Abstract

Angka Kematian Ibu (AKI) masih menjadi masalah besar dan perlu mendapatkan perhatian yang serius di Indonesia dan termasuk juga di Provinsi Sumatera Barat. Tujuan penelitian adalah menggambarkan permasalahan dalam penurunan AKI dan merumuskan alternatif strategi kebijakan dalam upaya penurunannya. Penelitian dengan menggunakan metode penelitian kualitatif dengan teknik pengumpulan data melalui wawancara mendalam dan observasi. Hasil penelitian mengungkapkan bahwa beberapa permasalahan dalam upaya penurunan AKI adalah belum memadainya ketersediaan akses pelayanan kesehatan ibu dan anak, dan permasalahan sosial budaya dan ekonomi masyarakat dalam pemanfaatan layanan kesehatan ibu dan anak. Dalam upaya penurunan AKI ada beberapa alternatif strategi kebijakan yaitu strategi peningkatan ketersediaan dan mutu penanganan kesehatan ibu di fasilitas pelayanan kesehatan serta penguatan rujukan persalinan, penguatan kapasitas sumber daya kesehatan yang mempunyai kompetensi, peningkatan cakupan pelayanan kesehatan ibu yang lebih menitikberatkan promotif dan preventif dan optimalisasi pemberdayaan masyarakat.

Abstract

The priority scale in the use of village funds is an effort to take into account village needs during the planning process and when the budget is used. Its implementation must be relevant to community needs. Determining the priority scale will face problems if it gets intervention from the regional head. This study aims to identify the priority scale for village use by Government Regulation Number 60 of 2014 concerning Village Funds. This research is a descriptive qualitative type. The research focuses are Kendal, Demak, and Semarang Regency. Data were collected through interviews and Focus Group Discussions (FGD). The results of the study show that the determination of the priority scale is based on the needs and problems in each region. Semarang Regency is directed towards physical development; Demak Regency is directed at village governance, implementation of village development, community development, and empowerment of village communities; while the Kendal priority scale were village community development. This study recommends that there is a need for identification of program needs based on mapping of existing problems in the local area, it is necessary to carry out supervision to synchronize the APBDesa with the priority scale for the use of village funds as well as to follow up on the results of the monitoring report, and to include village cadres in the team that oversees the suitability of village fund proposals against priority scale and use of village funds.

Abstract

The Job Creation Act which was ratified on 5 October 2020 was met with the agitation of rejection in the form of demonstrations in almost all parts of Indonesia. There are many misunderstandings in the interpretation of this law, one of which is the assumption that the law will harm workers and society. This study aims to identify the causes of negative public opinion on the Job Creation Act, what forms of socialization are carried out by the government, and how the public gets information about the law. This research uses a qualitative approach. The data was taken through a questionnaire distributed to 22 respondents who were randomly selected from the Job Creation Act demonstrators in November 2020 in front of the DPRD Building of South Kalimantan Province. The results showed that respondent’s negative opinion on the Job Creation Act was caused by a lack of knowledge about the contents of the law and the lack of government socialization to the public. The strategy that can be taken by the government to create positive public opinion is to involve community groups, students, public figures, religious leaders, community leaders, and influencers as communicants or messengers in the socialization of the Job Creation Act.

Abstract

The implementation of social security is regulated in Law Number 24 of 2011 on Healthcare and Social Security Agency (hereinafter abbreviated BPJS). Although it has been implemented quite well, there are still things that have not been done optimally. This study aims to determine how the implementation of Law Number 24 of 2011 at Bhayangkara Hospital, Palembang. This research method is qualitative, primary data were collected through observation and interviews. Parameters measured based on the policy implementation model developed by Edward III include communication, resources, disposition, and organizational structure. The results showed that the communication was good, both from the socialization and the existence of supporting tools for notification posters related to BPJS. Resources include friendly employee attitudes and courtesy, the services provided are satisfying and the flow is easy to follow. In the aspect of disposition, all implementers at Bhayangkara Hospital are honest, committed, and democratic. Some of the problems that exist are the lack of human resources at Bhayangkara Hospital compared to the number of patients, lack of medical equipment, the BPJS claim process is still inefficient, and the existence of arrears in payments from the BPJS.

Abstract

Penelitian ini bertujuan untuk mengetahui apa saja yang mempengaruhi Indeks Pembangunan Gender Kabupaten/Kota di Provinsi Jawa Timur tahun 2017-2019. Metode penelitian yang digunakan adalah metodepenelitian kuantitatif data panel dengan model analisis Fixed Effect Model (FEM). Variabel dependen penelitian adalah Indeks Indeks Pembangunan Gender Kabupaten/Kota di Provinsi Jawa Timur. Sedangkan variabel independen adalah pengeluaran pemerintah di bidang pendidikan dan kesehatan, pertumbuhan ekonomi dan tingkat kemiskinan. Hasil regresi penelitian menunjukkan bahwa variabel pengeluaran pemerintah di bidang pendidikan dan kesehatan berpengaruh negatif dan tidak signifikan dengan nilai probabilitas sebesar 0,567. Sedangkan variabel pertumbuhan ekonomi berpengaruh positif dan signifikan tidak signifikan terhadap Indeks Pembangunan Gender. Dan tingkat kemiskinan berpengaruh positif dan signifikan terhadap Indeks Pembangunan Gender.

