Abstract

Tujuan penelitian ini untuk mengetahui implementasi kebijakan hewan lepas di kecamatan Bone Raya Kabupaten Bone Bolango. penelitian ini menggunakan pendekatan studi kasus dengan jenis penelitian yang digunakan adalah metode kualitatif. Hasil Penelitian menunjukkan bahwa implementasi kebijakan dalam hal ini Peraturan Daerah Nomor 39 Tahun 2006 tentang penertiban hewan lepas, dilihat dari segi Perencanan, Pelaksanaan, Evaluasi. Demikian terdapat beberapa faktor yang mendukung implementasi kebijakan yakni Komunikasi, Sumber Daya, Disposisi, dan Struktur Birokrasi

Abstract

Stunting is a public issue that requires immediate handling because it has a large enough impact to become a major threat to the quality of human resources and a threat to the nation's competitiveness. To prevent and deal with stunting, apart from government efforts, active community participation is also needed. Therefore, this research is aimed at finding out the participation of the Huangobotu Village community in preventing stunting. This research focuses on 1) Environmental health; 2) Mother's knowledge about health and nutrition; 3) Parents' busyness; and 4) Poverty. From the research results, it was found that community participation was still moderate, especially in the focus of mothers' knowledge about fulfilling nutrition and in families whose economic conditions were still low.

Abstract

The phenomenon of political dynasty during President Joko Widodo's administration raises serious concerns about bureaucratic pathology and grand corruption. This study examines the political involvement of Jokowi’s family members-Gibran Rakabuming, Kaesang Pangarep, and Bobby Nasution—as indicators of power being utilized for familial benefit. A key issue analyzed is the Constitutional Court's controversial decision that enabled Gibran’s vice-presidential candidacy. Employing a postcolonial theoretical framework, the study explores how traditional values—such as the Javanese king myth—continue to shape public perception and power dynamics. The findings reveal that dynastic politics not only violate democratic ethics but also perpetuate structural corruption, undermine meritocracy, and pose a significant threat to the rule of law and democratic sustainability.

Abstract

This study aims to examine the Transformation of Tomini Bay Tourism Governance through the application of Agile Governance as a strategy to improve human resources in the tourism sector of Tomini Bay, Gorontalo. Agile Governance is a governance approach that is responsive and adaptive to change, enabling public organizations to face dynamic challenges. Institutional revitalization in this context aims to increase the effectiveness of coordination, synergy between stakeholders, and strengthen the role of human resources in managing leading tourist destinations in Tomini Bay. This study uses a descriptive qualitative method with a case study approach. The data collection technique was carried out through in-depth interviews and analysis of related policy documents. The results of the study show that the implementation of Agile Governance can increase flexibility in governance, strengthen cross-sector synergy, and improve the quality of human resources in tourism management. The main challenges faced include sectoral egos, limited funding, and lack of competence of local human resources. This study concludes that Agile Governance can be an effective solution in increasing regional tourism competitiveness if supported by inclusive and collaborative policies.

Abstract

This study examines the functions and authority of the BPD as legislators, facilitators, and dynamizers in development planning in Ampera Village. The research approach is descriptive and qualitative, employing data collection techniques such as observation, interviews, and documentation studies. The analysis was carried out through several main stages, namely data reduction, data presentation, and conclusion drawing. The informants for this study consisted of BPD members, the village head, and the hamlet head as representatives of the community. The study's results indicate that the Village Consultative Body's legislative function in Ampera Village is still in the planning stage and has yet to produce a valid village regulation, making it suboptimal. However, the Village Consultative Body in Ampera Village has effectively carried out its functions and authority as a facilitator by connecting the aspirations of the community and the village government through a forum for participatory village development planning, which encourages their involvement in the development planning process. The Village Consultative Body in Ampera Village has also effectively carried out its functions and authority as a dynamizer. They not only act as a conduit for aspirations but also as supervisors of development and mediators in problem-solving. This active role contributes to increasing community trust in the village government and creates a conducive atmosphere for development.

