Abstract

This research reveals the role of local institutions in the slum upgrading progam through the BKM Bangkit Sejahtera, management units and self-help groups (KSM). Through these local institutions, people are involved in the National Slum Upgrading Program (NSUP). This research aims to identify the capacity of local institutions in the slums upgrading. The method used in this research is a mixed method with a case study approach. The sample used was from the BKM Bangkit Sejahtera element and its management units as well as the Community Self-Help Group (KSM) with the purposive sampling technique. Data obtained through questionnaires, observation and interviews. The analysis technique was carried out with a descriptive statistical approach and SWOT analysis with space matrix model. The results of the analysis indicate that there are several potential and problems local institutional capacity. The conclusion of this research is local institutional capacity degree in slum upgrading program is identified as Quadrant III: Competitive, which means that although there are several of internal weaknesses but there are several of external opportunities that can be optimized to strengthen local institutional capacity so that it can provide a more significant contribution in various development and community activities, especially the slum upgrading. The suggestion from the results of this research is necessary to formulate a program indication of capacity building by referring to the capacity development strategy with the SWOT approach that was carried out in this research.

Abstract

The National government of Indonesia is trying to improve the economy and competitiveness by accelerating infrastructure development. To support this target, local governments need to provide infrastructure according to their authority as stated in UU 23/2014. However, local governments has financial limitations, so they need to be innovative and provide infrastructure efficiently. One of the innovation is utilizing a non-conventional financing. It is commonly known as non-government financing by engaging public or private sector on infrastructure development. This paper propose the non-conventional financing scheme in the city of Semarang. This research used qualitative analysis. In-depth interviews with selected agencies represented the authority of infrastructure provision purposively. It followed by Focus Group Discussion which engages the private and public agencies. Content analysis conducted to identify the need of infrastructure and existing actions which has held to overcome development financing problems. Best practices on other cities give opportunity of utilizing non-conventional financing. This research reveal with non-conventional financing scheme. It is offering the alternative of infrastructure development in the city of Semarang base on some criteria, such as economic and financial feasibilities, financing typology and capacity.

Abstract

Pembangunan bidang pemerintahan atau tata kelola bertujuan untuk meningkatkankapasitas atau fungsi pemerintah dalam mewujudkan harapan masyarakat untukmemiliki kehidupan yang lebih baik. Misi tata kelola pada RPJMD Kota Semarangmemiliki sasaran untuk terwujudnya birokrasi yang bersih dan melayani serta meningkatnya kualitas ketentraman dan ketertiban masyarakat. Dalam hal ini, Aparatur SipilNegara (ASN) menjadi salah satu komponen yang berperan penting dalam mewujudkan misi pada bidang pemerintahan tersebut. Artikel ini bertujuan untuk melihatindikator kinerja Sistem Merit untuk menilai manajemen ASN di Kota Semarang.Metode yang digunakan mencakup pemetaan program terkait empat sasaran bidangekonomi yang termuat di dalam Rancangan Teknokratis RPJMD Kota SemarangTahun 2021-2026 dengan mempertimbangkan literatur dan peraturan perundanganterkait. Hasil pemetaan indikator pada Sistem Merit menunjukkan bahwa terdapatbeberapa program terkait manajemen ASN di Kota Semarang yang dapatmenggunakan Indeks Sistem Merit ini. Program tersebut diantaranya ProgramPenunjang Urusan Pemerintahan Daerah dan Program Kepegawaian Daerah. Olehkarena itu, penerapan Sistem Merit diharapkan dapat menjadi standar penilaianManajemen ASN di Kota Semarang

Abstract

Kampung Tematik (Thematic Village) is an area in the village that shows the community’s identity. It shows the potential local wisdom as a result of community agreement. Thematic Village might be the answer for the problem of basic needs, especially in improving the quality of the living environment of the poor and basic infrastructure by organizing and developing the area based on local and dynamic potential. Kampung Tematik Jajan Pasar Gajahmungkur is one of the thematic villages located in the Gajahmungkur Sub District. This idea was initiated by local communities who understand the potential of the home industry. Therefore, it is necessary to support a city concept to make thematic kampung into tourist destinations. The purpose of this study is to provide concept and design recommendations for the development of thematic kampung as a tourist destination. Data collection methods used are field observation, interviews, institutional surveys, and review documents. The result of the study is the concept and design recommendations which are expected to be one of the inputs and considerations for the city government policies in relation to the development of thematic kampung into tourist destinations.

Abstract

Purwodinatan Subdistrict, Semarang City is a study site of the 'Peta Kota' activity held by Hysteria and RNI network. Participatory mapping activities involved the participation of community in Purwodinatan Subdistrict through online and offline mapping. The Peta Kota mapped the physical buildings and public facilities, as well as the village's history and the activities of the residents. Initiative from stakeholder in Peta Kota’s activities provided new knowledge for the community and influences their mindset in improving capacity and building social resilience at Purwodinatan Subdistrict to city resilience at Semarang City. Therefore, the purpose of this study is to identify the external role of the community in promoting social resilience in Purwodinatan Subdistrict by identifying the characteristics of the Peta Kota, the social condition of the village community, the learning process, and the benefits of the Peta Kota process. The method used was qualitative method with in-depth interview as data collection technique. The findings of the study indicate that through networking key in the mapping of Participatory Peta Kota, such as initiation, adaptation, innovation, and relationships can encourage social resilience of the kampung in Purwodinatan Subdistrict.

