Jurnal Ilmu Administrasi (JIA) is a scientific journal particularly, in which the first publication is in 2004 and is focused on the main problems in the development of the sciences of public administration and business administration areas The scope of this journal is, specifically at Development Administration, Economic Development, Public Policy, Development Planning, Public Sector Finance, Service Management, Public Organization, Human Resource Development, Decentralization and Regional Autonomy, Leadership, Public Sector Innovation, E-Government, Management and Business Policy, E-Commerce, Marketing Management, Budget Management, State Company Management. Authors who want to submit their manuscript to the editorial office of JIA should obey the writing guidelines. If the manuscript submitted is not appropriate with the guidelines or written in a different format, it will be rejected by the editors before further reviewed. Since 2017, JIA has been using Open Journal System requiring all writers to register in advance before they are allowed to upload the manuscript they write online. Abstract

The globalization of information in the early 21st century has made the country, government, and the world community closer and connected quickly. The world has become borderless, so what's happening in the world's first and second world will soon be known to the third world. Moreover, the globalization of information makes a success of democratization and decentralization in the country and desentralisasion encourage democratization in other countries,including Indonesia. This study aims to explain the impact of globalization on the political administration of government information post-New Order Indonesia. The method used is descriptive, qualitative study of literature. The findingssuggest that the globalization of information have changed the political administration post-New Order Indonesia become more democratic and decentralized. Visible indication of democratization democratization elections (presidential and legislative elections as well as representatives) and local elections (local elections and local legilslatif members) andgovernance based on good governance, while decentralization seems indicative of an increase of area and district and city up to 69.6 with the details of the province increased 26.9, the district increased 76.8, the city government increased 60.3%. This increase will impact on the improvement of government management, public service management and welfare of citizens

Abstract

This research aims at identifying and analyzing women's participation in domestic waste management at RW 02 Kelurahan Neglasari Cibeunying Kaler Subdistrict, Bandung City. It is a qualitative case study. The result of the research shows women participate in the domestic waste management differently along the management stages: planning, implementing, evaluating, and utilizing. The number of women who participates at the planning stage is quite high. However, the level of women's participation decreases in the following stages – implementing and evaluating.Suprisingly, in the utilizing stage, the level of women's participation mounts. Not only women but all residents at RW 02 get the benefits from the waste management activities. This can be the trigger as well as the appeal for all residents, notonly women, to get involved in such activities. Based on Arnstein's ladder of citizen participation, the women's participation at RW 02 in domestic waste management from planning to utilizing stage can be classified into the citizen control rung, in which women initiate, do, and control all the processes.

Pepatah bangsa kita mengungkap suatuwisdom dengan untaian kata “sejarah adalahguru terbaik” bagi setiap anak bangsa atau punsuatu institusi untuk bisa turut memberi warnadan makna positif bagi capaian kinerjaperjuangan mewujudkan cita-cita dan tujuanbangsa dalam bernegara. Sejarah peradabanbangsa kita dan bangsa-bangsa lain jugamemberi pelajaran bahwa “guru terbaik” adalahperkembangan ilmu pengetahuan danpenerapannya secara tepat dan proporsionaldalam menjawab kompleksitas dan dinamikapermasalahan dan tantangan sejarah yangdihadapi dalam kurun waktu tertentu. Padahemat saya muatan kedua kalimat itu,merupakan pesan dari buku yang secara santuntidak diungkap oleh penulisnya, Ibu Dr.Septiana Dwiputrianti, berjudul: Public SectorAuditing Reform and Accountability in Indonesia,Theory, Concept, Practice and Implementation inPublic Policy and Administrative Science.Penulis buku tersebut mengungkap secaraapik lembaran sejarah kehadiran, aktivitas, dankinerja BPK sebagai lembaga tinggi negara yangberperan dalam melakukan auditing dan dapatturut mempengaruhi terwujudnya publicaccountability, melalui laporan auditnya sendiriyang secara analitis dilakukan melalui duapendekatan pemeriksaan, yaitu financial andperformance audit. Kurun waktu sejarah audityang penulis cermati meliputi dua era sejarahsepanjang Indonesia Merdeka, yaitu EraSebelum Reformasi Audit (1945-2000); dan EraSesudah Reformasi Audit, 2001-2009; diperkayadengan gambaran singkat sejarah auditingjaman kolonial Belanda.Kesadaran akan pentingnya auditing bagitegaknya akuntabilitas penyelenggaraan negaradan pembangunan Indonesia, bukan saja tampakdari eksisnya BPK dengan peran danaktivitasnya sebagai lembaga audit eksternalyang sudah ditetapkan dalam lima konstitusiyang pernah berlaku1, tetapi juga dari eksisnyalembaga dan berkembangnya praktik auditinternal, tergambar secara sistematis dariperkembangan kedua era sejarah auditing padabuku ini. Namun tampak disadari bahwategaknya pemerintahan yang bersih danterwujudnya penyelenggaraan pemerintahanyang baik tidak hanya tergantung padaberdirinya lembaga-lembaga audit. Abstract

