Abstract

The focus of this research is the evaluation of Serang City Regional Regulation Number 17 of 2010 concerning Local Taxes, especially Hotel Taxes on Boarding Houses in Serang City. In this evaluation, there are several problems in the implementation of the policy, such as the number of boarding houses with more than ten rooms not recorded by the Regional Revenue Agency (Regional Revenue Agency (Bapenda) Kota Serang, which makes boarding house owners with hotel tax categories not registered as taxpayers; Low level of awareness of hotel taxpayers on the boarding house of Serang City; The weak role of the government in approaching the taxpayer or going directly to the field; and the lack of socialization carried out by Regional Revenue Agency (Bapenda) Serang City. The theory used is the evaluation theory developed by Daniel Stufflebeam consists of four stages of evaluation aspects, namely CIPP. The qualitative descriptive method provides an overview of data analysis techniques using the Irawan model. The result of this study is that the implementation of the hotel tax policy on boarding houses in Serang City has not been running optimally. The hotel tax rate onboarding houses at a rate of 10% is still felt objection by the hotel taxpayer on the boarding house to make the taxpayer in arrears to pay the local tax. The lack of human resources, which is an important element in the success of policies that have data collection, registration, reporting, and evaluation of hotel taxes on boarding houses, is still experiencing a shortage. The available facilities and infrastructure are still inadequate. Socialization is still not optimal and thorough, so information about hotel tax policies on boarding houses is not conveyed properly, and weak enforcement of sanctions. Not yet optimally the contribution of hotel taxes on boarding houses to the Local Own-Source Revenue of Serang City Area from the regional tax sector.

Abstract

This study analyze how social conditions during the reign of Basuki Tjahaja Purnama (Ahok) affected the escalation of the Islamic community organization Front Pembela Islam (FPI) movement and built the reality of socio-political conflicts that occurred in DKI Jakarta from 2014 to 2017. The method used in this research is a qualitative research method using a case study approach. The case study approach was used to analyze how the process of forming the escalation of the Islamic community organization movement of Front Pembela Islam (FPI) against socio-political conditions during Ahok's reign in DKI Jakarta from 2014 to 2017. Using theories related to the concept of Political Opportunity, New Social Movements, and Identity Theory becomes an analytical knife to explain questions that have been formulated academically and, of course, produce an answer from the results of the analysis. From the results of the research, the Islamic Mass Organization of Front Pembela Islam (FPI) was one of the Organizations that experienced an escalation of the movement based on various conflicts that occurred both before, during his time in office, and also after Ahok served as governor of DKI Jakarta. FPI is present as a hard-pressure group for Ahok's refusal to become Governor. FPI became one of the organizations considered very active and aggressive in carrying out a series of protests against Ahok's rejection.

Abstract

In 2020 Feast music group released the Uang Muka album. In the album, one song, Dapur Keluarga, represents the phenomenon of Corruption, Collusion, and Nepotism (KKN) in Indonesia. To analyze the discourse of social criticism in the song Dapur Keluarga, Teun A. Van Dijk's critical discourse analysis model has three analytical frameworks. That is text analysis, social cognition, and social context. Qualitative descriptive is a research method that carefully describes and interprets the data from discourse analysis with existing phenomena and is then used to draw relevance between social criticism discourse and KKN phenomena in Indonesia.Based on the results of research using the method of analysis of critical discourse Teun A. Van Dijk, through text structure, social cognition, and social context analysis, found that the Dapur Keluarga has a meaning with the message of social criticism delivered satirically to human actions in seeking to profit from the suffering of others such as the practice of Corruption, Collusion, and Nepotism carried out by the corrupt and those closest to them (family and relatives) who It is depicted in the Dapur Keluarga. The relevance of discourse is found in the real problems in Indonesia. Cases of KKN practice involving family members and closest people, such as the case of the Regent of East Kutai, Bansos West Bandung, Gratification of Cases in the Supreme Court, and many more. In conclusion, the discourse of social criticism of the lyrics of the Dapur Keluarga song has relevance to the phenomena of Corruption, Collusion, and Nepotism in Indonesia.

