Abstract

Surakarta City's Economic Growth in 2020 is -1.74%. Based on the growth rate of GRDP at constant prices, it shows that the Surakarta City economy is dominated by 3 sectors, namely Construction at 25.59%, Wholesale and Retail Trade, Car and Motorcycle Repair at 22.34% and Information and Communication at 18.54%. The trade sector in Surakarta City is a sector that is superior to Surakarta City because of its geographical location as a transit city through which Jakarta-Surabaya traffic passes so that it influences trade development. Products traded are closely related to the industrial and agricultural sectors. Export-oriented trade is carried out by companies with large production scales. Products traded include textile products and handicrafts. In addition, there are two sub-sectors supporting trade in Surakarta City, namely the hotel and restaurant sub-sectors which are also growing. The trade and services sector as well as tourism are the leading sectors in all sub-districts in Surakarta City, so that from a regional spatial planning perspective it becomes part of the Spatial Structure planning of Surakarta City.

Abstract

The meaning of poetry according to Lafamane (2020: 1) Poetry is a form of literary work that results from the expressions and feelings of poets with language that is bound by rhythm, dimension, rhyme, composition of lyrics and stanzas, and is full of meaning. In line with that, poetry according to Sumardi (in Lafamane: 2020) is a literary work with condensed, shortened language, and given a rhythm with a coherent sound and a selection of figurative (imaginative) words. Agree with Herbert Spencer (in Lafamane: 2020) poetry is a form of expressing ideas that are emotional by considering beauty. From some of these meanings, it can be concluded that poetry is an expression or feeling of the author that is bound by the elements of poetry and is arranged in an interesting language and is also made in a high enough imaginative manner so that it makes the reader interested in the poetry he makes.

Abstract

Micro, Small and Medium Enterprises (MSMEs) are one of the key sectors for the City of Surakarta, reflected in the growth in terms of the number of business units. Until 2020, there were 1,235 small and medium business units in Surakarta City, as well as 164 creative businesses and 6,010 non-formal businesses that have the potential to include micro-level business actors. The existence of UMKM in Surakarta City has a better number than other urban-characterized areas in the Central Java region (Padwangi, 2019). The Central Bureau of Statistics for the City of Surakarta notes that by 2020 there are 275 medium businesses, 960 small businesses, and 6174 creative and non-formal businesses where micro businesses have the potential to be included. The number of business units increased by 0.14% compared to 2019, and this growth rate is in the good category when referring to the 2020 Regional Competitiveness Index.

Abstract

The definition of Creative Economy (Ekraf) according to Law Number 24 of 2019 concerning Creative Economy is the embodiment of added value from intellectual property originating from human creativity based on cultural heritage, science and/or technology. The meaning of creativity contained in the definition of the creative economy can be seen as the capacity or effort to produce or create something unique, create a solution to a problem or do something different from the norm (thinking outside the box). The definition of the Creative Economy is then further emphasized through Presidential Regulation Number 142 of 2018 which states that ideas or ideas for intellectual property are original works, born from human intellectual creativity, based on science and technology, skills, and cultural heritage.

Abstract

Pregnant women experiencing Chronic Energy Deficiency (CED) usually have occurred for a long time, and this is a condition that should be avoided during pregnancy, because one of the effects is that the growth and development of the fetus is hampered. In Surakarta City itself there are still pregnant women in SEZ conditions, so the government has responsibilities, one of which is through handling Supplemental Feeding (PMT). The condition of KEK pregnant women getting additional PMT in Surakarta City has not all been fulfilled, it was recorded that in 2021 it reached 94.43%, which shows that there are still KEK pregnant women who have not received PMT. Judging from the handling every year, in the last two years it has continued to increase, meaning that it has improved.

Abstract

P2TP2A (Center for Integrated Services for Women and Children Empowerment) is an institution established by the government to provide integrated services for women and children who are victims of violence. One of P2TP2A's tasks is to provide protection and empowerment of children who are victims of violence. This study was conducted to analyze the pattern of partnership relations between the Integrated Service Center for Women and Children Empowerment (P2TP2A) and Village Government in efforts to empower and protect children in Benan Village and the obstacles faced in these partnerships and solutions provided using the partnership model theory according to Notoatmoadjo which consists of two partnership models, namely, Model I and Model II. This research also has programs and obstacles born from these programs. The method used in this study is descriptive research in a qualitative approach. This research was conducted at the Integrated Service Center for Women and Children Empowerment (P2TP2A) and the Benan Village Government. Based on research that has been conducted that the partnership between the Integrated Service Center for Women and Children Empowerment (P2TP2A) and the Village Government in efforts to empower and protect children in Benan Village is included in the partnership model I. This partnership program in P2TP2A has led to efforts to empower and protect children. However, in implementing the program, of course, there are obstacles that hinder. The constraint is the budget. To achieve the success of a partnership, the Integrated Service Center for Women and Children Empowerment (P2TP2A) and the Benan Village Government work together to make a report to the district government to increase the activity budget so that they can carry out socializing activities in all villages around Benan Village, Katang Bidare District.

