Abstract

Regional economic development is the ability to generate additional income or improve welfare. The effectiveness of the Sumatra Provincial Government in implementing economic development. This research aims to examine a collaborative development planning model that can support economic development in North Sumatra Province. Structural Equation Model (SEM) was adopted as an analytical framework using a quantitative approach with a focus on cause-and-effect relationships and influences. The results show that only the Top-Down Planning Pattern has a direct impact on Regional Economic Development. Apart from that, the collaborative model of Dawes & Eglene, Djumara, and Ansell & Gash can increase regional economic development. Based on data analysis, the Collaborative model is proven to be effective compared to the direct influence of Bottom-Up and Top-Down planning. Meanwhile, Bottom-Up planning which is strengthened by the Djumara model was chosen as the most effective in increasing regional economic development. Among the three collaboration models, Djumara and Ansell & Gash have a positive impact on this variable. However, through indirect testing, Dawes & Eglene, Djumara, and Ansell & Gash can mediate or improve these variables. Based on the results, Bottom-Up planning through the Djumara model is most effective in increasing regional economic development. This model is recommended as a shortcut to effective development planning using Collaborative Culture, Leadership, Strategy, and Team Processes.

Abstract

Talking and listening are the most efficient things for humans to do with each other communicate. Many people have difficulty communicating by speaking which is usually referred to as Speech Impairment. This application aims to make it easier for the deaf or people who have difficulty speak so that you can communicate well and correctly by speaking voice. The process of making this application was made using Android studio, mobile vision API, and Text To Speech. With the conversion application writing to speech using a camera for the Android-based speech impaired can It was concluded that the application could help speech impaired people and people people who have difficulty speaking communicate better and more effectively

Abstract

This study offers a Decision Support System (DSS) that uses the Analytical Hierarchy Process (AHP) to help youngsters choose appropriate television programs. The system is intended to provide parents with a simple and easy-to-implement option for controlling their children's television viewing habits. Its goal is to keep youngsters from imitating unwanted behaviors and to protect them from the detrimental effects of television material. The proposed DSS delivers critical information to allow interactive decision-making, ensuring that users have easy access to the information they require and can make well-informed decisions. The AHP methodology, a decision-making strategy that incorporates pairwise evaluations of selection criteria and available program options, is used in the system's implementation. AHP is particularly successful in solving multi-criteria problems, allowing for the prioritization and ranking of choices based on the research criteria. This study highlights the importance of the DSS in assisting parents in making educated decisions about their children's television programming, resulting in a safer and more educational viewing environment.

Abstract

This research aims to investigate the influence of organizational commitment on the performance of employees of the Nias Regency Food Security, Agriculture and Fisheries Service. Organizational commitment is a key factor in understanding the level of employee engagement and productivity in a government organization. This study involved employees of the Nias Regency Food Security, Agriculture, and Fisheries Service as respondents.This research uses a survey method by distributing questionnaires to randomly selected respondents. This questionnaire includes questions about the level of organizational commitment and employee performance. The collected data is then analyzed using appropriate statistical methods.The results of this research show that there is a significant positive influence between organizational commitment and the performance of employees of the Nias Regency Food Security, Agriculture, and Fisheries Service. This means that the higher the level of organizational commitment that employees have, the better their performance in carrying out their duties.This research has important implications for the management of the Nias Regency Food Security, Agriculture, and Fisheries Service in improving the performance of their employees. By strengthening organizational commitment, they can motivate employees to work more effectively and efficiently in carrying out food security, agriculture, and fisheries tasks.

Abstract

The PKM Programme aims to increase tourism and promotional media even in the midst of the Covid-19 pandemic by using information technology, particularly data mining, to help Deli Museum employees forecast the number of visitors to the museum. The information gathered from this process can then be utilised to inform policy decisions. The information that is produced can be innovatively and creatively used to implement commercial strategies that will boost public interest in and passion for visiting the Deli Serdang museum. As the first step in putting this PKM programme activity into practice, the team in the present Community Service programme teaches students how to retrieve and gather data at the Deli Serdang Museum in addition to teaching them how to use technology, particularly the Data Mining application. The Deli Serdang Youth, Sports, Culture and Tourism Department is the program's target audience, with a focus on museum staff in particular. The team evaluated the participants' ability to accept and assimilate the material by giving them tests at the end of the PKM series. This allowed the team to determine how well the participants understood the material.

