Abstract

This study examines the implementation of the Collision Prevention Regulations (P2TL/COLREG) in the implementation of watchkeeping when entering a narrow channel on board the SPB Lais, motivated by the risk of collision in restricted waters and the incident that occurred on May 22, 2025. The objectives of the study are to describe P2TL compliance during watchkeeping, identify efforts to optimize P2TL implementation, and evaluate compliance with STCW provisions on watchkeeping. This study uses a single case study design with a descriptive qualitative approach. The population is the SPB Lais bridge personnel during the researcher's sea practice; purposive sampling selected the captain, watch officer, helmsman, and several crew members as informants. Instruments include standardized observation sheets, semi-structured interview guidelines, and logbook documents and standing orders; data analysis was carried out through data reduction, thematic coding, triangulation, and iterative presentation following the Miles and Huberman method. The results demonstrate significant implementation of P2TL principles such as continuous lookout, utilization of radar, AIS, and ECDIS, standardized VHF communications, safe speed, and engine readiness for maneuver; however, residual vulnerabilities are identified in the form of environmental influences on vessel maneuvers, delayed decision-making in critical situations, and signs of crew fatigue. The distinction between the results and conclusions is emphasized: the results present empirical findings on compliance and operational weaknesses, while the conclusions recommend strengthening handover procedures with checklists, bridge resource management exercises, and fatigue management policies to improve the effectiveness of P2TL in narrow channels. Practical implications include procedural and training recommendations that can be immediately implemented to reduce the risk of collision.

Abstract

This study aims to evaluate the budget implementation performance at the Domestic Policy Strategy Agency (Badan Strategi Kebijakan Dalam Negeri/BSKDN), Ministry of Home Affairs. The background of this research is based on the importance of effective, efficient, and accountable state budget management as part of good governance. The Budget Implementation Performance Indicator (IKPA) is used as the main instrument to assess the quality of budget execution, covering planning, implementation, and outcome aspects. This research employs a descriptive qualitative approach using the CIPP evaluation model (Context, Input, Process, Product) to obtain a comprehensive understanding of budget performance. Data were collected through document analysis, observation, and review of budget realization reports and IKPA achievements of BSKDN for the fiscal years 2022–2024. The results indicate that the budget implementation performance at BSKDN has improved over time, particularly in budget absorption, contractual spending, and output achievement, which have reached optimal levels. However, several indicators remain suboptimal, especially regarding revisions to DIPA Page III and the management of Cash Advances (UP) and Additional Cash Advances (TUP). Supporting factors include improved internal coordination, regulatory compliance, and better budget planning, while inhibiting factors involve dynamic planning changes and inefficiencies in operational cash management. This study recommends strengthening budget planning, enhancing financial management capacity, and optimizing internal control systems to improve IKPA scores sustainably. Therefore, budget implementation at BSKDN is expected to become more effective in supporting the achievement of organizational strategic goals and domestic governance policies.

Abstract

This study examines the relationship between the implementation of Standard Operating Procedures (SOPs) and the risk of accidents in anchor handling work on Anchor Handling, Tug, and Supply (AHTS) vessels owned by PT. Logindo Samudramakmur Tbk. The objectives of the study were to determine the level of accident risk and analyze the effect of SOP compliance on the risk. The research method used was quantitative with a survey design, complemented by descriptive analysis and simple linear regression. The population consisted of all deck crews involved in anchor handling work on three AHTS vessels (Logindo Enterprise, Logindo Energy, Logindo Stamina), with a total sample of 27 respondents through census techniques. Primary data were collected using a closed questionnaire that was tested for validity and reliability, then analyzed using SPSS version 26. The results showed that the risk of accidents was quite high (average 45.52 out of 50), while the implementation of SOPs was considered good (average 43.81). Pearson correlation yielded a very strong and significant negative relationship (r = 0.946, p < 0.05), with 89.4% of the risk variation explained by the regression model Ŷ = 11.824 + 0.769X. The study concluded that consistent SOP compliance significantly reduces the risk of accidents and strengthening SOPs as a safety culture is crucial for AHTS operational safety.

