Abstract

The research discusses the Role of Maladministration Prevention by the Ombudsman of the Republic of Indonesia in Improving the Quality of Public Services in Indonesia. This research is based on the many problems of maladministration that occur in Indonesia, for this reason, supervision is needed by the Ombudsman as an external supervisory institution. Oversight by the Ombudsman over the running of government is a guarantee that the state does not lead to an unlimited dictatorship, which is contrary to the characteristics of a rule of law state. This research uses descriptive qualitative research methods with data collection techniques through observation techniques and literature studies. The results show that efforts to prevent maladministration of public services have been carried out by the Ombudsman of the Republic of Indonesia by carrying out various activities to prevent maladministration since the establishment of the Ombudsman. Various efforts in the form of activities have been carried out so that maladministration of public services in Indonesia can be prevented from recurring. There are several activities carried out every year as a form of efforts to prevent maladministration of public services that have been carried out by the Ombudsman. However, the Ombudsman also has obstacles in carrying out his duties and powers as a supervisory institution for the implementation of public services, including a lack of human resources, many people still think that reporting to the Ombudsman will definitely have the same results, there are some people who do not know and feel foreign to the term Ombudsman , the related party (reported) did not follow the Ombudsman's suggestion to make improvements.

Abstract

This research was motivated by the discovery of a lack of quality of the integrated service and referral system which had not been maximized in the submission of independent social security administration bodies to recipients of contribution assistance to the community, which caused the community to be hampered in the administrative process of applying for independent social security administration bodies to recipients of contribution assistance. Therefore, this research aims to determine the quality of service in the integrated service and referral system to the community. This research uses descriptive qualitative methods with data collection methods through observation by observing the integrated service and referral system to the community. The data collection technique uses interviews with the head sub-divisions and five communities. The results of this research show that the quality of service of the independent social security administration agency to recipients of social assistance at Slrt Graha Pancakarsa Bogor Regency social service, the community assesses with 5 dimensions: Tangible (tangible), Reliability (reliability), Responsiveness (responsiveness), Assurance (guarantee), Empathy (empathy). Thus, the quality of service at Slrt Graha Pancakarsa helps the community.

Abstract

Efforts have been made to improve the quality of students through an apprenticeship program from the Merdeka Learning Campus policy which can be used as a forum for all students at Indonesian state and private universities to develop competencies in various fields of interest. Before accepting a job and carrying out the various programs that will be provided, all apprentices are given briefing in advance by each apprentice partner. The briefing received is in the form of a more in-depth explanation of the intended internship location so that all apprentices get a more in-depth picture of the main tasks and functions of each work unit they will choose later. After that, all apprentices chose the work unit to go to and were introduced to the person in charge of each work unit to be followed up afterwards. The certified apprenticeship program aims to improve the quality and competency capacity of students through work and programs provided by apprentice partners during this Certified Internship activity. Apart from that, through this activity it is hoped that students can re-sharpen their hard skills and soft skills so that they are able to compete when pursuing their careers in this globalization era.

Abstract

Micro, Small and Medium Enterprises (MSMEs) are the drivers of the Indonesian economy that have great potential to improve the economy and community welfare. The development of MSMEs, which has so far taken the form of training, technical guidance and entrepreneurship workshops attended by ASIPA members and general MSMEs in the ASIPA Community of South Tangerang City, has had a positive effect on several actors, although not all of them have been able to implement what has been given during the training. This research aims to discuss how the Micro, Small and Medium Enterprises (MSME) Development Policy is implemented in the ASIPA South Tangerang Community, using a qualitative approach with descriptive methods. This research analysis uses the theory put forward by Edward III (1980) with four indicators, namely: (1) Communication, (2) Resources, (3) Disposition, (4) Bureaucratic Structure. The data analyzed is the result of interviews, observations and documentation in the ASIPA South Tangerang Community. The results of research on the Implementation of Micro, Small and Medium Enterprises (MSME) Development Policy in the South Tangerang ASIPA Community from four indicators are that (1) Lack of understanding in promotion to improve the business of MSME actors (2) In providing services, guidance and security for MSME actors in terms of quality, there are still administrators and members who lack competence. Apart from that, in terms of quantity, the number of administrators and members is still minimal to carry out improvement activities in innovation (3) There is still a lack of facilities and training activities as well as proposals for security equipment and others, not all of which can be fulfilled because limited budget resources (4) The administrators and members have carried out their duties in accordance with the SOP that has been regulated, however the performance of the administrators and members has not been optimal because there are still administrators and members who carry out concurrent work in other fields.

