Abstract

Pembangunan kota berkelanjutan tidak terpisahkan dari pengendalian penggunaan lahan untuk pemukiman dan lingkungan hidup. Pesatnya pertumbuhan kota akan dihadapkan konflik pembangunan yang mengutamakan lahan kota sehingga mengurangi lahan RTH. Ruang terbuka hijau merupakan area terbuka hijau berupa jalur panjang atau kawasan mengelompok, digunakan untuk menanam tanaman yang bisa tumbuh alami atau sengaja ditanam.Penelitian ini bertujuan untuk menganalisis komparasi pengelolaan Ruang Terbuka Hijau untuk mewujudkan kota berkelanjutan di Kota Surabaya dan Kabupaten Sidoarjo. Studi ini menggunakan metode kualitatif. Guna memperoleh data lebih terperinci, maka peneliti melakukan observasi, dokumentasi serta wawancara secara langsung. Hasil penelitian ini menujukkan bahwa dilihat dari indikator kota berkelanjutan terdapat perbedaan dalam pengelolaan RTH di Kota Surabaya dan Kabupaten Sidoarjo. Perbedaan pengelolaan yang dimaksud yakni Kota Surabaya lebih fokus pada memelihara serta merawat pohon dan tanaman tumbuh setiap hari di RTH Publik. Begitupun Kabupaten Sidoarjo juga melakukan hal serupan namun lebih fokus kepada pengembangan RTH seperti pembangunan fasum perumahan serta revitalisasi taman kota. Lantaran perihal penyediaan RTH, Kabupaten Sidoarjo belum menyediakan sebesesar sekurang-kurangnya 30% dari luas wilayahnya, setidak-tidaknya 20% RTH Publik serta 10% RTH Privat. Sedangkan Kota Surabaya sudah mampu menyediakan sebesar hampir 22% RTH Publik. Namun, RTH Privat Kota Surabaya belum menyediakan sebesar sekurang-kurangnya 10% dari luas wilayahnya

Abstract

This study aims to analyze the influence of employee engagement and facility support on the effectiveness of the performance of employees with disabilities in the Surabaya City Government. The background of this study is based on the importance of realizing an inclusive and fair work environment, considering the low representation and effectiveness of the performance of employees with disabilities in the public bureaucracy. The method used is a quantitative approach with a survey technique using a questionnaire distributed to 103 respondents with disabilities. Data were analyzed through multiple linear regression using Jamovi software. The results of the study indicate that employee engagement and facility support have a significant effect both simultaneously and partially on performance effectiveness. The Adjusted R Square value of 0.991 indicates that 99.1% of the variation in performance effectiveness can be explained by the two independent variables. This finding strengthens the relevance of Herzberg's theory and the theory of service quality (Parasuraman et al.), which states that intrinsic factors and work environment conditions have an important role in improving employee performance. This study recommends the formulation of evidence-based policies that emphasize empowerment, active involvement, and the provision of adaptive work facilities for employees with disabilities, in order to encourage transformation towards an inclusive and productive bureaucracy.

Abstract

This study examines strategies for improving service quality of the Task Force for Prevention and Handling of Violence in Higher Education (Satgas PPKPT) through policy implementation at Airlangga University. Following the transition from Ministry of Education Regulation No. 30/2021 to Regulation No. 55/2024, this research analyzes how these policy changes impact service delivery. Using a qualitative descriptive approach, data was collected through interviews with Airlangga University's PPKPT Task Force team and analysis of relevant policy documents. Results indicate that policy implementation serves as an effective strategy for enhancing service quality through the development of Standard Operating Procedures (SOPs). Improvements were observed across five service quality dimensions: tangibility (provision of dedicated spaces), responsiveness (rapid response to reports), assurance (victim security guarantees), reliability (systematic handling procedures), and empathy (victim-centered services). The research confirms that integrated policy implementation contributes significantly to service quality by creating a safe academic environment, suggesting that similar approaches could benefit other higher education institutions implementing violence prevention programs. This study adds to the limited literature on how policy changes can be leveraged to enhance institutional responses to violence in academic settings.

