Abstract

Risk management has become an essential component in ensuring organizational effectiveness, particularly within government institutions that manage public services and administrative accountability. The Human Resources and Correspondence Division at PPSDM Migas plays a strategic role in handling personnel administration, certification documentation, and official correspondence processes. The complexity of these administrative activities creates potential operational risks, including human error, document mismanagement, delays in correspondence processing, and data inaccuracies, which may affect institutional credibility and service quality. This study aims to identify, assess, and control operational risks within the Human Resources and Correspondence Division using the HIRARC (Hazard Identification, Risk Assessment, and Risk Control) method. The research applies a descriptive qualitative approach supported by a literature review and observational data. Risk assessment is conducted by evaluating likelihood and severity levels to determine risk categories. The findings indicate that several identified risks fall into Moderate and High categories, particularly those related to documentation errors and delays in administrative processing. Therefore, risk control strategies such as digitalization of records, strengthening standard operating procedures (SOPs), and capacity-building programs for staff are recommended to reduce risks to acceptable levels. Abstract

The implementation of the Free Nutritious Meal Program (MBG) through the Nutrition Fulfillment Service Units (SPPG) entails high operational complexity and exposes the program to various risks, particularly in the operational and internal control dimensions. This study aims to analyze the risk profile of one SPPG in Bandung City and to identify mitigation strategies necessary to support effective program governance. A descriptive qualitative approach supported by simple quantitative analysis (mixed approach) was employed. Data were collected through structured interviews with the Head of SPPG, the Operational Field Officer (PLO) for Nutrition, the PLO for Finance, and program beneficiaries. Risk analysis was conducted using the Likelihood-Impact Matrix approach in accordance with ISO 31000:2018. Results indicate that among the 48 operational risks identified, seven are classified as medium risk, relating to location selection transparency, labor verification, beneficiary data synchronization, food production alignment, and procurement processes; the remaining 41 are low risk, with no high-risk items detected. In the internal control dimension, eight medium risks were identified spanning control environment, internal risk assessment, control activities, and monitoring. Beneficiary satisfaction surveys further confirmed high satisfaction levels with program service quality. This study concludes that SPPG governance is functioning reasonably well; however, strengthening internal controls, data integrity, human resource capacity, and system digitalization are essential for program sustainability.

Abstract

Abstract Digital transformation in higher education has increased the use of information technology in various academic activities. On the other hand, this development has also given rise to various information technology risks that require adequate management skills from faculty members as the primary users of digital technology. This study aims to analyze the influence of digital literacy on information technology risk management capabilities among faculty members at private universities in Bandung. The results indicate that faculty members’ levels of digital literacy and information technology risk management capabilities fall into the high category. Data analysis reveals a strong positive correlation between digital literacy and information technology risk management capabilities. Digital literacy has been shown to have a positive and significant impact on faculty members’ ability to identify, analyze, mitigate, and monitor information technology risks These findings indicate that improving digital literacy can strengthen lecturers’ ability to address various risks arising from the use of digital technology in the higher education environment. Therefore, enhancing digital literacy competencies should be part of human resource development strategies to support safe, effective, and sustainable digital transformation in higher education. Abstract

This study examines the fiscal risk implications of Indonesia's tax incentive regime under the OECD/G20 Pillar Two global minimum tax (GMT) framework. Indonesia's Minister of Finance Regulation No. 136 of 2024 (PMK 136/2024), effective 1 January 2025, establishes the GloBE framework including QDMTT, IIR, and UTPR, while Director General of Taxes Regulation PER-06/PJ/2026 (May 2026) governs GMT technical compliance. Using qualitative doctrinal-policy analysis combined with quantitative examination of BKPM LKPM investment realisation microdata spanning 2010 to Q1 2026 — encompassing over 700,000 records from 66 quarterly datasets — this study identifies that Indonesia's traditional profit-based incentives generate material fiscal risk under Pillar Two, as incentives reducing the effective tax rate below 15% now trigger top-up tax liabilities rather than investment benefits. Plant-level evidence from 224 foreign-owned plants confirms that Indonesia's incentives are allocated indiscriminately with respect to investor motive. The study proposes a three-phase fiscal risk mitigation framework centred on Qualified Refundable Tax Credits structured as input R&D tax credits aligned with Substance-Based Income Exclusion mechanics and GloBE compatibility requirements.

