Abstract

Tourism is one of the important sectors that has great opportunities in the community to be developed. The development of tourism in Indonesia is expected to be able to make a major contribution to the economy in Indonesia. In addition, the existence of tourism in Indonesia can also improve the welfare of the community, where Indonesian tourism is a development of the tourism village-based tourism model. One of the tourism village-based tourism is in Banyumas Regency, namely Karangsalam Tourism Village. This village forms a tourist village with the aim of making the people in it independent. The research method used is descriptive research with a qualitative approach. The focus of the research is the aspect of the collaborative governance model which is focused on the Tourism Village in Karangsalam Village, Baturaden District, Banyumas Regency. The informants of this research were the Head of Karangsalam Village, Director of Tourism Village and Management, Village Supervisory Board, and the environmental community around Karangsalam Village. Data collection techniques are interviews, observation and documentation. The data analysis technique uses the Cresswell analysis model, while the data validity uses triangulation to obtain valid data. The results of this study indicate the form of the collaborative governance process carried out, namely to analyze the development of tourist villages in Karangsalam Village, Baturaden District, with the Tourism Village in Karangsalam Village being able to make the community independent from various community affairs and increase local community income and specifically be able to contribute to the village's original income.

Abstract

This studi ecaminwa the accountablility of the management of school operational assistance Funds (BOS) at MTS Ma’arif NU 1 Jatilawang Banyumas Regancy in 2019/2020. This study aims to determine vertical accountability and horizontak accountablility in the management of school operational assistance Funds at MTS Ma’arif NU 1 Jatilawang. The research was carried out using qualitative descriptive research that involves researchers in continuous and continuous experience with partisipans. Qualitative research is a research approach that tries to reveal specific meaning form each subject’s point of view subjectively and aim to explore the deepest meaning of the subject about a phenomena.The development of qualitative research as a research method in the context to problems regarding socail, cultural, and human behavior phenomena (Ahyar et al., 2020). In qulitative research, the researcher becomes the main instrument in collecting and interpreting the date obtained in the failed. The results of the study indicate that every madrasah has almost the same problems regarding financial accountability to the public, but the pettern of implementing the accountability system sill nedds to be improved, both vertical and heriizontallly. The role of madrasah in the context of accountability must be carried out formaterials for improving the accountablitity system that ensures the implementation of back to back madrasah governance.

Abstract

The purpose of this study was to describe the use of Management Information System Applications in the Management of Incoming and Outgoing Letters at the Baturraden Center for Superior Cattle Breeding and Forage. The data analysis technique used in this study is a descriptive qualitative approach with an interactive model using the "Purposive Sampling" technique. Aspects of Ease: Ability, Human Resources that can be relied on in working in accordance with existing provisions, readiness of Human Resources who can be relied on in completing tasks and have a level of loyalty in work. and admins have their own initiative in making good decisions, without having to depend on the leadership. (2) Efficiency Aspect: The use of storage space in the database is carried out to support the Agenda Letter Management Information System (SIMAS) which can be said to be good, employees also uphold archival rules in terms of security and maintenance. (3) Speed ​​Aspect: Utilization of the database allows to be able to store has been carried out properly in accordance with the direction of submission of Official Manuscripts.

Abstract

This thesis is titled: "Financial Management of Regional Public Service Agency (BLUD) in Karangreja Health Center, Purbalingga Regency". The purpose of this research is to describe and explain about the Financial Management of the Regional Public Service Agency (BLUD) at the Karangreja Health Center, Purbalingga Regency. Descriptive qualitative research type. Determination of informants using purposive sampling techniques. Data Analysis uses interactive analytics. The results of the study can be concluded: (1) Aspects of Planning: based on the Plan that has been prepared by the Puskesmas Level Planning Team by applying the principles of accountability governance that has been carried out well. (2) Organizing Aspects: mapping SDMK using the Workload Analysis method (ABK Kes) both at managerial and service level, fulfillment of personal qualifications, human resource development has been well done. (3) Aspects of Direction and Mobilization: guided by the DPA which has been ratified by the PPKD with a detailed distribution of implementation time made monthly by the program holder. (4) Aspects of Supervision: supervision shall be conducted internally or externally including administrative aspects, resources, achievement of program performance, and technical services and if there is found to be a discrepancy in coaching in accordance with the applicable provisions and corrective actions. The financial income of the Karangreja Health Center needs to be improved by: (1) Diversifying the business through cooperation with third parties (parking area management) and forming new business units such as homecare services, psychologist consulting services. (2) Comparative studies to optimize financial blud management. (3) Marketing of existing services through efforts to distribute leaflets, brochures and other promotional media in optimizing services to the community .

