Abstract

This study aims to analyze the quality of public services through the Mobile JKN application provided by BPJS Kesehatan in Tangerang City using the e-Service Quality theory by Papadomichelaki and Mentzas, which includes four dimensions: Efficiency, Trust, Reliability, and Citizen Support. The research method used is quantitative with a descriptive approach. Data was collected through questionnaires distributed to 270 respondents, determined using the Isaac and Michael formula. The analysis was conducted using SPSS 25 for Windows. The findings show that the service quality of the Mobile JKN application is generally considered good, with each indicator scoring above the minimum threshold of 65%. The Trust indicator received the highest percentage at 80%, followed by Citizen Support at 79%, Efficiency at 78%, and Reliability at 76%. These results indicate that users have a positive perception of the service quality of the Mobile JKN application in Tangerang City, particularly in terms of security, ease of use, service responsiveness, and public support. Despite these favorable results, several issues such as login difficulties, data verification, and limited digital literacy among users suggest the need for further improvements in technical performance and user education. This research highlights the importance of continuous innovation and effective digital service delivery to enhance public satisfaction and strengthen good governance in public health services.

Abstract

This study uses an incremental approach to thoroughly analyze the policy of increasing the Value Added Tax (VAT) rate from 10% to 11%. The study also analyzes the implications and impacts of this policy on various sectors. The incremental approach emphasizes gradual and sustainable policy adjustments, focusing on practical improvements while considering community needs and resource constraints. The VAT increase is included in the Tax Harmonization Law (UU HPP) to strengthen Indonesia's fiscal capacity and significantly address the budget deficit caused by the COVID-19 pandemic. The methods used in this study are a literature review and various previous studies relevant to the focus of this study. The findings show that although this policy aims to stabilize state revenue and support national recovery programs, it also poses challenges for the community and business actors. On the negative side, the VAT increase has led to higher costs for goods and services, thereby reducing household purchasing power, especially for low- and middle-income groups. Additionally, small and medium-sized enterprises (SMEs) are facing increased production costs, which impact profits and competitiveness. This study highlights the dual impact of the VAT increase, balancing its role in fiscal recovery with the socio-economic challenges it creates.

Abstract

Public administration services at the village level play an important role in meeting the needs of the community, including the issuance of identity documents. This study was conducted in Kamahedoga Village, Merauke Regency, to determine the quality of administrative services and the factors that support and hinder them. This study used a qualitative descriptive approach with data collection techniques through interviews, observation, and documentation. The results showed that the quality of service at the Kamahedoga village office was fairly good, supported by adequate facilities and responsive staff. However, there are still obstacles in the form of low employee discipline, delays in completing documents, and a lack of transparency. Supporting factors include daily duty rosters and periodic evaluations, quick responses to community complaints, community trust in the legality of documents, orderly and systematic archive management, and good ethics and attitudes in service. Meanwhile, the inhibiting factors are low employee discipline, insufficient number of employees, lack of daily supervisors, lack of some supporting facilities, and issues of unfairness in the distribution of social assistance funds.

Abstract

This study examines the progressivity of livestock policies in supporting national food security. Livestock production is a critical component of agricultural economies and plays a significant role in ensuring a stable food supply. Effective policies can enhance productivity, sustainability, and equity within the sector. The objectives of this study are to analyse the transformation of public policy about livestock and to analyse the impact of the new policy about livestock to the citizen life. This research evaluates the impact of various livestock policies implemented across different regions, focusing on their effectiveness in promoting food security. By analyzing policy frameworks, support mechanisms, and their outcomes, the study identifies best practices and potential areas for improvement. Key findings indicate that progressive policies, which integrate sustainable practices, financial support, and access to markets, significantly bolster food security. Additionally, the study highlights the importance of adaptive policies that respond to environmental challenges and evolving market conditions. Recommendations are provided for policymakers to enhance the progressivity of livestock policies, thereby strengthening national food security and ensuring the resilience of the agricultural sector. Abstract

This study aims to determine the company's financial performance using the Du Pont System, measured by NPM, TATO, ROI, and ROE at PT. Kapuas Prima Coal for the 2020-2023 period. This research is descriptive with a quantitative approach. The sampling technique used in this study was saturated sampling. The data source used in this study was secondary data in the form of PT. Kapuas Prima Coal's annual financial reports. The analysis results obtained by Net Profit Margin indicate that the company has not been able to optimize its performance in generating net profit. Total Asset Turnover is considered unhealthy because the company has not been able to generate revenue from its total assets. The Return on Investment is below industry standards, indicating the company is inefficient in utilizing all its assets to generate profits. Return on Equity indicates the company's inability to provide consistent returns to shareholders, with a positive value at the beginning of the period but then falling to a negative figure, affecting the financial performance of PT. Kapuas Prima Coal Tbk. The 2020-2023 period shows that the company is still in poor condition.

