Abstract

The results of the study show that (1) Work culture has a positive and significant effect on the discipline of employees at the Gorontalo City Financial Agency Office. A positive and significant effect means that the better the work culture in the system, the more disciplined the employees will be in carrying out their duties and functions as employees at the Gorontalo City Financial Agency Office. (2) Work culture has a positive and significant effect on improving employee performance at the Gorontalo City Financial Agency Office. A positive and significant effect means that the better the employee work culture, the better the employee performance achievement will be at the Gorontalo City Financial Agency Office. (3) Apparatus discipline has a positive and significant effect on improving employee performance at the Gorontalo City Financial Agency Office. A positive and significant effect means that the more disciplined employees are in carrying out their work safely, the more beneficial it will be in improving employee performance at the Gorontalo City Financial Agency Office. (4) Work culture through apparatus discipline has a positive and significant effect on improving employee performance at the Gorontalo City Financial Agency Office. A significant influence means that employee work discipline is a good intervening variable, namely being able to increase the benefits of work culture in stimulating employee performance at the Gorontalo City Finance Agency Office to experience improvements in a better direction.

Abstract

This study examines the strategic management of trader relocation as an integral component of traditional market revitalization, with a case study of Pasar Pagi Samarinda and its temporary relocation to Segiri Grosir Samarinda. Traditional markets play a crucial role in supporting local economic activity and micro-enterprises; however, revitalization policies often generate short-term social and economic challenges, particularly during the relocation phase. This research aims to formulate appropriate revitalization strategies by analyzing internal and external factors influencing the relocation process. The study employs a Mixed Methods approach using a Concurrent Embedded design, in which qualitative data are prioritized through interviews, observations, and document analysis, supported by quantitative weighting and scoring within a SWOT analysis framework. The results of the Internal Factors Analysis Summary (IFAS) and External Factors Analysis Summary (EFAS) indicate that the relocation strategy is positioned in Quadrant I of the SWOT Matrix, reflecting strong internal capacity and favorable external conditions. Key strengths include regulatory support, facility availability, and improved market management, while major challenges involve infrastructure deficiencies, trader adaptation, and declining customer loyalty. The study concludes that a growth-oriented Strength–Opportunity (SO) strategy, complemented by selective defensive measures, is essential to mitigate income decline, enhance trader competitiveness, and ensure the sustainability of traditional market revitalization programs.

Abstract

The research analyzed the implementation of Driver's License services at the Gorontalo City Police. The research uses a qualitative approach of case studies through in-depth interviews, observations, and document analysis, data is analyzed thematically based on the dimensions of individual, group, and social well-being (Anderson et al. 2013). The results of the study showed that there was a gap between Standard Operating Procedures and field practices, characterized by inconsistencies in service times, irregular queues, fraudulent practices, lack of assistance for vulnerable groups, and limited disability-friendly facilities. This condition has an impact on increasing individual stress and dissatisfaction, inequality of access between groups, and declining public trust in service institutions. Based on these findings, this study formulated an Ideal Model of Well-Being & Public Value-Based Driver's License Services (Fathya et al., 2025), which integrates: (1) procedural transparency and accountability; (2) equality and inclusivity of access, including for persons with disabilities and vulnerable groups; (3) responsiveness and empathy of officers; (4) a fair queue system and free of trade intervention; and (5) collaboration with social organizations as mediators of community needs. This model emphasizes that the quality of services is not only measured by operational efficiency, but also by its ability to generate public value in the form of access justice, citizen satisfaction, and strengthening trust between the state and society. This research contributes to expanding the application of transformative approaches in the context of public services at the local level

Abstract

This research aims to analyze the potential implementation of the quantum paradigm as an alternative analytical framework in public policy studies in Indonesia. The research is motivated by the limitations of the classical/conventional policy paradigm, which tends to be deterministic and linear in its understanding of the uncertainty and complexity of policies in Indonesia. Through qualitative methods with literature study techniques, this paper critically examines the development of policy theory—from the rational-comprehensive model, incrementalism, to complexity-based theory—and identifies theoretical gaps that can be filled by a quantum approach. The quantum paradigm, with the concepts of superposition, entanglement, and interference, is offered not merely as an analogy but as a mathematical-conceptual foundation for modeling the contextual nature of preferences, non-linear relationships between issues, and the role of measurement in the policy process. The research results formulate a framework of 3 components that can be operationalized: 1) Quantum Stakeholder Preference Mapping; 2) Linkage Analysis for Policy Integration, and 3) Policy Window Modeling as Resonance. This study concludes that the quantum paradigm offers a more sophisticated and contextual way to understand and navigate Indonesia's plural and interconnected policy realities, while opening up opportunities to enhance the effectiveness, legitimacy, and resilience of policy governance.

Abstract

This study aims to find out how effective the distribution of funds from the Family Hope Program (PKH) is in improving the welfare of beneficiaries in Saibuah Village, Posiga District, South Bolaang Mongondow Regency, North Sulawesi Province. The main subfocus of this study includes four aspects of measuring effectiveness, namely: (1) Accuracy of Program Targets, (2) Program Socialization, (3) Program Objectives, and (4) Program Monitoring. This research uses a qualitative, descriptive approach. Data collection techniques are carried out through interviews, observations, and documentation. The results of the study show that the distribution of funds for the Family Hope Program (PKH) in Saibuah Village has not been fully running optimally. In terms of the accuracy of program targets, most of the beneficiaries have met the set criteria, but there are still people who should be eligible to receive assistance but have not been recorded as beneficiaries. In the aspect of program socialization, PKH assistants and village governments have socialized to the community through meetings of beneficiary groups, although there are still people who do not fully understand the mechanisms and obligations in the program. In terms of program objectives, PKH assistance is considered to be able to help ease the economic burden on beneficiary families, especially in meeting education and health needs. However, this program has not been able to significantly improve the welfare of the community. Meanwhile, in the aspect of program monitoring, PKH companions routinely supervise and evaluate beneficiaries through group meetings and direct visits to beneficiaries' homes. Overall, the PKH program provides benefits to the community, but improvements are still needed in terms of data collection, socialization, and monitoring so that the program can run more effectively.

Abstract

The concept of a smart city refers to an urban planning approach that utilizes technological advancements to improve the quality of public services, transparency, and governmental accountability. The implementation of this concept is expected to effectively and efficiently address various urban problems. Samarinda City, as one of the cities adopting the smart city concept, implements it through various service innovations, one of which is the electronic parking system (E-Parking) managed by the Samarinda City Transportation Agency. This study aims to analyze the effectiveness of the implementation of the electronic parking (E-Parking) system, with a case study on KH. Khalid Street, Pasar Pagi, which has a high level of community activity. This research uses a qualitative approach with a descriptive research type. Data collection techniques include observation, interviews, and documentation. Data analysis employs the policy effectiveness theory proposed by Riant Nugroho, which includes indicators such as appropriate policy, appropriate implementers, appropriate targets, appropriate environment, and appropriate process. The results show that, normatively, the E-Parking policy has been implemented and has contributed to increasing local revenue as well as supporting smart city principles. However, in practice, several obstacles are still found, such as the dominance of cash transactions, limited availability of EDC devices, and suboptimal monitoring and supervision. Other inhibiting factors include limited human resources, community habits, and lack of consistency among field implementers. Therefore, it can be concluded that the effectiveness of E-Parking implementation has not yet been optimal.
