Abstract

Empowering people with disabilities through inclusive entrepreneurship is a strategic issue in building an equitable and competitive society. This research was conducted to analyze the role of young sociopreneurs in supporting inclusive entrepreneurship through collaborative business incubation programs in Malang City. The role of young sociopreneurs is considered crucial in overcoming socio-economic challenges faced by people with disabilities, particularly in accessing economic opportunities and achieving social integration. Unlike previous studies that mainly focused on general empowerment models or government-led initiatives, this research highlights the innovative contribution of young sociopreneurs as active facilitators in bridging resources, skills training, and business assistance. By employing a qualitative approach with in-depth interviews, observations, and documentation, this study involved sociopreneurs, government representatives, and beneficiaries with disabilities. The findings show that multi-stakeholder collaboration is the key to the success of business incubation programs. Young sociopreneurs not only foster economic independence but also enhance public awareness of the importance of social inclusion. This study contributes new insights by demonstrating how youth-driven sociopreneurship can be institutionalized into local development policies and ecosystem building. The results emphasize the potential of sustainable empowerment models that integrate social and economic inclusion of people with disabilities effectively into community-based development.

Abstract

The provision of data and information today is essential not only for generating statistical figures but also for supporting decision- making based on in-depth analysis. In the context of disaster management, spatial data plays a crucial role in identifying the distribution, characteristics, and patterns of affected areas. This research aims to analyze the historical records of disaster events in Malang Municipality spatially using a Geographic Information System (GIS). The data used consists of disaster incidents from 2020 to 2024, which were processed into spatial format and analyzed through spatial join functions to generate distribution maps and frequency summaries by administrative region. The results show that Klojen District recorded the highest number of disaster events with 360 incidents (169 floods, 123 extreme weather events, and 68 landslides). The distribution patterns indicate that floods are scattered randomly, landslides are concentrated along rivers and slopes, while extreme weather events show both linear patterns along roads with dense vegetation and random patterns in residential areas due to the dynamic nature of wind. These findings highlight the importance of preparedness and spatially-based mitigation strategies that consider the characteristics of the affected areas and historical disaster data.

Abstract

Improving public health is a priority in urban development strategies, including in Malang City. This study evaluates the effectiveness of Clean and Healthy Living Behavior (CHLB) counseling as a community empowerment intervention to enhance knowledge, attitudes, and practices of local residents. A descriptive qualitative approach was employed, using observations, in-depth interviews, and focus group discussions (FGDs) involving 60 households and primary school students in Lowokwaru District, Malang City. The findings reveal a significant improvement in handwashing practices, proper latrine use, and household waste management. Moreover, community participation in collective environmental activities increased, contributing to a cleaner neighborhood and a reduction in environmentally related diseases. At the school level, students displayed strong enthusiasm and incorporated healthy habits into their daily routines. These behavioral changes also generated socioeconomic benefits, including reduced household health expenditures. The results provide empirical evidence that CHLB counseling is an effective community empowerment strategy for improving public health and environmental quality. Scaling up similar programs with strong support from local government, educational institutions, and active community participation is recommended to transform CHLB into a sustainable lifestyle.

Abstract

Malang City possesses diverse tourism potential, ranging from thematic villages, culinary and educational tourism, to emerging halal tourism destinations. However, the city is often perceived merely as a transit point for visitors heading to Batu or Mount Bromo, limiting its positioning as a primary destination. This study aims to analyze tourism development strategies for Malang City using a qualitative descriptive approach supported by primary and secondary data. Primary data were collected through in-depth interviews with thematic village managers, culinary business owners, and representatives of the Malang City Tourism Office, while secondary data were drawn from statistical reports and scholarly literature. Findings reveal that Malang’s tourism development can be strengthened through five key strategies: differentiation of attractions (creative, culinary, and halal tourism), improvement of infrastructure and public facilities, multi-stakeholder collaboration, empowerment of local communities, and digital promotion. The study highlights that sustainable and inclusive planning is critical for transforming Malang from a mere stopover into a leading tourism destination in East Java, with broader socio-economic benefits for local communities.

Abstract

Public asset management is a critical component of urban governance, yet many local governments face persistent challenges related to efficiency, transparency, and sustainability. This study investigates the role of digital technology in transforming public asset management in Malang City, Indonesia, a mid-sized urban center seeking to modernize its governance systems. A qualitative descriptive design was applied using a qualitative survey distributed to 42 stakeholders, including municipal officials, IT staff, community representatives, and digital practitioners. The open-ended responses were analyzed thematically, supplemented by document analysis of Malang’s Smart City reports and official statistics. The results show that the adoption of Geographic Information Systems (GIS), Internet of Things (IoT) monitoring, and blockchain-secured records has significantly improved asset registry accuracy, maintenance scheduling, and decision-making efficiency. Transparency and citizen participation have increased through online dashboards and reporting applications, fostering greater public trust. Furthermore, digitalization has supported sustainability objectives by reducing energy consumption, enabling climate resilience planning, and aligning asset management practices with Sustainable Development Goals. Nevertheless, the study also reveals persistent challenges, including limited funding for system upgrades, uneven digital literacy among staff and citizens, and regulatory constraints that hinder data integration across agencies. These findings contribute to the growing literature on digital governance by providing empirical evidence from a non-metropolitan Indonesian city and demonstrating how digital transformation can simultaneously enhance efficiency, transparency, and sustainability in public asset management.

