Abstract

The implementation of a dual curriculum in Islamic boarding schools that integrates national standards and local religious content is often carried out without an adequate synchronization process, thus triggering an accumulation of learning loads that exceed the capacity of biology students. This phenomenon has an impact on the creation of a very dense daily schedule structure for 24 hours, which systematically results in a chronic sleep deficit and disruption of circadian rhythms in students. This policy research aims to outline a curriculum integration strategy to restore the quality of physical and cognitive health of students through a more humane educational management approach. The policy methodology used is a qualitative descriptive analysis with a literature study approach and a curriculum workload audit to identify material redundancy and inefficiencies in the flow of daily activities in Islamic boarding schools. Using root cause analysis techniques, it was found that the lack of integrative curriculum standards and inefficiencies in communal facility logistics are the main determinants that guarantee the quality of sleep hygiene in dormitories. The results of the analysis recommend the need for policy reforms that include reducing overlapping materials, implementing staggered scheduling to minimize queues, and standardizing a minimum sleep time of seven hours integrated into Islamic boarding school regulations.

Abstract

Green infrastructure development in Islamic boarding schools often falls into the capability trap phenomenon, where high-value physical assets fail to function sustainably due to the unpreparedness of social and managerial systems. This policy article aims to formulate a strategy for strengthening organizational capacity to ensure the sustainability of the Green Islamic Boarding School program in Indonesia. The policy methodology used in this study is descriptive qualitative analysis with a policy argumentation approach (William N. Dunn). Problem identification is carried out using the Urgency, Seriousness, and Growth (USG) method to determine priority handling, which is then deepened using a Fishbone diagram to unravel the root causes of the problem in human, method, and organizational aspects. Analysis of policy alternatives is evaluated using the criteria of effectiveness, efficiency, adequacy, justice, responsiveness, and appropriateness (Dunn Scoring). The findings indicate that weak human resource capacity and organizational fragmentation are the most crucial obstacles compared to theological aspects or infrastructure availability alone. Reliance on paternalistic leadership without the support of impersonal SOPs makes it difficult for ecological innovation to be institutionalized. As a transformative solution, this study recommends the establishment of a Ministerial Decree (KMA) concerning a Strategic Plan for Strengthening Human Resource Capacity in Islamic Boarding Schools Based on Sustainability. This policy emphasizes the formalization of environmental management roles through functional positions, the integration of technical literacy into the curriculum, and a shift in key performance indicators (KPIs) from mere physical development to long-term operational effectiveness.

Abstract

Sacred areas in Bali currently face a serious threat of ecosystem degradation due to the escalating volume of unmanaged ritual waste, where the dominance of non-organic materials has polluted the soil and water sources. This policy article aims to formulate a strategy to save the sacred environment through the integration of Standard Operating Procedures (SOPs) for waste management and strengthening ecotheology education. The policy methodology used in this study is a qualitative-descriptive approach with the William N. Dunn model of policy analysis techniques, which evaluates various alternative solutions based on the criteria of effectiveness, efficiency, adequacy, equity, responsiveness, and technical feasibility. Through in-depth problem identification, it was found that the root of the problem lies in weak technical regulations and the absence of a waste sorting mechanism based on spiritual values ​​​​in religious authorities. The results of the scoring analysis indicate that regulatory intervention through the issuance of a Circular Letter on the Curriculum Guidelines for Ecotheology Extension is the most strategic solution. This policy is expected to be able to recommend standardization of ceremonial materials and the provision of independent sorting infrastructure in each sacred area. The implementation of this policy is expected to transform ritual waste management from a linear to a circular model, while simultaneously restoring the essence of sacred areas as centers of ecological harmony, in accordance with the Tri Hita Karana philosophy. With a mandatory legal framework, religious authorities can assume a green leadership role in sustainably mitigating environmental crises at the grassroots level.

