Jurnal Ilmu Administrasi (JIA) is a scientific journal particularly, in which the first publication is in 2004 and is focused on the main problems in the development of the sciences of public administration and business administration areas The scope of this journal is, specifically at Development Administration, Economic Development, Public Policy, Development Planning, Public Sector Finance, Service Management, Public Organization, Human Resource Development, Decentralization and Regional Autonomy, Leadership, Public Sector Innovation, E-Government, Management and Business Policy, E-Commerce, Marketing Management, Budget Management, State Company Management. Authors who want to submit their manuscript to the editorial office of JIA should obey the writing guidelines. If the manuscript submitted is not appropriate with the guidelines or written in a different format, it will be rejected by the editors before further reviewed. Since 2017, JIA has been using Open Journal System requiring all writers to register in advance before they are allowed to upload the manuscript they write online. Abstract

The aim of this study is to know the garbage service quality in Pematangsiantar district pursuant to society as consumer perception, to identify and to know the determinant factors that influence the garbage service quality in Pematangsiantar district. This Research is done by using single variable that is service quality which consists of 5 (five) indicators. They are tangibles, reliability, responsiveness, assurance, empathy. The method that is used in this research is descriptive-quantitative approach, while data is collected technique through questionnaires, literature study/documentation, and interview. The questionnaires are propagated to the people of Pematangsiantar district that are spreading in 7 (seven) subdistricts which are totally 100 (hundred) respondents of 247.837 population in Pematangsiantar district. To determine determinant factor influencing the garbage service quality in Pematangsiantar district from existing dimension is done by using path analysis that calculates simultaneous path coefficient and furthermore calculates individually the each factor to determine most dominant factor.

Abstract

This research aims at analyzing the village development program and community empowerment at Togungguh Villagae and Telagabiru Village. It also intends to examine the influence of Village Development Program on those two villages. Village Development Program as the independent variable comprise the aspects of education, health and purchasing power. Meanwhile, community empowerment as the dependent variable covers income raising, community participation, improved skill and knowledge, and improved health. The result shows that the Village Development Program at Tanjungbumi Subdistrict does not optimally perform mainly due to several reasons: the community's insufficient understanding of the importance of balanced nutrients, uneven distribution of cheap basic necessities, and poor infrastructures for elementary and secondary education. These conditions contribute to inconsiderable level of community empowerment. In addition, village administrative officials do not adequately socialize the program to the whole community. Thus, the community do not have the opportunity to utilize the facilities that the government has provided for the development of their income-raising activities. Further more, the community are perceived to be less innovative in developing local potentials.

Abstract

This research includes three points to be analyzed: 1) the implementation of movable goods procurement , 2) the obstacles in conducting the movable goods procurement, and 3) the efforts taken to overcome the obstacles in conducting the movable goods procurement. The researcher finds out several obstacles in conducting the movable goods procurement, such as: unoptimized procurement standard for movable goods, dwindling personnels' attitude towards jobaccomplishment, and lacking delegation of authority to in decision making.The result shows that the movable goods procurement control in improving the efficiency of Local Revenue and Expenditure Budget at the Section of General Affairs of Tapanuli Tengah Local Secretariat has insufficiently been conducted. This condition is due to the following impediments: 1) unoptimized work performance of the personnels within the Section of GeneralAffairs of Tapanuli Tengah Local Secretariat, 2) controlling standard not systematically meeting the principles of related effective regulations, 3) dwindling personnels' attitude towards job accomplishment, 4) dual functions as the service-oriented and profit-oriented governmental organization, 5) organizational policies restraining the efficiency in controlling the movable goods procurement.

Abstract

One purpose of the establishment of Local Government Act Number 32 of 2004 is to increase the quality of public services such as permit (SIUP) service. In fact, deviation on the implementation process still occurs between public aspiration (das sollen) and the real services which is provided by the public institutions (das sein). This problem is emerged as a result of discrimination. Based on the observation, it can be found that the implementation of empowering and controlling mechanism toward employeess behaviour is not yet optimally conducted, so that the effort to increase the quality of permit service is still far from what the public would be expected. As a result, the researcher needs to examine and analyse the influence of the empowering and controlling mechanism of employees behavior upon the quality of public service provided by Boardof Industry and Trade of the City of Medan. This research uses the method of explanatory survey with quantitative approach. In terms of sample choices, a sensus technique has been chosen, while a The finding shows the existence of direct and indirect influences of the empowering and controlling mechanism toward the employeess behaviour. Besides, the quality of permit (SIUP)service has been positively and significantly influenced by the employees behaviour. Thus, the result of the research has been proven scientifically. However, the reseacher argues that other variables or factors (epsilon) are also influencing the quality of permit (SIUP) service.

