Abstract

The presence of UMRAH as the only maritime-based university is very in line with the potential of the Riau Islands Province which has thousands of islands and a very wide sea area, and is also in line with President Jokowi's nawacita who wants to make Indonesia a maritime axis. Therefore, it is very necessary for UMRAH to prepare well institutionally to meet competency standards at the national and international levels. This research uses the method of literature study or library research which is a research method carried out by collecting, studying, and analyzing references or sources obtained in writing or in writing and various references such as books, journals, articles, documents, and other existing sources of information that are significant with the topic/title to be researched. The results showed that the application of learning organizations in the State Administration Study Program FISIP UMRAH is felt to have increased and developed where it can be seen that many activities have been carried out, including the Implementation of the Independent Learning Program-Independent Campus, Thesis Supervisor Exchange, Lecturer Exchange, Student Exchange, Research Collaboration, Journal Manager Collaboration, Curriculum Development and Practicum Activities, Collaboration Community Service.

Abstract

The city of Surabaya with a population that has high mobility certainly requires transportation to support population activities. As a city with a high population, the city of Surabaya certainly faces various problems in public transportation services, one of which is congestion. To overcome this problem, the Surabaya City Government launched the Suroboyo bus and Wira Wiri fleets as alternative public transportation to overcome vehicle density in the city of Surabaya. However, the existence of Suroboyo Bus and Wira Wiri Suroboyo as public transportation that covers almost the entire area of ​​Surabaya City, leaves questions about what will happen to drivers of conventional public transportation such as angkot or lyn which have previously been the choice of public transportation for the people of Surabaya City. It cannot be denied that the existence of Suroboyo Bus and Wira Wiri Suroboyo has caused a decrease in demand for conventional public transportation passengers. The aim of this research is to describe the rationality of Surabaya Bus and Wira Wiri decision making regarding conventional public transportation according to Max Weber's theory of rationality. This research uses a qualitative method with a descriptive approach. In research using literature or literature studies, the results can be obtained that Surabaya Bus and Wira Wiri's decision making regarding conventional public transportation does not fully fulfill the forms of rationality proposed by Max Weber.

Abstract

The research that we conducted has the aim of knowing the causes of the Re-voting (PSU) ini the 2024 simultaneous general elections in East Java. Aiming to see what factors are behind the PSU. This research was conducted to see the decisions making carried out by Bawaslu in handling allegations of fraud that occurd during the 2024 election process. With the aim of knowing the process in making decisions for organizing  PSUs. The method used is qualitative with a literature study approach to collect data to conduct in-depth alaysis which is then presented in the form of a literacy that is useful for adding information to readers and can also be used to make considerations in every decision-making process when facing a problem. The emergence considerations in the form of re-voting is mentioned when a whole process of analyzing various reports, information and data obtained by the Regional Election Supervisory Committee has been carried out. The report willlater be used as basic evidence related to all findings of fraud in the implementation of elections that violate laws and regulations. So that information about the occurrence of these violations will be the cause behind the PSU based on Article 372 paragraphs (2) of Law Number 7 Year 2017 cencerning elections. Things like this should be prevented trough actions that have been taken by the government long before the implementation of the 2024 elections and supported by the organizing committee and election participants can understand the rules regarding the implementation of voting until the time the vote count is carried out.

Abstract

The Pekanbaru City Government has officially increased motor vehicle parking rates on the edge of public roads since the issuance of Pekanbaru Mayor Regulation Number 41 of 2022 concerning Parking Service Rates. This step was taken not only to increase Local Original Income, but also aimed to control mobility and the use of private vehicles to reduce congestion. This research was motivated by the lack of improvement in the quality of parking services after the tariff increase, including parking attendants who did not serve according to SOPs, the absence of parking signs and markings in some locations, and public rejection of parking attendants in small shops and neighborhood roads. The purpose of the study was to analyze the implementation of parking service tariff policies in Pekanbaru City. The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. The results showed that the implementation of the regulation has not been optimal, caused by obstacles such as uneven socialization to parking attendants, supervision and delivery of information that is not optimal, infrastructure improvements that hinder the provision of parking signs and markings, and community non-compliance with parking operations.

Abstract

This research was motivated by the discovery of a lack of quality of the integrated service and referral system which had not been maximized in the submission of independent social security administration bodies to recipients of contribution assistance to the community, which caused the community to be hampered in the administrative process of applying for independent social security administration bodies to recipients of contribution assistance. Therefore, this research aims to determine the quality of service in the integrated service and referral system to the community. This research uses descriptive qualitative methods with data collection methods through observation by observing the integrated service and referral system to the community. The data collection technique uses interviews with the head sub-divisions and five communities. The results of this research show that the quality of service of the independent social security administration agency to recipients of social assistance at Slrt Graha Pancakarsa Bogor Regency social service, the community assesses with 5 dimensions: Tangible (tangible), Reliability (reliability), Responsiveness (responsiveness), Assurance (guarantee), Empathy (empathy). Thus, the quality of service at Slrt Graha Pancakarsa helps the community.