Abstract

This study describe the process and implementation of the Collaborative governance program in the Kelompok Wanita Tani program is one of the main breakthroughs in providing family food security through yardland in Cilegon City. This is because the increase in food prices has experienced a spike. After all, the world's food reserves are experiencing a crisis, especially during the pandemic. This research aims to analyze the concept of Collaborative governance in the KWT program, understand the pattern of collaboration actors in the KWT program's implementation, and know the inhibiting and driving factors in the Collaborative governance process. By using the theory of Collaborative governance, Ansell and Gash, with the Collaborative governance Model, which includes: face-to-face dialogue, building trust, shared commitment, shared understanding, achievement of results, obtained the theoretical analysis which shows that the Collaborative governance process has not been distributed equally on KWT program in Cilegon City. It can be proved by the fact that there is no monitoring and evaluation schedule for KWT capital assistance that is given to all KWT in Cilegon City to execute the programs to actualize family food security, the lack of maintenance carried out by the government in increasing the participation of each member of the Kelompok Wanita Tani, there is still a lack of support from the sub-district government due to lack of understanding of the role in the KWT program, there are still KWT programs that did not make in a long-term collaboration between collaborating actors which caused the program only runs at the beginning of the program. Also, there is no harvest innovation product from all KWT in Cilegon City. This research hopes that it can be used as an evaluation material and tighten monitoring of the KWT program to actualize food security.

Abstract

This study describes the hegemony produced by the Saudi Arabian state through the kafala system in the relationship between employers and female migrant domestic workers from Indonesia. The kafala system creates many problems due to the structural dependence between domestic migrant workers and their employers, ranging from heavy workloads and irregular wages to restrictions on access to mobility. Employers as individual sponsors have a large dominance of power so that the working conditions for domestic migrant workers become unbalanced. This study is analyzed using Antonio Gramsci's hegemonic perspective with three indicators of understanding, namely the ruling class, defense of the domination of the ruling class, and the crisis of ruling class hegemony. This study was dissected using a qualitative critical approach. This study indicates that the hegemony in this research phenomenon belongs to a declining level of hegemony characterized by the potential for disintegration hidden beneath the surface. Various restrictive Saudi Arabian regulations hamper the awareness of civil society, which has been gradually awakened. The limitations of civil society on access to participatory democracy have resulted in mass resistance to the Kafala system not coming to the surface.

Abstract

The background of this research was focused on the problems in the taspen authentication application system such as system errors, lack of system updates, lack of availability of Human Resources for TASPEN Cipondoh employees, and the number of queues that are still piling up at the beginning of the month. The purpose of this study is to find out how the pension funds disbursement system through the taspen authentication application at PT. TASPEN Cipondoh Branch. The theories used by the theory of program effectiveness according to Duncan in steers (2012: 53) include: Aspects of Goal Achievement, Aspects of Integration, and Aspects of Adaptation. This research uses qualitative methods. The results of the taspen authentication application research there are system problems that often occur such as system errors, unstable networks, and application socialization processes that have not been maximized. The low competence level of officers in providing services so that in terms of its use retirees still do not feel the ease of the Taspen Authentication application. The suggestion submitted by the researcher is PT. TASPEN is improving the taspen authentication application system, improving information publication by conducting gradual socialization and training directly to retirees related to the use of the taspen authentication application, as well as improving the competence of officers by providing special training in the field of information technology.