Abstract

In Batam City, traffic violations often occur, hence the implementation of E-tickets. The purpose of this research is to find out the implementation of E-Tilang program in handling traffic problems in Batam City. This research is a descriptive research with a qualitative approach. Data collection techniques through observation, interviews and documentation. This research uses 6 indicators from Van Meter and Van Horn’s theory. The results of the research a) The standards and objectives of the E-tickets policy make it easier for the public to pay and make it easier not to attend the trial. B) For resources, they have received training on the application of E-tickets so that officers understand its application, but the problem lies in technological resources where access is slow c) For the characteristics of the implementing agency, they have followed the SOP while carrying out their duties. D) Communication, police communication with the court. D) Communication, police communication with the court is quite good, but socialization between the police and the community is not optimal because there are still people who do not know the E-ticket policy. E) Implementers’ attitudes, the responses of officers and the public support its implementation because E-tickets make it easier for the public and officers in the field. F) Economic, Social and Political Conditions. The economic condition of the community is not enough to affect the ticket fines imposed on the community. Social conditions, the level of violations in Batam is quite good with the existence of E-tickets, in line with the large enough fines so that people start to be deterred.

Abstract

The Al-Qur'an Literacy Completion Policy is a policy that aims to change people's attitudes or behavior. There are still many obstacles to the implementation of the Al-Qur'an illiteracy eradication policy, therefore the support from related parties is needed. The purpose of this study was to find out the implementation of the district head's decree no 123 A of 2006. The informants in the study were parties involved in implementing the Al-Qur'an illiteracy policy, teachers and the community as parents of the Santri in Meral Barat District. Data analysis techniques in this study using triangulation techniques. The results of this study are seen from the dimensions of the content of the policy, the formation of this policy on the basis of meeting the needs of the community and the local government's concern for changing people's behavior and making people good at reading, understanding and practicing the contents of the Al-Qur'an. This policy is considered appropriate to be implemented in Karimun which is cultured with Malay. Human resources and infrastructure then influence the implementation of this policy. From the analysis of the environmental dimensions of the policy, the program implementers are trying to overcome every obstacle, even though it is not yet optimal, such as diverting study hours for Santri as needed and making other religious programs. So, the characteristics of the BMPG-TPQ of West Meral District is an institution under the supervision of the BMPG-TPQ of Karimun Regency which handles the management of TPQ in Karimun Regency.

Abstract

The advertising permit policy is a problem that is still being faced by the City of Tanjungpinang. The background of this research is to see how the evaluation of the advertisement permit policy is carried out by the Investment and One-Stop Service Office of Tanjungpinang City based on Mayor Regulation Number 70 of 2021 concerning billboard organizers and procedures for advertisement permits. This study uses a descriptive method with a qualitative approach and uses the theory of William N Dunn (2003:429-499) with indicators: effectiveness, efficiency, adequacy, alignment, responsiveness, accuracy. The purpose of this research is to describe and analyze the licensing policy and advertising tax collection system, as well as the constraints on licensing and collection. In this case, by looking at licensing, arrangement and implementation of advertisements that have not run optimally in accordance with the mayor's regulation no. 70 of 2021 regarding the organizers and procedures for advertising permits. This research raises two issues: First, what is the advertising licensing policy in Tanjungpinang City. Second, what are the obstacles in licensing and structuring billboards in Tanjungpinang City. This study resulted in the conclusion that the permitting and arrangement of billboards carried out by DPMPTSP of Tanjungpinang City was not maximized, this was based on the results of research in the field, even though the BPPRD in particular had regulated and collected advertisement tax based on regional regulation number 2 of 2011 concerning regional taxes.

Abstract

Drug abuse is an extraordinary crime and has reached a very worrying situation and is also being implemented by law enforcement. Drugs are a serious problem that is currently being faced by the State of Indonesia, starting from the local and national environment, this can be seen from the increase in cases of drug arrests which can be revealed to have increased both in terms of the number of users and the number of dealers. The purpose of this study was to determine the implementation of drug use rehabilitation at the National Narcotics Agency in Tanjungpinang. In order to get accurate results select informants, head of BNN, rehabilitation implementers, rehabilitation beneficiaries and the community. This research method is a descriptive research with a qualitative approach. Data collection techniques carried out through observation, interviews, and documentation. This technique uses the theory of Van Metter and Van Horn. Based on the results of this study, the implementation of the drug abuse rehabilitation program at the Tanjungpinang City BNN went well in outpatient and inpatient rehabilitation programs. In the outpatient process there are obstacles. The conclusion from this study is that the implementation of the drug abuse rehabilitation program at the National Narcotics Agency (BNN) in Tanjungpinang City has been running according to the regulations of the National Narcotics Agency of the Republic of Indonesia No. 24 of 2017 concerning Rehabilitation Service Standards for narcotics addicts and victims of narcotics abuse. Suggestions from this study are the need for more attention to the proportion of measures and policy goals, increase human resources and budget, involve related organizations, improve the quality of implementing agents, improve communication, and involve social, economic and political environmental factors.