Abstract

Investment and labor are factors that affect the economic growth of a region. Economic growth is measured by Gross Regional Domestic Product (GRDP). The purpose of this study is to explain the effect of investment in the mining sector and the labor force participation rate on the GRDP of South Kalimantan. This study employs a quantitative approach with secondary data on macroeconomic indicators obtained from the Central Statistics Agency of South Kalimantan. The data used is panel data which is a combination of time series data with cross-section data. The estimation results of the Fixed Effect Model show that foreign investment, domestic investment, and the level of labor force participation simultaneously have a significant effect on economic growth in South Kalimantan. Partially, foreign investment on mining sector has a negative and insignificant effect; domestic investment on mining sector has a positive and significant effect, and Labor Force Participation Rate has a negative and significant effect on economic growth in South Kalimantan

Abstract

Administrator Leadership Training (PKA) is training for ASN Echelon III which aims to improve leadership performance competencies. Based on the Decree of the Head of the Financial Education and Training Agency (BPPK) No. 82 of 2020, BPPK can conduct distance training as an alternative to learning. This study aims to analyze the implementation of remote PKA policies at the Ministry of Finance. The research method used is quasi-experimental. Collecting data through distributing questionnaires to 26 training participant respondents from various regions (different time zones), then analyzed inductively. The results show that online learning methods make the learning process more productive because learning activities are varied and documented, time and place are flexible, budget allocations are much lower than offline learning. However, there were also several weaknesses, including the lack of social interaction between participants, interference that could occur due to unstable internet networks, and participants feeling tired because they had to sit and stare at a computer screen for a long time. Research recommendations are to improve the quality of the internet network, have independent study and assign assignments before online learning, include case study material as discussion material, and add learning material in the form of videos (not just documents). Abstrak Pelatihan Kepemimpinan Administrator (PKA) merupakan pelatihn bagi ASN eselon III yang bertujuan untuk meningkatkan kompetensi kinerja kepemimpinan. Berdasarkan Keputusan Kepala Badan Pendidikan dan Pelatihan Keuangan (BPPK) Nomor KEP-82/PP/2020, BPPK dapat melakukan pelatihan jarak jauh sebagai alternatif pembelajaran. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan PKA secara jarak jauh di Kementerian Keuangan. Metode penelitian yang digunakan adalah quasi eksperimen. Pengumpulan data melalui pembagian kuesioner kepada 26 responden peserta PKA dari berbagai daerah (zona waktu berbeda), kemudian dianalisis secara logika-induktif. Hasil penelitian menunjukkan bahwa metode pembelajaran daring membuat proses belajar lebih produktif karena kegiatan belajarnya bervariasi dan terdokumentasi, waktu dan tempat yang fleksibel, alokasi anggaran jauh lebih rendah dibandingkan pembelajaran tatap muka. Akan tetapi terdapat juga beberapa kelemahan antara lain minimnya interaksi sosial antar peserta, gangguan yang bisa terjadi akibat tidak stabilnya jaringan internet, serta peserta merasa lelah karena harus duduk dan menatap layar komputer dalam waktu lama. Rekomendasi penelitian adalah peningkatan kualitas jaringan internet, adanya belajar mandiri dan pemberian tugas sebelum pembelajaran daring, memasukkan materi studi kasus sebagai bahan diskusi, dan menambah materi belajar berupa video (bukan hanya dokumen).

