Abstract

State Civil Apparatus Management (SCAM) is an activity to obtain quality, professional and clean ASN in realizing the implementation of public service tasks and the implementation of development for community welfare. To date, many experts have considered that the growing bureaucracy in Indonesia is a complicated, slow, inefficient and swollen bureaucracy. Dynamic governance can be used as a solution by: First, the government can explore the values and traditions that are local wisdoms. Second, the government can also learn from best practices in other countries, which can be learned and copied, to be developed in the bureaucracy in Indonesia. Likewise, the regional government can also learn from experiences and successes that have been carried out by other local governments, to be used as references to be adopted and developed in the areas where we are located. Third, change the paradigm and the wrong mindset of public service providers, which encourages a slow bureaucracy in Indonesia.

Abstract

Artikel ini diilatar belakangi oleh fenomena Jumlah masyarakat miskin terus membengkak dari tahun ke tahun salah satunya di Kota Sukabumi padahal kebijakan  penanggulangan kemiskinan yang menjadi agenda dari pemerintah terus digulirkan, tetapi pada kenyataannya selama ini program tersebut mulai dari Pembanguan Daerah Tertinggal (PDT), Jaring Pengaman Sosial (JPS), Pembangunan Prasarana Pendukung Desa Tertinggal (P3DT), Program Pengembangan Kecamatan (PPK) dan lain-lain namun kurang efektif dalam pelaksanaannya.Karena itu rumusan masalah yang diajukan adalah bagaimana Implementasi Pandu Gempita Dalam Rangka Penanggulangan Kemiskinan Di Kota Sukabumi Provinsi Jawa Barat. Melalui metode deskriptif kualitatif, dihasilkan pemahaman bahwa Implementasi Pandu Gempita di Kota Sukabumi sudah berjalan akan tetapi belum optimal ditinjau dari teori faktor-faktor yang mempengaruhi implementasi kebijakan (Edward III, 1980)Sehingga disarankan agar ditingkatkan perhatian, komitmen dan strategi yang lebih besar dan lebih tepat dari pimpinan daerah sehingga program ini dapat terlaksana secara efektif.

Abstract

One of the increasing trends in the era of regional autonomy is the regional extension both at the provincial level and at district/city level.  However, such situation in some cases has emerged some new problems, such as; social conflict, conflict on natural resourses and conflict in the regional boundaries. This study examines the broblems, first, what factor are causing the dispute on the boundaries in the extension of new autonomous region? Second, how is the pattem of the settlement of boundary dispute provided in the Indonesia legal sistem?Third,what is the role of the Government in solving the boundary dispute? This is a juridical-empirical research. The study concluded that; First, the boundary dispute has been triggered by the area extension processnot requinting the border as a legal requirement in the area expansion. The requirements fulfilled were more technical, physical and political. Second, the pattem of the boundary dispute resolution generally is through two ways; the non-legal border dispute resolution, and legal settlement.  In non-legal resolution, it was mediated by MOHA and Govemors; while, in the legal dispute resolution it reached through a judicial review to the Supreme Court or the Constitutional Court.  Third, in the dispute of area border, the governments role was the facilitator in accordance with the level of its dispute case.

Abstract

Penelitian ini dilatarbelakangi bahwa Penambangan timah yang ada di wilayah Bangka Tengah diindikasikan melahirkan berbagai implikasi diantaranya terganggunya lahan yang berujung pada kerusakan lingkungan, banyak lahan tambang berpotensi abrasi dan kerusakan ekosistem yang berpotensi melahirkan bencana kekeringan dan tanah longsor.Rumusan masalahnya adalah bagaimana potensi bencana alam pasca penambangan timah inkonvensional dari perspektif ketahanan wilayah di Kabupaten Bangka Tengah dan bagaimana  upaya mengurangi resiko potensi bencana pasca  penambangan timah inkonvensional dari perspektif ketahanan wilayah di Kabupaten Bangka Tengah Provinsi Kepulauan Bangka Belitung.Penelitian ini menggunakan metode kualitatif dengan pendektan deskriptif. Konsep dan teori yang relevan adalah Pengurangan Risiko Bencana (PRB) adalah suatu pendekatan global untuk mengurangi risiko bencana dengan melibatkan seluruh komponen masyarakat untuk mengurangi kehilangan kesempatan dan kehidupan.Dari hasil pembahasan diperoleh pemahaman bahwa Pertambangan dipahami merupakan potensi bencana dengan bahaya ikutannya: perubahan bentang alam, erosi dan sedimentasi, gangguan stabilitas lereng, hilangnya habitat flora-fauna, abrasi pantai, perubahan peruntukan lahan, penurunan kualitas air, dan kerusuhan sosial. Sehingga melakukan kebijakan insentif ekonomi untuk mendorong terjadinya dampak positif dan memperbaiki pendekatan reklamasi lahan bekas tambang yaitu dari penanaman kayu-kayuan yang tidak memberikan manfaat langsung bagi masyarakat Pemerintah Daerah perlu segera melakukan  langkah penyiapan sumber ekonomi baru pasca penambangan timah.

