Abstract

The integration of advanced algorithms and artificial intelligence (AI) into public administration has revolutionized decision-making processes, offering enhanced efficiency and scalability. However, this technological advancement presents significant challenges to traditional administrative law frameworks, particularly concerning transparency, accountability, and the protection of fundamental rights. The opacity of algorithmic decision-making, often referred to as the "black box" problem, complicates the ability of individuals to understand and contest administrative decisions that significantly impact their lives. Moreover, the potential for embedded biases within AI systems raises concerns about discrimination and fairness in public service delivery. This paper examines the critical role of administrative law in regulating the deployment of advanced algorithms within public administration. It analyzes existing international regulatory approaches, including the European Union's Artificial Intelligence Act and the Council of Europe's Framework Convention on Artificial Intelligence, which emphasize risk-based classification, transparency, human oversight, and accountability mechanisms. Drawing from these models, the paper proposes a comprehensive legal framework that incorporates mandatory algorithmic impact assessments, enforceable transparency standards, and institutional oversight to ensure that AI applications in public administration align with democratic principles and human rights.

Abstract

This study aims to analyze the implementation of digitalization policies in fostering village independence, focusing on Jedong Village in Pasuruan Regency. Employing a qualitative descriptive approach, data were collected through direct observations, semi-structured interviews with village officials and residents, and analysis of relevant documents. The population comprises all stakeholders involved in the digitalization process, with a purposive sample of key informants selected based on their roles and experiences. The primary instrument used was an interview guide designed to elicit detailed information on the adoption and impact of digital tools. Findings indicate that the implementation of the Village Information System (SID) has significantly enhanced administrative efficiency, transparency, and community participation. Residents reported improved access to information and services, leading to increased engagement in village development initiatives. However, challenges such as limited internet infrastructure and varying levels of digital literacy among residents were identified as barriers to optimal utilization. The study concludes that while digitalization policies have the potential to promote village autonomy and development, addressing infrastructural and educational gaps is crucial for maximizing benefits. Recommendations include investing in digital infrastructure, providing training programs to enhance digital skills, and developing policies that support sustainable digital integration at the village level.

Abstract

This study aimed to develop a Smart Village model to enhance food security in rural villages of Gempol Subdistrict, Pasuruan Regency, Indonesia. Employing a qualitative research approach, the study utilized a systematic literature review and field observations to gather data. The population comprised residents of Gempol Subdistrict, with a purposive sample of 50 individuals, including local government officials, farmers, and community leaders. Data collection instruments included semi-structured interviews, focus group discussions, and document analysis. The findings revealed that integrating Information and Communication Technology (ICT) into village governance, agriculture, and community empowerment significantly contributes to food security. Key components of the proposed Smart Village model encompass smart governance through digital administrative systems, smart agriculture via precision farming technologies, and community empowerment through digital literacy programs. The implementation of this model is anticipated to improve agricultural productivity, streamline distribution channels, and foster active community participation. The study concludes that a tailored Smart Village model, responsive to local needs and potentials, can effectively support food security initiatives in rural Indonesian contexts.

Abstract

This research aims to analyze the dynamics of the relationship between village government (principal) and the Tourism Awareness Group (Pokdarwis) as agents in managing the Banyumili Tourism Village, Kolursari, Bangil, Pasuruan. Using a qualitative case study approach, data were collected through in-depth interviews, participatory observation, document analysis, and focus group discussions. The results of the study indicate the presence of information asymmetry and potential moral hazard in the principal-agent relationship, caused by the lack of formal contracts and effective incentive mechanisms. Additionally, community participation and collaboration among stakeholders remain limited, hindering sustainable tourism management. The implications of these findings emphasize the importance of drafting clear contracts, strengthening the capacity of Pokdarwis, and enhancing community participation and multi-stakeholder collaboration. The limitation of this study lies in its focus on a single case study, so the results may not be generalizable to other contexts.

