Journal Ilmu Pemerintahan Majapahit Policy diterbitkan oleh Prodi Ilmu Pemerintahan fakultas Ilmu Sosial dan Ilmu Politik Universitas Islam Majapahit (UNIM) Mojokerto, sebagai media komunikasi serta sumber informasi bagi akademisi, pengamat sosial, isu tata kelola pemerintahan, kebijakan publik dan kearifan lokal. Artikel yang diterbitkan merupakan hasil penelitian, refleksi, dan studi kritis aktual dengan memperhatikan tema sosial, ilmu politik, tata kelola pemerintahan dan kebijakan publik. Publikasi jurnal ini meliputi artikel, catatan penelitian, pengumuman konferensi, lokakarya dan seminar, serta ulasan buku. Majapahit policy diterbitkan pada bulan Desember dan juni setiap tahun dan pertama kali diterbitkan pada bulan Desember 2020. Jurnal ini berfokus pada studi tentang: 1. Kebijakan Publik, 2. Jurnal ini bisa diakses secara terbuka yang berarti bahwa semua konten yang tersedia bebas diakses tanpa biaya, baik kepada pengguna atau pada lembaganya. Abstract

Penelitian ini bertujuan untuk mengetahui apa yang menjadi penyebab terjadinya konflik antara masyarakat dan PT.Galena SumberEnergi dalam eksplorasi tambang di Desa Bontokatute Kecamatan Sinjai Borong Kabupaten Sinjai dan untuk mengetahui pola penyelesaian konflikyang dilakukan sebagai resolusi konflik Di Desa Bontokatute Kecamatan Sinjai Borong Kabupaten Sinjai. Tipe Penelitian yang digunakan dalampenelitian ini adalah dengan menggunakan tipe penelitian Deskriptif Kualitatif dimana dasar penelitian ini adalah wawancara, yaitu melakukan dialog(wawancara) kepada informan dengan pertanyaan-pertanyaan yang berhubungan dengan penelitian. Hasil penelitian menunjukkan bahwa polapenyelesaian konflik yang terjadi antara masyarakat dan PT.Galena Sumber Energi yang terjadi di desa bontokatute dengan menjabarkan indikator :Negosiasi,sebuah komunikasi dua arah yang dirancang untuk mencapai kesepakatan sebagai upaya pertama untuk penyelesaian konflik di desabontokatute,Mediasi dimana pihak yang terlibat konflik kemudian menunjuk pihak ketiga sebagai mediator yang dalam hal ini adalahkepolisian,kemudian konsolidasi yakni adanya sebuah lembaga tertentu yang memungkinkan adanya diskusi dan pengambilan keputusan dimana saatitu masyarakat menginginkan dialog terbuka oleh DPRD namun gagal serta arbitrasi dimana adanya pihak ketiga akan memberikan keputusan danharus diterima oleh pihak yang berkonflik seperti dengan dibentuknya Pansus oleh DPRD sebagai bentuk dari arbitrase ad hoc

Abstract

Studi tentang Implementasi Kebijakan Penertiban Angkutan dalam penelitian ini bertujuan untuk mengetahui Peranan Human Relationdalam Penyelenggaraan Pogram Pemerintahan Bidang Kemasyarakatan di Kelurahan Kampung Buyang Kecamatan Mariso Kota Makassar. Jenispenelitian adalah penelitian Kualitatif dengan tipe penelitian adalah Deskriptif. Adapun teknik pengumpulan data mengunakan wawancara, observasidan dokumentasi 7 orang informan yang ditetapkan secara Purposive. Hasil penelitian menunjukkan bahwa 1) Penerapan Human Relationhip berupasinkronisasi tujuan antara individu dan organisasi menjadi langkah awal membangun komunikasi dan pola hubungan yang baik dan intens di lingkupkelurahan. Dan 2) Pemerintahan Kelurahan Kampung Buyang dengan prinsip Human Relatioship, dalam penerapannya sudah cukup bagus yangdidukung oleh konsistensi dan sinergitas yang terbangun antara seluruh stakeholdes untuk bersama-sama membangun Kampung Buyang dankemajuan pembangunan pemerintahan kelurahan Kampung Buyang Kecamatan Mariso masih terbatas