Abstract

Eazy Passport Service Innovation is a passport service innovation with the reach out or ball pickup method initiated by the Directorate General of Immigration of the Ministry of Law and Human Rights of the Republic of Indonesia, to increase public service innovation, the number of passport issuances and PNBP revenue, which has been implemented by all immigration offices in Indonesia since the pandemic period until now. One of them is the Immigration Office Class I TPI Pekanbaru. This research is motivated by the problems, namely the lack of information provided during socialization, the limited human resources in the Eazy Passport Service Innovation by the Immigration Office Class I TPI Pekanbaru, and the issuance of passports that can take more than 4 working days. The purpose of this research is to find out the Eazy Passport Service Innovation by the Immigration Office Class I TPI Pekanbaru and to identify the inhibiting factors of the Eazy Passport Service Innovation by the Immigration Office Class I TPI Pekanbaru. The type of research used is a qualitative research method with a descriptive approach, where data collection techniques are carried out through observation, interviews and documentation. The results showed that the Eazy Passport Service Innovation by the Class I TPI Immigration Office Pekanbaru is still not fully running optimally, although on the other hand it also received appreciation from several passport applicants. The inhibiting factors in the Eazy Passport Service Innovation by the Class I TPI Immigration Office Pekanbaru, namely an unstable network at the location of the implementation and system errors, limited human resources and lack of understanding and knowledge of the applicant community in processing passports.

Abstract

The Pekanbaru City Manpower Service has the main task of carrying out some of the city's regional government affairs in the field of labor. Providing guidance, controlling, supervising and providing training to workers is a function of the employment service which has an influence on the level of unemployment. This research aims to analyze and determine the performance of the Manpower Service in Pekanbaru city as well as to analyze and find out the factors inhibiting the performance of the Manpower Service in Pekanbaru city. This research uses performance theory from Agus Dwiyanto (2018) which provides 5 assessment indicators, namely: Productivity, Service Quality, Responsiveness, Accountability and Accountability. The method used in this research is a qualitative approach with data collection techniques in the form of observation and interviews. The results of this research are that the performance of the Manpower Department in Pekanbaru city has not yet been achieved optimally. This can be seen from the productivity indicators which can be seen from the absence of training for job seekers so that there is no supervision of trained job seekers and there are still several inhibiting factors. others such as limited APBD, there are still companies that do not know their obligations and limited work delivery personnel.

Abstract

This research aims to evaluate the influence of the use of the Mobile Attendance Application (K-Mob) and discipline in implementing the working hours scheme on the performance of State Civil Apparatus (ASN) in the Health Resources Sector of the West Java Provincial Health Service. This type of research is quantitative research with primary data, where a questionnaire is used as a research instrument. The sample in this study consisted of 23 (twenty three) respondents taken using a saturated sampling technique. The data analysis used was multiple linear regression with SPSS software. The findings from this research show that the use of the Mobile Presence application (K-Mob) influences the performance of the State Civil Apparatus (ASN). Likewise with the discipline in implementing the working hours scheme, which also affects the performance of the State Civil Apparatus (ASN). Furthermore, the research results show that the use of the Mobile Attendance application (K-Mob) and discipline in implementing the working hours scheme simultaneously have an impact on the performance of the State Civil Apparatus (ASN). The implication is that the application of attendance technology and work discipline plays an important role in improving the performance of the State Civil Apparatus (ASN) in the Health Resources Sector of the West Java Provincial Health Service.

Abstract

Abstract. The Surabaya City Government recently implemented a new policy aimed at increasing the efficiency and transparency of parking fee collection. The new policy focuses on the use of electronic payment methods, especially QRIS, to reduce the possibility of leaks and increase parking attendants' income. By using QRIS, the government hopes to provide the public with a safe and convenient way to pay for parking, while ensuring that all parking charges are recorded accurately. To assess the effectiveness of this new policy, researchers will analyze the public's response to non-cash payments, such as QRIS, as well as the impact of this payment system on parking attendants' income. Researchers will use the Literature Review and Problem Tree Analysis method to conduct a comprehensive analysis of the benefits and potential challenges related to this new policy. Overall, the government hopes this new policy will not only improve the efficiency and transparency of parking fee collection but also increase the income of parking attendants and provide the public with a convenient and safe way to pay for parking.

Abstract

Increased demand and population growth have resulted in land use competition. Rice fields play a major role in food security because they produce the staple food of rice, which is the most important food crop in Kuantan Singingi Regency. In the last four years, the rice needs of the people of Kuantan Singingi Regency can only be met by ±50% of the local land production. It is feared that in the long term it will become food insecurity. One of the factors feared to affect the instability of food productivity in Kuantan Singingi Regency is the area of food production land or paddy fields. The amount of land area for food production or paddy fields is influenced by the establishment and conversion of land functions that occur. The number of land assignments with land conversion that is not commensurate causes a large enough imbalance. Based on this, this study aims to determine the implementation of Government Regulation No. 1/2011 on the Determination and Transfer of Sustainable Food Agricultural Land in Kuantan Singingi Regency. This research uses a theory based on the variables that influence policy implementation according to Smith's theory, namely idealized policies, target groups, policy implementers, environmental factors. Data were obtained through interviews, observation, and documentation and used data analysis techniques. The results showed that the implementation of the determination and transfer of the function of sustainable food agricultural land still has several obstacles, namely the absence of legal sanctions, lack of communication, customary habits, the ability of the government as an implementor is less than optimal in implementing the rules of determination and transfer of land functions to the people of Kuantan Singingi Regency.