Abstract

This study examines the implementation of a teacher performance assessment system using the GTK Room platform at SMPN 2 Karangrejo, Magetan, and its impact on strengthening teacher competence. The conventional evaluation system, being administrative, lacked feedback and integration with professional development, especially in semi-rural schools with limited training access. A quantitative survey was conducted with 28 respondents (25 teachers and 3 school leaders) using questionnaires, classroom observations, and platform documentation. Data were analyzed with descriptive statistics and multiple linear regression. Implementation satisfaction scored 8.3 out of 10. Pedagogic competence improved most substantially: 85.7% of teachers progressed in designing innovative, student-centered learning, with learning quality scores rising significantly by 23.4%. Digital literacy recorded the highest growth rate (92.9%), while professional competence and independent learning culture also strengthened significantly. Regression analysis showed principal support as the strongest success predictor (β=0.62), followed by technological infrastructure readiness (β=0.48) and teacher collaboration (β=0.41). Major obstacles—internet instability and digital literacy gaps between senior and junior teachers—require infrastructure strengthening and differentiated mentoring. In conclusion, shifting from administrative to digital platform-based assessment effectively promotes sustainable teacher professional development, even in resource-limited settings, provided there is visionary leadership and adequate mentoring support. These findings recommend accelerating digital teacher performance management in regions as a comprehensive, inclusive, and sustainable strategy for education quality equity, and they can serve as a replicable model of good practice for schools with similar characteristics.

Abstract

The provision of legal aid by advocates has not yet been fully regarded as part of social contribution and social responsibility. The obligation of advocates to provide pro bono legal aid is closely connected to the concept of the rule of law and the law enforcement system that reflects the legal ideals or rechtsidee, namely legal certainty (rechtsicherheit), justice (gerechtigkeit), and utility (zweckmässigkeit). The research problems in this thesis are: first, how is pro bono legal aid by advocates regulated under the prevailing laws and regulations? Second, what are the urgency and obstacles in the implementation of pro bono legal aid by advocates, and what efforts can be made to overcome them?. This study uses normative or doctrinal legal research. The research approaches applied are the statutory approach and the conceptual approach. The research data consist of secondary data, analyzed using a qualitative method. The findings show that advocates’ interest in fulfilling their obligation to provide pro bono legal aid remains low. The provision of legal aid by advocates has not yet become part of their social contribution and social responsibility, despite the position of advocates as an officium nobile profession that carries the duty to provide free legal assistance. Furthermore, the obligation to report the implementation of pro bono legal aid by advocates has not been clearly and firmly regulated under the Advocate Law. This condition has hindered legal protection for poor and disadvantaged communities in accessing pro bono legal aid. Therefore, a standardized system and mechanism are needed regarding the reporting obligation for the provision of pro bono legal aid. The Advocate Law also needs to be revised, particularly concerning the obligation to provide pro bono legal aid and the supervision carried out by Advocates’ Organizations. Concrete strategic measures are also required to empower and strengthen the implementation of pro bono legal aid.

Abstract

This study aims to analyze the interpersonal communication of parents with a dual role (double burden) in dealing with toxic relationships with children in the digital era in Tanjung Mulia Hilir. The study used a descriptive qualitative method with a case study approach through interviews and observations. Data analysis was carried out through data reduction, presentation, and drawing conclusions, using triangulation techniques for validity. The results show that effective interpersonal communication, including openness, empathy, and emotional support, plays a crucial role in helping children recognize and exit unhealthy relationships. However, parents' limited time is a barrier to building optimal communication. Furthermore, the development of digital technology also affects the quality of interactions, which tend to be minimal in emotional expression. Therefore, improving digital literacy and interpersonal communication skills is necessary to support healthy relationships between parents and children.