Abstract

In the Humbang Hasundutan Regency Local Leaders Election, the identity of the Marbun clan was used as a tool of political struggle to win candidates. The considerations underlying this research are the experience of the Marbun clan who lost in the previous two elections and the impact felt by the defeat, specifically: an uneven development focus and officials from the Marbun clan who rarely occupy positions in the government. Identity politics can be understood as a tool of political struggle of an ethnicity in an effort to achieve a goal. Identity politics is used as a tool based on two aspects, there are: based on similarity of identity and based on similarity of interests. The author uses qualitative methods with case studies. Data collection is obtained from the results of collecting primary data and also secondary data. Primary Data is obtained from the results of recorded and collected interviews. All the data obtained are analyzed qualitatively so that what is contained behind a reality can be revealed. The result of this study is that the clan plays a role in a person's political life so that the identity politics of the Marbun clan is used as a tool of political struggle from candidates in the main way to gain support through an approach to the Marbun clan group, called PTMI (Parsadaan Toga Marbun Indonesia) Humbang Hasundutan Regency and Mabun clan figures because of the community's obedience to these figures and the nature of loving and helping each other among the siblings of the three clans on Toga Marbun, they are: Lumban Batu, Banjarnahor, and Lumban Gaol.

Abstract

Drug Abuse and Illicit Trafficking in Drugs is one of the most pressing and complex problems, so it requires a comprehensive treatment. Many cases show how drugs have caused great losses, both in terms of material and non-material. The Prevention and Eradication of Illicit Narcotics Circulation and Abuse (P4GN) is a policy and strategy of the Indonesian government's to emphasize and protect the public from drug abuse and illicit trafficking. The National Narcotics Agency of Tangerang City is responsible for one of the tasks in the field of drug rehabilitation by increasing the capacity of medical and social rehabilitation institutions, both organized by the government and the community. Drug rehabilitation is the psychotherapeutic treatment given to drug addicts. It helps the patient to get rid of substance abuse as well as process abuse. This research uses descriptive qualitative research. To obtain data in accordance with the research focus, the research conducted interviews, observations and documentation. The results of this research showed the implementation has not been running optimally, there are several indicators that become obstacles in implementation, including limited resources, lack of communication between organizations that have not been intensely established, and have not fully matched the standards and objectives of the policy, and not fully involved formal or informal organizations. The supporting factors include the implementation of narcotics rehabilitation in accordance with the SOP, a positive response from the implementing agency, and the external environment (Economic, Social, Political) receiving a positive influence.

Abstract

In this research, author took the case of Bank Keliling function for society at Pasir Ipis Lembang. Bank Keliling is one of business entity that provide loans to people in the form of credit. The practice of Bank Keliling due to economy conditions society having income be inadequate to fulfill life need. Pasir Ipis Lembang is one of the village is in the village Jayagiri Bandung regency west where Bank Keliling system is a business entities that are attractive to people because of the villages that are distant from urban and living standard remain low make the community had no choice and the community borrowed through Bank Keliling system. The theory of functionalism structural Merton, there are manifest function and latent function who become review for an author in analyze research. The author use the qualitative method with descriptive analysis. The data obtained from the results of the collection of primary data and also secondary data by interviews. Data obtained form the results of the interview noted and collected. All the data obtained analyzed qualitatively so as to what lies behind such a reality can be unearthed. The result of research is that manifest function of Bank Keliling on community increase business capital of accessibility given a Bank Keliling while latent function through high interest and the Bank Keliling who did the violence when their billing loans. The conclusion of the research is that Bank Keliling having the function to community.

Abstract

This study discusses the participation of the community in Humbang Hasundutan Regency in the formation of regional regulations that have been regulated in the Law of the Republic of Indonesia No. 12 of 2011 concerning the Establishment of Laws and Regulations. The formation of regional regulations starts from the planning, preparation, discussion, promulgation, and dissemination stages. This research uses a conceptual framework regarding regional regulations as well as public participation in the process of forming regional regulations. This research uses a normative legal approach. The result of this study is that public participation is needed in the process of forming regional regulations because the community is the goal of the development itself so that active public participation can answer the needs of the community in the area.