Abstract

The Electric Multiple Units (EMU) owned by PT Kereta Cepat Indonesia China (PT KCIC) have a height of 4.05 meters, requiring maintenance to be performed at height. Furthermore, workers must climb onto the EMU and work in close proximity to high-voltage electrical systems, specifically the Overhead Catenary System (OCS) (Rahadian Ratry, 2023). To ensure that the production process continues while safeguarding workers, equipment, and the environment from occupational accidents, hazard identification must be conducted, as workplace conditions contain potential hazards that could endanger workers during maintenance. The hazard identification technique used in this study is HIRARC (Hazard Identification, Risk Assessment, and Risk Control). Based on field investigations and studies conducted at the PT KCIC Joint Workshop, where EMU repair operations are performed, three categories of occupational hazards with ten potential risks were identified. Based on the risk assessment of the ten potential hazards, three risks are categorized as moderate, four as high, and three as very high. Risk control for potential hazards in EMU maintenance work is carried out following the completion of the hazard identification and risk assessment stages. The OHSAS 18001:2007 risk control hierarchy is utilized to implement control measures that reduce risks to manageable levels, considering solutions that align with the company's actual conditions

Abstract

This study examines risk management in the use of the Twitch application using the Failure Mode and Effect Analysis (FMEA) method based on scraping data. The main issue raised is the identification and evaluation of significant risks that can affect the operation and security of the Twitch application, including data security, user privacy, cyberattacks, and technical issues that can disrupt streaming services. The purpose of this study is to determine effective mitigation measures to reduce the impact of these risks. The method used is FMEA with assessment using a Risk Priority Number (RPN) to identify risks that require immediate attention and action. The results show that some risks have a high level of priority and require the implementation of strict security policies, the use of data encryption, two-factor authentication, and better infrastructure management. The conclusion of this study emphasizes the importance of effective risk management and the implementation of information security standards such as ISO 27001:2022 to improve the security and reliability of the system, as well as protect user data and privacy, so as to ensure a safe and smooth user experience in using the Twitch platform

Abstract

This study aims to identify the various types of risks faced by MSMEs vegetable traders and analyze the risk management strategies applied, with a case study on Pak Marbun's business in the KM 55 Dayun Market. The research method used was qualitative descriptive through direct interviews and SWOT analysis. The results of the study show that MSMEs vegetable traders face market, financial, marketing, operational, human resources, and legal risks. The highest risk identified is the emergence of many new competitors. The main strength of the business is the completeness of the product and the strategic location, while the weaknesses include perishable goods and the absence of financial records. The risk management strategies implemented include focusing on basic necessities, providing alternative goods, and efforts to have supplier reserves. The conclusion of this study is that risk identification and the implementation of appropriate risk management strategies, such as product diversification and financial recording, are crucial for the sustainability of MSMEs and vegetable traders in the face of market dynamics

Abstract

This study aims to identify operational risks faced by CV BMS, a retail stationery company, and to develop appropriate risk mitigation strategies. The main issue addressed in this research is the high level of competition and the complexity of the supply chain, which may disrupt the company's operational continuity. To address this issue, the House of Risk approach is used, consisting of two phases: the first phase is used to identify and map risk events and agents based on their severity and likelihood, while the second phase is used to formulate effective and efficient risk mitigation strategies. The research was conducted as a case study using survey techniques, both qualitative and quantitative approaches, involving interviews, observations, and the collection of secondary data. The results indicate several key risk agents that significantly contribute to potential operational disruptions, such as supplier delays, demand fluctuations, and human error. The resulting mitigation strategies focus on integrated preventive actions and prioritize measures based on cost-effectiveness and efficiency. The managerial implications of this study highlight the importance of a structured risk management system in supporting the sustainability of company operations amid intense competition in the retail industry.

Abstract

This study aims to analyze the application of financing risk management and mitigation strategies implemented by Islamic banks in maintaining their financial stability and performance. Using a qualitative descriptive approach with the case study method, data is collected through literature studies from various relevant sources, such as scientific journals, books and official documents. The results of the study show that Islamic banks face various risks, including contract risks, returns, investments, and strategic risks, which arise due to operational characteristics based on sharia principles. To anticipate potential risks of non-performing financing, Islamic banks implement mitigation strategies through financing feasibility analysis, the 5C principle. In addition, challenges in the era of digital transformation, such as the threat of cyberattacks and regulatory changes, encourage Islamic banks to strengthen internal control systems and increase technological readiness. These findings reinforce the understanding that effective risk management contributes positively to the asset quality and sustainability of Islamic banks' performance amid changing business dynamics

Abstract

Timely completion of hospital construction projects is crucial to support public health services, but delays are a common problem that has an impact on increased costs and delayed social benefits. This study aims to identify the risk factors for causing delays and analyze the level of significance in the case study of the construction of the Jalan Kehewanan Hospital in Tenggarong. This study uses a qualitative approach with primary data collected through semi-structured interviews with the implementing contractor. Data analysis is carried out by mapping identified risks into risk matrices based on likelihood and impact. The results of the study identified four main risk factors, namely (1) Design Changes, (2) High Rainfall, (3) Restrictions on Working Hours by Residents, and (4) Equipment Damage. The risk assessment showed that Design Change (value 15) and High Rainfall (value 12) were the two factors with the most significant High risk level, while the other two factors were at Medium levels. These findings imply that project management should prioritize mitigation strategies on aspects of internal design management and anticipation of external weather factors to ensure the smooth running of the project
