Abstract

Cases of insulting the national emblem are increasing and attracting attention. A number of cases of allegations of insulting the national emblem have brought up a number of names, from celebrities, religious and community leaders, teenagers and students, to organizations. Two cases that were busy were allegations of insulting the national emblem by Zaskia Gotik and Habib Rizieq, which appeared at a similar period. Various studies regarding the alleged humiliation of the state symbol by Zaskia Gotik and Habib Rizieq have been widely studied. However, most of the studies focused on linguistic and communication perspectives. Unlike previous studies, this paper intends to examine the aspects of criminal law enforcement in both cases. To answer the research problems raised, the author uses important concepts in punishment and also the theory of legal certainty. This study is a normative juridical study with secondary data as material for analysis. This research reveals that law enforcement in cases of alleged insulting the state symbol by Zaskia Gotik and Habib Rizieq provides legal certainty because of the existence of corridors or guidelines in declaring the act guilty or not legally. The corridor refers to Law no. 24 of 2009 which regulates the symbols of the state, one of which is the symbol of the state, both regarding the meaning, prohibition, and threat.

Abstract

This study discusses the process of tactical security efforts at Polda Metro Jaya Command Headquarters which focus on security, analysis of constraints and impacts faced in implementing physical security management at Polda Metro Jaya Command Headquarters in anticipation of anarchic demonstrations. This research was conducted using qualitative methods and using the Theory of Security Management Theory of Physical Security. This study found that the Police's efforts in securing the implementation of physical security management at Polda Metro Jaya Command Headquarters are still not optimal. The government needs to make improvements and additions in the form of a security management process through the integration of elements of planning, organization, implementation as well as supervision and control. First, the implementation of physical security management at the Polda Metro Jaya Command Headquarters currently includes a security management process, a physical security process and a tactical security process. The security management process consists of elements of planning, organizing, executing and supervising and controlling. Meanwhile, the physical security process consists of security personnel, access control, fences, locks, lighting and guard posts. Constraints in the security management process include the lack of maximal some elements in the security management process. Meanwhile, the constraints in the physical security process are in the form of a lack of proper functioning of the existing physical security components and the absence of several other physical security components at this time. The third effort to safeguard the implementation of physical security management at the Polda Metro Jaya Command Headquarters is expected, in the form of improvements and additions. Meanwhile, the improvement of several physical security components currently consists of security officers, access control, fences, locks, lighting and guard posts. Meanwhile, the addition of several physical security components currently consists of barriers, CCTV and communication devices.

Abstract

The focus of this study is on the influence of globalisation on the patriotic loyalty of Africans to Africa. Existing discourse is quite thin regarding the relationship between globalisation and loyalty in Africa. Yet, examining such relationship is important to understand the dearth of desirable development in many African states. Taking a philosophical approach, the contention in this study is that patriotic loyalty, which is significant for development in Africa, has been distorted by the influx of globalisation into Africa. The study historically highlights how globalisation influences diversion of loyalty from the immediate community to the global community. While the purpose of the study is not to encourage disloyalty to the global community, the emphasis, however, is that loyalty to the global community should not be to the detriment of local ties. Among other things, it is argued that such could result in detachment from core norms and values and the weakening of local ties which are necessary for sustainable development at the local levels. The study acknowledges the impossibility of reverting Africa to a pre-globalised period and concludes with some suggestions for developing, encouraging and sustaining loyalty in the continent.

Abstract

In the canon of the Dutch Indies literature, the works of female writers are sometimes overlooked. Mainly when it appears in the early period of the Dutch colonial period, the central issue and genre in most of the literary works are frequently written by male authors through a masculine colonial perspective. This paper explores the works of female authors in the period of the Dutch East Indies (1800-1942) using two computational tools. The aim is to examine the most common themes that are appeared in the female authors' works throughout this long period. Using two computational tools, Stylo and Antconc, this paper reveals genre closeness and the most common themes that are appeared in twelve Dutch East Indies female novels which are collected from dbnl.org. Based on the cluster analysis, this paper divides the novels into four different clusters. More over the computational analysis also shows the three main themes; exploration, disadvantages of being a repressed group, and fighting against the oppressed. The use of extensive digital data in this research gives an alternative for literary researchers to find an alternative way of doing their research during this pandemic time, which makes the physical visit to the library limited. It also gives an alternative in the literature field to combine this discipline with computational tools.

Abstract

The polemic of the China produced Sinovac Vaccine issue spreading among the public, is a form of disinformation used by political opposition to the government, to block and mess up the government’s effort to accelerate handling of Covid-19 transmission in Indonesia. The polemic results in 4 situations, namely; first, decreasing public trust in the government's commitment in eradicating the Covid-19 pandemic. Second, low level of support from the public of the Covid-19 handling programs. Third, delayed and slow economic recovery which brings down the public's economic ability due to increasing number of layoffs caused by decreases in companies’ turnover and affecting the public’s purchasing power. Fourth, the national security aspect, especially on the potential aspect regarding disintegration of the nation. Purpose of this research is to reveal the disinformation via China-made Sinovac vaccine polemic. The research applies disinformation and asymmetric warfare concepts to prove the Sinovac vaccine polemic, while also using a qualitative research approach by making the polemic issue as the object of case study. Data collection technique is done by text observation on social media which covers the Sinovac vaccine polemic. The research discovers that the disinformation effort to the Sinovac vaccine issue is a polemic to the government, that the public assess as slow in handling the spread of Covid-19.