Roles of government and bureaucracy in development program in developing countries are still dominant. The government and its bureaucracy still become the main actors, although there has been a shift in public administration paradigm from government approach to governance approach. The situation also appears in the context of local development. The role of local government, including Bandung City municipality, is still dominant in implementing local development programs. Bandung City Local Government along with its 'Lurahs' and 'Camats' implemented in village (kelurahan) Development Acceleration Program (P2KB) in 2010 in order to improve citizens welfare. The program aimed at empowering citizens through participatory and community based development approach. Its interesting to know how Lurahs and Camats played their roles in the development acceleration program so that the program could run optimally.

Abstract

Small entrepreneurs have a significant role in national economy which has contributed on providing job oppotunities and enormous input to gross national product. Otherwise, small entrepreneurs still deal with some basic problems such as entrepreneurship capacity and business climate and competetion. Government has implement several policies conducted empowerment of small entrepreneurs. One of those policies is partnership program of national companies owned bygovernment. In fact, the implementation of program has not significantly supported a condusive business to small entrepreneurs. PT Telkom as a national companies which is implementing partnership program that well-known byachieving some outstanding success in partnershi program. However, PT Telkom still are not able to implement the program optimally based on its regulations.This research is aimed to analize the influence of partnership program implementation of PT. Telkom toward small entrepreneur empowerment in Bandung City. The theory was applied with model of public policyimplementation by Edward III (1978) and empowerment theory by Ambar T.S. (2004). The research used explanatory survey method. The result shows that the partnership program implementation of PT. Telkom that containing; bureaucraticstructure, resources, disposition and communication has significant influence toward small entrepreneur empowerment in Bandung City.

Abstract

This article is written based on a research finding conducted in Bengkulu City. The goals of the research are to find out behavior of poor community contributed to persistant povery, and to formulate an alternative model for poverty alleviationsuitable to local social-cultural value. The respondents were selected using purposive sampling method, covering poor fishermen, vendors/small micro business, and blue colar labors/casual workers, in which each group consists of 20 people either the head of household or house-wife. The data were collected through observation and interviews. Qualitative approach was used to analyze the data. The finding shows that poor community in Bengkulu City tends to behave thrifly (consumptively), is used to owing to private money lender as well as neighbour's kiosk, and prefers to purchase goods in credit/instalment. Based on the data analysis, this research purposes three kinds of different poverty alleviation model forcommunity of fishermen, vendors, and casual workers.

The strategic value lie in the creation of an efficient and effective goods and services, while the importance related to the effort on reducing corruption, collusion and nepotism and the creation of a good public accountability. Abstract

State going forward, if feasible educated human resources. Distribution educated person should be comprehensive and balanced, both in urban and rural areas, in government or in private company, and on the politician or the technician. But atthis moment felt quite expensive education costs, especially faced by the poor. Phenomenon in society, children of school agemcan not even school, because of the inability of parents and families to finance their children's schooling, even children trapped into child household helper (PRTA) to meet the needs of family life. Efforts to alleviate this PRTA confectionary serious need of all parties, in this case the Government, private organizations, activists, the law enforcement officials and politicians, through various methods of comprehensive and systemic.

Abstract

Postmodern Perspectives it is viewed as a POSMO,it is one of the evolution Theory, was born in 1984 by Jean-Francois Lyotard, Postmodernist thought is an intentional departure from modernist approaches that had previously been dominant.The term “postmodernism'' comes from its critique of the ''modernist'' scientific mentality of objectivity and progress associated with the enlightenment, these movement , modernism and postmodernism are understood as cultural to refer to apoint of departure for work of literature, architecture, cinema., as well as in marketing and business. An in the interpretation of law, culture, and religion in the late 20 th and early 21 st centuries. Indeed, postmodernism, particularly as an academic movement, can be understood as a reaction to modernism in the humanities, where as modernism was primarily concerned with the principles such as identity, unity, authority and certainly, postmodernism is often associated with difference, plurality, textuality and skepticism.
