Abstract

This research aims to determine how the performance of the Integrated Administrative Services Program (PATEN) in Cimalaka District, Sumedang Regency, is functioning. The research method used in this study is qualitative research. The technique for determining informants is purposive sampling, with informants including the Head of Public Services, Administrative Population Information System (SIAK) Operators, E-ID Operators, and Population Database Administrators (ADB). The data collection techniques used include literature study and field study, which consist of observation, interviews, documentation, and triangulation. The data validity techniques used are credibility, transferability, dependability, and confirmability tests. Meanwhile, the data analysis techniques in this study include Data Collection, Data Reduction, Data Display, and Verification. Based on the research results, it was concluded that the Performance of the Integrated Administrative Services Program at the Sub-district (PATEN) in Cimalaka District, Sumedang Regency shows quite good results, although there are several crucial aspects that require further attention. There are obstacles in the implementation of the PATEN Program, namely limitations in information technology mastery, a high workload, lack of supporting facilities, and weak inter-sectoral coordination. Efforts to address these obstacles include training, task rotation, procurement of facilities, and strengthening internal coordination

Abstract

This study discusses the implementation of e-government in population services at the Population and Civil Registration Office of Sumedang Regency through the use of the Tahu Sumedang application. The study aims to understand the extent to which the application of information technology can improve the efficiency of public services and identify inhibiting factors and efforts made in the digitalization process. The research method used is descriptive qualitative with a case study approach. The results of the study indicate that although the Tahu Sumedang application provides easy access to administrative services such as making ID cards, birth certificates, and family cards, its implementation is still constrained by the lack of socialization to the community, limited competent workers, and inefficient verification flows. The competency gap between ASN and non-ASN employees also affects the effectiveness of services. To overcome this, the Disdukcapil has conducted training and system adjustments, although the results have not been optimal. This study recommends increasing human resource capacity and optimizing digital management as strategic steps towards effective and efficient public services.

Abstract

The effectiveness of the Family Development, Population Control, and Family Planning program needs to be evaluated to measure the extent of achievements in family development, population control, and family planning. This research aims to determine the extent to which the BANGGA KENCANA program implemented by the DPPKBP3A of Sumedang Regency has been carried out, particularly in supporting the improvement of family quality of life and community empowerment based on population data and family welfare. This research uses a qualitative approach. The sampling technique used is purposive sampling. The informants in this study include the Head of Advocacy, Information and Movement, the Head of Family Planning, the Financial and Program Subsection Implementer, and Family Planning Counsellors. The data collection techniques used are literature study and field study which consists of observation, interviews, documentation, and triangulation. Meanwhile, the data processing procedures in this study are data collection, data reduction, and drawing conclusions. Based on the research results then in the data analysis, it was concluded that the effectiveness of the BANGGA KENCANA program at the DPPKBP3A of Sumedang Regency has been implemented quite well, but there are some shortcomings. This can be seen from several factors such as the lack of ability of the program implementers, the understanding of the respondents, the satisfaction of the respondents and the understanding of the program content, the community has not realized the importance of the program, and budget constraints. Based on the research, there are several suggestions including strengthening human resource capacity, weather mitigation, facility improvement, and recruitment and training of cadres.

Abstract

This study aims to determine the Evaluation of the Policy for the Protection of Indonesian Migrant Workers (PMI in Sumedang Regency by the Sumedang Regency Manpower and Transmigration Office. The background of this research is based on the problem of Indonesian Migrant Workers (PMI) departing nonprocedurally, complaints of problematic workers abroad, and low public understanding regarding the protection mechanism for Indonesian Migrant Workers (PMI). The research method used in this study is a qualitative approach with a descriptive type of research. The determination of samples/informants in this study was carried out using purposive sampling, namely 4 people. Data collection techniques are carried out through literature studies and field studies through (observation, interviews and documentation) and triangulation. After that, data processing uses data collection, data reduction, data presentation and verification. The results of the study show that the implementation of the Indonesian Migrant Workers (PMI) protection policy by the Sumedang Regency Manpower and Transmigration Office has been running, but it is not optimal. In general, the implementation of the program is in accordance with Law Number 18 of 2017 through verification, briefing, socialization, monitoring, and cross-agency collaboration. However, obstacles are still found such as the lack of direct socialization to the community, budget limitations, and non-procedural departures. On the other hand, this policy has provided benefits in the form of increasing public knowledge and awareness as well as a sense of security for Indonesian Migrant Workers (PMI). The impact evaluation also showed a positive impact through a decrease in the number of complaints and an increase in legal departures. This study suggests that the Sumedang Regency Manpower and Transmigration Office expand the scope of direct socialization to the village community, build an integrated information system across agencies, and strengthen the role of the village government in supporting the implementation of the comprehensive Indonesian Migrant Workers (PMI) protection policy.

Abstract

This research discusses the management of rural public transportation at the Sumedang Regency Transportation Office. Which is motivated by several main factors related to the needs of rural communities for adequate access to transportation with good quality. This study aims to understand the extent of rural public transport management in improving the quality of rural public transport services and identifying inhibiting factors and efforts made in the implementation of rural public transport management. The research method used was qualitative with descriptive analysis. Informants were determined using purposive sampling technique. Data collection techniques were carried out through literature studies, field studies (observation, interviews, and documentation) and triangulation. After that, validity techniques are credibility test, transferability test, depenability test, and confirmability test. Then for data processing using data collection, data reduction, data display, and conclusion drawing/verification. The results showed that the management of rural public transport involved various parties in planning, organizing, mobilizing, and monitoring. However, in its implementation, there are obstacles such as limited budget, lack of public interest in using rural public transport, and low awareness of transport entrepreneurs to rejuvenate their fleet. Efforts are made by providing subsidies and free feasibility tests for transportation entrepreneurs.