Abstract

Community-based agrotourism is increasingly recognized as a driver of local empowerment, yet its social sustainability dimensions remain underexplored in Southeast Asia. This study evaluates social sustainability at an organic vegetable-picking tourism site in Malang City using eleven indicators derived from the literature: availability, accessibility, connectivity, density, diversity, legibility, safety, versatility, participation, social actions, and equity. Field observations and semi-structured interviews with managers, community members, and visitors revealed strong performance in local participation, diversity of activities, and educational value creation. However, challenges remain in public transport accessibility, digital wayfinding, formalizing collaborations with nearby businesses, and managing peak-period congestion. This study contributes to the literature by operationalizing a multidimensional framework for social sustainability in a peri-urban agrotourism setting and offers practical recommendations to strengthen inclusivity, visitor flow management, and community linkages. The findings demonstrate how such initiatives can advance SDG 11 (Sustainable Cities and Communities) and SDG 12 (Responsible Consumption and Production) by integrating tourism development with local social objectives.

Abstract

Community agroparks represent an innovative approach to urban green space management, combining ecological services, social interaction, aesthetic value, and local economic participation. This study adopts a multidimensional analytical approach to evaluate their effectiveness in Malang City, Indonesia. Using Multidimensional Scaling (MDS), agroparks were classified into four typologies based on facility provision, green coverage, and community activity levels. A Service Quality Gap Analysis was then applied to assess perceived performance across ecological, socio-cultural, aesthetic, and economic dimensions. Findings reveal that community-managed agroparks outperform government-managed ones in socio-cultural engagement, but still face gaps in aesthetic quality and income- generating potential. The study contributes to urban sustainability research by operationalizing a combined typology–gap framework to measure agropark performance and offering targeted recommendations to improve infrastructure design, participatory programming, and local economic integration. These insights support policy directions aimed at enhancing the multifunctionality of agroparks and advancing SDG 11 (Sustainable Cities and Communities).

Abstract

Effective regional infrastructure planning requires not only technical soundness but also financial accountability to ensure long-term sustainability and equitable resource allocation. This article refines the application of financial feasibility analysis as a decision-making tool, focusing on four key indicators NPV, BCR, IRR, and PP—and situates them within a regional development framework. The Bango Water Supply System Development Project (2023–2047) in Malang City is employed as a study case to illustrate how financial feasibility outcomes can inform policy choices. Results indicate that the project demonstrates positive financial performance across all indicators, confirming its viability under baseline assumptions. Beyond numerical validation, the study emphasizes the strategic role of financial feasibility analysis in prioritizing projects, attracting public private investment, and aligning infrastructure initiatives with SDG targets for water access and sustainable cities. This contribution provides actionable insights for policymakers seeking to balance fiscal discipline with inclusive growth objectives.

Abstract

The accelerating pace of urbanization and environmental degradation in Indonesian secondary cities has heightened the urgency of aligning sustainable development with climate resilience strategies. This study explores Malang City’s regional experience between 2020 and 2025, analyzing air quality trends, population growth, land-use change, and local policy responses to climate risks. Results show that despite modest progress such as the creation of 98 urban parks, 8 urban forests, expansion of urban farming in 57 neighborhoods, and community-based climate initiatives (ProKlim) the city continues to face critical challenges, including recurrent floods (211 cases in 2022 alone), persistent air pollution (PM2.5 levels exceeding WHO thresholds), and declining green open space. Comparative insights from Surabaya and Semarang demonstrate that stronger spatial planning enforcement, innovative adaptation technologies, and inclusive governance can significantly improve resilience outcomes. This research advances the literature on regional development by framing sustainable development as a human-centered process that safeguards ecological systems, enhances quality of life, and ensures equitable benefits across social groups. It further provides practical implications for policymakers, urban planners, and community stakeholders in designing climate-resilient cities.

Abstract

This research examines the fiscal performance and financial independence of the Malang City Government from 2020 to 2024 through a qualitative descriptive analysis designed to reveal fiscal management dynamics under decentralization policy. The study uses official financial documents, statistical data, and policy analyses to evaluate fiscal effectiveness, efficiency, and flexibility within local governance. Findings reveal a positive trajectory of fiscal performance, with Regional Original Income (PAD) growing by 8.1% annually, although dependence on central transfers remains high at 62% of total revenue in 2024. The fiscal independence ratio rose from 29.3% in 2021 to 33.8% in 2024, supported by tax digitalization and service-based levy reforms. Malang City maintained an unqualified audit opinion (WTP) for fourteen consecutive years, reflecting transparent governance. The study concludes that sustainable fiscal capacity can be enhanced through diversified revenue generation rooted in digital and creative economies, improved fiscal oversight, and inter-regional collaboration. These insights contribute to understanding fiscal decentralization at the urban level.
