Abstract

This research aims to examine and analyze the role of the Communication and Information, Cryptography, and Statistics Office of Sumedang Regency in realizing Sumedang Smart Governance, the inhibiting factors, and the efforts to overcome these challenges. The research method used is qualitative, with data collection techniques including literature review, observation, interviews, documentation, and triangulation. Informants were selected using purposive sampling, and data analysis was carried out using the Miles and Huberman model. The results of the study indicate that the role of the Communication and Information, Cryptography, and Statistics Office of Sumedang Regency in realizing Sumedang Smart Governance has been progressing well, reflected in the development of integrated digital services such as Super Apps e-Office, e-Office Desa, Tahu Sumedang, and WAKEPO. The implementation of these programs follows relevant legislation, such as Regional Regulation No. 4 of 2024 on Digital Transformation, Presidential Regulation Number 95 of 2018 concerning Electronic-Based Government Systems (SPBE), and Law No. 14 of 2008 on Public Information Disclosure. However, several obstacles exist in the implementation, including limitations in human resources in the technology field, inadequate hardware and software infrastructure, suboptimal interoperability between applications, insufficient data security systems, and limited funding. Therefore, improvements are needed in human resource capacity, strengthening technological infrastructure, developing application interoperability standards, and enhancing data security systems to support the sustainability of Sumedang Smart Governance.

Abstract

The Library Information Chat Service is a digital technology-based service innovation implemented by the Archives and Library Office of Sumedang Regency through the WhatsApp application. This service is designed to facilitate users in obtaining information about various library facilities and services. In striving for the success of the Library Information Chat Service, the quality of service is an essential factor. Therefore, the service must operate effectively and efficiently.This study employs a qualitative method with a descriptive analysis approach. Informants were selected using purposive sampling. Data collection techniques included literature study, field study (observation, interviews, and documentation), and triangulation for data validation. Data processing was carried out through data reduction, data display, and conclusion drawing/verification. Based on the results of the study, it can be concluded that the quality of library services through the Library Information Chat Service is considered fairly good. However, there are weaknesses in the tangible and reliability dimensions, which still require improvement. In particular, there is a need for device adjustments and a dedicated server to ensure the service is better structured, more effectively managed, and supported by system stability and service consistency.

Abstract

This study aims to determine how the empowerment of tourism awareness groups by the Sumedang Regency Tourism, Culture, Youth and Sports Office. The research method used in this research is qualitative research method. The technique of determining informants is by purposive sampling technique. With informants, namely the Head of the Tourism Division, Staff of the Tourism and Creative Economy Adyatama Section of Young Experts, Chairperson of the Nyalindung Village Tourism Awareness Group, Chairperson of the Gunturmekar Tourism Awareness Group, Chairperson of the Citengah Village Tourism Awareness Group, Chairperson of the Rancamulya Village Tourism Awareness group. The data collection techniques used were literature studies and field studies consisting of observation, interviews, documentation, and triangulation. The data validity techniques used are credibility, transferability, depenability, and confirmability tests. Data analysis techniques in this study are Data collection, Data Reduction, Data Display and Verification. Based on the results of the study, it is concluded that the Empowerment of Tourism Awareness Groups by the Sumedang Regency Tourism, Culture, Youth and Sports Office has not been running optimally because it has not been comprehensive to tourism awareness groups, especially in policy-making participation and has not been carried out regularly. There are obstacles in empowering tourism awareness groups, namely a work environment that is not fully supportive, low community participation, limited funding and human resources, unclear information, and low skills and understanding of members. Efforts to overcome these obstacles are regional structuring, training, monitoring, coaching, imitation studies, cross-sector cooperation, provision of empowerment facilities.

Abstract

This study aims to examine the implementation of the Integrated DynamicArchival Information System Application (SRIKANDI) policy at theDepartment of Archives and Library of Sumedang Regency, identify theobstacles faced, and explore efforts made to overcome them. A qualitativemethod was used, with data collected through literature studies and fieldresearch, including in-depth interviews, observations, and documentation. Informants included the head of the department, head of the archival division, archival functionaries, and technical staff operating the SRIKANDI application. The findings indicate that SRIKANDI implementation has generally progressedwell in supporting digital archiving. However, challenges remain, such as limited IT infrastructure, lack of comprehensive staff training, and resistance toshifting from manual to digital systems. Integration with the previous archivingsystem is also suboptimal, causing overlapping workflows. To address thesechallenges, the department has improved human resource capacity throughtraining, provided necessary infrastructure, and conducted continuous outreachto promote understanding and commitment to digital transformation. The studyrecommends increasing budget allocation for IT infrastructure, providingequitable training for all staff, developing standard operating procedures(SOPs), and strengthening interdepartmental coordination to ensure moreeffective and sustainable implementation of the SRIKANDI application.