Abstract

As a form of gender-responsive transformation, the Surabaya City Government participates in the development process by formulating gender mainstreaming policies. To accelerate gender mainstreaming in development in Surabaya City, concrete actions are needed from the Surabaya City Government in planning, formulation, implementation, budgeting, monitoring, and evaluation of development policies, programs, and activities that are gender-responsive. The Surabaya City Government has issued regulations on gender mainstreaming as part of its efforts to establish a gender-responsive city through various programs that empower women. This situation has prompted research into how women are empowered through the issuance of Regulation Number 43 of 2020 on Gender Mainstreaming in the City of Surabaya. This was analyzed using Naila Kabeer's (1999) theory of women's empowerment, which encompasses three main dimensions: resources, agency, and achievements. The research findings indicate that women's empowerment through the policy of Regulation No. 43 of 2020 on Gender Mainstreaming in the City of Surabaya has been implemented through various programs and innovations, such as the Informal Women's School (SEKOPER) ‘Srikandi’, Women's Musrenbang, and the strengthening of Gender-Responsive Districts (KRG) and Women-Friendly and Child-Caring Neighborhoods (KRPPA). This study focuses solely on one program, namely the Informal Women's School (SEKOPER) ‘Srikandi’. This program serves as a learning platform for vulnerable women or single parents, aiming to strengthen the concept of motivation within the social environment. From a resource perspective, the Women's School Srikandi program has improved women's access to education and economic training. The agency dimension is reflected in increased women's participation in decision-making and policy-making. In terms of outcomes, there have been positive impacts, including increased income, self-confidence, and awareness of women's rights among program participants.

Abstract

The Family Hope Program (PKH) is a conditional cash transfer policy aimed at improving the welfare of poor households through access to basic education, health services, and social protection. This study aims to analyze the implementation of PKH in Dumai City by examining its execution process, supporting and inhibiting factors, and its impact on beneficiary household welfare. This research employed a literature study with a descriptive qualitative approach using secondary data obtained from official government documents, regulations, and relevant academic publications. The findings indicate that the implementation of PKH in Dumai City has been relatively successful, supported by non-cash transfer mechanisms and the role of social facilitators in ensuring program compliance. However, various challenges remain, including the limited number of facilitators compared to the number of beneficiaries, suboptimal accuracy of social welfare data, and low participation of beneficiary families in empowerment activities such as the Family Development Session (FDS). Communication issues between implementers and beneficiaries also contribute to the lack of understanding regarding the program’s objectives. This study highlights the importance of strengthening human resources, improving intersectoral coordination, and enhancing continuous socialization to ensure PKH achieves its long-term goals of empowerment and breaking the intergenerational cycle of poverty in Dumai City

Abstract

Balanced nutrition from school age is essential to support health, learning ability, and human resource quality. The Free Nutritious Meal (MBG) program is a government policy aimed at ensuring children’s right to adequate nutrition and improving education quality. This study analyzes the implementation of the MBG program at SMA Swasta Lancang Kuning Dumai based on George C. Edwards III’s implementation theory, focusing on communication, resources, implementers’ disposition, and bureaucratic structure. A descriptive qualitative method was used through interviews, observation, and documentation. The findings show that the MBG program positively impacts students’ motivation, discipline, and well-being but faces challenges in communication consistency, facility supervision, menu variety, and food distribution timeliness. Recommendations include strengthening coordination, standardizing procedures, improving quality control, and increasing active participation from schools and students to ensure the program’s effectiveness and sustainability.

Abstract

Stunting is still an important problem in health development in Indonesia that requires government attention at the regional level, as stated in the Minister of Health Regulation Number 10 of 2018. Jubung Village seeks to deal with stunting through support for the SUKA PIKNIK (Sukorambi Ready for Mobile Health Integration Services) program initiated by the Sukorambi District Government, which focuses on mobile health services in the form of nutrition screening and early detection of stunting cases. This study aims to analyze the strategy of the Jubung Village Government in supporting the implementation of the program using Geoff Mulgan's strategic framework. The research method uses a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation. The results showed that the strategy was well implemented, demonstrated by clarity of objectives, institutional support, structured coordination, adaptive nutrition interventions, and continuous evaluation. Despite facing obstacles to regeneration of young cadres and resistance from a small part of the community, this strategy is still consistently implemented in efforts to reduce stunting.