Abstract

This study is entitled "Implementation of Home Assimilation Rights Services for Inmates During the Covid 19 Pandemic in Class IIA Prisons in Purwokerto. The purpose of this study is to describe and explain the implementation of assimilation rights services at home for prisoners during the Covid-19 Pandemic in Class IIA Prison Purwokerto, Banyumas Regency. This research was conducted at the Class IIA Prison, Purwokerto, Sokaraja District, Banyumas Regency. The method of this research is descriptive qualitative. Informants were determined by purposive sampling method. The analysis of research results using an interactive analysis model.Based on the results of the study, several conclusions can be drawn asfollows:(1). The size and purpose of the policy, the granting of prisoners' rights at the Class IIA Purwokerto Prison is in accordance with the legislation, the guidance carried out at the Class IIA Purwokerto Prison aims to return prisoners to the community by providing life provisions, there are many personality and skill development activities that can be followed by inmates at the Class IIA Purwokerto Prison.(2).Resources, services provided immediately, accurately and satisfactorily, such as punctuality, speed and accuracy in the service of prisoners' rights, in the implementation of prisoner development there are facilities and infrastructure to support prisoners' activities.(3). Characteristics of the implementing agency/agency, In the assimilation policy at home during the covid-19 pandemic which was carried out at the Class IIA Purwokerto Prison, the implementing agents involved included correctional guardians, BAPAS, prisoners and third parties. There is a well-established communication so that the implementation of the right of assimilation is timely, there is cooperation with partners in the implementation of skills development for prisoners.(4). The attitude/tendency of the implementers, the implementation of the home assimilation program policy during the covid-19 pandemic, there was no rejection from the Purwokerto Class IIA Penitentiary and inmates, the officers provided coaching with persuasive methods, the absence of recidivists was an indicator of the success of the assimilation program.(5). Communication between organizations and implementing activities, in carrying out assimilation at home during the covid-19 pandemic, prisoners are required to take part in coaching activities carried out in prisons, there is cooperation with related parties to make the assimilation program at home successful during the COVID-19 pandemic.(6). The economic, social, and political environment, internal obstacles so that the service process for the rights of prisoners is hampered, there are various responses related to the home assimilation program for prisoners in the community, prisoners have been equipped and assisted by prison officers in developing skills for capital to return to society.Implication: To improve service quality, efforts need to be made: (1) Add office service facilities (2) Communication with third parties needs to be improved (3) It is necessary to add infrastructure for the activities of fostering prisoners (4) There needs to b a rewards for prisoners who active participate in coaching.

Abstract

This research is entitled “Analysis of the Quality of Student Service Management During the Covid 19 Pandemic Period at the State Junior High School (SMP) 2 Rembang, Purbalingga Regency. The purpose of this study was to describe and explain the quality of student service management during the covid 19 pandemic at the State Junior High School (SMP) 2 Rembang, Purbalingga Regency. This research method is descriptive qualitative. Informants were determined by purposive sampling method. The analysis of research results using an interactive analysis model. Based on the results of the study, several conclusions can be drawn as follows: (1). The service procedure has been clearly and comprehensively formulated, the completion time has been determined; (2). Service completion time is only 2 hours according to the specified time. Obstacles in completing work can not be separated from the internet network; (3). The service fee set by SMP Negeri 2 Rembang, Purbalingga Regency is free; (4). Service Products, the quality of student service management during the Covid 19 Pandemic in accordance with the provisions that have been set. The results of the service that will be received correctly and appropriately according to the needs of the applicant; (5). Facilities Service infrastructure in general is very adequate, completeness of tools (computer, internet, etc.) is adequate; (6). The competence of service providers, administration is very mastery according to the main tasks and functions of each. Based on the conclusions of the research results above, the proposed implications are: (1). Improving the skills of administrative staff so that they are more reliable in their respective duties and functions; (2). During the Covid 19 pandemic, many programs were delayed, so especially in the even semester of the 2020/2021 academic year many activities were not carried out, therefore student management planning needed to be carried out by holding a meeting to draw up a plan in student management that was made at the beginning academic year with the school, principal and structural.

