Abstract

Gender inequality in South Korea remains a persistent issue, marked by increasing gender-based violence in both physical and digital spaces. Rising cases of femicide, sexual violence, and digital exploitation, such as the discovery of a deepfake chatroom involving more than 220,000 male members, have heightened women’s sense of insecurity in everyday life. This study aims to examine gender-based violence as a threat to women’s human security in South Korea and to evaluate the state’s implementation of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) through a feminist analytical framework. Using a descriptive qualitative method based on secondary data, the research applies Feminist Security Theory (FST) to shift the concept of security beyond state-centric and military perspectives toward individual well-being and freedom from fear. The findings indicate that despite South Korea’s formal ratification of CEDAW, entrenched patriarchal norms, institutional bias, and weak legal enforcement continue to undermine women’s security. Gender-based violence is frequently normalized or inadequately addressed, revealing a significant gap between international commitments and domestic practice. Furthermore, the analysis shows that the emergence of the 4B Movement, Bihon, Bichulsan, Biyeonae, and Bisekseu, represents a collective response to state failure in ensuring women’s safety. The movement reflects women’s loss of trust in legal and social institutions and highlights how women reclaim agency through resistance. This study concludes that effective implementation of CEDAW requires structural transformation of social, cultural, and institutional frameworks that perpetuate gendered insecurity.

Abstract

This research is driven by empirical evidence showing inconsistent utilization and declining effectiveness of SIMBG at the DPMPTSP of Sinjai Regency, as reflected in fluctuating application trends and persistent institutional, technical, and public literacy constraints despite ongoing digitalization initiatives.This study aims to analyze the effectiveness of the implementation of the Building Management Information System (SIMBG) at the Department of Investment and One-Stop Integrated Services (DPMPTSP) of Sinjai Regency, with the central research problem stated explicitly as follows: Why has the implementation of SIMBG not yet achieved the expected level of effectiveness despite ongoing digitalization efforts? Using a qualitative approach, data were collected through interviews, observations, and document analysis. The findings indicate that SIMBG implementation has progressed from 2022 to 2024 but remains suboptimal, as reflected in fluctuating application numbersan increase in 2023 followed by a substantial decline in 2024. Five core factors influence its effectiveness: institutional capacity, human resource competence, digital infrastructure availability, interagency communication patterns, and public literacy and compliance. Several obstacles were identified, including unharmonized SOPs across institutions, limited operator skills, unstable internet connectivity, and low public understanding of PBG requirements. The study recommends strengthening institutional frameworks, improving human resource capacities, optimizing interagency coordination, implementing data-driven public education, and enforcing continuous monitoring and evaluation. Overall, the study contributes to advancing the discourse on digital licensing governance at the regional level, particularly in areas with infrastructural and administrative constraints.

Abstract

The main problem in this research is the absence of a comprehensive and structured development strategy for the Coban Binangun Waterfall Tourism Object in Plintahan Village, Pandaan District, Pasuruan Regency. This study aims to analyze the development strategy of the destination using the theoretical framework of strategy according to Kooten in Salusu (2006:104-105), which includes four indicators: organizational strategy, program strategy, resource strategy, and institutional strategy. This research uses a descriptive qualitative method with a case study approach through in-depth interviews, field observations, and documentation. The results of the study indicate that tourism management is carried out independently by the community through the Pokja and Pokdarwis, but is still weak in the aspects of legality and organizational structure. Program strategies are evident through simple promotions and community empowerment, but they are not yet based on long-term planning. Resource strategies still rely on entrance tickets and local businesses without a formal financial reporting system. Institutional collaboration is limited to the Fisheries Service and is not directly linked to tourism development. This research underscores the importance of strengthening formal institutions and cross-sectoral strategic planning to achieve sustainable and professional tourism management.