Abstract

ABSTRACT THE EFFECT OF WORK DISCIPLINE ON SERVICE QUALITY AT UPTD INPATIENT HEALTH CENTER CONGGEANGSUMEDANG REGENCY Fuji Dwi Maisyaroh The purpose of this study was to determine Work Discipline and Service Quality, to determine the relationship between Work Discipline and Service Quality and to determine the magnitude of the influence of Work Discipline on Service Quality at UPTD Inpatient Health Center Conggeang Sumedang Regency. This study uses a descriptive analysis method with a quantitative approach. The variables of this study use variables that will be measured from a free variable of work discipline and a dependent variable of service quality. The population used in this study were all employees at UPTD Inpatient Health Center Conggeang Sumedang Regency, totaling 75 employees and all samples were taken totaling 75 people. The methods used were literature study, field study (questionnaire, observation). Based on the results of the study, it is known that Work Discipline at the Conggeang Inpatient Health Center UPTD, Sumedang Regency is in the very good criteria with an analysis result of 85.9%. Then for the Quality of Service at the Conggeang Inpatient Health Center UPTD, it is in the very good criteria with an analysis result of 97.0%. From the results of the correlation analysis, a correlation value of 0.811 was obtained, which indicates a positive and significant relationship between Work Discipline and Service Quality at the Conggeang Inpatient Health Center UPTD, Sumedang Regency. From the results of the significance test, a value greater than 11.84> 1.993 was obtained. From the results of the determination coefficient analysis, it is known that Work Discipline at the Conggeang Inpatient Health Center UPTD, Sumedang Regency is influenced by Service Quality by 65.7% while the side of 34.3% is influenced by other factors outside the study (epsilon factor). Abstract

This study discusses the implementation of e-government in population services at the Population and Civil Registration Office of Sumedang Regency through the use of the Tahu Sumedang application. The study aims to understand the extent to which the application of information technology can improve the efficiency of public services and identify inhibiting factors and efforts made in the digitalization process. The research method used is descriptive qualitative with a case study approach. The results of the study indicate that although the Tahu Sumedang application provides easy access to administrative services such as making ID cards, birth certificates, and family cards, its implementation is still constrained by the lack of socialization to the community, limited competent workers, and inefficient verification flows. The competency gap between ASN and non-ASN employees also affects the effectiveness of services. To overcome this, the Disdukcapil has conducted training and system adjustments, although the results have not been optimal. This study recommends increasing human resource capacity and optimizing digital management as strategic steps towards effective and efficient public services. Abstract

This study aims to determine the effectiveness of the One-Day Service System (SILASEMEDI) at the Department of Population and Civil Registration of Sumedang Regency, as well as to identify the inhibiting factors and efforts made to overcome them. SILASEMEDI is a public service innovation designed to accelerate the process of population administration through offline, online, and mobile services. This research uses a qualitative approach with data collection techniques including observation, interviews, and documentation. The results of the study indicate that although SILASEMEDI provides convenience and service acceleration for the community, its implementation has not been fully effective. The main obstacles include limited human resources, working hours that are not proportional to the number of applicants, and inadequate network infrastructure, especially in remote areas. Efforts made include adjusting service schedules, utilizing information technology, and strengthening the capacity of civil servants. This study recommends the addition of personnel, improvement of staff competencies, and strengthening of facilities and infrastructure to enhance service effectiveness. Thus, SILASEMEDI can be more optimal in providing fast, accurate, and satisfactory population administration services to the public. Keywords: Effectivensess, One-Day Service System

Abstract

This study aims to determine the performance of the implementation of the Healthy Indonesia Card Program (KIS) in Ujungjaya District, Sumedang Regency. The research method used in this study is a qualitative research method. The informant determination technique is purposive sampling. With informants, namely the District Secretary, Head of Social Section, Head of Service Section, Social Staff, Service Staff. The data collection technique used is literature study and field study consisting of observation, interviews, documentation, and triangulation. The data validity technique used is credibility, transferability, dependability, and confirmability tests. While the data analysis technique in this study is Data Collection, Data Reduction, Data Display and Verification. Based on the results of the study, it was concluded that the performance of the implementation of the KIS Program in Ujungjaya District was not yet optimal. Several problems found include inaccurate target recipients, limited human resources, lack of facilities and infrastructure, and weak socialization and coordination between agencies. Efforts made to overcome these obstacles include increasing the capacity of implementing officers, updating recipient data, and strengthening cross-sector comnnication.

Abstract

This study aims to analyze the effectiveness of the Development Planning Deliberation (Musrenbang) policy in the development process in CisaruaDistrict, Sumedang Regency. The research method used is qualitative with a descriptive approach. The focus of the study includes four dimensions of effectiveness based on Budiani's theory, namely program target accuracy, program socialization, program objectives, and program monitoring, as well as inhibiting factors and efforts to improve policy effectiveness based on Fathoni’stheory. The results show that the implementation of Musrenbang in CisaruaDistrict has not been optimal, as indicated by low community participation, lack of socialization, limited access to information, and a mismatch between village proposals and regional development priorities. Furthermore, there is still a lack of clarity in the proposal selection process and inequality of interests among groups. Efforts to enhance policy effectiveness include strengthening the role of the Musrenbang Delegation Forum (FDM), increasing transparency, and providing training and assistance to village communities. The recommendation of this study is the need for improved public education and active community involvement in every stage of the Musrenbang process, as well as strengthened cross-sector coordination to ensure a more inclusive, transparent, and equitable development planning process.

Abstract

This researcher aims to determine the Quality of Police Services at the Sumedang Police Criminal Investigation Unit. The quality of police services provided is handling reports of criminal cases from the public. This research was conducted using a qualitative method. Data collection techniques were carried out through literature studies and field studies which included: observation, interviews, documentation studies, and triangulation. Determination of samples/informants in this study was carried out using purposive sampling, namely 4 people. While the data processing procedure used the Miles and Huberman data analysis model. The final results of the study showed that overall, the quality of police services at the Sumedang Police Criminal Investigation Unit in providing services to the public in terms of tangible, reliability, responsiveness, assurance, and empathy can be said to have been running quite well. When conducting the research, the researcher found problems related to the scattering of important documents in each room that had not been properly arranged. Suggestions from the researcher include optimizing air conditioning facilities in each unit such as air conditioners and fans, providing explanations that are easy for the public to understand regarding the procedures and mechanisms of investigations and investigations that are not state secrets.