Abstract

This study entitled The Effectiveness of the Family Hope Program (PKH) in Kedungbanteng Village, Kedungbanteng District, Banyumas Regency. This study aims to describe and analyze the Effectiveness of the Family Hope Program (PKH) in Kedungbanteng Village, Kedungbanteng District, Banyumas Regency and find out what factors support and what factors hinder the Family Hope Program (PKH) in Kedungbanteng Village, Kedungbanteng District, Banyumas Regency. The research method used is descriptive qualitative. Determination of informants using purposive sampling method, and analysis of research results using an interactive model. The summary of this research are:. 1. Aspect of success achieved by the program, the implementation of PKH is good and those who are directly involved are PKH facilitators and PKH KPM. PKH facilitators have provided assistance to PKH KPM well. In the implementation of socialization, companions use the film screening method in order to provide an understanding of KPM. During the disbursement process, the assistance funds received by KPM are in accordance with the stipulated provisions, but there is a discount for administrative fees of Rp. 5000 to Rp. 10,000 per KPM and for KPMs it is not allowed to withdraw money at ATMs independently. 2. Aspect is targeting accuracy, each recipient of PKH social assistance has met the specified component criteria. However, there are still many economically disadvantaged communities who do not receive PKH social assistance, especially the elderly. This is due to the absence of re-collection and direct field inspection to ensure that the prospective KPM is not economically capable and only uses data from the central party which in fact must be re-checked for correctness. 3. Aspect is satisfaction with the program, PKH facilitators have worked well and are responsible for KPM. The assistant can direct the KPM in the implementation of PKH and can provide solutions to the KPM if there are obstacles in the implementation of the PKH. 4. Aspect of input and output, in the data validation process to determine candidates for KPM PKH only uses the Integrated Social Welfare Data from 2013 to the present. Therefore, there is a problem that many people do not receive the PKH social assistance. 5. Aspect is the overall achievement of goals, most of the community is ready to be graduated from PKH social assistance if they are considered economically capable. The community feels very helped by the PKH social assistance and the community feels the real benefits obtained from PKH social assistance such as being able to pay school fees for children, the nutritional needs of toddlers. The implications used to increase the effectiveness of the Family Hope Program (PKH) in Kedungbanteng Village, Kedungbanteng District, Banyumas Regency are as follows. 1. For beneficiary families, should be able to use the assistance provided properly in accordance with the provisions. It is hoped that you will always attend the socialization gathering which is held once a month in order to understand the contents of the socialization and so that you can be moved to volunteer to give up PKH social assistance if you are considered economically capable. xvii 2. For PKH administrators and assistants, namely all implementing parties involved in the implementation of PKH, they must carry out socialization as often as possible so that the community knows and knows the purpose of PKH, and it is hoped that people who already feel capable can be willing to release and give up PKH social assistance. Prior to determining a candidate for a KPM PKH, a visit and a review of the prospective KPM PKH home must be carried out which is registered from the DTKS data to ensure that PKH social assistance can be provided to the right KPM. Do not use old data and must use current data in accordance with data generated from field observations. 3. For the Social Service, namely updating of data in determining KPM candidates is carried out annually on a regular basis so that people who have not received assistance funds can be registered as PKH KPM and people who are considered capable can be graduated from the Family Hope Program (PKH) social assistance.

Abstract

This study was motivated by the discovery of the same problem related problemsto the effectiveness of services provided by the Department of Population and CivilRegistration Banyumas, as there is no certainty the time of completion ofthe documents on population and civil registration, queues are not orderly, theirdiscriminatory behavior in the provision of services to the society, and stillfound a number errors in the making of the family card so it takes longer to fix.Things like this are often an obstacle that is found in the process of making thefamily card in the Department of Population and Civil Registry Banyumas.This study aims to describe the effectiveness of the services provided by theDepartment of Population and Civil Registration Banyumas. this study usesquantitative methods with descriptive type, involving 10 respondents as the samplein measuring the effectiveness of the services provided. Type of data collectedconsists of the data prime and secondary data. The technique of collecting datathrough questionnaires.Based on the results of the study showed that the effectiveness of makingthe family card in the Department of Population an civil registration Banyumasusing the procedures, facilities and infrastructure, the spirit of cooperation andloyalty of the working group.