Abstract

This article aims to elaborate on the occurrence of cultural and ideological transfers from the translation of the interpretation of the Qur’an written by the Lahore Ahmadiyya figure, Maulana Mohammad Ali. The translation of the work of Tafsir Al-Qur’an is very much done from both Arabic and English Tafsir. The translation of The Holy Qur’an is the first translation of the Qur’anic interpretation carried out in Indonesia. HOS Tjokroaminoto as the translator of the work and part of the translation was published in 1928 with a preface from Haji Agus Salim. However, the translation project had to be stopped due to opposition from Muhammadiyah during the Sarekat Islam Congress in 1927. This translation was continued by A. Aziz and completed in 1939 but was not allowed to be published. Then in 1959 the Ministry of Religion of the Republic of Indonesia gave permission to publish a Javanese edition translated by R. Ng. H. Minhadjurrahman Djayasugita and Mufti Sharif. As for the Indonesian edition, it has just been published in its entirety from the translation of H.M Bachrun in 1978 from a revised edition which has been published several times until now. This article is written using the theory of Skopos J. Vermeer which looks at the purpose of the translation and the target audience by tracing the process of translating The Holy Qur’an Maulana Mohammad Ali, the model used and the results of the translation. Skopos looks at the resulting impact (impact based research) rather than analyzing the text, although to prove Skopos this is unavoidable. This article concludes that the aim of the translator is to present a translated edition of The Holy Qur’an so that Indonesian readers can find out the works of interpretation of the Qur’an from educated Muslim figures from India who have good intellectual capacity in presenting an understanding of the Qur’an. The translator’s efforts to understand the target readers are carried out in several steps, including by providing notes as explanations, additions, subtractions, using popular terms in the target language although on the other hand retaining the source language

Abstract

This paper aims to analyze the occurrence of marital rape or rape in marriage according to the view of the Qur'an. The term marital rape is used for an incident where a husband forcibly has sexual relations with his wife. It is called forcing because in having sexual relations the wife does not want it. Then the term became popular in Islamic studies which were discussed massively by progressive groups to find their theological legitimacy. This paper was written using Hasan Hanafi's thematic interpretation study method by using the starting point from events to text (minal waqi' ila an-Nash). The conclusion of this paper is that in Islam, especially in the Qur'an, there are no terms related explicitly to marital rape. Precisely with the existence of marriage, it signifies the validity of the social relationship between men and women in a way that is makruf and each is under the auspices of marriage rights. So that in marriage there is essentially no idea of ​​rape in marriage. This article agrees with the findings of Marlia and Dzuhayatin who reject the existence of bias in interpretation of the verses on the relationship between husband and wife that is not equal

Abstract

Pekerja informal seperti petani dan nelayan merupakan kelompok masyarakat yang rentan secara sosial dan ekonomi karena minimnya perlindungan ketenagakerjaan. Mereka bekerja tanpa kontrak tetap, tanpa penghasilan pasti, dan sering kali tidak terjangkau program Jaminan Sosial Ketenagakerjaan (Jamsosnaker). Penelitian ini bertujuan mengkaji peran Ombudsman Republik Indonesia dalam mencegah potensi maladministrasi pada pelayanan Jamsosnaker bagi pekerja informal. Metode yang digunakan adalah deskriptif kualitatif dengan pendekatan studi literatur, mengacu pada Laporan Hasil Kajian Sistemik Ombudsman RI Tahun 2024. Hasil kajian menunjukkan bahwa Ombudsman RI telah mengidentifikasi berbagai titik rawan maladministrasi seperti kekosongan regulasi daerah, lemahnya pengawasan, dan minimnya edukasi publik. Melalui strategi sistemik, termasuk advokasi kebijakan, pengawasan implementasi regulasi, serta edukasi masyarakat, Ombudsman RI berhasil mendorong perbaikan signifikan. Hal ini terbukti dari peningkatan cakupan kepesertaan di Sulawesi Selatan dan Nusa Tenggara Timur. Namun, tantangan tetap ada, seperti keterbatasan personel dan rendahnya literasi publik. Penelitian ini menegaskan pentingnya peran strategis Ombudsman RI dalam memperkuat sistem pelayanan publik yang inklusif, adil, dan bebas maladministrasi, khususnya bagi kelompok pekerja rentan.

