Abstract

Tilapia fish hatchery business in Tabalong Regency has an important role as a seed provider for tilapia fish cultivation activities. The study aims to analyze the allocation of production factors in tilapia fish hatchery to achieve optimal conditions. This study was conducted in Tanjung District, Tabalong Regency, South Kalimantan Province using a purposive sampling method because the area is a center for tilapia fish hatchery, with a population of 61 farmers who met the respondent criteria, namely aged over 15 years, willing to be interviewed, and are tilapia fish farmers. The production factors of pond area, number of broodstock, feed, labor, and fertilizer significantly influence tilapia seed production in Tanjung District, Tabalong Regency. Partially, the factors with significant influences are the number of broodstock and feed, with positive elasticities of 0.633 and 0.417, respectively. The results of allocative efficiency show that the number of broodstock in tilapia fish NPMXi/PXi is 29.583 > 1, so the use of the number of broodstock is not efficient and still needs to be increased, while the feed in tilapia fish NPMXi/PXi is 0.045 < 1, so the use of feed is not efficient because it is excessive and needs to be reduced. Thus, optimal production can be achieved by increasing the number of broodstock appropriately and controlling feed use so that production costs are more efficient and the production results of tilapia fish seeds increase.

Abstract

Patin fish products in South Kalimantan are predominantly sold live or fresh, for consumption purposes, with marketing areas in South Kalimantan, Central Kalimantan and East Kalimantan, processed Patin fish products are very few so they have not been able to provide added value to Patin fish production, so that the price of fish commodities is greatly influenced by the level of consumption and availability (supply). The purpose of this study was to analyze the Exchange Rate of Fish Cultivators and to categorize the level of household welfare of Patin fish farming business actors in the Minapolitan Area, Banjar Regency, South Kalimantan. The location of this research was conducted at the Minapolitan Area of ​​Banjar Regency, South Kalimantan Province which includes 6 villages namely Sungai Sipai, Tungkaran, Cindai Alus (Martapura District), Sungai Batang, Panggalaman and Sungai Rangas Hambuku (West Martapura District). Data analysis used the Quantitative Descriptive method. The quantitative descriptive method is a research approach to describe phenomena, situations, or variables systematically and objectively using numerical data (numbers). The level of welfare of Patin fish farming business actors in the Minapolitan Area of ​​Banjar Regency, South Kalimantan Province, is generally in the high category. This is demonstrated by the fact that 77 respondents, or 93.5%, had a Fish Farmer Exchange Rate of >100, meaning that the income earned from the Patin fish farming business was sufficient to cover or even exceed household expenses and production costs. Meanwhile, only 3 respondents, or 3.9%, were in the low welfare category with a Fish Farmer Exchange Rate of <100, and 2 respondents, or 2.6%, were in the medium welfare category with a Fish Farmer Exchange Rate of =100.

Abstract

This study aims to analyze the effectiveness of the Regional Innovation Index (Indeks Inovasi Daerah/IID) policy managed by the Regional Policy Strategy Agency (Badan Strategi Kebijakan Dalam Negeri/BSKDN) of the Ministry of Home Affairs in encouraging regional government innovation in Indonesia. Using a qualitative descriptive approach with data collection techniques of in-depth interviews with eight key informants (BSKDN officials and regional government representatives), observation, and documentation study, this research applies the policy effectiveness framework of Subarsono covering four dimensions: input, process, output, and outcome. The results show that from the policy design perspective, the IID has a strong regulatory framework (Law No. 23/2014, Government Regulation No. 38/2017, Minister of Home Affairs Regulation No. 104/2023), structured assessment indicators, and an award mechanism (Innovative Government Award/IGA) that functions as an effective non-fiscal incentive. In the process aspect, implementation runs systematically through the stages of data collection, verification, validation, assessment, and publication of results. However, the effectiveness of the IID is still hindered by three main factors: (1) disparities in human resource and institutional capacity across regions, (2) inequality in budget support, (3) dominance of administrative compliance orientation over innovation substance. Consequently, although quantitative output has increased dramatically (from 576 innovations in 2017 to 31,719 innovations in 2024 with 529 out of 546 regions participating), substantive outcomes such as improved public service quality and innovation sustainability have not been optimal. This study recommends strengthening quality assurance mechanisms, developing an innovation impact evaluation system, and reinforcing the inter-regional innovation learning ecosystem.

