Abstract

The expansion of oil palm plantations in Indonesia over the past two decades has significantly contributed to national economic growth, particularly in terms of foreign exchange earnings and employment. However, many plantations have been established within forest areas without valid forestry permits, creating overlapping land tenure and complex legal issues. In this research, the term forest occupation refers to the factual condition in which business actors have settled and cultivated forest areas. The inconsistency between legal maps (de jure) and field realities (de facto) has placed thousands of oil palm plantation actors, both individuals and corporations, in a “grey area” of law. To address this issue, the government enacted Law No. 6 of 2023 (Job Creation Law), which introduced Articles 110A and 110B as administrative mechanisms for legalization and fines. However, the issuance of Presidential Regulation No. 5 of 2025 introduced a new approach through the establishment of the Forest Area Enforcement Task Force (Satgas PKH) involving the military, police, and the Attorney General’s Office, with powers to evict land and impose criminal sanctions—later supported by Ministerial Decree No. 36 of 2025. This policy is considered to violate the constitutional rights of business actors and disregard the principle of lex superior derogat legi inferiori, which holds that lower regulations must not contradict higher laws. This study employs both normative and empirical legal approaches to analyze the normative conflict between regulations. The findings highlight that resolving forest occupation disputes by oil palm enterprises must prioritize the principles of legality, substantive justice, reinforcement of due process of law, and transparency through the One Map Policy to ensure legal certainty and protection for bona fide business actors.

Abstract

The rapid advancement of digital technology has reshaped marketing strategies within the hospitality industry, particularly in Yogyakarta—one of Indonesia’s premier tourist destinations. Social media is no longer merely a communication channel but has evolved into a potent promotional tool for building brand awareness, enhancing engagement, and influencing travelers’ accommodation decisions. This study aims to analyze the role of social media in the digital marketing strategies of four-star hotels in Yogyakarta, with a specific focus on Instagram and TikTok as the most prevalent platforms. Employing a qualitative methodology, the research incorporates engagement metrics analysis (likes, comments, and interaction levels), a survey of 250 hotel guests, and in-depth interviews with eight hotel marketing managers. Findings indicate that Instagram plays a dominant role in crafting a hotel’s visual identity and appealing to aesthetically driven travelers, whereas TikTok is more effective in reaching Generation Z and millennial audiences through concise, creative, and interactive content. The combined leverage of these platforms enhances the hotel’s brand image, market positioning, and visibility, while simultaneously fostering stronger guest relationships. In conclusion, social media–driven marketing strategies effectively bolster hotel performance in Yogyakarta. It is recommended that hotels establish robust digital marketing teams and optimally utilize interactive platform features.

Abstract

The transfer of land rights is an important aspect of the sale and purchase transaction to ensure legal certainty for the buyer. However, there are often delays due to the seller's negligence that causes losses. This study aims to analyze the seller's legal responsibility to the buyer in the case of delay in the transfer of rights based on Government Regulation No. 24 of 1997, as well as to examine the judge's considerations in Decision Number 711/Pdt.G/2023/PN Jkt.Utr. The research method used is normative juridical with a case study approach. The results show that sellers remain legally liable for delays despite administrative constraints, and courts provide legal protection to good-faith buyers. This decision affirms the principles of legal certainty, justice, and protection for the aggrieved party.

Abstract

Modern defense operations require resilient human–AI teaming under cognitive stress, yet static systems often fail to adapt, reducing trust and mission effectiveness. A Systematic Literature Review (2016–2025) across human factors, neuroergonomics, and defense HCI was conducted to conceptualize a Neuroadaptive User Experience (NUX) framework. Findings show that multimodal neurophysiological sensing (EEG, heart rate variability, eye tracking) can detect workload fluctuations, while adaptive interventions—task redistribution, interface simplification, and timing adjustments—sustain performance and accelerate recovery. The NUX framework integrates state sensing, interpretation, adaptive automation, and transparent feedback. Despite challenges in sensor reliability, calibration, and ethical governance, NUX represents a paradigm shift toward human-centered defense systems that enhance resilience, trust, and mission outcomes.
