Jurnal Ilmu Administrasi: Media Pengembangan Ilmu dan Praktek Administrasi is a scientific journal in administration field which publish papers based on research result, analysis, and critical assessment of administration issues. With ISSN 1829-8974 (print) and e-ISSN: 2614-2597 (online), the journal is managed by Polytechnic of STIA LAN Bandung and has affiliation with Indonesian Association For Public Administration (IAPA) by agreement at number: 208/STIA.2.1.1/KLS.01 and 010/KA-IAPA/I/2020. This synergy is implemented by some editors come from this organization. Jurnal Ilmu Administrasi (JIA) is a scientific journal particularly, in which the first publication is in 2004 and is focused on the main problems in the development of the sciences of public administration and business administration areas The scope of this journal is, specifically at Development Administration, Economic Development, Public Policy, Development Planning, Public Sector Finance, Service Management, Public Organization, Human Resource Development, Decentralization and Regional Autonomy, Leadership, Public Sector Innovation, E-Government, Management and Business Policy, E-Commerce, Marketing Management, Budget Management, State Company Management. Authors who want to submit their manuscript to the editorial office of JIA should obey the writing guidelines. If the manuscript submitted is not appropriate with the guidelines or written in a different format, it will be rejected by the editors before further reviewed. Since 2017, JIA has been using Open Journal System requiring all writers to register in advance before they are allowed to upload the manuscript they write online. Afterwards, the editors, peer reviewers, and writers can monitor the manuscript processing. JIA is published twice a year in June and December

Abstract

The issue of bureaucratic reform has been blown up since the beginning of PresidentYudoyono‘s government. However, there hasn’t been a grand strategy formulated toimplement the reform since then. Consequently, several experts sue different concepts onnthe reform. In the perspective of the reform, this paper attempts at analyzing the models of bureaucratic leadership in Indonesia, and proposes a new model to be implemented.

Abstract

The implementation of local autonomy policy influences the leadership model of local bureaucrats. The model of bureaucratic leadership, previously oriented more to the bureaucratic rules, changes to the managerial leadership leading to more efficient use of the organizational resources, including the human resources. The objective of local autonomy policy is to materialize, that is to accelerate the local development and public service delivery, good leadership as a precondition should be fulfilled. First, a leader should have a strong commitment. In addition, his orientation should be more on managerial skills rather than bureaucratic structure, as to focus on the achievement of development results. The practice of the effective managerial leadership model poses some key elements as guidance for the local autonomy bureaucrats. Such key elements include the objectives to be achieved, the necessary preventive actions to deal with crisis situation, the critical leadership actions to take into consideration, the expected results of leadership intervention, the follow-up steps to be taken, and the inclusion of other impending resources.

Abstract

Learning organisation has been a never-ending debate among scholars to be implemented within both private and public institutions. Unlike private sectors which have been the pioneer of being learning organisation, public sector has been struggling towards its application. Many factors have obviously played a part in worsening this condition. However, there is no excuse in not trying to implement learning organisation let alone discussing it. Shared leadership as the most crucial component of putting learning organisation into reality should receive special attention in conjuction with the other aspects. Therefore, it is high time to foresee what a leader can act on initiating, supporting and developing a learning organisation.

Abstract

Is the performance of government good or substandard? Can government resoluteness be maintained? Public policy becomes one of the indicators to asses government performance because, through public policy, citizens can appraise the government’s vision, mission, goal, and objectives. However, in practice, a lot of cases show that the government’s policies have not met the citizen’s expectations, interests and needs. One of the causes is estimated to roof from the government or policy makers negligence toward the political evaluation of public policy formulation. What does political evaluation mean? How is the political evaluation interrelated with government resoluteness? The writer will discuss the issues in this article.

Abstract

Public administration system and professional, accountable apparatus are undoubtedly required to run a good government. The public administration system in Indonesia is broadly known as the Public Administration System of Republic of Indonesia (SANKRI). Research and studies on this matter strive for revitalizing the roles and functions of SANKRI in which values and norms of good governance are incorporated. Being distinctive from others, this type of reasearch and studies is embeded within policy cycle, and takes aim at actions. In addition, it is inclined to be evaluative, contributive, facilitative, collaborative, and feed-back generating. Further more, it holds totality vision, and becomes a guideline for both basic and applied research.

Abstract

This writing describes the interrelationship between learning culture and learning ethics among local government apparatus as a community. The apparatus’ learning culture is commonly shaped by their compulsions to fulfil their daily needs. There are two models of local apparatus learning culture. One is characterized by their etnical milieu; the other develops through work environment. The mixture of those models determines their learning styles, in terms of (1) learning behaviours, (2) learning strategies, and (3) learning actions. A case study for this purpose is conducted on a number of students at Sekolah Tinggi Ilmu Administrasi Negara (School of Public Administration) Lembaga Administrasi Negara (the National Agency for Public Administration) Bandung. The students are government apparatus of various government agencies all over Indonesia. Key words: learning culture, culture ethics, learning ethics, learning aptitude.

Abstract

Public service delivery has become the main concern of local government policy. It is to bridge the gap between the dynamic change of social capacity demands and the capacity of local government to fulfill them through public services. To meet the general public demands, local governments have to fully equip their apparatus with appropriate competencies. A range of effort directed to improve apparatus competence in the field of public services has become an endless discussion topic among scholars. Although the demand for better competence has been recorded in numerous policy documents, it does not seem that those efforts have been optimal yet. Therefore, various views on the efforts to enhance apparatus competence in delivering services to society are continuously relevant to be discussed.

Abstract

It is widely known that the country’s quality of public service is stil substandard.Theprocedures are full of twists and turns. The delivery is, most of the time, sluggish and an atmosphere of corruption seems to flourish within public service institutions. All these problems, without any doubt, reflect insufficient competence among public service apparatus. Actually, efforts to improve apparatus competence through trainings have many a time been conducted, however, the impacts have yet to be evident. This might be due to the fact that most of trainings have been conducted without feasible planning. In addition, commitment for apparatus competence upgrading from senior government officers seems to be lacking. Therefore, an alternative course of action is to be established to develop apparatus competence through proper trainings highly endorsed by a strong leadership.

Abstract

The condition of public service delivery in Indonesia is so disappointing that it should be recovered immediately. Various malpractices can be found in any service institutions that expresses incapability of organization and employees in holding the delivery. Considering public service is the maintask of civil service, such awkwardness should be eliminated. The most strategic step to carry it out is by changing the service culture. Generally it is quite complicated to decide which service culture is the most appropriate to be applied as it will depend on the space, time, social condition, and organizational context. Therefore, the best approach to be used is contingency method, which is adaopting various service cultures with the situation. Any cultures`taken, the one should be put in mind is that the goal of public service delivery is to fulfil the needs of society.