Abstract

Fishermen's welfare can be seen from the ability of fishing households to meet their basic needs, including food, education, health, housing, and production needs. This study aims to analyze the effect of ownership of a marine and fisheries business actor card on the welfare of fishermen in Juru Banu village based on calculations of the fishermen's exchange rate. This research will be conducted in Juru Banu village, Paju Epat sub-district, East Barito Regency, Central Kalimantan Province. The research sample consists of 63 respondents. The data analysis technique used simple linear regression analysis. The results of the simple regression analysis indicate that ownership of a marine and fisheries business actor card can affect the welfare of fishermen in Juru Banu village by 57.3% based on the fishermen's exchange rate. Meanwhile, 42.7% is influenced by other factors not examined in this study. The variable of ownership of a marine and fisheries business actor card has a significant effect of 99% on fishermen's welfare based on the fishermen's exchange rate calculation and has a positive direction. This means that if one additional fisherman owns a marine and fisheries business actor card, fishermen's welfare based on the fishermen's exchange rate calculation will increase by 0.350 units.

Abstract

This research is motivated by the high risk of accidents in ship berthing operations due to mooring line failures that still frequently occur in ports. The purpose of this study is to analyze the use and maintenance of mooring lines in supporting ship safety when berthing. This study uses a descriptive qualitative approach. The study population is all crew members involved in mooring and unmooring activities on the Mv. Tanto Sentosa, while the sample was selected using a purposive sampling technique based on direct involvement in berthing operations. The research instrument is the researcher himself, with data collection techniques through observation, interviews, and documentation. Data analysis was carried out using the interactive model of Miles, Huberman, and Saldaña through data reduction, data presentation, and drawing conclusions. The results of the study indicate that the use of mooring lines is in accordance with the function and Ocimf Meg3/Meg4 standards, and the equipment is in good condition based on CCS inspections. Maintenance is carried out routinely through rinsing, storage, and periodic inspections. However, weaknesses are still found in the documentation aspect, namely the absence of a Line Management Plan (LMP). The conclusion of this study shows that the use and maintenance of mooring lines has been running well and supports ship safety, but improvements are needed in the maintenance documentation system to comply with IMO standards.

Abstract

The purpose of this thesis research is to examine the regulation of legal protection for persons with disabilities under the prevailing positive law in Indonesia. In addition, it aims to analyze the responsibility of the state in fulfilling accessibility for persons with disabilities. The problems addressed in this study are: (1) How is the regulation of legal protection for persons with disabilities under positive law? (2) How is the state’s responsibility in fulfilling accessibility for persons with disabilities? The research method employed is normative legal research, using statutory and conceptual approaches. The findings show that legal protection and the fulfillment of accessibility rights for persons with disabilities require adequate facilities, infrastructure, and more integrated and sustainable efforts. Furthermore, synergy among policymakers plays an important role in strengthening legal protection for persons with disabilities. The state’s responsibility in ensuring accessibility rights for persons with disabilities is manifested in equal opportunities, independence, full participation, and dignity. These efforts are carried out through the optimization of coordination among relevant authorities, inclusive policymaking, provision of disability-friendly facilities and services, and raising public awareness on disability issues.

Abstract

The purpose of this research is to obtain a concrete understanding of the legal politics regulating the applicability of the principle of neutrality for Civil Servants in carrying out their duties and responsibilities. This neutrality is closely related to the expression of opinions through the use of social media. The study also emphasizes the utilization of social media by Civil Servants in a way that better ensures adherence to the principle of neutrality. The problems addressed in this thesis are: First, how is the legal politics concerning the neutrality of Civil Servants according to the prevailing laws and regulations? Second, how is the regulation of social media use by Civil Servants in expressing opinions that better guarantees the principle of neutrality? The research method employed is normative legal research, using statutory and conceptual approaches. The findings show that violations of Civil Servant neutrality in the use of social media are caused by several factors, namely the substance of legislation, the institutional structure of law enforcement, and societal culture. In addition, these issues are also linked to the prevailing legal politics. The regulation of social media use by Civil Servants in expressing opinions requires a systemic approach to realize the expected principle of neutrality. The enforcement of neutrality among Civil Servants depends not only on legal substance, but also on legal structure and legal culture. These three elements are interconnected and highly significant in strengthening the implementation of the principle of neutrality for Civil Servants.