Abstract

The use of logo design as a key element in branding strategy plays a central role in enhancing the marketing of SME products in the digital era, especially in Kelambir V Village. This research explores the importance of implementing logo design to shape a positive brand image and expand market reach for SME practitioners. Through training, workshops, and the implementation of digital technology, this community engagement program aims to enhance the understanding of SME practitioners regarding the role of logo design in creating visual appeal and strengthening brand identity. Additionally, through collaboration with academic institutions and the village government, the project also aims to improve digital technology capacity at the local level. With a focus on Kelambir V Village, it is expected that the implementation of logo design and digital technology will have a significant positive impact on the marketing of SME products, enhance their competitiveness, and stimulate economic growth at the village level. The results of this engagement can serve as a model for the strategic use of logo design and digital technology in developing SME businesses in a rural context.

Abstract

This service aims to provide socialization and training on the use of a mobile-based online public complaint system in Kebun Kelapa Village. This training is carried out using practical and participatory methods, allowing participants to learn and implement the use of Android / mobile in the online complaint process. It is hoped that in the future the results of this service will make it easier for the community to provide suggestions, input and criticism regarding the performance of village officials both in Kebun Kelapa Village and Langkat District Office. By implementing this mobile-based online method, it will be easier for the community to convey their aspirations to village officials without having to come to the village office. The positive impact of this training can be observed from the increase in people who are able to use online applications via their respective mobile phones. . Apart from that, this training also opens up new opportunities for village communities to utilize the potential of village communities with existing technological developments and effectively support sustainable village economic development.

Abstract

The continuation of the digitalization of population administration services towards regional development planning through the population utilization system is expected to become a common foundation to overcome various barriers in the effort to optimize data utilization. To improve this in the future, this gap becomes the subject of research. This research studies many aspects, such as recording and documentation, data publication, data development, data utilization, ease of use, quality of data information, and credibility of data administration. We also strive to enhance respondents' understanding of the population information system, what users need for data, and which data can collaborate across agencies. To accelerate the performance of regional development in addressing urgent and long-term issues, easily accessible and valid population data are required. If the data used in planning is not valid, planning that can respond to changes in social conditions becomes difficult. The validity of data referred to not only indicates whether the recorded population events match the actual conditions but also whether the recorded data can depict the actual numbers. Currently, an improved quality of planning is expected to be produced from the ease of data access for users to utilize in their field of work. As the executing agency handling population administration in Medan City, the Medan City Population and Civil Registration Office has initiated the process of developing a digital population data system. Strategies for optimizing performance continue to be implemented, and this research is expected to encourage population administration managers to support the blessed, progressive, and conducive vision and mission of Medan City.

Abstract

 The rapid and dynamic development of cities requires the strategic role of regional planning in carrying out urban transformation. This research aims to investigate and analyze the role that regional planning plays in the urban transformation process, focusing on the aspects of planning that influence sustainable and competitive urban development. The research methodology involves literature analysis, case studies of cities that have undergone successful transformation, as well as interviews with urban planning experts. The results show that regional planning plays a key role in steering urban transformation towards sustainable development. It facilitates efficient infrastructure development, planned land use management, and improved environmental quality and community welfare. It also plays a role in formulating policies that support economic growth, community empowerment, and the creation of inclusive public spaces. Case studies show that the integration of regional planning with various local, regional and national stakeholders has a positive impact in addressing urban challenges. Therefore, close collaboration between the government, private sector and civil society is required to create a holistic and sustainable regional planning strategy. This research contributes to further understanding of the role of regional planning in the context of urban transformation and provides a framework for policy development that supports sustainable and competitive urban growth. The implications of this research provide direction for policy makers, urban planners and related parties to enhance the role of regional planning as a key to success in facing the challenges of modern urban transformation.

Abstract

The results of community service activities with the title "Socialization of the Effectiveness of Village Funds to Optimize the Financial Performance of Kebun Kelapa Village". This activity aims to increase understanding and implementation of effective village financial management in the context of optimizing village funds in Kebun Kelapa Village. Through a series of steps, including need identification, outreach, training, mentoring and guidance, we succeeded in achieving significant results. Village communities, especially village officials, now have better knowledge about village financial management and transparency in the use of village funds. The positive impacts of this activity also include preparing better village financial planning, increasing village income through optimizing tax and levy revenues, as well as increasing the welfare of the people of Kebun Kelapa Village. Researchers recommend that outreach and training activities continue and be improved in other villages. Strict supervision of the use of village funds and the application of the principles of transparency and accountability in village financial management are also very important. This report reflects the successful collaboration between the service team and the Kebun Kelapa village community. Hopefully this success will be an inspiration for other villages in managing their village funds effectively and transparently.