Abstract

Stunting is a multidimensional health problem that remains prevalent in Indonesia, including in Teluk Sasah Village, Seri Kuala Lobam District, thus requiring handling strategies through improved public services and community empowerment. The purpose of this research is to determine how stunting is addressed in Teluk Sasah Village, Seri Kuala Lobam District, Bintan Regency. This study employs a descriptive qualitative method using observation, in-depth interviews, and descriptive data analysis to illustrate public services and community empowerment in handling stunting in Teluk Sasah Village. The research findings reveal that stunting management in Teluk Sasah Village still faces major challenges related to the community’s limited economic conditions, parents’ low awareness of the importance of balanced nutrition and healthy parenting, as well as the suboptimal functioning of posyandu (integrated health posts) due to limited health personnel and supporting facilities. Although the village government has implemented various national programs such as supplementary feeding, nutrition education, and child growth monitoring, their effectiveness has not been optimal because of low community participation and weak coordination among stakeholders. Nevertheless, community empowerment through training, mentoring, and the utilization of local potential such as nutritious food cultivation is considered capable of raising awareness and fostering shared responsibility. This study concludes that improving the quality of public services and encouraging active community participation are key to reducing stunting rates in Teluk Sasah Village.

Abstract

Digital transformation is a crucial urgency for the sustainability of Cooperatives and Micro, Small, and Medium Enterprises (MSMEs), particularly in addressing geographical challenges in archipelagic regions like Tanjungpinang City. However, the absence of adaptive and contextual technological leadership models to drive digital transformation of cooperatives and MSMEs in island regions with limited digital infrastructure has the potential to widen economic and digital inclusion gaps. This study aims to formulate a technological leadership model that can accelerate digital adoption and drive economic equality across urban and coastal villages (kelurahan) in Tanjungpinang. The research employs a qualitative approach with a literature review method, synthesizing various secondary sources including national and international journals, government reports, and academic publications from the last decade. Data analysis was conducted descriptively through grouping, comparison, and synthesis of previous findings to identify challenges and strategic opportunities. The results suggest that effective digital transformation in Tanjungpinang requires "technological leadership" that is not only tech-savvy but also culturally adaptive to the local maritime economy. This study provides a strategic framework for local stakeholders to strengthen digital-based cooperative governance, ensuring that economic growth is distributed inclusively from the city center to the surrounding coastal areas.

Abstract

This study aims to analyse the role of the Bandung Regency Culture and Tourism Office in the development of Pulosari Village, Pangalengan District as a nature-based and community-based tourist village. The study uses a qualitative descriptive method with data collection techniques through observation, in-depth interviews, and documentation. Research informants include officials from the Culture and Tourism Office, village government, and tourism managers in the Pulosari Village area. The results show that the role of the Office covers three main aspects, namely as a motivator, facilitator, and dynamize. As a motivator, the Office plays a role in fostering community participation through training and human resource development. As a facilitator, the Office provides facilities, inter-agency coordination, and administrative support to facilitate tourism management. Meanwhile, as a dynamize, the Office functions to drive cross-party collaboration, encourage tourism product innovation, and strengthen cooperation networks between the government, communities, and business actors. However, the implementation of these three roles has not been evenly distributed across all tourist destinations in Pulosari Village. The Office is more active in certain areas such as Rahong, while several other destinations still rely on independent initiatives. This study concludes that strengthening the role of the Office in a comprehensive and sustainable manner is key to realizing an independent, innovative, and sustainable tourism village in Bandung Regency.

Abstract

This study analyzes the influence of local elite modalities, economic, social, cultural, and symbolic, in the formation and restructuring of coalitions in Jeneponto Regional Elections through a longitudinal perspective spanning 2013–2024. Using a qualitative case study approach with secondary data analysis, the research traces the evolution of coalitionmechanisms from the 2013 Regional Election (dominant symbolic capital, 51.04%) to 2018 (complete modal integration, 42.98% vote share but 52.4% electability) and contextualizes these findings with contemporary dynamics. While prior studies have separately examined pragmatic coalitions, political dynasties, and Bourdieu's capital in Indonesian local politics, they have rarely traced how the configuration of elite modalities transforms within a singlelocality across multiple electoral cycles. Addressing this gap, the study's novelty lies in constructing a longitudinal analytical framework that integrates Unified Elite Theory and New Elite Theory with Bourdieu's concept of modalities to explain coalition restructuring in a patrimonial context. Historical findings reveal the fragmentation of the Iksan–Mulyadi coalition and substitution with Paris Yasir as an optimization of modal combination, while contextualization with recent literature shows this pattern remains relevant in the 2024 elections, where political dynasties increasingly rely on material- and network-based mechanisms. Methodologically, the framework links historical findings to contemporary issues of oligarchy and political dynasties, illuminating long-term trajectories of local coalitiontransformation. Practically, the research provides insights into coalition restructuring mechanisms and elite modal shifts useful for anticipating future regional election dynamics and designing more equitable electoral reforms.