Abstract

The issue of homosexuality within the Indonesian National Armed Forces (TNI) raises complex legal problems as it lies at the intersection of national criminal law, military criminal law, military discipline, and human rights protection. Under Indonesian national criminal law, homosexuality as a sexual orientation is not explicitly criminalized. However, in military legal practice, homosexual conduct may be considered a violation of morality, military discipline, and institutional honor. This situation creates legal issues concerning the basis of criminal liability, legal certainty, and the conformity of law enforcement with the principles of the rule of law and human rights protection. The problems examined in this study are how criminal liability is imposed on members of the Indonesian National Armed Forces who engage in homosexual conduct based on Decision Number 24-K/PM.III-12/AD/II/2020, and how Indonesian criminal law reform should address homosexual conduct within the military environment. This research employs normative legal research using statutory, case, and conceptual approaches. The study utilizes primary, secondary, and tertiary legal materials, which are analyzed qualitatively. The results of the study indicate that criminal liability imposed on TNI members in Decision Number 24-K/PM.III-12/AD/II/2020 is fundamentally based on the military legal framework that emphasizes discipline, military ethics, and institutional honor as legal interests requiring protection. However, from the perspective of criminal law and human rights, such application still raises issues concerning the principle of legality and legal certainty, as there is no explicit regulation governing homosexuality within the military environment. Furthermore, national criminal law reform through Law Number 1 of 2023 concerning the Criminal Code has not specifically provided comprehensive regulation for military legal subjects in this context. The conclusion of this study is that a more comprehensive criminal law reform is necessary through harmonization between national criminal law, military criminal law, military disciplinary law, and internal regulations of the Indonesian National Armed Forces, in order to create legal certainty, consistency in law enforcement, and a balance between military institutional interests and human rights protection.

Abstract

This research aims to provide an academic manuscript on the model of the neutrality of the State Civil Apparatus in the personnel system in Indonesia. Therefore, this research departs from the formulation of the problem: What is the model of the neutrality of the State Civil Apparatus in General Elections in Indonesia. To answer the formulation of the maslaah, this study will use secondary data. Namely data obtained from literature studies through primary, secondary and tertiary legal materials. To explore the secondary data, the researcher will conduct field research by conducting interviews with resource persons, namely the Head of the State Civil Service, the Chairman of the General Election Supervisory Agency and Regional Heads. The results of the study show that the neutrality of the State Civil Apparatus has never been realized since the independence period until the present time, this has happened as a result of the intervention of political officials against the State Civil Apparatus. Therefore, the effort as well as the realization of the model of net neutrality of the State Civil Apparatus in general elections is by separating political positions and kearier positions.

Abstract

The Tilapia fish seed assistance program implemented by the Mandiangin Freshwater Aquaculture Center (BPBAT Mandiangin) for fish farmer groups in Banjarbaru City is one form of government support for the development of aquaculture enterprises. This study aimed to analyze fish farmers’ satisfaction with the BPBAT Mandiangin Tilapia fish seed assistance program using the SERVQUAL approach. The study was conducted in Banjarbaru City, South Kalimantan Province. Eleven respondents were purposively selected, consisting of seven fish farmer group leaders and four direct beneficiary farmers. The primary data collected were analyzed using the SERVQUAL approach, which comprises five service dimensions: tangibles, reliability, responsiveness, assurance, and empathy. The results showed that all service quality dimensions were classified as very good, with scores of 4.71 for Tangibles, 4.77 for Reliability, 4.80 for Responsiveness, 4.84 for Assurance, and 4.85 for Empathy. These findings indicate that the fish farmers were highly satisfied with the quality of services provided, including administration, timeliness, seed quality, staff competence, and assistance during program implementation.