Abstract

This study aims to analyze the impact of implementing the Integrated ASN Information System of Sumedang (SIPANTES) on the career development of State Civil Apparatus (ASN) at the Employee and Human Resource Development Agency (BKPSDM) of Sumedang Regency. This research uses a descriptive analysis method with a quantitative approach, and the type of statistics used is descriptive statistics. The sampling technique employed is nonprobability sampling, specifically saturated sampling, where all members of the population, totaling 43 ASN at BKPSDM Sumedang Regency, were included in the study. The implementation of SIPANTES is measured through five dimensions: system usage level, user satisfaction, positive attitude towards the system, achievement of system objectives, and financial payoff, with an overall percentage result of 89.58%, categorized as very good. The career development of ASN is measured through career clarity, self-development, and performance improvement, with a result of 84.5%, also categorized as very good. The correlation analysis results show a positive and significant relationship between the implementation of SIPANTES and ASN career development, with a correlation value of 0.628 (strong category). Furthermore, the regression analysis results indicate that the implementation of SIPANTES has a positive and significant effect on ASN career development with a determination coefficient of 39.5%, while the remaining 60.5% is influenced by other factors. Therefore, it can be concluded that the implementation of SIPANTES contributes to the improvement of ASN career development within the BKPSDM of Sumedang Regency.

Abstract

This study aims to determine the responsiveness of the Population Control, Family Planning, Women's Empowerment, and Child Protection Agency of Sumedang Regency in efforts to reduce stunting rates through stunting discussion activities. The method used in this study is qualitative. This study also highlights the importance of inter-agency coordination and effective monitoring to ensure the success of the stunting reduction program in Sumedang District. The results of the study show that despite significant efforts by the local government, there are still challenges in program implementation that need to be addressed to achieve the expected stunting reduction targets. The recommendations provided by the authors include enhancing the skills of DPPKBP3A staff in Sumedang District, particularly in family accompaniment and child growth monitoring, increasing the availability of adequate and qualified human resources, and improving collaboration among other sectors to ensure more targeted program implementation.

Abstract

The eradication of extreme poverty is a national development prioritythat requires cross-sectoral and collaborative approaches. This studyaims to analyze the implementation of Collaborative Governance inaddressing extreme poverty in Sumedang Regency, using thetheoretical model proposed by Ansell and Gash (2007), whichincludes four key dimensions: starting conditions, facilitativeleadership, institutional design, and the collaborative process. Aqualitative descriptive method was employed, with data collectedthrough interviews, observations, and documentation. The resultsindicate that collaboration has been implemented through cross-sectoral forums and regional programs such as “One GovernmentAgency, One Assisted Village.” However, several obstacles remain,including cultural, institutional, and political factors such as lack oftrust among actors, underdeveloped technical regulations, andlimited involvement of non-governmental sectors. Efforts to overcomethese challenges include building trust, drafting collaborativestandard operating procedures (SOPs), cross-sectoral training, andinclusive political leadership. The study concludes that CollaborativeGovernance in Sumedang Regency has shown significant progressbut still requires strengthened regulatory frameworks and broadermulti-sector participation to ensure greater effectiveness andsustainability.

Abstract

This research aims to determine how public service innovation occurs through the silasimedi program in efforts to improve community services in the field of civil registration at the Population and Civil Registration Office of Sumedang Regency, what factors hinder it, and how to address these obstacles. This research uses a qualitative method with descriptive analysis. Informants were selected using purposive sampling technique, including the Secretary of the Office, the Head of the Civil Registration Division, Civil Registration Staff, and Silasimedi Service Staff. Data collection techniques were carried out through literature study, field study (observation, interviews, and documentation), and triangulation. Subsequently, data processing used data collection, data reduction, data display, and conclusion or verification. The research results conclude that public service innovation through the silasimedi program in an effort to improve community services in the field of population and civil registration at the Sumedang Regency Population and Civil Registration Office has been going quite well. This can be seen from the innovations in products or services, processes, methods, strategies, and systems in its service innovation. There are several obstacles to the silasimedi service innovation, namely the lack of facilities and infrastructure, barriers in network accessibility and distance in outreach services, lack of public awareness about the importance of population documents, insufficient number of staff, and lack of employee training. Meanwhile, efforts are being made to add computer facilities and infrastructure, as well as socialization for the community about the importance of having population documents, and organizing internal training for employees. Based on the results of this study, it is suggested to add the number of employees during service as there is often a shortage in terms of human resources, as well as socialization in various media, such as social media and also directly to the public.

Abstract

This research aims to examine the implementation of Collaborative Governance within the OVOP Program, to identify the obstacles encountered, and to explore efforts made to overcome these challenges. The research involved informants from the OVOP Program as well as several stakeholders collaborating with the program, totaling 7 individuals. Data collection techniques included library research and field studies consisting of observation, interviews, and documentation. The data processing procedures in this study involved data reduction, data presentation, verification, and triangulation. The final results show that the implementation of Collaborative Governance within the One Village One Product (OVOP) Program to increase PADes in South Sumedang District can be considered fairly good overall. However, several issues were identified, including problems related to resources, knowledge, limited forums, supporting basic rules for collaboration, and face-to-face dialogue, which remains inadequate due to the lack of scheduled regular meetings among the stakeholders involved in the OVOP program. The obstacles faced include the need to change the mindset of OVOP business actors, ongoing miscommunication among stakeholders, unprofessional administration, inconsistencies between central and local government policies, and leaders who are indifferent and lack innovation, all of which hinder the development of the OVOP Program and the achievement of increased PADes. Efforts to overcome these challenges include changing the mindset of OVOP participants, establishing routine communication among stakeholders, and organizing training and workshops for leaders and stakeholders to foster innovation.
