Abstract

The study was focused on the implementation of digital government services in education in DIY Province, especially how far the implementation of the program goes, how effective teh program can solve the gap of quality in education and what kinds of constraints were faced in the process of the program implementation. The implementation process was explained with several aspects: e-leadership, human resources, infrastructure, business environment, and learning gateway portal development.The result of the study showed that the e-leadership was not owned yet by all leaders at all level. From the aspect of infrastructure development, it can be seen that the capacity of the Government of DIY Province is still relatively low. The allocation of budget from APBD of DIY Province was not comprehensive and suitable yet, causing a problem in providing the infrastructure of computer laboratories for schools in DIY Province. The human resources development was not yet adequate because the result of the trainings couldn't fulfill the competency needed for managing the DIY Learnng Gateway Service. The growth of internet cafes need a regulation that protects the internet user (especially the pupils) from the negative material such as pornography. The constraints faces in the implementation of the program were: it was difficult to coordinate crossed-functionally, the competency of the teachers was relatively low, the infrastructure and the budget were inadequate, and the licenses for the Internet Service Providers in Indonesia were very various.Strating from the result of the study, it is recommended that it is necessary to develop a stronger e-leadership not only for local leaders but also for the schools that provide the virtual school service, to provide an accurate data about the schools that need computer laboratories, to give more applicable training for teachers and to provide the internet at schools as soon as possible through various programs such as Komputer Murah, Laptop Murah and so on.

Abstract

The biggest humanity tragedy in 21st century has been occured on Sunday, December 26th 2004, that is earthquake and tsunami disaster. The impact of this tsunami disaster cause cities of Banda Aceh, Aceh Besar and some regencies/city of Northern and Western Coast of Nangroe Aceh Darussalam got formidable destroy. Communication and public facilities are totally paralyzed. Hundreds thousands people become victims in vain and lost. The data of Bakornas PBP showed that 193 thousands people died, 11 thousand people lost and 37 people got injury. The survivors have to survive, eat and drink any kind of meal during 307 days in the midst of ruins, waste pile, and dead human body. In a week of emergency respon period, central government (Bakornas PBP) and local government (Satkorlak and Satlak PBP) were helped by Indonesian Army-Police and stakeholders struggle to minimize the victims by medical action (first aid) and victim evacuation and to relief victim suffer, public kitchen, sanitation, field hospital and clean water delivery and give acceleration for logistic and medical aid delivery from Jakarta. They are followed by rehabilitation of physical/mental psychological condition of refugee, relocation and reconstruction of infrastructures. For logistic aids, there are many of them in late because of coordination, transportation and mobilization problems (too little heavy vehicle to clear the area, field personnel, fuel and also data, information and communication). This showed that medical and logistic aid distribution for disaster victims were not effective yet that also influenced by the heavy of the disaster impact then the handling was also late.

Abstract

Bnatuan Langsung Tunai (Cash Transfer Subsidy) was targeted to the poor for compensating the fuel price hike in 2005. In Kebumen Regency, there was difference of perception or understanding and interest policy actors in the implementation of Cash Transfer Subsidy. The difference was not only caused by limited time in preparing program affecting absence of perception similarity, but also conflict of interest in various bureaucratic layers and target groups.The difference of perception and interest policy actors finally resulted in conflict between actors, deviation of Cash Transfer Subsidy practice, both from process of early program recordings to phase of fund distributions and mistargeting. Other implications were appearances of moral hazard. Those who were actually better off have claimed themselves to be poor and apply for the subsidy fund. Solution of even distribution done by actors of lowest level indicated that there was weak perception for policy goal and effort to reduce social conflict.The government needs to better prepare before the programme is launched. Socialization, coordination among institutions can avoid misperception or misunderstanding of policy actors. In addition, it is necessary for the regency government to have commitment and to involve local community to minimize problems in the implementation.

Abstract

The role of strong state to implement kical democracy is important for a state in transition. When decentralization laws UU No. 22/1999 and UU No. 25/1999 was applied, central had a lack of power to control local autonomy so that local government tends to use its power with wrong way. In this condition, the role of state is weak to manage local autonomy, as it has no effect to enhance local prosperity. Therefore, government amended UU No. 22/1999 and UU No. 25/1999 and issue of new decentralization laws UU no. 32/2004 and UU No. 33/2004. Both new decentralization laws become basic for strengthening the role of state to control local democracy in Indonesia. This paper explain teh role of strong state to employ local democracy in West Sumatra aas a subject in this study. With using structural functional approach, this paper shows that local democracy could be achieved because center had capacity to extract, distribute, regulate and reinforce the symbol of state in local society. We conclude by recommending the center for keeping the state strength to accomplish local democracy agenda.

Abstract

One of national problem which has not been overcome is corruption. This is also including the eradication effort. Corruption involves both public and private institutions. In institution of state can be witnessed corruption happened is good instituted executive, legislative, and judicative. Public institution is the institution whch is giving public service, law and interest aggregation which is the existing increasingly real where elite region becomes corruption arena. But if the institution exactly becomes as result of to its the power doesn't work carefully and is not believe by public of course become dilemma to the future of and state progress. in power and political context, corruption follows opinion Lord Acton that is assumed power product, through power tends to corrupt, absolute of power corrupts absolutely. From the aspect of this approach corruption happened in Indonesia not quit of power and or power heritage product from regime to regime that is not finalized carefully. Mean finite old order regime of reform had endowed its (the corruption and eradication) only mere rethoric. Mean has not made political will in eradication of corruption. So very fair if the existing of rampant corruption and has been believed as culture for public Indonesia. Efforts which have been done at reform era as democracy era claiming change and freedom of enough realities even has not is optimal result of his. This thing is required by hardwork for all element of nation to coalesce jihad fight against corruption.

Abstract

The local regulations in Indonesia develop fast in the reformation era. Many local regulations were produced by regency and city governments, so did in Brebes and Pemalang Regency. Local regulation structure is important to be examined in order to ger veluable information about tendency of the local government behavior which is reflected on the published local regulation (local public policy). Local government structure in Brebes and Pemalang show that the most dominant local regulation is the local regulation which is linked with organization and management as well as tax and retribution. This is show the enthusiasm of both regency to increase local government organization and management, also teh effort to increase regional pure income.

Abstract

Human resource (HR) is strategic factor for organization including public organization in reaching its purpose. HR as strategic factor thereby must developed with various mechanism and method which can push optimalisation of potency by all officer. Career expansion models in one of mechanism which can be designed by management of organization to push every officer to application at the same time develops its ladder and responsibility. In practical level, human resource potency in this case men and woman in accessing development opportunity of career they well. Construction gender in public organization both for yielded internally (organizational management) and also external reflact situation of social embosoming which certain gender type, especially woman hindered in developing her potency. Condition will affect at organization performance that's not optimal, because HR potency cannot be powered carefully. Therefore, career expansion models based on gender perspective can adopt problems, requirement of men and especially for woman, will become necessary instrument for organization in reaching its purpose effectively.

Abstract

The decision of the Indonesian Law Makers to approve the bill of the National Education System (Undang-Undang Sistem Pendidikan National) to become the law is one of the important agendas in the Indonesian education rystem. Besides produced positive impacts, the implementation of this law, unfortunately, has also caused a lot of controversies in the community. One of them was the disparity of the amount of the budget spent by the localgovernments allocated in the education activities. Paying special attention on the negative impacts of the implementation of National Education System, the author suggests that the efforts to improve the quality of Indonesian education should not be done partially, but simultaneously accross the nation.