Abstract

This research is entitled "Analysis of Village Good Governance in Kebanggan Village, Sumbang District, Banyumas Regency". The purpose of this study is to describe and explain Good Governance in the Village of Kebanggan, Subdistrict of Sumbang. This study used descriptive qualitative method. Determination of informants was determined by purposive sampling method. Data was collected by means of in-depth interviews, observation and documentation. The results of the research used interactive analysis methods and the validity was tested by triangulation of sources. The results of this study indicate that village good governance in Kebanggan Village has not been fully implemented because in the aspect of accountability the realization of the use of the budget is still not optimal, this occurs due to the lack of village government in exploring village potential and the presence of the Covid-19 virus which is another inhibiting factor in equitable development. village. Then in the aspect of openness of budgeting, there is no direct access for the community and there has been no good response from the village government if suggestions and criticisms are submitted directly to individuals. In terms of the rule of law, village regulations that have been made are not studied and socialized to the wider community and there is rarely a general village regulation. Furthermore, in the aspect of participation, it is quite good but in this case attendance is not 100% due to the inaccuracy of the village government in determining the time for deliberation and the lack of absorption of community aspirations due to the lack of forums and the lack of village government in embracing the community so that public trust begins to decline. Meanwhile, in the aspect of transparency, the Kebanggan Village government is quite good because in every activity the village government has installed budget infographic boards, project boards and inscriptions that contain the amount of the budget and the activities carried out. Meanwhile, the implications that can be given are as follows: to explore the wider potential of the village, the village government and the community should work together to develop a village. To deal with public ignorance about village regulations that have been made, the village government should increase work capacity, especially the head of the village in carrying out their duties and functions. Then regarding the decline in public trust, responding to this the village government should be able to maintain commitment to the public by attending every routine RT/RW meeting as well as adding suggestions and criticism boxes to bridge the community who want to express their aspirations individually or directly without going through an institution.

Abstract

This research is entitled "Analysis of the Effectiveness of Micro Business Government Assistance (BPUM) in Mangunegara Village, Mrebet District, PurbalinggaRegency". The purpose of this study was to describe and explain the effectiveness of government assistance for micro-enterprises in Mangunegara village, Mrebet sub-district,Purbalingga district. This research method is descriptive and qualitative. Informants were determined by purpose sampling method. The analysis of research results using an interactive analysis model. Based on the results of the study, several conclusions can be drawn as follows (1). Productivity Aspect, Strategy to market the products by promoting them through social media, with close friends, and family. The results from the sale have not been in line with expectations because they have not reached the target quality. Sometimes sales are at a loss; (2) Aspects of quality, the price of products on the market is not too cheap or too expensive, so there is no price competition with other entrepreneurs. The quality of the products of business actors can easily add selling value to damaged products; (3). Aspects of Efficiency, Entrepreneurs in managing finances, separating Personal and Corporate Finances, making Financial Books, determining FinancialPortions, how to overcome existing losses by promoting more often on social media so that more people are interested in buying, evaluating, improving business systems,making changes ; (4). Aspects of Flexibility, how to deal with competitors who also have similar businesses by improving product quality so that they are not less competitive with those on the market and continue to innovate to make it easier to maintain loyalty to customers. Changes that occur in an organization suggest employees think carefully about their decisions, conduct evaluations, conducting recruitment; (5). Satisfaction Aspect,there are 5 to 10 variants made for sale, how to deal with consumer complaints by receiving complaints properly, good communication on complaints and immediately handling Complaints quickly and providing the Best Solutions; (6). Aspects of Excellence. innovation made to keep this business afloat by adding various variants of forms to keep this business afloat are in the form of a solid work team, prioritizing customer desires,making quality products following the times and maximizing the use of technology.