Abstract

Wolio Fortress is a heritage of Buton Sultanate that functioned as its centre of government and capital city. Several researchers who conducted research on Wolio Fortress did not discuss its defense and symbolic aspects, leaving a knowledge gap in them. Therefore, the discussion of Wolio Fortress should be broadened. It is now thought that a fortress may provide information not only on its function as a defense facility, but also on the social, political, economic, and ideological life when it was being built.The research methodology consisted of three stages, i.e. data collection, data processing, and data interpretation. Data were collected by describing Wolio fortress in terms of its materials, shapes, and sizes, including relicts in the fortress. The collected data were processed by identifying and classifying them into data related to the fortress’s defense function and its symbolic function. The data interpretation was conducted by synthesizing archaeological and historical data. Results of the research show that besides its main function as a defense fortress, Wolio Fortress had a symbolic function. The defense function refers to the concept of the defense of Buton Sultanate, the key parts of the fortress, i.e. its bastions and cannons, and its strategic position from the defense point of view. The symbolic function encompasses ideological indoctrination through the fortress’s plan, its function as a city landmark, its function as the border between the nobles and the lower class’ settlements, and its sturdiness and greatness representing the military power and economic prosperity of the sultanate.

Abstract

The paper focuses on how the colonizers who in this play are Prospero and Miranda in particular, endeavor to inflict their own socio-cultural precept including their language to make the colonized fully unprotected in The Tempest as a colonial play, but eventually fail to fulfill this attempt. In addition, the high importance of learning the language of the colonizer by the colonized gets illuminated which finally contributes to Caliban so as to undermine the roots of the colonizer in the colony. This article fully evaluates affected literary works by The Tempest, the importance of transferring the colonizer’s language to the colony, and the main colonizer and his manners and attitudes towards the colonized; it also brings forth postcolonial concepts including Mimicry, Orientalism, the double consciousness of the colonized and his unhomeliness. Furthermore, it features the dirge situation of mimic men who come across a disappointing dead end from both colonizers and the colonized. After all, this article reflects on the ever-presence of ambivalence and mimicry in colonial discourse and also the vital importance of violence as an inseparable part of the decolonization.

Abstract

This article discusses the construct of femininity in the Thai film "The Teacher's Diary" (2014) through an analysis of the main female character. The film is a romantic-comedy genre directed by Nithiwat Tharathorn which tells the story of two teachers who both teach at the same floating school, however each teaching at different periods of time. Through a diary written by Ann (a female teacher) who first taught at the school, Song (a male teacher) learns a lot about how to deal with the face of the unideal teaching conditions in a floating school. Using gender concepts, namely femininity and masculinity as social constructions from Oakley and Gender Stereotype Characteristics from Kite, this paper argues that although it does not completely break away from gender stereotypes, Ann's femininity also shows masculinity in herself. The construction of Ann's femininity as a single Thai woman is also not completely against the patriarchal system. However, Ann's character offers a different perspective on how to be a single Thai woman.

Abstract

This paper examines the concept of pluralism in Theravada tradition. Its main purpose is to discuss an idea proposed by Pinit Ratanakul, who tends to portray Buddhism as an inclusive religion, while this paper argues that such an inclusivism of Buddhism has limitations. In contrast, Buddhism also reflects some senses of exclusivism in order to confirm its truth claim. This aspect is always overlooked because scholars seem to interpret their religions to promote the trend of world peace but in a narrow way, until various parts of the scriptures have been ignored. Methodologically, textual analysis has been applied in this paper by scrutinizing the Buddhist texts both primary and secondary sources, as well as some contemporary issues. Collected data are examined through concepts of religious pluralism and the public sphere in post-secular societies. It found that though Buddhism has limitations according to inclusivist views, it can be interpreted to promote pluralism well especially in modern and post-modern societies that religious tolerance is interpreted to serve the freedom of speech in the democratic system. This paper also argues that we cannot talk about religious pluralism without referring to freedom of speech in the public sphere.

Abstract

Religious tolerance, which is now starting to fade, has grown since the past. The Śhiva and Buddhist religious coalition from the Singhasari era to Majapahit might represent its religious tolerance. Several temples, consisting of Jawi, Jago, Panataran and Jabung, seem to reflect the concept of Śhiva-Buddhist. Its Śhiva-Buddhist characteristics could be referred from the textual information, its architecture, and its relief. This study used the analytical method and a historical-archaeology approach. The descriptions of these elements were identified and analyzed to strengthen the opinion of the Śhiva-Buddhist coalition. This study found that the Śhiva-Buddhist concept, as reflected in the Jawi, Jago, Panataran and Jabung temples,emphasizes the phenomenon of the coalition of the two religions during the Singhasari-Majapahit period.