Abstract

The rapid growth of digital transformation and hybrid working systems has significantly changed work patterns in the contemporary Indonesian creative industry. Hybrid workers rely heavily on digital technologies, which create both opportunities for flexibility and challenges related to physical discomfort, cognitive overload, and communication fatigue. This study aims to analyze the influence of digital ergonomics on the productivity of hybrid workers in the Indonesian creative industry. The research employed a qualitative descriptive approach using the Narrative Literature Review (NLR) method. Data were collected from scientific journals, conference proceedings, books, and institutional reports published between 2016 and 2025 through databases such as Google Scholar, Scopus, and ScienceDirect. The analysis focused on physical ergonomics, cognitive ergonomics, communication ergonomics, and employee well-being in hybrid work systems. The findings indicate that digital ergonomics significantly affects worker productivity, creativity, psychological well-being, and work sustainability. Proper ergonomic work environments, balanced digital communication, effective workload management, and organizational support improve employee comfort, reduce fatigue and burnout, and enhance collaborative productivity within hybrid working environments in the Indonesian creative industry.

Abstract

Logistics has become increasingly critical in maintaining supply chain stability, particularly in industries such as chemicals where operations involve higher levels of complexity and risk. The disruptions experienced during the COVID-19 pandemic—ranging from transportation delays to cost fluctuations—have not only affected operational performance but also influenced how companies evaluate logistics service providers (LSPs). This study explores how procurement priorities have shifted in response to these changes. By combining the Analytical Hierarchy Process (AHP) and SERVQUAL, the research attempts to capture both what customers consider important and how they perceive actual service performance. The study was conducted at a logistics service provider in Indonesia serving the chemical industry. The findings suggest that assurance, reliability, and responsiveness have become more important than cost in selecting LSPs. However, these same dimensions also show the largest performance gaps. This indicates that, although expectations have changed, service delivery has not fully kept pace. The results highlight the need for logistics providers to adjust their service approach in a more consistent and customer-oriented manner.

Abstract

This study was motivated by the importance of learning that is not only orientedtoward academic achievement but is also able to strengthen Islamic values andstudents’ learning enthusiasm. The learning process in elementary schools is stilloften dominated by conventional teacher-centered methods, so student engagement,value internalization, and learning motivation have not been optimal. This conditionrequires the application of a more meaningful, active, and contextual learningapproach. This study aims to analyze the implementation of deep learning instrengthening Islamic values and increasing students’ learning enthusiasm atLukman Al Hakim Islamic Elementary School Kendal. This study employed aqualitative approach with a descriptive field research design. The researchinformants consisted of the principal, vice principal for curriculum affairs, teachers,educational staff, and students. Data were collected through observation,interviews, and documentation. Data analysis used the Miles, Huberman, andSaldaña model through data reduction, data display, and conclusion drawing. Datavalidity was tested through source, technique, and time triangulation. The resultsshowed that the implementation of deep learning was carried out through studentcentered learning, active discussions, group work, learning reflection, andconnecting learning materials with real-life contexts. The internalization of Islamicvalues was conducted through religious habituation, teacher role modeling, strengthening honesty, discipline, responsibility, empathy, and integrating valuesinto learning materials. Changes in students’ learning enthusiasm were indicated byincreased enthusiasm, courage to ask questions, persistence in completing tasks,and higher interest in learning. The conclusion confirms that deep learning is aneffective approach in integrating academic quality, strengthening Islamic values,and enhancing students’ learning enthusiasm in Islamic elementary schools.

Abstract

This study aims to analyze the influence of teachers’ emotional support and classroom management quality on students’ learning satisfaction at SD GMIM 05 Manado. The study was motivated by the low level of student enthusiasm and participation during the learning process. This research employed a quantitative approach using an ex-post facto design and a correlational framework. The population consisted of 200 students, with 40 students selected as the sample through Proportional Random Sampling. Data were collected using closed-ended questionnaires with a Likert scale and analyzed through Multiple Linear Regression Analysis using IBM SPSS Statistics. The findings revealed that teachers’ emotional support partially had a positive and significant effect on students’ learning satisfaction, with a significance value of 0.005 < 0.05 and a contribution of 60.2%. Classroom management quality also showed a positive and significant effect, with a significance value of 0.001 < 0.05 and a contribution of 58.7%. Simultaneously, both variables significantly influenced students’ learning satisfaction, with a significance value of 0.001 < 0.05 and an Adjusted R Square value of 67.2%. The study concludes that students’ learning satisfaction is strongly influenced by teachers’ emotional support and effective classroom management. Therefore, schools should strengthen teachers’ socio-emotional competencies and classroom management skills to create more meaningful and satisfying learning experiences for students.