Abstract

This study aims to examine the role of the Indonesian Ombudsman in preventing potential maladministration in Social Security (Jamsosnaker) services for informal workers. This study uses a descriptive qualitative approach with a literature study as the primary method, reviewing journals, books, regulations, and official documents, including the 2024 Indonesian Ombudsman Systematic Review Report on potential maladministration in Social Security services for informal workers. Data were analyzed descriptively and analytically by grouping, interpreting, and linking findings to the research focus on preventing maladministration. The analysis results illustrate the contribution of the Indonesian Ombudsman in the external supervision of public services and social protection for informal workers in a systematic and comprehensive manner. The results show that the Indonesian Ombudsman proactively carries out its function of preventing maladministration through systemic studies, regulatory advocacy, monitoring, and public education. This strategy is aligned with public service theory and the principles of good governance, increasing transparency, accountability, and fairness in public services. The systemic approach has successfully encouraged governance reform and social protection for informal workers, including farmers and fishermen. However, prevention effectiveness remains limited by a lack of regional regulations, opaque registration practices, weak internal oversight, and limited resources and public understanding. Therefore, adaptive strategies, increased institutional capacity, and enhanced public literacy are needed to ensure optimal maladministration prevention.

Abstract

ABSTRAK Penelitian ini bertujuan untuk mengetahui Pengawasan Ombudsman Republik Indonesia Terhadap Pelayanan Penyelenggaraan Penanggulangan Bencana Pada Tahap Pra Bencana. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi literatur. Pengawasan terhadap pemerintah sebagai penyelenggara pelayanan publik agar dalam melaksanakan tugas dan wewenangnya sesuai dengan peraturan yang berlaku. Dengan adanya Undang-Undang Nomor 24 Tahun 2007 Tentang Penanggulangan Bencana perlunya pengawasan dalam rangka mencegah potensi terjadinya maladministrasi Maka dari itu Ombudsman mempunyai tugas mengawasi penyelenggaraan pelayanan publik yang diselenggarakan oleh penyelenggara negara atau pemerintahan serta badan swasta atau perseorangan yang diberi tugas untuk menyelenggarakan pelayanan sesuai standar pelayanan minimal sebagai tolak ukur penyelenggaraan pelayanan dan penilaian kualitas pelayanan kepada masyarakat.

Abstract

Reformasi birokrasi merupakan langkah strategis pemerintah Indonesia untuk membangun aparatur negara yang profesional, berintegritas, dan berorientasi pada pelayanan publik. Aparatur Sipil Negara (ASN) menjadi aktor utama dalam proses tersebut, sehingga transformasi manajemen sumber daya manusia (MSDM) menjadi faktor kunci keberhasilan. Penelitian ini bertujuan untuk menganalisis bagaimana implementasi reformasi birokrasi dapat mendorong transformasi MSDM ASN melalui penerapan sistem merit, inovasi digital, serta peningkatan kompetensi aparatur di berbagai instansi pemerintah, baik di tingkat pusat maupun daerah. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode studi literatur dan studi kasus pada beberapa instansi seperti Badan Kepegawaian Negara (BKN), Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (KemenPANRB), Kementerian Komunikasi dan Informatika (Kemenkominfo), serta Pemerintah Kota Tangerang Selatan. Hasil penelitian menunjukkan bahwa implementasi reformasi birokrasi berdampak positif terhadap peningkatan kualitas ASN, baik dari sisi kompetensi, etika kerja, maupun kinerja berbasis hasil. Transformasi MSDM ASN juga semakin efektif berkat pemanfaatan teknologi digital seperti Sistem Informasi ASN (SIASN), e-Kinerja, dan Sistem Pemerintahan Berbasis Elektronik (SPBE) yang memperkuat transparansi dan akuntabilitas manajemen kepegawaian. Namun demikian, tantangan seperti resistensi perubahan, kesenjangan literasi digital, dan lemahnya koordinasi antar instansi masih menjadi hambatan yang perlu diatasi. Penelitian ini menyimpulkan bahwa transformasi MSDM ASN harus dilakukan secara berkelanjutan dengan menekankan kepemimpinan perubahan, pelatihan kompetensi digital, serta kolaborasi lintas instansi sebagai strategi utama menuju birokrasi berkelas dunia.
