Abstract

This article aims to analyze Taiwan's government accountability for fishermen who are working in the waters of Nanfangao, Taiwan. Jeremy Bentham through his book "Introduction to the morals and legislation" states that legal duty is nurturing goodness and preventing evil, so the law should provide benefits or usability for the crowd (to serve Utili TY). The community as a basic component can sue the government if in other cases raises losses on the management of public facilities and infrastructure. It also relates to the Taiwan government's liability for legal protection, for which the state's responsibility has been regulated in the SCL (State Compensation Law) or the Taiwan State Compensation Act. As for that would be a case study of bridge collapse which is one of the disability management of state-owned public facilities that cause harm to the community in Taiwan. That article 2 SCL describes the country or Government of Taiwan shall be liable for any form of loss, property damage and loss of life arising from the management of the state's public facilities. This is a real example of the application of Taiwan's accountability to public services as a form of legal protection to the public. The concept of the responsibility in Indonesia is governed by article 1365 BW, that personal accountability is caused by individual events and legal acts. Abstract

Although the concept of social exclusion was developed in Western society context, the same phenomenon has been part of Indonesian societies today in somewhat different nature. It is true that social exclusion is related to both issues of poverty and underclass position as well, but approach to solve the problem has been starting from point related to one of them as accentuation. Regardless of performance achieved, Government of Indonesia has been considering the issues in the programs of concerned ministries.

Abstract

The problem of poverty is still an important issue in Indonesia. The Indonesian government has made various efforts to tackle the problem of poverty, one of which is through the Family Hope Program (PKH), which is a cluster of policies based on social assistance and protection in the form of meeting the basic needs of health and education for poor individuals and households . The hope is that with quality health and education, it will break the chain of poverty. In its implementation, PKH does not escape various problems , starting from the input aspect to the output aspect . Thus, this study aims to see the effectiveness of PKH in terms of program input, process, and output aspects. This research is a type of quantitative descriptive research with a questionnaire instrument guided by the researcher. The data analysis technique uses a scoring questionnaire which is then compared with the ideal criteria that have been set in PKH. m The results showed that PKH was effective from the input aspect , process aspect and output aspect in the education sector . However, PKH has not been effective in terms of output in the health sector on several indicators. In addition, PKH has implications for the economic aspect in the form of increasing labor productivity through improving the quality of human resources by increasing the percentage of students who continue to junior high and high school levels. During the 6 (year) program, there was an increase in education participation from SD to SMP by 20% and participation from SMP to SMA levels by 19%.

Abstract

This research is motivated many children become beggars in Pasar Raya Padang. Children are supposed to be from morning till noon at school, but in realita, a lot of them are also found to work as beggars on the streets. Study aimed to describe :  (1) Opinion of the nuclear family (parents) internally about children working as beggars in the Kingdom Market Padang, (2) external opinion families, about children who work as beggars in Pasar Raya Padang , (3) Causes of child Begging.This research was conducted for three months ie from December to February. From the results of research in the field shows that the causes of child begging in Pasar Raya Padang caused by several things: (1) The opinion of parents whose children work as beggars said that, it is risky and unsafe. (2) The opinion of the child beggars external parties include family, peer opinion is that amplifies the children to become beggars. (3) The opinion of other factors beyond the family as a second opinion includes the school , neighbors and community leaders, there are some people who think negatively and most positively to the beggar child labor. (4) Knowledge and understanding of the life of the child beggars begging. (5) Analysis of the combination  internal and external).Penelitian ini dilatarbelakangi banyaknya anak-anak yang menjadi pengemis di Pasar Raya Padang. Anak-anak yang seharusnya dari pagi sampai siang berada disekolah, namun pada realitasnya, banyak juga mereka ditemukan dijalanan bekerja sebagai pengemis. Penelitian ini bertujuan untuk mendeskripsikan : (1) Pendapat keluarga inti (orang tua) secara internal tentang anak bekerja sebagai pengemis di Pasar Raya Padang; (2) Pendapat pihak eksternal keluarga, tentang anak yang bekerja sebagai pengemis di Pasar Raya Padang; (3) Faktor Penyebab Anak Mengemis. Dari hasil penelitian di lapangan menunjukkan bahwa faktor penyebab anak mengemis di Pasar Raya Padang disebabkan oleh beberapa hal yaitu : (1) Pendapat orang tua yang anaknya bekerja sebagai pengemis mengatakan bahwa, hal tersebut penuh resiko dan tidak aman. (2) Pendapat pihak eksternal keluarga pengemis anak meliputi, pendapat teman sebaya merupakan pihak yang menguatkan anak untuk menjadi pengemis. (3) Pendapat dari faktor lain diluar keluarga sebagai second opini meliputi pihak sekolah, tetangga dan tokoh masyarakat, sebagian pihak ada yang berpendapat negatif dan sebagian positif terhadap pekerja pengemis anak. (4) Pengetahuan dan pemahaman pengemis anak tentang kehidupan mengemis. (5) Analisis kombinasi (internal dan eksternal).