Abstract

The purpose of this research examines the organizational commitment to face the era of the industrial revolution 4.0 in Semarang city and examines the dimensions of organizational commitment in the face of the era of the industrial revolution 4.0 in Semarang city. This research is expected to benefit through research performed on information obtained as input to add insight, integrated and synergistic between one party with the other party, such as a determination of policy, private sector, and academics to achieve the vision and mission of Semarang city in accordance with the targets that have been set. This research is the research libraries by using the method of data collection the library studies against some references including the results of previous research. After the data that is intended to collect and in accordance with the purpose result, then classified and organized for analysis. Results of the study are known to occupy the position of his organizational commitment to each, both as a moderator variable, causes variable, and the result variable. As for the affective commitment involves feeling (emotion-based), continuation commitment appears based on the matter of costs (cost-based reason), and normative commitment appears based on consideration of a sense of obligation to remain in the organization (obligation-based). There is an interesting findings i.e. employees eager maintain jobs is based by a sense of need work, age has a positive influence but not significant toward affective commitment, while salary satisfaction having a positive influence and significantly to affective commitment.

Abstract

Ketersediaan air merupakan bagian penting dari kehidupan masyarakat, karena hal tersebut akan sangat berpengaruh terhadap dinamika ekonomi pada sektor pertanian, perikanan, industri, perdagangan, transportasi, energi, pariwisata, dan lain sebagainya. Keberadaan mata di Kota belum teridentifikasi secara menyeluruh, sehingga belum dapat termanfaatkan dan terawat dengan baik. Oleh karena itu perlu dilakukan pemetaan mata air yang ada beserta potensinya, sehingga dapat dilakukan konservasi untuk menjaga keberlajutannya. Tujuan Penelitian ialah mengidentifikasi dan memetakan potensi serta ancaman mata air di Kota Semarang. Ruang lingkup Kajian Potensi Mata Air ini meliputi seluruh wilayah Kota Semarang yang terfokus pada Kecamatan Gunungpati, Mijen, Banyumanik, dan Candisari. Penelitian dilaksanakan dengan menggunakan pendekatan deskriprif kuantitatif, di mana pendekatan deskriptif digunakan untuk mengidentifikasi kondisi dan pemanfaatan sumber mata air di lokasi penelitian. Metode analisis data dalam penelitian ini menggunakan analisis spasial, hidrologis,. Hasil penelitian berhasil mengidentifikasi adanya 139 mata air, yang secara umum memiliki kualitas baik, meskipun debitnya relatif rendah. Pemanfaatan sebagian mata air tersebut yang digunakan sebagai sumber air minum dan mencukupi kebutuhan air domestik. Selanjutnya pemanfaatan mata air juga digunakan untuk mendukung kegiatan pertanian. Ancaman mata air di Kota Semarang, perubahan penggunaan lahan, hilangnya vegetasi pelindung dan resapan, pencemaran lingkungan, pembuatan sumur bor di sekitar mata air, erosi dan longsor karena tanah tidak stabil yang mengakibatkan mata air tertutup tanah.

Abstract

As a centre of settlement and distribution of government services, social and economic, Semarang attract the residents from outside the urban area to do a migration. This has led to an increase in the growth of the urban population as well as various urban problems, such as the low quality of public service facilities and the emergence of the informal sector and slum settlements. In slum area, there is an inadequate sanitation, poor hygiene practices, excessive population density, and contaminated water that have potential to create unhealthy conditions. The purpose of this study is to assessthe performance of sanitation services in Semarang. The research method is scoring analysis techniques supported by Geographic Information System as a sculling up method based on sanitation indicators withdrawn from a case study in Bullu Lor Sub district. The results of the study revealed that Semarang has 3 typesof sanitation performance, namely under standard (basic need), with standard and beyond standard. However, Semarang need a policy framework which determine a mile stone of sanitation services improvement achievements. Education through either enhancement on community awareness, lesson learned from sanitation services improvement in public facility orsanitation governance base on community empowerment become effective corrective actions.

Abstract

Healthy city is a dream for every citizen. To gain longer life and reaching happiness in life is not naive. To achieve a city with no health dimension is not easy. There are key indicators, main indicators and operational indicators to be met. Hence, to reach a healthier city could not be able to be fed by the government itself. Healthy cities should be done by multi stakeholders, communities, business owners, religious leaders, community leaders, and the government should work together to make this happen. The city of Semarang has proved its recognition by the Ministry of Health of the Republic of Indonesia with a healthy city award with a classification of “Padapa” or a healthy city award in the consolidation of the Ministry of Health.

Abstract

Techno Park is an area that have activities of science and technology development, business incubation, business support and production function in collaboration between Government, Education Institution and Industry/Business. Semarang Government has a plan to develop Techno Park so it is necessary to analyze collaboration model off stakeholders in developing technopark. This research is a qualitative descriptive study. Location of the study was conducted in the city of Semarang. Respondents were selected based on a purposive sampling technique, that is, a technique for selecting respondents to obtain data sources based on the person who was thought to know the best about what researchers expected. The results of this study Techno Park stakholders: Primary Stakeholders: Semarang Government, Startup Technology, and Education Institution, Key Stakeholders: Semarang Government and Technopark management because they have legal authority in decision making and secondary or supporting stakeholders, Ministry, provincial government, Technology based Community, Business Incubator in Semarang City, Media, Angel investors and venture capital. The choice of technoparks stakeholder in Semarang, focus areas consists implementation of technology and information in agriculture.