Abstract

This study aims at analyzing the correlation between bureaucracy system and bureaucracy behaviors. The typology of bureaucracy behavior incorporates: autocratic behavior, custodial behavior, supportive behavior, and collegial behavior. Autocratic behavior complies with selfinterests, power, authority, loyalty, obedience, and basic need fulfillment. Custodial behavior gives preferentiality to organization economic resource, solidarity, and familial relationship. Supportive behavior directs to meet the organization vision and missions. Collegial behavior tries to harmonizeperformance, familial relationship, and solidarity in achieving organization goals.The research result shows bureaucracy system causes the emergence of a transitional bureaucracy behavior. On one side, it remains practicing traditional (autocratic and custodial) behavior. On the other side, it tries to shift to modern (supportive and collegial) behavior.

Abstract

Bandung City as the Jakarta’s buffer and the Capital City of West Java has attracted immigrants which result in the increasing number of its population. This phenomenon has led to growing unemployment rate. Fiscal decentralization is believed to be able to solve the problem. In this study, the writer wants to investigate the impacts of budget allocation on some sectors to Bandung Cityoutput, income, employment, and the institution. Input-output and descriptive analyses are deployed in analyzing the data. The result proves that hotel and communication sectors have a significant role in Bandung economy. Their multiplier effect and linkage are high. The impact of fiscal decentralization on those sectors on output and income is high. However, Bandung City institution tends to be inefficient in budget allocation as well as at operational level.

Abstract

This comparative study tries to map several aspects concerning finance relation between central and local government in both countries. The main purpose is to compare fiscal implementation through decentralization policy in the two countries, especially the case of vertical fiscal imbalance. The research focuses on vertical imbalance because it is a common problem in various countries around the world. It also occurs in Japan and Indonesia in line with fiscal implementation through decentralization policy. The analysis will be in the inter-related context of decentralization policy and fiscal decentralization.

Abstract

The implementation of Total Quality Management (TQM) in attempting to meet quality service in public sector in Indonesia is still problematical, mainly due to family-oriented bureaucracy behavior, incompatibility between praxis of TQM and that of public sector and practices of patrimonial management. These impedimentscan be reduced by keeping various kinds of commitments in terms of cultural changes, top management involvement totality, total quality-behavior oriented, time, and financial sources. In addition, commitment to reform the moral and ideology of the ruler and decision makers as well as their political will to materialize it is obviously required. Despite difficulties in changing organization culture, some ways offer a solution. Organization culture toward quality service can be changed by restructuring the organization, improving property rights, deploying new managers, and tightly scheduling the period of time in implementing TQM.

Abstract

The work load by definition is a scope of work to do and to be a responsibility of the assigned position and or a unit of organization. If the scope of organization is determined as in the work responsibility, the effective, efficient, rational, and proportional organization will be realized. The object of the study is the work load including the subject of structural officer of echelon IV in Public Assistant of Local Secretariat, the Civil Registry Office, Board of Regional Development Planningof Musi Rawas Regency. Referring to the finding, the job/work description should be clearly and specifically stated based on their own authority and responsibility (Public Assistant of Local Secretariat, the Civil Registry Office, Board of Regional Development Planning), the system of work relation and work procedure through making Standard Operating Procedure (SOP) and the fulfillment of Employee’s needaccording to the work load referred to requirement of work competence.

Abstract

The research strives for analyzing the roles of Village Representative Council (BPD) in Village Development at Kecamatan Badiri Kabupaten Tapanuli Tengah. It also tries to identify hindrances and efforts conducted to overcome the hindrances in the village development. The first variable, the roles of Village Representative Council (BPD), consists of two sub-variables, i.e.: village regulationmaking and the accommodation of community aspiration. The second variable, village development, comprises three variables, i.e.: living standard improvement, community participation in development, and community capacity to be self-reliant.The research result reveals that the roles of Village Representative Council (BPD) as the media and mechanism for village development are moderately good but need to be optimized through the socialization of or information distribution regarding village development to the community.