Abstract

This policy paper aims to analyze the problematic inequality in access to Hajj and Umrah services in Indonesia, triggered by the limited physical infrastructure of the Integrated Hajj and Umrah Service Centers (PLHUT) in remote areas. The main problem identified is the centralization of services trapped in a volume-based budget allocation paradigm and systemic dependence on the SBSN financing scheme, thus ignoring the needs of pilgrims in areas with extreme geographical difficulties. The methodology used in this policy study is a qualitative-descriptive approach with the William N. Dunn model of policy analysis. Evaluation is carried out through a scoring technique on five policy alternatives based on the criteria of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. Data were collected through document studies of ministry performance reports, public service monitoring surveys, and related regulatory frameworks. The analysis results indicate that current policies tend to prioritize fiscal efficiency over spatial equity, which results in high logistics costs and the risk of fraud for pilgrims in remote areas. As a strategic solution, this study recommends regulatory transformation through the issuance of a Ministerial Regulation on Minimum Accessibility Standards in the 3T Regions, shifting the development paradigm toward a needs-based approach. The study's conclusion emphasizes that equitable distribution of PLHUT infrastructure through funding diversification and optimization of satellite service points is an absolute prerequisite for realizing inclusive and equitable Hajj services throughout Indonesia.

Abstract

Family counseling services at the Bone Regency Office of Religious Affairs (KUA) currently face a critical obstacle in the form of low mediation effectiveness due to the lack of applicable technical instruments. This policy research aims to analyze the correlation between the lack of a practical module and the limited competence and quantity of counselor Human Resources (HR). The main problem identified is the dominance of normative-theological training curricula, resulting in staff lacking applied psychology skills in handling complex domestic conflicts. The policy methodology used in this study is a descriptive-prescriptive policy analysis with a qualitative approach, where primary data were obtained through observation and a literature review on HR management within the Ministry of Religious Affairs. An analysis of alternative policies was conducted using William N. Dunn's evaluation criteria, which include effectiveness, feasibility, and impact. The analysis results indicate that developing a scientific mediation practical module is the most fundamental solution to shift service patterns from mere advice to measurable clinical interventions. As a primary recommendation, this policy proposes the issuance of a Decree of the Director General of Islamic Community Guidance concerning Technical Guidelines for the Implementation of the Mediation and Applied Psychology Practical Module as a requirement for graduation from technical training.

Abstract

Digital transformation in the national education sector is inevitable to improve the efficiency of public assistance management. However, at the level of private religious education, such as Pratama Widyalaya, this transition faces systemic obstacles in the form of a digital divide and data synchronization failures. Key issues identified include fragmentation of data reference codes between ministries, low digital literacy among senior management demographics, and limited internet infrastructure in remote areas, which has led to delays in the disbursement of Educational Operational Assistance (BOP) for up to two quarters. This policy research aims to formulate an innovative solution through the implementation of an Artificial Intelligence (AI)-based Fast-Track verification scheme. The policy methodology used is a descriptive qualitative approach with Evidence-Based Policy Making (EBPM) analysis techniques, which integrates secondary data from the Central Bureau of Statistics (BPS), a literature review of previous research journals, and an organizational risk analysis. Through stakeholder mapping and change management analysis, this policy evaluates the effectiveness of using Machine Learning algorithms for automated document validation and real-time cross-platform data synchronization. The analysis results show that the AI ​​scheme can significantly reduce administrative burdens and minimize human error. The policy conclusion recommends the issuance of a Director General of Hindu Community Guidance Decree to legitimize AI-based verification as a strategic instrument to ensure the financial stability of religious educational institutions through timely, accurate, and equitable distribution of funds.

