The objective of this study is to analyze the implementation of the clean water program by LAZISMU. The research employed a qualitative study with a descriptive analysis approach. The results indicated that there where obstacles in the implementation of the clean water distribution program, such as a lack of communication among various LAZISMU branches in Special Region of Yogyakarta, which led to overlapping clean water distribution in some areas, and the budget allocation by LAZISMU has not yet been sufficient to meet the needs of the entire community. Structured coordination is needed, such as regular meetings among LAZISMU throughout the Yogyakarta prior to distribution, is necessary to ensure effective, targeted, and equitable clean water distribution

Abstract

This study aims to analyze the influence of adaptive leadership style and program relevance on citizen responses to education and cultural preservation programs in West Java. The study employed a quantitative approach with a causal explanatory design, using a survey method with 400 respondents selected using proportional random sampling from Bandung City, Cirebon Regency, and Garut Regency. The research instrument was a questionnaire based on a 1–5 Likert scale. Data analysis was performed using multiple linear regression, including classical assumption tests, t-tests, F-tests, and coefficients of determination. The results showed that adaptive leadership style and program relevance simultaneously and partially had a positive and significant effect on citizen responses. Partially, program relevance was found to be more dominant (β=0.581; Sig. 0.000) than adaptive leadership style (β=0.272; Sig. 0.012). The Adjusted R² value of 0.435 indicates that the model is able to explain 43.5% of the variation in citizen responses, while the remaining 56.5% is influenced by factors outside the model. These findings confirm that the combination of adaptive leadership and programs relevant to community needs is an important foundation for increasing public participation.

Abstract

Abuse of authority in correctional institutions is a problem that can threaten the legitimacy of public administration. This study investigates the application of integrity as a mechanism to prevent abuse of authority in Technical Implementation Units for Corrections, namely the Class IIA Correctional Institution in Sragen and the Class I Detention Center in Surakarta. Using qualitative descriptive methods and the six-dimensional integrity framework proposed by Leo Huberts (2014), this study explores key components including system integrity, moral virtue, accountability, openness, rule enforcement, and exemplary behavior. Data were collected through interviews, observation, and documentation. The results of the study show that integrity at the Sragen Class IIB Prison is based on formal work rules and implementation by Satops Patnal, reinforcement in assembly forums, reinforcement of religious values, monthly reports, participatory facilities, and role models for officers. Meanwhile, what is different at the Surakarta Class I Detention Center is the existence of body checks on employees, checks on employees' belongings, and reviews of conditions. Integrity fosters a work culture that not only prevents violations through rules and sanctions, but also maintains ethical behavior through religious guidance, moral examples, and participatory monitoring. This study emphasizes that institutional integrity must be cultivated as a shared organizational value rather than a reactive response to violations. By instilling integrity across all operational, behavioral, and cultural dimensions, correctional institutions can create a robust system that minimizes opportunities for abuse of authority.

Abstract

The advancement of technology has shifted archival practices from conventional to digital methods. The digitization of archives is necessary to facilitate efficient and smooth archiving activities. Currently, the archiving process at Kradinan Village Office, Dolopo District, Madiun Regency, remains traditional, relying on manual record-keeping through tables in ledgers. This manual system often results in important files being overlooked, and retrieving old documents is time-consuming due to the physical format. Furthermore, paper documents are prone to damage, making long-term storage inefficient. This study aims to assist the Kradinan Village Office by digitizing their archive data to simplify archiving tasks. The application was developed using Microsoft Access, chosen for its capabilities in data input and document search functions. The research employed the ADDIE model (Analysis, Design, Development, Implementation, and Evaluation) as the methodological framework. The needs assessment involved observation and interviews to gather content requirements. For hardware and software necessities, Microsoft Access and a Windows 10 laptop were utilized. The resulting archive management system, named SIKENAN, was designed to be user-friendly and tailored to the specific needs of the village office, with additional features anticipated as necessary. The application was implemented at the Kradinan Village Office and followed by evaluation to refine and optimize the system.

Abstract

This study examines the implementation of bureaucratic reform at the Surabaya District Attorney’s Office and its influence on public service quality. Bureaucratic reform is considered a strategic initiative to promote more effective, efficient, and accountable service delivery. However, its application in the law enforcement sector still faces several barriers, including inconsistent procedures and limited institutional capacity. The main objective of this research is to assess the relationship between bureaucratic reform and public service quality and to identify the reform dimensions that most significantly contribute to service improvement. The study applies a quantitative explanatory design through a survey of 80 respondents, comprising 15 staff members and 65 service users. Data were analyzed using descriptive statistics, validity and reliability testing, Pearson correlation, and simple linear regression. Service quality was measured using the SERVQUAL framework, which includes tangibles, reliability, responsiveness, assurance, and empathy. The findings reveal a positive and statistically significant relationship between bureaucratic reform and public service quality (r = 0.712; p < 0.05). Bureaucratic reform accounts for 50.7% of the variation in service quality, with transparency and procedural efficiency identified as the strongest predictors. The study recommends strengthening institutional structures, enhancing employee capacity, and adopting technological innovations to ensure more consistent implementation of reform and to foster responsive, sustainable public services.

Abstract

Child-Friendly Play Spaces (CFPS) are critical indicators of Child-Friendly City (CFC) implementation, yet significant gaps persist between policy and practice. This study will address the progress gap in the CFSP in Bengkulu City based on George C. Edward III's understanding of policy implementation. The researcher investigates the issue qualitatively, conducting in-depth interviews, direct observation of CFPS in 13 locations, and document analysis using a qualitative approach. An examination of the technical standards of the CFPS and the Ministry of Women's Empowerment and Child Protection indicates that none of the CFPS are compliant. This study faces four obstacles: a lack of inter-agency relationships, with only two or three meetings throughout the year; a lack of human and financial support; a lack of appropriate and positive disposition from implementers who focus on achieving administrative objectives rather than substantive targets; and a weak bureaucratic structure due to the absence of Standard Operating Procedures. This study adds to the literature on policy implementation by describing the phenomenon of decoupling by detailing the recognition of the administrative side of implementation (six consecutive Pratama awards) and the lack of quality on the substantive side of implementation. The study recommends institutional transformation, capacity building, adequate budget allocation, and systematic cross-sectoral coordination to genuinely fulfill children's rights to safe and appropriate play spaces.