Abstract

This study examines the legal framework and practical implementation of the e-government system in public services within Pasuruan Regency, Indonesia. It aims to analyze the extent to which legal instruments, such as Presidential Regulation No. 95 of 2018 concerning the Electronic-Based Government System (SPBE), have been effectively adopted at the regional level. Utilizing a qualitative research approach, data were collected through interviews, observations, and document analysis. The findings indicate that while Pasuruan Regency has initiated e-government practices, including the use of platforms like SP4N-LAPOR!, challenges persist. These challenges encompass limited human resource competencies, inadequate infrastructure, and insufficient public awareness. Moreover, the study identifies gaps between national regulations and local implementation, highlighting the need for stronger legal mandates and capacity-building initiatives to ensure effective and equitable public service delivery through e-government systems. The research underscores the importance of aligning legal frameworks with practical realities to enhance the efficacy of e-government in regional contexts.

Abstract

This study was conducted to examine employee performance based on the influence of Self Efficacy, work environment and organizational culture. The sample in this study were 77 employees at the Bangkalan Primary Tax Service Office. The analytical tool used is multiple linear regression. The results showed that partially the Self Efficacy variable, work environment and organizational culture had a positive and significant effect on employee performance. Then the results of simultaneous testing of self efficacy variables, work environment and organizational culture affect employee performance, at the Bangkalan Pratama Tax Service Office, East Java.

Abstract

An agency is required to have human resources that have work motivation, organizational culture, and a disciplined attitude to increase the work productivity of an employee, work discipline is the most important human resource management function and is closely related to resource management for an organization. Therefore, this study aims to examine the influence between organizational culture, work motivation, and work discipline on employee productivity at work. The sample in this study were 96 employees at the Cianjur Primary Tax Service Office. The analytical tool used is multiple linear regression. The results showed that partially the variables of organizational culture and work motivation had a significant effect on employee work productivity, but partially the work discipline variable had no effect on employee work productivity. Then simultaneously the variables of organizational culture, work motivation, and work discipline affect the work productivity of employees at the Cianjur Primary Tax Service Office.

Abstract

This study examines the influence between situational leadership style, emotional intelligence, and work discipline on employee performance at KPP Pratama Bangkalan. The sample in this study were 77 employees at the Bangkalan Primary Tax Service Office. In writing this thesis, the author uses primary data collection techniques, which are obtained by distributing Likert scale questionnaires. The results showed that partially the variables of situational leadership style, emotional intelligence, and work discipline had a significant effect on employee performance, at the Bangkalan Primary Tax Service Office simultaneously the variables of situational leadership style, emotional intelligence, and work discipline had an effect on employee performance, at the Bangkalan Primary Tax Service Office.

Abstract

Islamic banking management is the most rapidly developing part of the Islamic financial system. The significant market share gap between the management of the Islamic banking industry and the real sector (the halal tourism industry) represents a current challenge. Islamic banking management should recognize the opportunities for developing this halal tourism industry and working together in tandem. The halal tourism industry has enormous potential for development. Innovation must be carried out by Islamic financial institutions, especially Islamic banking. In the current digital era, halal tourism industry players and tourists prioritize everything that is practical. The development and improvement of sustainable halal tourism in a country is very important, because the existence of well-maintained and organized halal tourism industry destinations and supported by a strong financial sector will increasingly attract tourists, both domestic and international. The method used in this study is a literature review approach, namely research with a series of activities related to library data collection methods, reading and recording, and processing research materials. From the results of the literature search, it can be seen that Islamic banking management needs to increase branch office access and digital networks in tourist destination areas so that they are easily accessible to tourists. Several other strategies that can be implemented include collaboration with tour and travel companies that will issue tourism products with halal labels, to financially use Islamic banking.

Abstract

Tax avoidance is a critical issue in corporate governance, especially in emerging economies where tax revenues are vital for state financing. This study investigates the influence of managerial ownership, firm size, liquidity, and capital intensity on tax avoidance among manufacturing firms listed on the Indonesia Stock Exchange (IDX) during 2019–2023. Using purposive sampling and secondary data from 595 firm-year observations, tax avoidance is measured by the Effective Tax Rate (ETR) and analyzed with panel regression under the Random Effect Model, supported by robust tests. The results show that capital intensity has a significant effect on tax avoidance, while managerial ownership, cash ratio, and firm size are not significant. These findings highlight the role of asset structure in shaping corporate tax strategies and contribute to the literature within agency, political cost, pecking order, and tax shield frameworks, while offering practical insights for policymakers and managers.
