Authors who want to submit their manuscript to the editorial office of JIA should obey the writing guidelines. Abstract

In 1987 Mr. Wilson said, “it is the object of administrative study to discover: first, what government can properly and successfully do; second, how it can do these proper things with utmost possible efficiency and at the least possible cost, either of money or of energy”. Our Indonesian government seeks strategies how it can properly and successfully serve the public. For this purpose, it releases Public Service Law. However, the first draft of the law is not based upon public interest. It is merely government initiative for the sake of governmental task completion. Several experiences including those of local governments do not take into account the fact that organization is a social system which has a lot of aspects as well as subsystems to be considered. Without considering these aspects, service institutions will hardly satisfy their clients. This writing shows the nature of organization and the principles to be implemented in order that public services can be delivered successfully.

Abstract

Nowadays, computer-based administration system seems to have embeded to college services. Furthermore, computerization of academic data management for various purposes has become common attention. One thing, which is important with regard to the management of academic data, is that each data typology should function as a reference. In this research, the problem formulation includes: (1) what strategy is implemented to develop a computer-based data administration system in effort to accomplish Management Information System; and (2) whether the appointed team for developing the UNIMED computer-based academic administration system has worked based upon the strategy.

Abstract

It is a study on Public Sector Accounting, i.e. examining the role and orientation of the local government in response to the encouraging and obstructive factors in optimizing the local revenue. The objectives of this research are to recognize: (1) the influence of the encouraging and obstructive factors upon the role and orientation the local government, (2) the influence of encouraging and obstructive factors upon the local revenue, (3) the role of the local government in enhancing the local revenue, and (4) the dominant componentsof encouraging and obstructive factors. The unit of analysis is the Local Government of West Java Province. The respondents for this research are the elements of analysis units, namely 31 service units of local revenue(UPPD) which are divided based on the regions spread all over West Java Province. On top of that, an interview is carried out with some decision makers of the local government (based on the organizational structures), namely: (1) the Secretariat of Local Government and (2) Local Service Department. In addition to the circulation of the questionnaire and interview, an observation is also conducted. Data analysis is conducted in two ways, namely the quantitative and qualitative approaches. Firstly, the quantitative approach consists of 2 methods, namely the path and correlation analysis. Secondly, the qualitative analysis is based on the theory and rationality and is used to accomplish the quantitative result of the analysis. The result of path and correlation analysis shows that: (1) the role and orientation of local government are positively influenced by encouraging factors (14,80%), and negatively by obstructive factors (8,20%); (2) the local revenue is positively influenced by encouraging factors (0,44%), and negatively influenced by obstructive factors (21,53%); (3) the localrevenue is positively influenced by the local government’s role and orientation (2,68%); (4) dominant components of encouraging factors are tax law and other laws pointed out by correlation coefficient at the value of 0,909, and the most dominant component at the obstructive factors is the collection cost marked by the correlation coefficient at the value of 0,743. This shows that the local government’s role and orientation play a part in raising the local revenue. Whereas, based on the qualitative analysis, the ratio of local revenueagainst the regional gross domestic product from 1999/2000 up to 2004 is around 0.28%- 0.93%. It shows that there is still a potential of local revenue which is yet to be realized by West Java Province.

Abstract

Sejak akhir tahun 1998, Indonesia telah mengalami proses desentralisasi yang begitu cepat dan menusantara. Melalui proses ini, otoritas penentuan kebijakan dan administrasi bergeser dari pemerintah pusat di Jakarta kepada pemerintah kabupaten dan kota. Pelimpahan wewenang ini mencakup berbagai segmen perekonomian nasional dan secara signifikan merdefinisi peran dan tanggung jawab lembaga-lembaga pemerintahan di seluruh tingkatan struktur administrasi. Dengan pergeseran lokus pengambilan keputusan dari pemerintah pusat, proses desentralisasi menandai babak baru dengan melepaskan sistem pemerintahan sentralistik yang mewarnai rejim Orde Baru tahun dari tahun 1966 hingga 1998. Desentralisasi telah memunculkan perubahan-perubahan ke arah perencanaan pembangunan yang lebih demokratis, partisipatif dan transparan baik di tingkat lokal maupun nasional. Respon pemerintah daerah terhadap perubahan ini pada umumnya positif. Meski demikian, pemberlakuan regulasi yang tidak sistematis dan tidak terkoordinasi, ditambah kurangnyasosialisasi perubahan menyebabkan pemerintah daerah menemui kesulitan dalam mengelola dan melaksanakan perubahan-perubahan tersebut. Bahkan, pemerintah pusat memberlakukan desentralisasi tanpa membekali terlebih dahulu penguatan kapasitas institusi di tingkat kabupaten–kota untuk menyelenggarakan fungsi kepemerintahan secara efektif. Berbagai ketidak-pastian tentang konjektur saat ini dan trajektori masa depan Indonesia bersatu terrefleksikan dengan merebaknya pertanyaan-pertanyaan tentang fungsi dan peran administrasi publik. Sebagian masyarakat berpendapat bahwapemerintahan yang sentralistis lebih berhasil menciptakan kondisi bangsa yang stabil dan harmonis dibanding kondisi saat ini. Mereka percaya bahwa demokrasi hanya menjadi milik masyarakat menengah ke atas bukan masyarakat tingkat bawah (grassroots). Oleh karenannya, melalui kebijakan otonomi, apakah pemerintah di tingkat propinsi dan kabupaten–kota mampu menciptakan masyarakat yang lebih harmonis dan makmur? Apakah kebijakan tersebut mampu meningkatkan partisipasi masyarakat dalam pembangunan? Atau, apakah pertanyaan-pertanyaan semacam ini hanya bersifat sementara yang akan segera menghilang begitu ‘terpuaskan’ melalui wacana? Apa yangpertama kali orang amati tentang kebijakan otonomi Indonesia saat ini dan bagaimana kita menginterpretasinya?

