Journal Ilmu Pemerintahan Majapahit Policy diterbitkan oleh Prodi Ilmu Pemerintahan fakultas Ilmu Sosial dan Ilmu Politik Universitas Islam Majapahit (UNIM) Mojokerto, sebagai media komunikasi serta sumber informasi bagi akademisi, pengamat sosial, isu tata kelola pemerintahan, kebijakan publik dan kearifan lokal. Artikel yang diterbitkan merupakan hasil penelitian, refleksi, dan studi kritis aktual dengan memperhatikan tema sosial, ilmu politik, tata kelola pemerintahan dan kebijakan publik. Publikasi jurnal ini meliputi artikel, catatan penelitian, pengumuman konferensi, lokakarya dan seminar, serta ulasan buku. Majapahit policy diterbitkan pada bulan Desember dan juni setiap tahun dan pertama kali diterbitkan pada bulan Desember 2020. Jurnal ini berfokus pada studi tentang: 1. Kebijakan Publik, 2. Abstract

As the smallest government unit, villages play a crucial role in managing data and information related to the population and village development activities. However, Simongagrok Village still uses manual methods for data management and information dissemination to the community. This creates various obstacles, such as slow access to information, lack of transparency, and difficulties in monitoring development programs. To address these issues, the planning and creation of a Village Information System (SID) website with a village profile is an effective solution. The purpose of this community service is to design and develop a SID website for the village to document activities, present village profile information, process population data, document activities, and digitally disseminate public information. Quantitative methods are used. The result of this community service is a SID website with key features such as demographic data management, public service information, village news, and development activity documentation. This website is expected to improve the quality of village government services, facilitate public access to information, and encourage transparency and public participation in village development.

Abstract

Regarding narcotics crime, the National Narcotics Agency (BNN) reported 851 cases related to narcotics and illegal drugs (narcotics) in Indonesia in 2022. This number increased by 11.1% compared to the previous year's 766 cases. Meanwhile, the number of suspects in drug cases reached 1,350 last year, a 14.02% increase compared to the 1,184 in 2021. To determine the implementation of narcotics crime eradication efforts in the Mojokerto City BNN's jurisdiction, this study aims to determine how the Mojokerto City BNN's eradication efforts are implemented against narcotics crimes in the Mojokerto City BNN's jurisdiction from 2022 to 2024, and what factors influence the success or failure of this implementation. This study uses a qualitative method, which focuses on natural phenomena or phenomena. The implementation outlined here has some flexibility because when eradication is implemented, there are bound to be loopholes or actions outside established policies. Regarding the resource indicators, human resources are still lacking personnel, and budgeting is still carried out by the implementer's initiative in the investigation and inquiry process. There are several shortcomings and strengths in implementing eradication at the Mojokerto City National Narcotics Agency (BNN). If these shortcomings are not addressed, the implementation process will be problematic or even impossible. In 2022, the Eradication Section of the Mojokerto City BNN implemented the following tasks: Investigation and Prosecution and TAT. There were four cases and six suspects prosecuted in Mojokerto Regency (2 cases) and Jombang Regency (2 cases), with a total of 26.86 grams of methamphetamine seized as evidence in 2022.2023: The Eradication Section of the Mojokerto City National Narcotics Agency (BNN) implemented Investigation and Investigation and TAT (Prosecution and Investigation). There were 6 cases involving 10 suspects processed in Mojokerto City (2 cases), Mojokerto Regency (2 cases), and Jombang Regency (2 cases), with a total of 208.76 grams of methamphetamine seized as evidence in 2023. 2024: The Eradication Section of the Mojokerto City National Narcotics Agency implemented only TAT.

Abstract

The implementation of elections in Indonesia is the responsibility of the General Elections Commission (KPU), the sole institution appointed by the government to organize general elections. The KPU is responsible for ensuring that the general election process runs smoothly and appropriately for all Indonesians. This research focused on the KPU's role in regional head elections for persons with disabilities in 2024. The descriptive qualitative method chosen by the researcher in conducting this research allows the researcher to describe various existing phenomena in greater depth. Through the use of Thomas and Briddle's theory on roles, this study concluded that the role of the Mojokerto City General Elections Commission (KPU) in addressing persons with disabilities in the 2024 regional head elections was successful and in accordance with its role indicators. This research is expected to lead to continuous improvements from the KPU in organizing elections for persons with disabilities in the future.

Abstract

The existence of the Pedang Reservoir indirectly brings changes to the village community. After successfully managing the Pedang Reservoir, the Tanjungan village government established a Village-Owned Enterprise (Bumdes). The first step after its establishment was to ensure that all vendors within the Pedang Reservoir area were operated by local Tanjungan residents. Not only were the vendors required to be local Tanjungan residents, but also the craftsmen and ticket attendants, all of whom were required to be local Tanjungan residents. This was to foster the local economy. After the Pedang Reservoir became a tourist attraction, many tourists came to visit, resulting in improved economic conditions for the Tanjungan community, leading to greater prosperity. This clearly contributes to the well-being of the Tanjungan village community, as the vendors, ticket attendants, parking attendants, and repairmen who repair any damage within the Pedang Reservoir area are all local Tanjungan residents.

