Abstract

Efektivitas adalah suatu ukuran untuk melihat keberhasilan dalam penyelenggaraan pelayanan publik. Untuk menciptakan pelayanan publik yang baik maka perlu mencapai tingkat efektivitas yang baik untuk itu peneliti melakukan penelitian terkait Efektivitas Command Center sebagai pusat pengendali penanggulangan keadaan darurat dan bencana di Kota Samarinda guna melihat tingkat efektivitas, menganalisis faktor penghambat dan memberikan rekomendasi strategi pengembangan layanan untuk meningkatkan efektivitas layanan penanggulangan keadaan darurat dan bencana di Kota Samarinda Provinsi Kalimantan Timur. Metode penelitian yang digunakan metode kualitatif deskriptif. Efektivitas Samarinda Siaga 112 diukur dengan menggunakan konsep efektivitas layanan menurut Sondang P. Siagian (2003:27) dan teori Ukuran Efektivitas dari Hessel Nogi S. Tangkilisan (2005:141). Berdasarkan penelitian yang dilakukan disimpulkan bahwa efektivitas Command Center khususnya layanan Samarinda Siaga 112 sebagai pusat pengendali penanggulangan keadaan darurat dan bencana di Kota Samarinda belum efektif. Hal ini dilihat dari masih terdapat permasalahan dalam penataan sumber daya manusia (SDM) yang buruk, alokasi anggaran yang kurang baik, buruknya koordinasi antar Samarinda Siaga 112 dan OPD/instansi terkait serta maraknya laporan palsu (prank/fake call). Disarankan untuk membentuk Satuan Tugas (Satgas) untuk Layanan Kedaruratan dan Bencana (Satgas Kencana) di Kota Samarinda, memaksimalkan Command Center sebagai Ruang Pusat Komando dan Monitoring Kota Samarinda, serta melakukan Pemberdayaan Relawan Kedaruratan di Kota Samarinda untuk dapat meningkatkan efektivitas Command Center khususnya layanan panggilan darurat Samarinda Siaga 112 Kata Kunci: Efektivitas, Keadaan Darurat dan Bencana, Samarinda Siaga 112

Abstract

Data Terpadu Kesejahteraan Sosial (DTKS) adalah suatu data yang menjadi sumber acuan untuk pelaksanaan penyelenggaraan kesejahteraan sosial dalam hal ini data tersebut berisikan data pemerlu bantuan sosial dan pelayanan kesejahteraan sosial. Tujuan dari penelitian ini agar mengetahui strategi apa yang dipakai untuk penyaluran bantuan dan apa manfaat yang dari DTKS ini untuk digunakan sebagai dasar acuan dalam penyaluran bantuan salah satunya Rehabilitasi Sosial-Rumah Tidak Layak Huni (RS-RTLH) yang dikelola oleh Dinas Sosial Daerah Provinsi Sulawesi Utara. Penelitian ini menggunakan metode kualitatif deskriptif dengan mengumpulkan data dari beberapa sumber yakni wawancara, observasi dan literasi. Hasil yang kami dapat pada penelitian ini berupa strategi dalam bentuk Tahapan dalam pengelolaan Data Terpadu Kesejahteraan Sosial meliputi usulan data serta verifikasi dan validasi, pengendalian atau penjaminan kualitas, sampai penetapan dan penggunaan. Setiap penerima bantuan RS-RTLH harus terdaftar dalam DTKS yang sudah terverifikasi dan tervalidasi kelengkapan administrasi dan pengecekan dilapangan guna memastikan penerima benar-benar layak untuk dibantu, sehingga bantuan RS-RTLH berupa rumah layak huni menjadi tepat sasaran. Hambatan dan kendala yang didapat dalam penelitian ini berupa keluarga yang sudah mampu namun masih terdata dalam DTKS dan sebaliknya keluarga yang tergolong tidak mampu namun tidak terdata dalam DTKS. Adapun cara untuk mengatasi kendala tersebut adalah untuk melakukan update data setiap bulannya. Kata Kunci: Bantuan Sosial, DTKS, Strategi, RS-RTLH

Abstract

Penelitian ini bertujuan untuk menganalisis kinerja Dinas Kependudukan dan Pencatatan Sipil dalam meningkatkan tertib administrasi kependudukan di Kabupaten Majalengka. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Teori yang digunakan dalam penelitian ini adalah teori kinerja yang dikembangkan menjadi 4 (empat) indikator yaitu “produktivitas, kualitas layanan, responsivitas, responsibilitas”. Hasil penelitian ini menunjukkan bahwa kinerja Dinas Kependudukan dan Pencatatan Sipil dalam meningkatkan tertib administrasi kependudukan di Kabupaten Majalengka secara umum telah berjalan dengan baik, akan tetapi perlu perbaikan pada beberapa aspek. Kendala yang dihadapi Disdukcapil antara lain kualitas sumber daya aparatur, pemeliharaan dan pengembangan sistem SIAK, serta sosialisasi kebijakan kependudukan. Abstract