Abstract

Scenario Planning of Marine Resource Development in Natuna RegencyThis study aims at finding out the description about the implementation of marine resource development in Natuna Regency as the source of analysis for formulating the draft of long-term planning scenario of marine resource in Natuna Regency. The approaches of this study are system thinking and system dynamics. Systems thinking approach is for designing a model based on the study on concept, theory, reality and innovation. The model is then simulated through system dynamics to examine the validity and to intervene thepolicy upon the established model. This simulation on model results in scenario planning of marine resource development in Natuna Regency that is designed based on four scenario classifications (based on Ringland matrix). These scenarios are then arranged in three groups of study covering; 1) scenario on marine resource potential and fleet development towards the number of caught fish, 2) scenario on fleet development and fish marketing towards the income of caught fishery, and 3) scenario on fish basket development towards the production of cultivated fish and towards fishery income. The above scenarios are then proceeded by analysis of policy intervention, and by formulation ofstrategy to improve the future development of marine resource intended to develop the social welfare.

Abstract

This paper examines and develops the criteria to measure the effectiveness of government auditing reports to enhance the transparency and public accountability from international literatures related to public administration and government auditing. The criteria can be divided into 2 (two) parts, namely: criteria related to information in the audit reports and criteria related toacting on information in the audit reports. The first part consists of criteria related to the quality of information and the audit reports content. The second part consists of criteria related to communication of audit report information and acting on audit information. The research employed case study approach combining qualitative and quantitative methods in Indonesia. The studysurveyed and interviewed key informants including the management of the audit institutions, government auditors, the audited entities (local and central governments) and the Members of Parliament. By examining the reformation legal system for government auditing and comparing this with the best practices from the auditing literatures that formulated in criteria of governmentauditing, the study shows that the Indonesian government auditing has not completely addressed the real needs of public accountability and transparency during this reformation era. This study argues that follow up of the audit findings are the major criteria in terms of acting on information. The study recommends a more effective strategy should be adopted to develop profesionalism andintegrity and to improve qualifications of auditors with different educational background, through education, training and development to move from financial auditing to performance auditing in the future. In addition, increasing audit resources in the local regions is necessary. The last recommendation is to provide better communication and discussion about implementing auditrecommendations and following-up audit reports.

Abstract

This paper aims to provide an empirical understanding of frame alignment processes in a contemporary Indonesian Islamic social movement organization (SMO). Field research on KAMMI a Muslim students’ organization provides the primary empirical foundation for investigating three frame alignment processes: (1) frame amplification; (2) frame transformation; and (3) frame extension. Discussion about KAMMI’s framing processes provides empirical evidences about how KAMMI formulates its strategies to maintain its members and mobilize its potential participants. Additionally, this paper reveals the activists’ perspectives on the tendency toward the Islamization of Indonesian society. KAMMI can be classified as a mixture of religious and political movement, with its main goal being to overcome Indonesia’s crises. In particular, moral degradation has beenblamed by KAMMI activists as the main source of various socio-political problems. KAMMI activists believe that this can be solved through implementing a dakwah (proselytizing) movement, through which they argue Islamic values would be a suitable vehicle through which to construct a sacred society. In KAMMI, the activists use and implement the Islamic values under the umbrellaof Islamic revivalism, and characterize their political action as a significant religious duty.

Abstract

This research intends to investigate the work culture, constraints, and efforts to overcome constraints of personnel work culture at the Cleanliness Division of Market and Street Vendor Samarinda City Office. It is a descriptive, quantitative research. The research variable is the personnel work performance which comprises two indicators: attitude toward jobs and attitude toward work hours. The population is 30 people and 28 of them become the samples of this research. The data are gathered through literature study and field research by means of questionnaire, interview and direct observation. The data are then analyzed through importance-performance analysis. The research result shows that 95,42% respondents consider work culture “very important” and 75,37% respondents appraise it in “good category”. Based on this result, the writer recommends that: (a) two-way communication between the leaders and staff should always be conducted and the meetings among units / sub-units should be optimized; (b) leaders should send their staff to trainings or workshop related to cleanliness services; and (c) leaders should regularly evaluate the work culture effectiveness and efficiency.

Abstract

This research aims at analyzing procedures, processes and constraints concerning personnel promotion at Medan City Civil Service Office. It also tries to identify efforts done to overcome the constraints. It is a descriptive, qualitative research. Data are gathered through observation, interviews and literature study. Data processing is conducted through reduction, arrangement andtriangulation. The result shows that the implementation of personnel promotion at Medan City Civil Service Office is yet to be in accordance with performance-based promotion system. Therefore, the writer recommends that: (a) Job information at Medan City Civil Service Office should be open and accessible; (b) Baperjakat (Rank and Post Consideration Board) provides fair evaluation for all structural official candidates, not only for echelon II structural posts; dan (c) Proposals ofstructural official candidates by users (direct senior officers) should be based on job requirements and performance-based system.

Abstract

Sustainable development is a planned, systematic process of satisfying the needs of economic, social and environmental welfare for current and future generations without jeopardizing people in the next generation. One of the principles in sustainable development is the participation of stakeholders. Each stakeholder has resources and roles that can be utilized proportionally.Sustainable development exterminates the old paradigm that the government plays role as the provider. In this concept, the government functions as the facilitator and citizen empowering agent. Awareness on sustainable development through environmental conservation, is believed to be social phenomenon of the fourth wave of civilization after the three previous ones: agriculture, industry, and information technology. It enables the nature to regenerate so that it can safeguard and preserve the natural affluence for citizen life.
