Abstract

This study aims to analyze the influence of population growth, the formal unemployment rate (TPT), and the Human Development Index (HDI) on poverty levels in Indonesia in 2025. Using a quantitative associative approach, this research employs secondary data from Statistics Indonesia (BPS) covering 38 provinces and analyzes using IBM SPSS, the information was subjected to multivariate linear regression 25. Prior to estimation, classical assumption tests—including normality, multicollinearity, and heteroskedasticity tests—were conducted and confirmed that the regression model met all analytical requirements. The results show that population growth and the open unemployment rate have no substantial impact onpoverty, while the The Human Development Index has a negative and substantial impact,indicating that improvements in education, health, and purchasing power directly contribute to reducing poverty levels. Simultaneously, the three variables significantly influence poverty, with an R-square value of 0.688, explaining 68.8% of the variation in poverty across provinces. These findings underscore the pivotal role of human development in poverty reduction, highlighting that structural improvements in education and health yield more substantial impacts than demographic or labor market fluctuations alone. The study provides empirical evidence for policymakers to prioritize human capital investment as a long-term strategy for sustainable poverty alleviation, while also reinforcing theoretical perspectives that frame poverty as a multidimensional phenomenon influenced by more than just economi and social contexts." suffused with the essence of what constitutes culture: its difference -differentness. capability enhancement.

Abstract

This study aims to analyze the influence of education, unemployment, and Gross Regional Domestic Product (GRDP) per capita on poverty levels in Lampung Province during the 2020–2024 period. Poverty issues in Lampung continue to exhibit considerable disparities across regions, making the use of panel data relevant for capturing spatial and temporal variations. The study employs a quantitative approach with panel data regression analysis. Model selection was conducted using the Chow Test, Hausman Test, and Lagrange Multiplier Test, resulting in the Random Effect Model as the most appropriate. The findings indicate that GRDP per capita has a negative and significant effect on poverty. Education shows a negative but insignificant effect, while unemployment also exhibits a negative and insignificant effect on poverty levels. Simultaneously, all three variables significantly influence poverty in Lampung Province. The Adjusted R² value of 0.657 indicates that 65.7% of the variation in poverty can be explained by the model, while the remaining portion is influenced by factors outside the model. These results highlight the importance of inclusive economic growth and equitable access to education in supporting poverty reduction efforts in Lampung Province.

Abstract

Pandemi COVID-19 yang melanda sejak awal tahun 2020 telah memicu guncangan ekonomi global, tidak terkecuali Indonesia. Untuk menanggulangi krisis multidimensi ini, pemerintah Indonesia secara signifikan meningkatkan penarikan utang luar negeri. Penelitian ini bertujuan untuk menganalisis secara mendalam dinamika kebijakan utang luar negeri yang ditempuh Indonesia sepanjang periode COVID-19 (2020-2022) dan implikasinya terhadap pertumbuhan ekonomi nasional. Dengan pendekatan kualitatif studi kasus, data dikumpulkan melalui wawancara mendalam dengan pejabat kunci Kementerian Keuangan, Bank Indonesia (Bank Indonesia, berbagai tahun), dan akademisi, serta analisis komprehensif terhadap dokumen-dokumen resmi seperti Laporan APBN, Nota Keuangan, dan publikasi lembaga multilateral. Temuan penelitian menunjukkan bahwa peningkatan utang luar negeri berperan krusial dalam menopang pengeluaran fiskal darurat, menstabilkan perekonomian, dan memitigasi dampak pandemi. Namun, di sisi lain, hal ini juga memunculkan tantangan terkait keberlanjutan fiskal dan potensi risiko dalam jangka menengah. Analisis ini diharapkan dapat memberikan pemahaman komprehensif mengenai kompleksitas pengelolaan utang di masa krisis serta merumuskan rekomendasi kebijakan untuk pemulihan ekonomi yang berkelanjutan.Kata Kunci: Utang Luar Negeri, COVID-19, Pertumbuhan Ekonomi, Kebijakan Fiskal The COVID-19 pandemic that has struck since early 2020 has triggered a global economic shock, including Indonesia. To address this multidimensional crisis, the Indonesian government significantly increased the borrowing of foreign debt. This study aims to deeply analyze the dynamics of Indonesia's foreign debt policy during the COVID-19 period (2020-2022) and its implications for national economic growth. With a qualitative case study approach, data were collected through in-depth interviews with key officials from the Ministry of Finance, Bank Indonesia (Bank Indonesia, various years), and academics, as well as comprehensive analysis of official documents such as the State Budget Report, Financial Notes, and publications from multilateral institutions. The research findings indicate that the increase in foreign debt plays a crucial role in supporting emergency fiscal expenditures, stabilizing the economy, and mitigating the impact of the pandemic. However, on the other hand, this also raises challenges related to fiscal sustainability and potential risks in the medium term. This analysis is expected to provide a comprehensive understanding of the complexities of debt management during a crisis and to formulate policy recommendations for sustainable economic recovery.Keywords: Foreign Debt, COVID-19, Economic Growth, Fiscal Policy
