Abstract

Public bureaucracy holds a strategic position in government implementation as well as to effort of democratization and autonomy in local and village government scope. Professional bureaucracy apparatus intensely support the increase of public service quality, particular yfor social empowerment as the realization of local and village autonomy essence. The concept of bureaucracy neutrality needs to be bought into reality in order to urge a bureaucracy that more oriented to its main function, namely as public service apparatus. Long history oflndonesian bureaucracy reflects the occuring bureaucracy politization by government regime, with the result that all bureaucracy's line become an administration tool in performing is authority centralization. As the consequence, service tends to be addressed to government (patron) by neglecting public service function. It includes in village government scope, in which bureaucracy becomes a political machine, meanwlile serves as an effective controlling tool that limits social access to public arena. The outcome of case study conducted in one village of Bantul Regency with data resource was gained from government official and prominent figures both in regency or village government area, reveals that bureaucracy politization in village government nowdays is much stronger than under new orde era. On the pretext of democratization and social empowerment, government (red : regent and his political party) performs a set of bureaucracy politization in village government. With limited village resource condition, politic euphoria, and conflict as the result of election proces of village government bureaucracy apparatus, government intervences village government and its community. The patron-client relation is between the government with village government and its community. It is evidenced that bureaucracy politization of villlage government is re-carried out, among others is the estabilish of "Paguyuban Pamong" with its main agenda is the winning of regent for next period and also the winning one of political party at last general election 2004

Abstract

Liberalization and privatization are often associated with global demands for termination of state interference in business. The policy often result in dispute between neoliberalism and socialism. Neoliberalism perceives state interference in economic area as bad, damaging, an inefficient to economic life. State, which conduct the operation in political power logic, is perceived less or even not give the place for the expanding of healthy market structure and competitive. While socialism perceived state as central figure of economic with the centralized planning instrument and the ownership be on the hand of state. As economic system, socialism can be understood as an economic system in which the means of production, distribution, and exchange are publicly owned and operate. Since socialism assumes state as the most representative organization, so the meaning of owned and operated by public means the power of ownership and the mode of operation be on the hand of state. As political ideology, in its connection wit the economic control, socialism believe that the state should develop the economic planning and control on market operation. This paper prove that neoliberalism and the philosophy demands for termination of state role, in the reality, suffer a kind of paradox. On one hand, it trust market excellence so much over state. But on the other hand, it requires the active role of state to return the free market idea.

Abstract

Community Oriented Policing (COP) is an effort of monitoring security by stressing on local initiatives, public and private partnership and policing and policing with the community. It is aimed at, establishing and sustaining community-police-government partnership through a problem solving approach responsive to the needs and demands of the community. COP promotes and support organizational strategies to address the causes and to reduce the fear of crime and social disorder. By partnership, COP insist role and paradigm changes of government, police, and community. This paper describe the collaborative effort and their problems among community, police and the local government.

This paper drives from the environment risk and knowledge literature a model that integrates organizational form and epistemological of public agencies responsible for addressing innovation. Practically, the model in making connections between knowledge management and innovation and provides public agencies manager with a systematic framework for relating democratic context knowledge production processes to particular local government organization.

Abstract

The creation f new broadcasting laws in Indonesia was hindered by tensions between reformist groups bent on fundamental changes to the broadcasting system and conservative group which wanted to continue the status quo. In comparison to the previous broadcasting regulations under the Suharto regime, the new broadcasting law is aimed to changing the television broadcasting system in Indonesia so that it would be more democratic in ideas, institution and policies. The article argues that efforts were made to implement some of the ideals of democratic broadcasting system, but in practice these were weakly supported and their future in uncertain. Fundamental change in the new broadcasting system are still unclear. A new democratic political leadership does not control there regulation and restructuring of the new Indonesia broadcasting system. Rather, the some bureaucrats have reorganised themselves into new constellations.

Abstract

A large of the population of women 50,3% from total population is resources of development very potential, regulations of legislation nothing different between man and women in government sector, role and position to women still long distance with man community, from total of civil servant and in time his proportion is 60% to man and 40% to women. In local government of province special administrative territory Yogya, his proportion 66,2% to man and 33,8% to women. Women as decision maker and policy formulation in local government of province special administrative territory Yogya still very little, echelon II now 1 people, until need to increased role and position women civil servant pass through education although education of structure, education of gradation and etc education, and need to give a chance bigger again to women civil servant to sit on necessary and have high control toward process of decision of decision maker although policy formulation.

Abstract

The implementation of new laws on local autonomy in Indonesia has arisen hopes democracy an better services at the local level. However, these no hopes have not materialized as yer due to various barriers. The local stakeholders are not well prepared with the increasing discretionary powers. They tended to abuse their powers and neglected public interests, which resulted in loss qualified public services. Thing are more complicated as central government officials have not ready to share authorities with their local counterparts. Local government budgets are still depended on subsidies from the central government. It is difficult for the local government to carry out autonomous and efficient public services long as the financial issues are not resolved.

Abstract

Horizontal relations in the governance model are inadequately managed by intra-organizational approach. To dealt with these horizontal relations, however, the juricidial and hierarchical instruments of intra-organization have apparaently lost its relevance and even problematic. Conversely, these relations need for the more soft and informal instruments in achieving consensus and synergy among relatively autonomous actors. in consequence, the network-based organization theories shall be immediately developed.The most important task in developing these theories lain on how to formulate a set of technical manners in ordet to establish ann institutionalized and sustainable energy. This paper attempts to initially develop a network theory and network governance instrumentation in the context of anarchical (non-autoritative) relations. By adopting the seminal concept of structure-agency duality in the Giddens; structuration theory, network management could be strategically defined as a social action of the agency (game management) to (re)constitute the constraining potentials in order to facilitate and enable the processes of synergy-building.

Abstract

To get equal access to good-quality public service is the right of every citizen. Unfortunately, the quality of public service in Indonesia is still far below the expectation of the people. Corruption practice is the main factor to be blamed as the source of the problem in this case. There are many ways to improve the quality of public service. One of them is to encourage the awareness of people to complain when he/she feels unsatisfied with the quality of public services provided by the government. To facilitate people to complain many developed countries establish an institution that is called ombudsman. This article discusses the effectiveness of local ombudsman of Yogyakarta Special Province in channeling the people's complaints as the way to improve teh quality of public services in this province.