Abstract

Abstract The Manpower Office of the city of Bandung is a regional organization which is tasked with carrying out some of the governmental affairs based on the principle of autonomy and assistance tasks in the field of labor, and has the functions listed in the regional regulation number 05 of 2013 concerning the second change of the Bandung City Regulation No. 13 of 2007, about the Formation and Structure of the Bandung Regional Office. Reporting from the website of the Bandung City Manpower Office, there were 7,343 registered job seekers, and 1,897 available vacancies. Of the total 1,897 job vacancies the number of placements that have been revised by the Bandung City Manpower Office is 1,469. When viewed from the data, there is a high gap between the number of jobs available and the number of work needs. On the other hand, there are a number of job openings that are not optimally distributed with the number of job seekers. This is certainly the basis for the Bandung City Manpower Office to immediately have strategic management to overcome these problems. With the management strategy of the Bandung City Manpower Office, can determine the direction and objectives of HR management in the city of Bandung so that it can be realized with optimal work needs with job seekers as well as creating human resources in the city of Bandung who are quality and superior in order to answer the challenges in today's globalization era. In Strategic management, it is necessary to have an evaluation that is used to utilize feedback as input for the formation of new strategies in the future because today's challenges or problems are not necessarily the same as tomorrow. One evaluation technique is the balanced scorecard, this evaluation technique is generally used for evaluating profit organizations, but with the development of the present day this evaluation technique is often used by government organizations. Abstract

Abstrack The implementation of the restructuring of the bureaucracy can be defined as a process of redesigning or rearrangement of the existing bureaucracy. When the dynamics on both internal and external environments that bureaucracy must also adapt these dynamics in order to survive. Adaptation to the dynamics of the causes of bureaucracy must perform in accordance with reality. Restructuring or realignment of bureaucratic organization is essentially an activity to prepare the unit will be assigned the bureaucratic organization of work areas, specific tasks or functions. Abstract

ABSTRACT The research was conducted in Sidadi Village, Sukajati Village and Wanakaya Village of Haurgeulis Subdistrict, Indramayu District of Wes Java Province. The title of this research is Enactment of Undang-Undang Nomor 6 in 2014 no listed about the village rules, but the law states that regulatory guidelines, the district/city either Regeling or beshicking shall apply mutatis mutandis, so that the village ordinance drafting guidelines also apply mutatis mutandis. Above legislation has been a change from previous rules, so the impact on regulatory guidelines for the village. The author also studies about barriers experienced by the village government, as well as the efforts made by the village government and Indramayu regency government, so the author can write strategy in forming a quality village regulations. Abstract Satuan Polisi Pamong Praja is in every Provincial Region and district and city that is tasked with enforcing the Regional Decree / Regulatory Regulations, organizing control and organizing community protection. Satuan Polisi Pamong Praja in Semarang is faced with various problems of order, especially Street Vendors (PKL). Semarang City as the Capital of Central Java Province, among others, is an area that is a life goal to change the economic situation of the community, among others, by selling as street vendors. Abstract

This research discusses the legalistic review of Community political participation in the 2018 concurrent elections in the Maiwa district of Enrekang subdistrict which was set forth in the regulation of the General Election Commission number 8 year 2017. This research is a qualitative descriptive study where researchers conduct interviews and collect documents relating to research topics. The interviews were conducted to the Committee for electoral organizers (PPK) and society. The results showed that judging by the legalistic reviews of public political participation in the 2018 concurrent elections in the Maiwa district of Enrekang subdistrict was not good enough. This refers to the 4 (four) aspects of community involvement in the elections, supervision at each stage of election, socialization of elections and political education for voters., which is set forth in the regulation of the General Elections Commission Number 8 year 2017. In the aspect of community involvement in the election and supervision of elections has been implemented by the Community and supervisory organizations in the district Maiwa but for aspects of socialization and political education for the society has not been effective enough Conducted by the Committee of electoral organizers. The advice can be given by researchers, among others: Should the organizers of the elections can improve the performance in the electoral process, especially in logging voters by way of re-checking the community data before Election was implemented. Furthermore, PPK is expected to increase the quantity and quality of socialization and political education, by arranging a clear schedule so that the socialization material can be precise. PPK can also approach the community by creating ϐlyers or information related to elections that can be disseminated to the public in both printed and electronic forms. Abstract

Road management in the era of local autonomy is considered still face problems in terms of regulation which negatively impacts to its implementation. The regulation of the authority to administer local governments with the broadest principle of autonomy has apparently been narrowed at the level of its implementation in line with changes in relevant laws. As a consequence, the regional authority, which was originally very broad, has changed to become narrow again, so that certain functions are not optimal. One indication is the reversalof road management from the province, district or city to the central government, so this has become an anomaly in the current era of localautonomy. This paper will try to discuss three important issues relating to road management from a legal perspective. First, the arrangement of the division of authority in the management of roads between government level in legislation. Second, the implementation of road management by the central, provincial, district and city governmentsin the era of local autonomy. Third, efforts to optimize the function of roads as a means of regional development and promotion in the era of local autonomy.Keywords: authority, local autonomy, and road management
