Jurnal Ilmu Administrasi: Media Pengembangan Ilmu dan Praktek Administrasi is a scientific journal in administration field which publish papers based on research result, analysis, and critical assessment of administration issues. With ISSN 1829-8974 (print) and e-ISSN: 2614-2597 (online), the journal is managed by Polytechnic of STIA LAN Bandung and has affiliation with Indonesian Association For Public Administration (IAPA) by agreement at number: 208/STIA.2.1.1/KLS.01 and 010/KA-IAPA/I/2020. This synergy is implemented by some editors come from this organization. Jurnal Ilmu Administrasi (JIA) is a scientific journal particularly, in which the first publication is in 2004 and is focused on the main problems in the development of the sciences of public administration and business administration areas The scope of this journal is, specifically at Development Administration, Economic Development, Public Policy, Development Planning, Public Sector Finance, Service Management, Public Organization, Human Resource Development, Decentralization and Regional Autonomy, Leadership, Public Sector Innovation, E-Government, Management and Business Policy, E-Commerce, Marketing Management, Budget Management, State Company Management. Authors who want to submit their manuscript to the editorial office of JIA should obey the writing guidelines. If the manuscript submitted is not appropriate with the guidelines or written in a different format, it will be rejected by the editors before further reviewed. Since 2017, JIA has been using Open Journal System requiring all writers to register in advance before they are allowed to upload the manuscript they write online. Afterwards, the editors, peer reviewers, and writers can monitor the manuscript processing. JIA is published twice a year in June and December

Abstract

Six Sigma Program was firstly applied and developed by Motorola Corporation. Six Sigma is a program focused on the massive and continous quality improvement. Through the principles, measurement, and phase of this Six Sigma Program, the performance of organization (either in Private or in Government) is able to develop and improve. To some of Government organizations in which the performance and quality of the service are still generally considered dissatisfied, the improvement in every essential aspect of the organization is of importance. Six Sigma is an alternative for the government organization that expects to improve and develop the performance. The early phase in applying Six Sigma should be initiated by a strong commitment and motivation of the Top Leaders to implement the improvements in every organization. Then, Six Sigma Program can be applied throug DMAIC (Define, Measure, Analyze, Improve, Control) on the characteristic of the quality of the stakeholders need.

Abstract

The application of an analysis method or tool is very critical when facing the power efficiency of the method or tool applied. In this case, there are several methods applicable for measuring the rational number of personnel to be employed. However, to determine whether or not the tool is valid and reliable depends on the ability and practicality of the analysis tool itself. The reliability of the tool is proved when it is continuously tested and used with regard to its strengths and weaknesses. Therefore, in order to be able to measure the rational number of personnel to be employed for the sake of organization’s sustainable performance achievement,this paper proposes a regression analysis. It is hoped this would broaden the knowledge of the readers or researchers who vigilantly keep attention to the human resource management.

Abstract

Visiting developed Kota/Kabupaten in Indonesia by DPR/DPRD members as well as by government officers has been an increasing trend. On one hand, it shows a positive side that the fast and successful development in some regions have attracted other regions to know more. However, this visit will remain only as a visit with nothing else than spending the public money without any real benefit for the sake of good governance. Therefore, in this article benchmarking for best practices which has been popular in particularly private sectors around the world and gaining more popularity in public sector is discussed as an alternative to a mere visit in order to achieve superior performance of public sector institutions.

Abstract

The Indonesian economic development which emphasized on economic growth hasresulted in prolonged multi-crisis. The crisis has caused personal imbalance withinoverall development stakeholders in addition to structural and hierarchal ones. Defying these phenomena, two, preferably-combined, strategies should be taken into action: first, revitalizing or empowering micro, small and medium enterprises as community-based economic development; and second, re-actualizing social development in conjunction with economic development. Through these strategies, it is expected that redistribution with high economic growth can sustainably be achieved.

Abstract

The most protruding weakness of local government bureaucracy in Indonesia from the governance perspective is the rule-driven or rule-following character. This happens as the autonomous and local self-governance has not practically been implemented ever since the Independence Day in 1945. Before the local autonomy policy came into effect on 1 January 2000, the role of local governments was merely as the interest articulation and representative of upper (provincial and central) governments. Such character and role, of course, did not meet the competitive and public-centered spirit within public service program. The implementation of public service policy was then colored by long-chained bureaucratic procedures (red-tape bureaucracy), monotonous and unprofessional system, and inconsistent and unresponsive manner toward the demands of local society. Therefore, local government bureaucracy should change to be more creative and innovative. It should continuously be improved to implement public service delivery programs as well as to find better solutions over complicated problems in the field of public service delivery. A strategic step to overcome the issue is to implement the empowerment approach to local society as mostly applied in the business-model service.

Abstract

Empowerment is regarded as a progressive way to enhancing personnel’s competence within an organization. Better personnel’s competence positively corresponds to the ability of the organization in achieving its goal. However, the empowerment may not materialize within an organization without good leadership.A good leader should have the capability to: empower himself, recognize his staff’s potency, and motivate his staff to work, and have confidence in (trust) his staff. Above and beyond good leadership, desire to change on the part of those empowered is also a key factor for the success of empowerment.

Abstract

These days, citizens have grown to be very critical to government’s policies. They will challenge policies which they think inappropriate or irrelevant with their interests. This shift of values is a common process within developing communities. In response to this situation, the government is obliged to cater such a change through empowering citizens and administering a more accountable, transparent, feasible and participative governance. The government, in particular, should be liable for its performance by providing public finance accountability. This public finance accountability represents public transparency and accountable public sector managers. All these require local government capability to endow with accurate, relevant, and timely information of public accounting.

Abstract

Economic crisis has led the government to a dilemmatic situation. On one hand, the government is demanded to provide and/or expand work opportunities, especially for those laid off due to the crisis. On the other hand, the government has limitations to fulfill the demands. One way to solving this problem is sending labors overseas, particularly to Malaysia. Despite that, the policy poses some problems. Empirical facts show there are a lot of problems concerning Indonesian migrant workers: illegal status, unjust treatment before the law, and massive deportation. These problems arise due to the absence of sufficient regulations protecting the workers. In addition, overlapped coordination among agencies as well as weak control over the matter worsens the situation. For that reason, the current procedures should be rearranged and bilateral relations between the Indonesian and Malaysian governments should be tightened in the field of manpower, particularly to safeguard Indonesian workers’ rights.

Abstract

The paradigm of community development so far presumed, has posed communitydevelopment program as an additional development cost which highly depends on the charity of mining industries. Constitutionally, the mining industries are established for people’s welfare. Therefore, community development as a means to raising people’s welfare, especially for those residing around the mining plant, should become an integral part of the plant establishment goals. In order to improve its effectiveness, community development should be redefined from cost-burden paradigm to profit-advantage one. This shift of paradigm should be transcribed into a policy framework readily put into practice.
