Abstract

Show Abstract | Download Original | Original Source | Check in Google Scholar | DOI: 10.56442/pef.v3i2.1134

Abstract

Gender equality in education remains a critical issue within the Southeast Asian context, where sociocultural diversity and economic disparities contribute to uneven educational access and outcomes. This study employs a Systematic Literature Review (SLR) method, synthesizing research published between 2018 and 2024 from Scopus, SpringerLink, and Google Scholar databases. Findings reveal that while gender parity has largely been achieved at the primary education level, significant disparities persist at the secondary and tertiary levels, particularly in rural areas of Indonesia, Laos, and Cambodia. Cultural norms, patriarchal values, and socioeconomic constraints remain dominant barriers to educational participation among females. Furthermore, gender-based differences in academic achievement are evident, with females outperforming males in literacy while lagging in mathematics and science. Regional initiatives, such as Malaysia’s STEM for Girls Program and Vietnam’s Gender-Responsive Education Policy, demonstrate promising outcomes in narrowing gender gaps through inclusive pedagogical practices and mentorship programs. The study concludes that gender-responsive educational frameworks, community engagement, and teacher training are pivotal to achieving sustainable gender parity in education. Strengthening these measures is essential for promoting social and economic development aligned with the Sustainable Development Goals (SDGs) 4 and 5.

Abstract

Climate change poses a profound threat to ASEAN island nations, including Indonesia, the Philippines, Brunei Darussalam, and Singapore. These countries are particularly vulnerable to rising sea levels, tropical storms, coastal ecosystem degradation, and biodiversity loss, requiring comprehensive legal and policy responses. This study adopts a normative legal approach to examine international environmental law instruments, such as the United Nations Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol, and the Paris Agreement, alongside ASEAN regional frameworks, including the ASEAN Agreement on Disaster Management and Emergency Response (AADMER). Using statutory, conceptual, and comparative approaches, the research analyzes the extent to which international legal principles are integrated into national and regional adaptation policies. Findings indicate that principles such as the Common but Differentiated Responsibilities (CBDR) approach, the precautionary principle, and sustainable development have been incorporated, although implementation varies significantly across states. The Philippines demonstrates a strong disaster adaptation legal framework, while Indonesia struggles with interagency coordination. Brunei emphasises ecosystem conservation, and Singapore pursues technology-driven adaptation policies. At the regional level, ASEAN has introduced cooperative mechanisms; however, these largely remain in the realm of soft law, with limited enforcement power. The study emphasizes the need to strengthen regional legal instruments, align national policies with international frameworks, and increase access to international funding and technology.

Abstract

The rapid advancement of digital technology has significantly influenced educational practices, particularly within higher education. Among these innovations, Artificial Intelligence (AI) has emerged as a powerful tool that reshapes pedagogical strategies, administrative processes, and student learning experiences. This article examines the transformative role of AI in higher education through a systematic review of recent literature published between 2018 and 2024. The findings highlight four main dimensions of AI adoption: adaptive learning systems, learning analytics, virtual assistants, and administrative automation. These applications enhance personalization, teaching efficiency, assessment quality, and accessibility. However, challenges such as limited infrastructure, digital competence gaps, ethical dilemmas, and the digital divide persist as major barriers to effective implementation. The discussion emphasizes that AI’s integration into higher education extends beyond technological efficiency; it represents a paradigm shift toward inclusive, data-driven, and future-oriented learning environments. The article concludes that higher education institutions, particularly in Southeast Asia, must invest in infrastructure, faculty training, and regulatory frameworks to maximize AI’s potential while safeguarding educational equity and integrity.