Fire extinguisher inspection services are services provided by the local government for inspection and testing of fire extinguishers, fire prevention, and fire disaster rescue that are used and managed by individuals or entities. However, in reality, service receipts for inspection of fire extinguishers in the city of Bandung from 2020 to 2022 have not reached the target.This study aims to determine the adequacy and elasticity in service revenue for fire extinguisher inspection in the city of Bandung, fairness in service income for inspection of fire extinguishers in the city of Bandung, and administrative capabilities in service income for inspection of fire extinguishers in the city of Bandung. The theory used in this study is the theory of mandatory criteria in assessing the effectiveness of an income service collection from Phaurela and Emy (2017) in which there are three criteria, namely (1) Adequacy and Elasticity, (2) Fairness, and (3) Administrative Capability. In this study using qualitative research methods with a descriptive approach. Data collection techniques used are interviews, observation, documentation, and literature study. Based on the results of the study, it can be concluded that the management of fire extinguisher inspection revenue services associated with three criteria, namely adequacy and elasticity, fairness, and administrative adequacy is considered ineffective. Criteria for administrative adequacy are not yet effective because the implementation is not in accordance with the appropriate technical and not easy to do and reach the target that has been set. There are several obstacles that occur in the process of managing fire extinguisher inspection revenue services and efforts are also found to resolve these obstacles. Abstract

The national development of the Unitary State of the Republic of Indonesia (NKRI) aims to realize equal distribution of people's welfare throughout the region, including border areas where until now there are still problems related to welfare. The border area essentially has a very vital and strategic meaning, at least when viewed from 3 (three) points of view, namely: defense-security, economic-trade, and socio-cultural. Therefore, a strategy is needed to improve the security of border areas according to the social perspective of development. This study used qualitative descriptive method, with data collection using interviews, observation, and documentation. Data analysis techniques use triangulation. This research shows that the strategy that can be carried out by the Indonesian government in overcoming problems in order to improve border area security according to the social perspective of border development of the Republic of Indonesia (RI) – Democratic Republic of Timor Leste (RDTL) in Atambua, Belu Regency, East Nusa Tenggara Province, among others, through Economic Development, Infrastructure, Human Resource Development, Social Welfare Programs, Diplomacy and Regional Cooperation, Community Empowerment, Cultural and Social Security, Law Enforcement, and Social Security.

Abstract

Apart from various family needs, processing death documents in the form of a Death Certificate is very necessary so that the real condition of the population is described validly. However, the rate of ownership of population documents, especially in cases of death, only reached 32.70%. The aim of this research is to analyze death package document services through the SEDUDO program which is reviewed through 4 dimensions, namely efficiency, economy, fairness and effectiveness. The research method used in this research is Descriptive Qualitative. Data collection uses several methods, namely observation, interviews and documentation. The analysis technique is carried out using several stages, namely preparing the data, reading all the data, presenting the data, coding or organizing the data, analyzing the data, describing the data that has been analyzed, and making interpretations or drawing conclusions. In this research, the death package document service was not optimal because there were several problems, including facilities and infrastructure that were not optimal due to the presence of several employees who held concurrent jobs and some who did not comply with their duties and functions, lack of admin response in responding to complaints about the SEDUDO program, resulting in ownership Death package documents in Nganjuk Regency have never reached the perfect target. Several efforts have also been made, namely improving facilities and infrastructure, increasing the role of social media in outreach related to the SEDUDO program and increasing the role of RTs in reporting and registering the production of death package documents. The suggestions given are updating and implementing regulations, carrying out outreach, and improving the quality of human resources and existing facilities and infrastructure.