Abstract

This research aims to analyze the implementation of planning and budgeting policies in achieving performance targets within Regional Government Work Units (Satuan Kerja Perangkat Daerah, SKPD) in Cirebon Regency. The study is grounded in the concept of performance-based budgeting and public sector management reform, emphasizing alignment between policy planning, resource allocation, and institutional performance accountability.The background of this research lies in the gap between planned performance targets and their realization, which indicates that the policy implementation of planning and budgeting has not been fully effective. This condition reflects the challenges faced by regional governments in integrating planning documents (RKPD, Renstra, and Renja) with the budgeting system (APBD) to support measurable and outcome-oriented performance. The research investigates the processes, actors, and institutional mechanisms that influence the effectiveness of planning and budgeting implementation.This study adopts a qualitative descriptive approach supported by quantitative indicators derived from official performance reports. Data were collected through interviews, document analysis, and field observation within several SKPDs in Cirebon Regency, including the Regional Planning, Research, and Development Agency (Bappelitbangda), the Regional Financial Agency (BKAD), and the Inspectorate. The analytical framework refers to Edward III’s policy implementation model, which identifies communication, resources, disposition, and bureaucratic structure as key variables influencing policy outcomes.The findings reveal that the implementation of planning and budgeting policies in Cirebon Regency has been carried out procedurally in accordance with applicable regulations but has not yet achieved optimal synchronization between program planning and budget realization. The most significant constraints include weak coordination among SKPDs, limited technical capacity in translating strategic plans into operational budgets, and inconsistent policy communication between decision-makers and implementers. Nevertheless, the commitment of leadership and gradual improvements in institutional capacity have contributed positively to enhancing policy implementation.This research concludes that successful planning and budgeting implementation requires not only regulatory compliance but also the strengthening of inter-agency coordination, human resource competencies, and leadership commitment. The study contributes to the development of local governance studies by providing empirical evidence of the interrelationship between planning, budgeting, and performance accountability within Indonesia’s decentralized government framework.

Abstract

This study examines the implementation of regional financial management policy in supporting the vision and mission of the Regent of Indramayu. The analysis focuses on the alignment between the General Budget Policies and Provisional Budget Ceilings and Priorities (KUA–PPAS) and the Regional Medium-Term Development Plan (RPJMD) and Annual Government Work Plan (RKPD), the effectiveness of the Local Government Budget (APBD) formulation process, the contribution of financial administration and reporting to correcting expenditure classification errors, and the obstacles encountered during implementation. Using a descriptive qualitative approach, data were collected through in-depth interviews and document analysis involving ten key informants from Bappeda, the Regional Financial and Asset Management Office (BPKAD), and related local government units. Data were analyzed using Miles and Huberman’s qualitative analysis model. The findings reveal that the synchronization between KUA–PPAS and RPJMD–RKPD is generally adequate, although several programs during the first years of implementation were not fully aligned. The APBD preparation process effectively supports the Regent’s priority programs. Financial administration and reporting significantly contribute to correcting misclassified expenditure accounts through systematic reclassification. The main constraints include regulatory inconsistencies, limited human resource capacity, weak cross-unit coordination, and suboptimal use of information systems. Strengthening planning–budgeting integration, enhancing human resource competency, and maximizing digital-based financial systems are crucial for improving policy implementation.

Abstract

Makassar City as a metropolitan city with the vision of becoming a world-class city, the concept of the Metaverse will be implemented in its government. This idea is considered appropriate to prepare for and respond to future technological advancements. This metaverse-based service is planned to operate virtually with 3D technology, enabling citizens to access public services in a more interactive manner. With the introduction of metaverse innovation, it is hoped that problems previously faced by the public can be resolved. This research delves deeper into the Metaverse Innovation in the Transformation of Public Services in Metropolitan Makassar. The study seeks to explore, analyze, and discover how the role of metaverse innovation contributes to the transformation of public services in major cities, especially Makassar as a metropolitan city. Naturally, handling public services has become increasingly dynamic, therefore requiring metaverse innovation through innovative, transformative, and credible methods, resulting in faster and more accessible public services to meet the needs of society. This research uses a qualitative method, with descriptive analysis focused on the main issues of the study. The research location is the city of Makassar. The findings show that, in reality, these innovations have made public service management in Makassar increasingly dynamic, as the issues faced are quite diverse. The Makassar City Government has adopted various innovations to facilitate public services in addressing the ever more complex needs of society, making use of digital technology to enhance the efficiency and transparency of public services. They have launched mobile applications and official websites that allow the public to access information, submit applications, and track service processes online. For example, the "Makassar Smart City" mobile application provides easy access to a wide range of information and public services