Abstract

This study is an analysis about the strategy of governments economic empowerment for Papuans women traders in the district of Muara Tami, located at the border between the West Papua Province and Papua New Guienea. In addition to the problems of low infrastructure development for women traders in border areas, this study found a more complex reality faced by the Papuan women traders that hindered their economic improvement, the competition between the migrant groups who dominated the economic development in their area. By employing a qualitative methods through observation, interviews, and literature study from secondary materials in the field, this study argues that the empowerment agenda for Papuan women traders needs more concerted efforts of affirmative and inclusive policies to protect the economic position of Papuan women traders, rather than a traditional approach of knowledge transfer and skill building alone. This study shows that affirmative and inclusive policies is an important and necessary part of empowerment agenda for Papuan women traders.

Abstract

The problem of terrorism in Indonesia is clearly troubling all circles to any social aspect. Efforts made by the government are still predominantly spontaneous and repressive. Besides, the explanation of social theory in explaining terror behavior in Indonesia is still not able to provide a broad and in-depth insight, so this problem has solved on the phenomena that appear on the surface only. Therefore, it is important to find a complex theoretical explanation that can be overcome to the root. The focus of the study is to analyze how the social reproduction of terror behavior in Indonesia with the perspective of Pierre Bourdieu. The descriptive method with a qualitative approach was used in this research. The method of data collection is done by using observation, interview and documentation techniques. The results of this study show that terror behavior in Indonesia is an inner thought that lasts for quite a long time. The practice of terror does not happen instantly due to a certain momentum reaction. The reproduction of the terror behavior practice indicates the existence of a well-maintained habitus in the community. Their struggle is also inseparable from the existence of social capital and economic capital for the actors. Religious tendencies are used as a media that is considered appropriate to perpetuate the socialization process.

Abstract

This article seeks to critically examine the performances of Ramayana as one of the cultural attractions is held periodically in the area of Prambanan temple. This study is motivated from concerns about the negative impact of globalization that hit the third world countries, including Indonesia. Among the negative form of globalization is economic and foreign cultural invasion that further marginalize local economic actors and diluting the national culture. Ramayana is an example case interesting because it uses global influences into Indonesia and transforming positively for the benefit of culture-based tourism. This tactic proved to be successful to make Ramayana as a tourist attraction that is quite attractive to foreign tourists or domestic. The article attempts to read the Ramayana as a form of glocalization, which emphasizes creativity in combining global elements with a particular locality. In addition, this article seeks to offer alternative improvements to the Ramayana using Multi-Stakeholder Governance framework and Value Chain approach. Artikel ini berupaya melakukan telaah kritis terhadap pagelaran Sendratari Ramayana sebagai salah satu atraksi budaya yang diselenggarakan secara periodik di kawasan Candi Prambanan. Telaah ini dilatarbelakangi dari kekhawatiran akan dampak negatif globalisasi yang menerpa negara-negara dunia ketiga, termasuk Indonesia. Diantara bentuk negatif globalisasi ialah invasi  ekonomi dan budaya asing yang semakin meminggirkan pelaku ekonomi lokal dan melunturkan budaya nasional. Kasus Sendratari Ramayana menjadi contoh menarik karena berhasil mempergunakan pengaruh global yang masuk ke Indonesia dan mentransformasikannya secara positif untuk kepentingan pariwisata berbasis budaya. Siasat ini terbukti berhasil menjadikan Sendratari Ramayana sebagai sebuah daya tarik wisata yang cukup diminati bagi wisatawan asing ataupun domestik. Artikel ini berupaya membaca Sendratari Ramayana sebagai bentuk dari glokalisasi, yang menekankan pada kreatifitas dalam menggabungkan antara unsur global dengan lokalitas tertentu. Selain itu artikel ini juga berupaya menawarkan alternatif pembenahan terhadap Sendratari Ramayana menggunakan  kerangka pikir Multistakeholder Governance dan Value Chain.
