Abstract

The South Tapanuli Tourism Office is an institution engaged in tourism. This library is present to provide services, guidance, management of Tourism, documents, and archives. However, the existence of the South Tapanuli Tourism Office until now has not had a strong attraction for visitors because it does not have a visual identity. Therefore, a visual identity design was made at the South Tapanuli Regional Tourism Office using a 2D mascot as the main media. The mascot created later has a message, impression, and philosophy as a new spirit for the South Tapanuli Tourism Office. With the presence of the mascot of the South Tapanuli Tourism Office, it is hoped that it will be able to make the tourism office better known to the public with its visual identity.

Abstract

This research aims to analyze the effect of the implementation of the Additional Tax Levy According to a Certain Percentage (Opsen) on the increase in Regional Original Revenue (PAD) and its effectiveness in supporting regional financial planning. The research method used is quantitative with a descriptive and causal approach, involving selected regions that implement the tax opsen policy. The results showed that the implementation of tax opsen significantly increased PAD, with the contribution varying depending on the economic characteristics of each region. In addition, this study also found that tax opsens positively contributed to the stability of local financial planning. Regions that implemented tax opsen had lower PAD variability (12%) and less dependence on central transfers (25%) compared to regions without tax opsen. These findings suggest that tax opsen not only increases revenue, but also reduces local dependence on central transfers, allowing local governments to allocate resources more effectively to development programs. This research is expected to serve as a reference in the development of a more independent and sustainable fiscal policy at the local level.

Abstract

This research aims to analyze the protection of human rights in criminal law in Indonesia, considering the importance of integrating human rights protection into a fair and effective criminal law system. This study uses a qualitative descriptive research method, utilizing primary data from case studies related to human rights violations and secondary data in the form of scientific literature, laws, and official documents from related institutions. Data were collected through documentation study techniques and media content analysis, which allowed for in-depth exploration of various cases and legal policies that had been implemented. Content analysis was used to identify key themes in legal documents and literature studies, while theoretical modeling helped formulate a theoretical model that links criminal law to human rights protection. The results of the study indicate that there is a discrepancy in several implementations of criminal law with human rights principles, especially in terms of protecting victims and fulfilling the rights of the accused. The conclusions obtained highlight the need for criminal law reform to ensure the fulfillment of basic rights for all individuals in accordance with international standards. This study provides recommendations for policymakers to integrate human rights protection more systematically into the criminal law system in Indonesia.

Abstract

Indonesia's nickel downstreaming policy, which prohibits the export of nickel ore with a grade of <1.7%, aims to increase added value and support national development. However, the European Union views this policy as a violation of the General Agreement on Tariffs and Trade (GATT) 1994, leading to a lawsuit at the World Trade Organization (WTO) in 2021. This research employs a normative-descriptive method to analyze the dispute settlement process at the WTO, the impacts of the downstreaming policy for Indonesia, and its prospects for legal certainty in the future. The findings indicate that Indonesia lost at the panel level because the policy was deemed inconsistent with Article XI:1 of the GATT, although an appeal was filed in 2022. Despite legal and diplomatic challenges, downstreaming remains a key strategy to enhance Indonesia's economy. In conclusion, this policy must be refined through strengthening domestic industrial capacity and harmonizing regulations with international standards.

Abstract

This research examines Indonesia's maritime diplomacy during the administration of President Joko Widodo (2014–2024) within the framework of the Global Maritime Fulcrum (GMF) vision. The research aims to analyze how Indonesia leveraged its maritime diplomacy to project its strategic identity and address challenges such as illegal fishing, maritime boundary disputes, and regional cooperation. Using qualitative analysis of policy documents, official speeches, and multilateral engagements, the study identifies Indonesia's adoption of cooperative, persuasive, and coercive approaches to maritime diplomacy. Results reveal significant progress in fostering regional maritime cooperation, reducing illegal fishing activities, and promoting Indonesia's Indo-Pacific outlook. However, challenges such as implementation gaps, sovereignty disputes, and navigating major power competition persist. The study concludes that sustained maritime diplomacy is critical for Indonesia to realize its full status as a Global Maritime Fulcrum. It also suggests further enhancements in institutional coordination, resource allocation, and international partnerships to solidify its maritime leadership.