Abstract

Implementation of Mojokerto Regent Regulation Number 2 of 2024 concerning the guidelines for the implementation of Village Apparatus elections. This regulation has been amended twice from its original regulation, namely Mojokerto Regent Regulation number 8 of 2016, which then had the first amendment, namely Mojokerto Regent Regulation number 83 of 2018, after which there was a second amendment, namely Mojokerto Regent Regulation Number 2 of 2024. Research on the implementation of Mojokerto Regent Regulation Number 2 of 2024 concerning the second amendment to Mojokerto Regent Regulation number 8 of 2016 aims to describe the process of implementing the Jatirowo Village Apparatus election in 2026 based on the regulation. This research uses a descriptive qualitative method with a case study approach, data collection is carried out by data triangulation. The results of the study seen from the six-variable approach of Metter and Horn, namely policy objectives, resources, implementing agents, attitudes of implementers, communication between implementers and related institutions and the external environment that encourages the successful implementation of this Regent's Regulation show that the implementation of Mojokerto Regent Regulation Number 2 of 2024 concerning the second amendment to Mojokerto Regent Regulation Number 8 of 2016 concerning instructions for implementing the election of Village Apparatus in the election of Jatirowo Village Apparatus in 2026 is running well according to existing regulations, although there are obstacles in the implementation process.

Abstract

This study aims to analyze the role of regional tax policy in increasing Regional Original Revenue (PAD) by 2025 amidst the dynamics of fiscal decentralization. Regional tax policy is a key instrument in supporting fiscal independence and sustainable regional development. This study found that the implementation of a digital tax system, institutional strengthening, and increased taxpayer awareness significantly contributed to increasing PAD realization, particularly in sectors such as hotels, restaurants, and entertainment. The implementation of Law No. 1 of 2022 concerning Financial Relations between the Central Government and Regional Governments provides a new legal basis for strengthening the effectiveness of regional fiscal policy. The results show that the success of tax policy is significantly influenced by the quality of planning, digitalization, public participation, and regional institutional capacity. These findings provide strategic applications for regional governments in designing tax policies that are adaptive, transparent, and pro-community welfare.

Abstract

This study aimed to understand the role of the Mojosari Village website in improving the efficiency of village administrative services and as a concrete manifestation of the implementation of good governance based on information and communication technology. The village website serves not only as an information medium but also as a means of providing faster, more transparent, and more accountable public services, thereby meeting the public's demands for modern and efficient administrative services. This study utilized Francis Fukuyama's theory of good governance as an analytical framework. In this theory, in addition to the Rule of Law aspect, two main indicators are used: Capacity and Autonomy. Capacity is defined as the village government's ability to provide optimal services to the community, while autonomy relates to the village government's level of independence in managing technology-based administration and service systems. The research method used was descriptive qualitative. Data were obtained through direct observation of the use of the village website and in-depth interviews with administrators and community members as service users. This approach enabled the researcher to describe the phenomenon in more detail and comprehensively regarding the implementation of e-government at the village level. The results showed that the Mojosari Village website has been able to create efficiency and effectiveness in administrative services. The public can access information and administrative services more easily, quickly, and transparently. Thus, it can be concluded that Mojosari Village has successfully utilized information technology to achieve good governance in accordance with the principles of capacity and autonomy proposed by Fukuyama.

Abstract

The phenomenon of natural disasters on the island of Sumatra shows a significant shift from the dominance of geological disasters to an increase in ecological and hydrometeorological disasters, such as floods, landslides, and forest and land fires. This shift indicates that disasters can no longer be understood solely as natural events, but rather as manifestations of ecological crises produced by human activities, exploitative development policies, and weak environmental governance. This study aims to analyze the phenomenon of natural disasters in Aceh, North Sumatra, and West Sumatra from the perspective of Michel Foucault's thinking, particularly through the concepts of power/knowledge and governmentality. This study uses qualitative methods with a Foucauldian literature study and critical discourse analysis approach, by examining books, scientific journals, policy documents, and institutional and media reports. The results of the study indicate that the dominant disaster discourse tends to naturalize disasters and obscure the economic-political power relations that produce ecological crises. The practice of environmental governmentality positions local communities as adaptive subjects to risk, while the structural roots of environmental damage are maintained. This study emphasizes the importance of a critical approach to deconstructing the dominant regime of truth and promoting more just, participatory, and sustainable environmental governance.

Abstract

The Merah Putih Village Cooperative is a strategic instrument in efforts to revive the local economy based on community participation. This study aims to analyze the role of village cooperatives in strengthening the local economy using Pierre Bourdieu's social capital theory framework, specifically in the context of social relations, trust networks, and collective practices of village communities. This study employed a descriptive qualitative approach through a literature review of national and international scientific journals, recent academic books, and policy documents and laws governing cooperatives and village development in Indonesia. The results show that active community participation in the Merah Putih Village Cooperative contributes significantly to the formation and strengthening of social capital, which serves as the foundation for the sustainability of cooperative institutions. This social capital enables village cooperatives to function not only as economic entities but also as production spaces for social solidarity and economic democratization at the local level. In the context of the dominance of oligarchic economic structures and the expansion of modern retail in rural areas, village cooperatives emerge as an economic alternative based on collective ownership that can strengthen the independence and economic sovereignty of village communities. Thus, the Merah Putih Village Cooperative has strategic potential as an instrument for inclusive, equitable, and sustainable local economic development.