Abstract

This study examines Russia’s warm-water political strategy within the geopolitical and geostrategic framework of the Eurasian region, using the Heartland Theory. The findings indicate that this strategy reflects Russia’s geopolitical interests, rooted in its geographical position and natural conditions. Crimea functions as both a symbol and a strategic tool for maintaining Russia’s access to the Black Sea and other warm-water routes. Within the Heartland Theory framework, control over Crimea reinforces Russia’s dominance across the land and maritime corridors connecting Asia and Europe. Beyond military and security concerns, Russia’s interests in Crimea are strongly tied to economic objectives, especially ensuring energy stability and securing vital trade routes. Crimea thus embodies the convergence of Russia’s territorial ambitions and geopolitical vision to gain permanent access to warm waters as a foundation for its global influence. The dynamics in the Black Sea further reveal complex interactions and rivalries among Russia, NATO, the European Union, and Turkey, positioning the region as a central arena for power competition and the rebalancing of influence across Eurasia. Abstract

This research discusses the application of the pragmatism planning approach in the efforts of the Serang City Government to divert the function of the Maulana Yusuf Stadium supporting area into a center for informal economic activities in the form of stalls or kiosks for street vendors (PKL). The method used is library research, by examining various relevant sources that support planning analysis. This research examines six aspects of planning pragmatism according to Rustiadi et al. namely the role of government and professional planners, the role of society, the role of science, communication, sources of rationality, and views on nature and the environment. The results showed that the stadium revitalization planning process has reflected a pragmatic approach that is adaptive to real problems and community needs, although there are still obstacles such as less than optimal communication and land dispute resolution. In conclusion, this pragmatic planning is able to be a solution that is solutive and flexible in organizing street vendors in an orderly manner without ignoring the stadium's function as a public space. Recommendations include improving two-way communication, legal certainty over land use, and strengthening community participation in the planning process.

Abstract

This study aims to determine and analyze how job analysis is implemented by the Merauke Regency Government. The research methods used in this study were observation, interviews, and documentation, utilizing qualitative data collection techniques. The results indicate that the implementation of job analysis refers to Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 35 of 2012 concerning Job Analysis within the Ministry of Home Affairs and Regional Governments, with six measurement indicators: 1) preparation, 2) job data collection, 3) job data processing, 4) job verification, 5) refinement, and 6) determination of job analysis results. The results indicate that the indicator influencing job analysis at the Merauke Regency Regional Secretariat is the determination of job analysis results. The refined job analysis results are then presented to work unit leaders, including job maps, job descriptions, and recommendations from field findings before being finalized as a Regent's Decree. However, the implementation of job analysis at the Merauke Regency Regional Secretariat has not been optimal, with employees not meeting job analysis requirements. This is due to employee transfers and to meet regional needs.

Abstract

The aim of this research is to analyse the empowerment of local pig farmers in Kamundu Village, Merauke District, Merauke Regency. This type of research is descriptive qualitative research using data collection techniques such as observation, interviews, and documentation, while the data analysis techniques involve data reduction, data presentation, and drawing conclusions. The research results on the Empowerment of Local Communities of Pig Farmers in Kamundu Village, Merauke District, Merauke Regency indicate that the empowerment of local communities in Kamundu Village through the pig farming assistance programme, based on 5 indicators studied, has not yet provided a significant and comprehensive impact for the recipient communities. This is evident as the majority of the community receiving pig farming assistance has experienced failure in their farming efforts, and only a small portion of the community has so far succeeded in running their pig farming business with initial capital supported by the government. The lack of specific support for novice farmers, along with the low level of knowledge and experience within the community, and the generally low levels of patience and perseverance in their efforts, have contributed to the failure of the assistance programme provided. Furthermore, the community's desire to earn money quickly without the accompanying spirit of hard work has been a significant factor in the failure of the empowerment programme.