Abstract

Kyai telah menjadi kekuatan tersendiri dalam struktur sosial budaya masyarakat, bahkan kyai memegang peran penting dalam mengubahpeta sosial kehidupan masyarakatnya. Aspek politik kepemimpinan kyai perlu diperhatikan, otoritas dan kekuasaan kyai dalam masyarakatmenimbulkan pengaruh kyai tidak terbatas pada hubungan sosial saja, tetapi dapat juga diterapkan dalam bidang ekonomi dan politik. Dalam mengawaliperkembangan politik lokal di Jombang, terdapat perbedaan cara pandang berpolitik di kalangan nahdliyin, ketika Kyai Musta'in Romly selaku mursyidtarekat Qodiriyah wa Naqsabandiyah aktif politik mendukung partai Golkar, menyongsong pemilu tahun 1977. Penelitian ini menggunakan metodekualitatif dengan pendekatan Fenomenologi guna untuk membantu mengurai persoalan pola dukungan politik Kyai tarekat terhadap perkembanganpesantren Rejoso, dengan hasil penelitian mengulas tentang bagaimana perkembangan pesantren Darul ‘Ulum sebelum dan sesudah Kyai tarekat aktifpolitik, potret perkembangan pesantren sejak pendirian tahun 1885 sampai tahun 2009 serta menganalisis tindakan Rasional yang dilakukan KyaiMusta’in dalam dukungan politik

PKK is a community movement that has been active as a government partner in the implementation of various programscommunity development. The PKK has a main role, namely the driving force that empowers the potential of women to play an active role indevelopment and as an institution with the main mission of realizing a prosperous, advanced and independent family with more and more work achievements,has received recognition of its existence in the midst of society. Abstract

This article discusses the Regional Government Strategy in the Management of the Balang-Balang Traditional Market, Gowa Regencyknow the things that affect the local government strategy in the Management of the Balang-Balang Traditional Market, Gowa Regency. ApproachThe research used is descriptive qualitative. The data obtained from interviews, and observations were then analyzed by looking at the program strategylocal government in the management of the Balang-Balang market along with the inhibiting factors found in this study. As for the activities inData analysis in this study are: data reduction, data presentation, and drawing conclusions. The results show that there are programsOne of the activities carried out by the regional government is business development and trade facilities that highlight planning and revitalization effortsmarket, the Gowa Regency government's strategy is to prioritize the improvement of people's market facilities so that the process of improving facilities can operateprioritizing parking facilities which cause congestion problems in the road area near the market but achieving targets for price stabilityin traditional markets are well controlled. In the aspects of leadership, motivation and communication systems, it shows that there is a process of manager interactionthe market with the Department of Industry and Trade to check if there is a discrepancy in the procedure based on conditions that occur in the market and the formCommunication that is considered effective is that the market manager visits the Department of Industry and Trade to deposit market fees every yearweek as well as the reporting carried out explaining market conditions and aspects of human resource management, indicating that there are effortsTo improve market management capabilities, market heads are given training through Technical Guidance which aims to provide briefingknowledge in managing the market.

Abstract

Technology advances year by year. The Election Organizers (KPU) utilizes the ever-evolving sophistication of information technology by developing the Information System for Members of the General Election Commission and Ad Hoc Bodies (SIAKBA). Implementing the recruitment process for Sub-district Election Committees and Voting Committees as stipulated in KPU Regulation Number 8 of 2022 concerning the Establishment and Work Procedures of Ad-hoc Bodies in the implementation of the 2024 Election. This study aims to determine how SIAKBA is implemented in the recruitment of Ad-hoc bodies at the sub-district and village levels. The method used in this study is a qualitative method with a descriptive approach. Data collection techniques were obtained from the field (interviews, observation, and documentation). From the results of the study using George Edward's theory, it was concluded that the Bojonegoro Regency KPU is ready to carry out the recruitment of Ad-hoc bodies for PPK and PPS members through SIAKBA. Through excellent communication patterns, highly supportive resources, the disposition or attitude of the SIAKBA team in accepting applicants is full of commitment, responsibility, and ready to carry out all stages of recruitment based on applicable rules and norms.