Abstract

Perkembangan teknologi informasi memberikan peluang lembaga pelatihan berinovasi dalam program kegiatan pengembangan kompetensi Aparatur Sipil Negara berbasis digital. Kemampuan memanfaatkan setiap peluang dan optimalisasi pemanfaatan sumberdaya menjadi kunci agar mampu bersaing di era disrupsi. Salah satu permasalahan pengembangan kompetensi aparatur di lembaga pelatihan adalah terbatasnya anggaran. Penyebabnya adalah penerapan sistem pengelolaan keuangan yang kaku, tidak mandiri dan fleksibel. Akibatnya program dan kegiatan pelatihan bagi ASN tidak dapat alokasi dana yang cukup. Permendagri Nomor 79 Tahun 2018 tentang Badan Layanan Umum Daerah membuka peluang lembaga pelatihan melakukan perbaikan dalam system pengelolaan keuangan yang lebih mandiri dan fleksibel sebagai solusi terbatasnya sumber pembiayaan program dan kegiatan. Kajian kelayakan penerapan konsep BLUD di lembaga pelatihan perlu dilakukan. Kajian bertujuan menilai kelayakan penerapan BLUD di lembaga pelatihan dan memberikan rekomendasi pengambilan kebijakan pengembangan kelembagaan melalui BLUD. Kajian menggunakan pendekatan kualitatif dengan metode deskriptif. Instrumen penelitian melalui wawancara (in depth interview), studi literatur dan dokumentasi. Berdasarkan hasil kajian di peroleh gambaran pra kondisi lembaga pelatihan (BPSDMD Provinsi Kalimantan Selatan) dinilai sangat mendukung penerapan konsep BLUD. Kesiapan sumberdaya, kurikulum dan metode pelatihan, akreditasi, penjaminan mutu dan tersedianya sarana dan prasaran sangat baik dan lengkap. Dari perspektif persyaratan penerapan BLUD sebagaimana ketentuan yang mencakup persyaratan substantif, teknis dan administratif, berdasarkan hasil analisis dapat dinilai relevan dan terpenuhi. Hasil kajian dapat menjadi rujukan penerapan konsep BLUD yang merupakan terobosan dalam sistem pengelolaan keuangan yang lebih mandiri dan fleksibel untuk mengatasi permasalahan terbatasnya anggaran program dan kegiatan. The ability to take advantage of every opportunity and optimize the use of resources are the keys to be able to compete in the era of disruption. One of the problems in developing the competence of personnel in training institutions is the limited budget. The cause is the application of a financial management system that is rigid, not independent and inflexible. As a result, sufficient fund for training program and activities for civil servan, cannot be allocated. Permendagri Number 79 of 2018 concerning Regional Public Service Bodies opens opportunities for training institutions to make improvements in a more independent and flexible financial management system as a solution to limited sources of funding for programs and activities. A study on the feasibility of implementing the BLUD concept in training institutions needs to be carried out. The objective of this study is to assess the feasibility of implementing BLUD in training institutions and to provide recommendations for institutional development policy making through the BLUD. The study a qualitative approach with descriptive methods. Research instruments through interviews (in-depth interviews), literature study and documentation. Based on the results of the study, a pre-condition description of the training institute (BPSDMD of South Kalimantan Province) which was considered to be very supportive of the implementation of the BLUD concept. The readiness of resources, curriculum and training methods, accreditation, quality assurance and the availability of facilities and infrastructure very good and complete. From the perspective of BLUD implementation requirements as well as provisions covering substantive, technical and administrative requirements, based on the analysis results can be considered relevant and fulfilled. The results of the study can serve as a reference for implementing the BLUD concept, which is a breakthrough in a more independent and flexible financial management system to overcome the problem of limited program and activity budgets. Abstract

Sasirangan merupakan kain khas dari Kalimantan Selatan yang kerap kali digunakan pada acara-acara formal, maupun sebagai seragam kantor. Namun seiring dengan berjalannya waktu, kain sasirangan sudah mulai digunakan sebagai pakaian sehari-hari bagi masyarakat di Kalimantan Selatan. Penelitian ini bertujuan untuk menganalisis prefrensi konsumen dalam memilih produk sasirangan. Penelitian ini menggunakan metode deskriptif-eksploratif untuk menggali lebih dalam aspek prefrensi konsumen dalam memilih produk sasirangan. Dengan model ini, dapat diidentifikasi secara mendalam potensi pasar dari produk sasirangan serta apa saja hambatan-hambatan dalam pengembangannya. Preferensi utama bagi konsumen dalam membeli produk sasirangan adalah kombinasi warna, motif, kenyamanan, harga, pewarna alam, tren dan merek. Konsumen secara umum sangat memperhatikan warna dan motif sebagai pertimbangan utama dalam memilih sasirangan. Di sisi lain, merek tidak menjadi prioritas utama, bahkan cenderung tidak diperhatikan dalam keputusan membeli, hal ini dikarenakan hampir tidak ada sasirangan bermerek yang dominan di Kalimantan Selatan. Jenis pewarna yang digunakan juga masih belum menjadi prioritas oleh konsumen sebagai bahan pertimbangan utama dalam membeli produk sasirangan.

Abstract

The presence of COVID-19 can affect social interactions among the community, for example limiting themselves and their families to visit family and neighbor which they have been doing so far. This study aims to describe the social interactions that occur in communities where people with COVID-19 live. The design of this research is qualitative based on the social problems faced by the community during the COVID-19 pandemic. Research informants are people who live in RT. 27 Teluk Lerong Ulu Sub-district, Samarinda City and selected 5 people and the head of the local RT as key informants who could provide the necessary information through purposive sampling. Data collection techniques through interviews with informants and key informants using interview guidelines, observation and documentation. This research was conducted in March 2021. The data were analyzed through reduction, display, and conclusion. The results of the information research show that the social interactions that occur in people with COVID-19 sufferers are far from the cultural values ​​of the Indonesian people that have been going on so far. This can be caused by various factors such as incomplete public knowledge about COVID-19. Therefore, a local regional policy is needed to maximize the participation of community leaders such as the head of the local RT in providing complete information about COVID-19 to the people in their area. In addition, the role of the mass media is also needed in order to convey information to the wider community factually and reliably.