Abstract

Peran penting budaya birokrasi dalam membentuk mindset dan karakter kepemimpinan beriringandengan penurunan angka patologi birokrasi yang terjadi di Indonesia. Praktik korupsi menjadipenyumbang besar dalam konstruksi patologi birokrasi yang sifatnya berkepanjangan, karena padaprinsipnya patologi birokrasi muncul akibat adanya budaya birokrasi yang tidak sehat yang ditandaidengan rantai hierarki yang panjang, spesialisasi dan formalisasi birokrasi serta kinerja birokrasi yangtidak linear sehingga berdampak pada pola birokrasi yang paternalistik, boros dan merugi,penganggaran yang tidak tepat sasaran, sistem prosedur yang cenderung rumit, dan pelaksanaankewenangan yang bias. Penelitian ini dilakukan untuk mengetahui dan memahami seberapa besarurgensi kepamongprajaan atau pendidikan kepamongprajaan dalam prevensi patologi birokrasi.Menggunakan metode pendekatan deskriptif kualitatif dan studi kepustakaan, hasil penelitiankepustakaan ini menemukan bahwa kepamongprajaan atau pendidikan kepamongprajaan dapatmenjadi solusi yang efektif dalam membentuk karakter dan mental calon birokrat. Hal ini ditunjukandengan pola pendidikan dan pengajaran sejak dini bagaimana seorang calon pemimpin memahamidan menghayati tugas dan tanggungjawabnya sebagai pelayan publik melalui pendidikan karakter,pendidikan revolusi mental, pendalaman etika birokrasi dan materi-materi pemerintahan secarasubstantial.Kata Kunci: Prevensi, Patologi Birokrasi, Kepamongprajaan, Budaya Birokrasi

Abstract

The Provincial Department of Manpower and Transmigration of Riau plays an important role in enhancing the competitiveness of domestic workers to overcome unemployment resulting from the COVID-19 pandemic. One of the strategies used is through skill training programs conducted at the Training and Job Placement Center. The Quality and Productivity Improvement Program for Workers is implemented to enhance the competence and productivity of workers in Riau Province. Therefore, this study aims to evaluate the effectiveness of the skill training program conducted by the Provincial Department of Manpower and Transmigration of Riau in improving the competence and productivity of workers in the province. The study uses a qualitative research design with an inductive approach. Data collection techniques include observation, interviews, and documentation. Data analysis techniques used include data reduction, data presentation, verification, and conclusion drawing. The study uses the concept of competitiveness by Pratiwi and Mahmudah in Ibnu Khaldun, 2020, which consists of 5 dimensions including Health, Education, Technology, Communication, and Skills. The results of the study indicate that despite the efforts made, there are constraints in the Health dimension, such as incomplete health facilities, in the Education dimension, there is a shortage of instructors, in the Skills dimension, there is a general curriculum, in the Communication dimension, the implementation of foreign language training is not routine, and in the Technology dimension, some participants are not accustomed to using the latest equipment. Other inhibiting factors include a shortage of instructors, stagnant competency development, lack of understanding by potential participants, and a lack of understanding by participants about technology. Efforts made to overcome these barriers include handing over the management of the Training and Job Placement Center to the Central Government, increasing the Apprenticeship Program, and collaborating with private sector institutions. Suggestions to improve the program include re-allocating the skill training budget to meet the needs of facilities and infrastructure, planning additional foreign language training, recruiting experienced instructors, and increasing the socialization of skill training programs through social media, especially for vocational school students and young job seekers.

Abstract

Central Lombok has a high ratio and vulnerability to disasters caused by natural events. Various disaster threats caused by natural events can befall Central Lombok, such as: Floods, Extreme Waves, Earthquakes, Droughts, Extreme Weather, Landslides, Flash Floods, Tsunamis, Mount Rinjani Eruptions, and Forest & Land Fires. This research is aimed at finding out the role of the Disaster Preparedness Team in dealing with the threat of natural disasters in Central Lombok. The approach used in this research is descriptive qualitative, and data collection techniques by means of observation, interviews and literature study. This research resulted in the conclusion that the role of the Disaster Preparedness Team is still lacking due to the small number of Disaster Preparedness Teams, the lack of equipment and infrastructure to support disaster preparedness teams, and the lack of knowledge of residents about disasters. Abstract

Family resilience is a very important aspect in supporting development, but changes in habits and social values ​​make the divorce rate higher, which has various negative impacts, especially on the lives of children. The aim of this research is to describe and analyze the picture of divorce, the causes and impacts of divorce in Wonogiri Regency. The research method used is descriptive qualitative. Data collection techniques used interviews and documentation. The data analysis technique uses several stages, namely preparing the data, reading all the data, presenting the data, coding or organizing the data, analyzing the data, describing the data that has been analyzed, and interpreting the data or drawing conclusions. The research results illustrate that divorce cases fluctuate, but the number is very high. Complaint divorce or divorce at the wife's request is the highest and shows more than three times the number compared to talak divorce or divorce at the husband's request. The causes of divorce include problems in family communication, economic problems, feelings of jealousy, feelings of superiority, infidelity, domestic violence (KDRT) and the rise of early marriage. Regarding the impact, divorce in Wonogiri Regency has an impact on various parties, namely children, divorced couples and extended families. Efforts to overcome divorce can be carried out by providing outreach to teenagers to avoid promiscuity, providing pre-marital education so that they can maintain the integrity of the household, and by improving the quality of human resources officers so that reporting cases of violence can be done quickly and accurately.
