Abstract

Bencana alam yang terjadi di Indonesia mengalami peningkatan dari tahun 2023 ke tahun 2024. Berdasarkan amanat dari Undang-Undang Nomor 24 Tahun 2007 Pasal 35 menyebutkan bahwa salah satu aspek yang dapat dilakukan pada penanggulangan bencana dalam situasi tidak terjadi bencana, adalah adanya aspek/kegiatan pengurangan risiko bencana (disaster risk reduction). Namun, belum banyak publikasi yang mengkaji tren penelitian dengan topik pengurangan risiko bencana di Indonesia. Sementara itu analisis tren penelitian tersebut menjadi penting untuk dilakukan untuk memahami perkembangan penelitian, dan menentukan arah penelitian di masa depan khususnya yang berkaitan dengan topik pengurangan risiko bencana di Indonesia. Adapun tujuan penelitian ini adalah untuk menganalisis tren penelitian terkait Pengurangan Risiko Bencana (Disaster Risk Reduction) di Indonesia. Metode penelitian ini menggunakan pendekatan bibliometrik, dan teknik analisis data dibantu menggunakan R studio untuk membuka biblioshiny. Hasil penelitian menunjukkan bahwa Penelitian tentang pengurangan risiko bencana di Indonesia menunjukkan fluktuasi publikasi, dengan puncak pada tahun 2021, didominasi oleh kata kunci seperti “Indonesia”, “disasters”, dan “disaster risk reductions”, serta kontribusi signifikan dari Universitas Indonesia dan afiliasi internasional. Tren tersebut mencerminkan kolaborasi akademik global dan membuka peluang untuk penelitian lebih lanjut terkait teknologi, partisipasi masyarakat, serta aspek yang kurang dibahas seperti persepsi risiko, tata guna lahan, dan mitigasi bencana di daerah di Pulau Jawa, Sulawesi, dan Papua. Kesimpulannya, melalui visualisasi tren penelitian “pengurangan risiko bencana di Indonesia” menunjukkan berbagai peluang penelitian masa depan yang dapat dilakukan oleh peneliti yang membidangi kebencanaan.   Kata Kunci: Pengurangan Risiko Bencana, Manajemen Bencana, Bibliometrik, Biblioshiny.

Abstract

Abstract The Directorate General of Population and Civil Registration of the Ministry of Home Affairs has set performance achievement targets for 2024 for the Population and Civil Registration Offices at the regency/city level, as outlined in the Minister of Home Affairs Decree Number 100.4.6-635 Dukcapil of 2024. Accordingly, the Population and Civil Registration Offices are implementing various efforts and strategies to improve performance targets that are still relatively low, namely electronic ID card (KTP-el) recording (92.24%), Child Identity Card (KIA) ownership (33.32%), and the implementation of Digital Population Identity (IKD) (8.9%). However, these efforts and strategies have not been fully effective due to several obstacles, such as geographical conditions, limited telecommunications infrastructure, budget constraints, and shortages of KTP-el blanks. This research focuses on strategies to enhance the achievement of national targets, aiming to identify and analyze existing obstacles through SWOT analysis. This research is descriptive qualitative, with informants selected using purposive and snowball sampling techniques. Data analysis was conducted using qualitative methods, including organizing and preparing data for analysis, reading all data, coding data, identifying themes, developing interpretations, further analysis using analytical frameworks, and presenting and interpreting the research findings. The results indicate that, based on the SWOT analysis, achieving the performance targets requires extensive socialization efforts through social media platforms such as TikTok, Instagram, Facebook, and others. It is also necessary to establish collaborations with related agencies and user institutions to optimize the utilization of population data and documents. Abstract

The Lebak neighborhood is a residential area in Banyuwangi Regency which is always hit by annual floods. The densely populated condition of the area and the lack of public awareness about not throwing rubbish into the river is a challenge in itself. For this reason, collaboration between related parties is needed to run the flood disaster management process well. This research aims to find out, analyze, and describe how Collaborative Governance is implemented between the government, the business world, and community groups in the Lebak Environment, Tukangkayu Village, Banyuwangi District, Banyuwangi Regency in managing flood disasters. This research uses a qualitative descriptive method using primary and secondary data sources. This research relies on data collection techniques through interviews, observation, and documentation to obtain the required data. The research results show that collaboration between the government, the business world, and community groups has been implemented but is not yet optimal, so maximizing the role at the preventive and monitoring stages is necessary. The government still tends to be more dominant than the business world and community groups. This collaborative process resulted in two permanent water pumping machines, river cleaning, a river normalization program, and the implementation of a disaster task force consisting of all stakeholders. In implementing this collaboration, there are several obstacles, such as a lack of public awareness of the importance of not throwing rubbish or waste into the river, difficulty in accessing heavy equipment in the form of excavators to the river, problems with the operation of water pump machines, the conversion of plantation crop commodities in upstream areas, and the very low condition of the Lebak area. Based on the problems faced, efforts are needed to maximize the role of each party involved at each stage of disaster management as well as innovation related to solving the problems being experienced.