Abstract

Excellent service is one of the important aspects in improving the quality of life of the community, especially in public services at the village government level. This community service activity aims to improve the quality of public services in Taluduyunu Village and encourage active community participation in the service process, thereby creating transparency and public accountability. The method used in this service is to provide reinforcement in the form of education to all Taluduyunu Village government officials about the importance of excellent service to the community. Community service activities in Taluduyunu Village, Buntulia District, Pohuwato Regency, through several stages, starting from direct observation in the field to analyze needs, preparation of educational materials, implementation of service, to reporting the results of service. From the results of this service activity, it is hoped that it can increase the understanding and skills of Taluduyunu Village government officials, Buntulia District, Pohuwato Regency in providing fast, accurate, and quality services, as well as encouraging active community participation in village development. In addition, through this service program it is hoped that it can become a pilot model for other villages to improve the quality of public services through the provision of excellent and quality services.

Abstract

ABSTRAK Keterangan Catatan Kepolisian (SKCK) berbasis digital di Polresta Gorontalo Kota. Penelitian ini menggunakan pendekatan kualitatif dengan jenis deskriptif. Informan dalam penelitian ini berjumlah 20 orang yang terdiri dari masyarakat, operator pelayanan SKCK, dan Kaurryamin yang dipilih secara purposive. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi, dengan uji keabsahan data menggunakan triangulasi. Analisis data menggunakan model interaktif dari Matthew B. Miles dan A. Michael Huberman. Hasil penelitian menunjukkan bahwa pengambilan keputusan dalam pelayanan SKCK telah mengalami transformasi dari berbasis manual menuju berbasis sistem digital yang terintegrasi. Keputusan tidak lagi didominasi oleh petugas, melainkan ditentukan oleh sistem aplikasi yang memproses dan memverifikasi data pemohon secara otomatis (system-driven decision). Integrasi data dengan instansi lain meningkatkan objektivitas dan akurasi keputusan, namun kendala teknis seperti gangguan aplikasi dan jaringan serta rendahnya literasi digital masyarakat masih memengaruhi efektivitas pelayanan. Penelitian ini menegaskan bahwa digitalisasi tidak hanya meningkatkan efisiensi pelayanan publik, tetapi juga mengubah mekanisme pengambilan keputusan menjadi berbasis data dan sistem.

Abstract

ABSTRAK Penelitian ini bertujuan untuk mengkaji peran pemerintah desa dalam mewujudkan tata kelola pemerintahan yang baik (Good Governance) serta mengidentifikasi berbagai tantangan yang dihadapi. Metode yang digunakan adalah pendekatan kualitatif dengan studi literatur. Hasil kajian menunjukkan bahwa pemerintah desa memiliki peran strategis dalam menerapkan prinsip transparansi, akuntabilitas, partisipasi, efektivitas, dan supremasi hukum. Namun, terdapat berbagai kendala seperti keterbatasan kapasitas aparatur, rendahnya partisipasi masyarakat, serta lemahnya sistem pengawasan. Oleh karena itu, diperlukan upaya peningkatan kapasitas aparatur desa, penguatan partisipasi masyarakat, serta optimalisasi sistem pengawasan untuk mewujudkan tata kelola pemerintahan desa yang baik.

Abstract

In the context of contemporary public administration, service quality is no longer understood solely as a matter of administrative efficiency or procedural compliance, but as a relational process that shapes citizens' experiences of the state itself. The purpose of this study is to examine how procedural justice shapes citizens' trust in frontline police services at the Gorontalo Regional Police Service Center (SPKT), Indonesia. This study employed a qualitative mechanism-based case study method, with data collected through in-depth interviews, observation, and document analysis. The findings suggest that trust is shaped less by the speed of service than by fairness of treatment, clarity of procedures, consistency of interactions, and visible complaint handling. This study identifies an administrative legitimacy gap and argues that police service quality should be understood as justice-based service legitimacy, not merely administrative performance.