Abstract

Stunting remains high in rural coastal areas despite routine nutrition intervention programs, highlighting a gap between policy objectives and local outcomes. This study aims to analyze the implementation of the Nutrition Intervention Program in Tambak Kalisogo Village, Sidoarjo, using (Dwiyanto, 2005) framework: goal clarity, organizational capacity, coordination, accountability, and community participation. A descriptive qualitative method was applied through interviews, observations, and documentation involving village officials, midwives, posyandu cadres, and parents of stunted toddlers. The results show that program execution complies with technical procedures but remains suboptimal in significantly reducing stunting rates. Primary obstacles include limited cadre capacity, administrative-focused coordination, underutilized e-PPGBM data, and community participation that fails to foster dietary behavioral changes. Overall, program implementation focuses heavily on activity outputs rather than sustainable outcomes. Strengthening implementer capacity, integrating cross-sector coordination, and empowering communities are essential to enhance program effectiveness.

Abstract

The Global Gateway initiative is a European Union strategy launched in 2021 to strengthen global connectivity through investment in sustainable and high-quality infrastructure. Mozambique is one of the EU partner countries in Southern Africa receiving support from this initiative, particularly in the transport sector. This study analyzes the role of the EU Global Gateway in supporting infrastructure development in Mozambique during 2021-2024. The research applies a qualitative descriptive method through a case study approach, usang literature review of EU official documents, European External Action Service publications, international development reports, and relevant academic articles. The findings indicate that Global Gateway contributes to improving transport connectivity through three main channels: modernizing the Maputo-Ressano Garcia railway line, upgrading key road corridors such as Nacala and Mueda-Negomano, and strengthening regional trade links with neighbouring countries. These projects are projected to increase rail freight capacity, reduce logistics bottlenecks, shift freight movement from road to rail, and support lower carbon emissions. However, implementation still faces challenges related to financing sustainability, coordination among Team Europe actors, climate vulnerability, security conditions in northern Mozambique, and competition with other infrastructure initiatives such as China’s Belt and Road Initiative. Therefore, Global Gateway is not merely a development assistance program, but also a strategic instrumen for the EU to consolidate its role as an international actor in Africa while supporting Mozambique’s regional integration.

Abstract

The Rohingya humanitarian crisis in Bangladesh since the massive exodus in 2017 has placed refugee children as the group most vulnerable to human rights violations, particularly during the protracted emergency response phase. This study aims to analyze the role of the international non-governmental organization Save the Children in protecting the rights of Rohingya refugee children in Bangladesh during the 2019–2023 period. This research employed a qualitative method with a literature study approach, analyzing Save the Children's official documents, international agencies' reports, journal articles, and relevant policy publications. The analytical framework utilizes Lewis and Kanji's NGO Theory, which emphasizes the roles of service delivery, advocacy, and empowerment, alongside John Locke's Human Rights Theory, positioning children as subjects of natural rights to life, liberty, and property. The results indicate that Save the Children played a significant role in protecting the rights of Rohingya refugee children through direct service delivery such as health, nutrition, emergency education, and child-friendly spaces; policy advocacy for increased funding, educational access, and child protection; and empowering refugee communities through capacity building, child participation, and community-based protection mechanisms. Despite facing structural limitations and host country policy constraints, Save the Children's interventions contributed significantly to securing children's fundamental rights within a protracted humanitarian emergency. This study underscores the strategic role of international NGOs in addressing state limitations regarding trans-border refugee children's rights protection.