Abstract

The Fourth Industrial Revolution has driven various advancements in technology, one of which is marked by the emergence of the digital revolution that has impacted payment systems, including the use of electronic money (E-money) in financial transactions. The home industry plays a strategic role in supporting national economic development, where innovations in technology-based transaction systems have a significant impact on the sustainability and efficiency of their business activities. One of the rapidly developing innovations today is the use of e-money. The research method employed is a quantitative approach based on the UTAUT model. Data were collected through interviews and the distribution of questionnaires designed using a Likert scale, with questionnaire items based on the variables in the UTAUT model. Data analysis was conducted using Partial Least Squares Structural Equation Modeling (PLS-SEM) via the SmartPLS software. The results indicate that the intention to use e-money drives actual usage behavior. Ease of use and social influence enhance this intention, while perceived benefits have not yet emerged as a determining factor. Furthermore, facility support plays a crucial role in driving e-money usage within the home industry in Aceh.

Abstract

Financial management plays a strategic role in ensuring the sustainability and quality of higher education institutions, particularly private universities operating under limited financial capacity. This study aims to examine the implementation and challenges of financial management at Universitas Almuslim in supporting quality education, with a specific focus on funding sources and budget allocation practices. Employing a qualitative case study design, data were collected through in-depth interviews with university leaders, financial administrators, and academic managers, complemented by an analysis of institutional financial documents. The data were analyzed thematically using the framework proposed by Miles, Huberman, and Saldaña. The findings reveal that Universitas Almuslim relies predominantly on internal funding, especially student tuition fees, while external funding remains limited and non-sustainable. Budget allocation is primarily directed toward routine academic operations, leaving restricted fiscal space for long-term quality enhancement initiatives. Key challenges include high dependency on tuition-based funding, limited budget flexibility, and vulnerability to fluctuations in student enrolment. Despite these constraints, the institution adopts adaptive strategies such as prioritizing core academic activities and optimizing available resources to maintain educational quality. These findings highlight the importance of strengthening transparent, flexible, and context-responsive financial governance to support sustainable quality development in private higher education institutions.

Abstract

Children in conflict with the law represent one of the most vulnerable groups within the criminal justice system because they stand at the intersection of legal accountability and the state’s responsibility to safeguard their rights and best interests. In the development of contemporary criminal law, restorative justice has gained increasing recognition as an alternative paradigm that prioritizes restoration, rehabilitation, and the social reintegration of child offenders, particularly in response to the shortcomings of retributive justice. This reseach examines the substance of restorative justice within the juvenile justice systems of three Muslim-majority Southeast Asian countries, namely Indonesia, Malaysia, and Brunei Darussalam, with particular attention to differences in normative recognition and their implications for the protection of children’s rights. The study employs normative legal research using a comparative law approach, focusing on statutory frameworks and institutional mechanisms governing the rehabilitation of children in conflict with the law in the three jurisdictions. The findings reveal that Indonesia expressly incorporates restorative justice and diversion into its positive legal framework, while Malaysia and Brunei Darussalam recognize similar principles more implicitly through rehabilitative and non-custodial measures. These normative differences affect the consistency of implementation, the degree of legal certainty, and the overall effectiveness of restorative justice practices. Accordingly, regulatory strengthening and policy harmonization among Southeast Asian Muslim countries are essential to promoting a sustainable juvenile justice system that is consistently oriented toward rehabilitation and the best interests of the child.

Abstract

Significant changes have been made to several criminal provisions with the ratification of the 2023 Criminal Code (KUHP), including an expanded definition of the crime of adultery. These modifications have generated diverse social reactions, particularly regarding potential violations of fundamental human rights and gender inequality in their implementation. This study aims to empirically investigate the impact of these new provisions on society in several regions of Indonesia. A qualitative methodology was used, focusing on appropriate feminist and human rights perspectives. Data collection techniques included documentation, observation, and public perception. Based on the research findings, the 2023 Criminal Code provisions on adultery have the potential to be used as a tool of social control, particularly against women, and to criminalize private behavior. This is interesting because the impact of their implementation in the field demonstrates inequality in legal treatment and a lack of understanding of the principles of human rights and gender justice. Theoretically, this study contributes to the fields of criminal law and sociological law while also assisting in the evaluation of public policy and the defense of fundamental human rights. Therefore, it is recommended that these provisions be evaluated to ensure they align with constitutional values, respect privacy, and protect vulnerable groups.