Abstract

As the smallest government unit, villages play a crucial role in managing data and information related to the population and village development activities. However, Simongagrok Village still uses manual methods for data management and information dissemination to the community. This creates various obstacles, such as slow access to information, lack of transparency, and difficulties in monitoring development programs. To address these issues, the planning and creation of a Village Information System (SID) website with a village profile is an effective solution. The purpose of this community service is to design and develop a SID website for the village to document activities, present village profile information, process population data, document activities, and digitally disseminate public information. Quantitative methods are used. The result of this community service is a SID website with key features such as demographic data management, public service information, village news, and development activity documentation. This website is expected to improve the quality of village government services, facilitate public access to information, and encourage transparency and public participation in village development.

Abstract

The Vocational Training Center (BLK), as a Technical Implementation Unit (UPT), also has a dual function. First, it serves as a Training Implementation Unit for job seekers and second, as a Training Pilot Unit for other training institutions. The Mojokerto Vocational Training Center (UPT) is a training facility designed to produce competent workers with a disciplined, independent, and resilient mentality. Mojokerto's Competency-Based Training (PBK) develops a productive workforce. This study is a qualitative study using data collection methods including interviews, observation, and documentation. The purpose of this study is to describe the role of the Mojokerto BLK in providing work skills. During the process of providing work skills, the Mojokerto BLK employs various methods. Based on the observed phenomenon, the researcher is interested in analyzing the conflict using organizational effectiveness theory. The results reveal that the Mojokerto BLK has carried out its role as an implementer of job training for the unemployed community effectively and has been well-received by the community. The existence of the Vocational Training Center (BLK) in Mojokerto helps the government advance and foster the civilization of the nation and state, largely determined by reducing unemployment. The government's role is to create clear regulations for companies to invest and operate in Indonesia. Clear and firm regulations will create a fresh investment climate, attracting investors and encouraging them to invest. Clear regulations help companies avoid misappropriating policies regarding workers. Furthermore, workers need to understand company regulations and ensure they comply with applicable regulations. If these three components—the government, companies, and workers—synergize on mutually agreed-upon rules and policies, this will become a foundation for the future progress of the nation and state.

Abstract

Regarding narcotics crime, the National Narcotics Agency (BNN) reported 851 cases related to narcotics and illegal drugs (narcotics) in Indonesia in 2022. This number increased by 11.1% compared to the previous year's 766 cases. Meanwhile, the number of suspects in drug cases reached 1,350 last year, a 14.02% increase compared to the 1,184 in 2021. To determine the implementation of narcotics crime eradication efforts in the Mojokerto City BNN's jurisdiction, this study aims to determine how the Mojokerto City BNN's eradication efforts are implemented against narcotics crimes in the Mojokerto City BNN's jurisdiction from 2022 to 2024, and what factors influence the success or failure of this implementation. This study uses a qualitative method, which focuses on natural phenomena or phenomena. The implementation outlined here has some flexibility because when eradication is implemented, there are bound to be loopholes or actions outside established policies. Regarding the resource indicators, human resources are still lacking personnel, and budgeting is still carried out by the implementer's initiative in the investigation and inquiry process. There are several shortcomings and strengths in implementing eradication at the Mojokerto City National Narcotics Agency (BNN). If these shortcomings are not addressed, the implementation process will be problematic or even impossible. In 2022, the Eradication Section of the Mojokerto City BNN implemented the following tasks: Investigation and Prosecution and TAT. There were four cases and six suspects prosecuted in Mojokerto Regency (2 cases) and Jombang Regency (2 cases), with a total of 26.86 grams of methamphetamine seized as evidence in 2022.2023: The Eradication Section of the Mojokerto City National Narcotics Agency (BNN) implemented Investigation and Investigation and TAT (Prosecution and Investigation). There were 6 cases involving 10 suspects processed in Mojokerto City (2 cases), Mojokerto Regency (2 cases), and Jombang Regency (2 cases), with a total of 208.76 grams of methamphetamine seized as evidence in 2023. 2024: The Eradication Section of the Mojokerto City National Narcotics Agency implemented only TAT.
