Abstract

This paper aims to study the system of social security in Indonesia. Social security represents the elementary rights of every citizen which is guaranteed by the state, like in section 27 article 2 UUD ' 45 and the laws of System of Social Security National (SJSN). Practically, the social security and social services prggram run by government framework not yet clearly with asocial policy which should be integral and continual Government has been trapped in current of liberalism and capitalism so that state role becomes progressively minimize. From 95 million labor force only 24,6 million obtain to get the social security, or newly 12% from resident amount. To overcome the weakness, resistance, and barricade in execution of social security Drstem in Indonesia, National Social Security needed to embrace the principle of government--bodies, deputizing stakeholders in this case competitor! worker, and government. Gathering and fee organizer require to be supported by openness, carefulness, accountability, and eficien. Entangling of various kind of stakeholders actor of vital importance as principal applying form of governance, the model executed by Indonesian government according should be to its society characteristic. Though financing system conducted by sharing across population, the government remain involved in the goodness in arrangement, observation, and also its financing.

Abstract

Education is universal basic human need. The Indonesian state founder also realize that matter Hence "educating the nation" representing one of the target of state founding. In the constitution it is aim mentioned that each citizen entitled to get the education. But in Indonesia development history , education sector always pulled over and get less attention. This is can be seen from the proportion of education sector in APBN ID. The implementation of education decentralization on the chance of will upgrade and amenity access, but in the practically not such as those which expected. That happened exactly with privatiszation and education commercialization, so that education expense become costly. As a result a lot of school age child have no access go to the school because unable to pay education expense.

Abstract

Some scholars have focused their attention on the process of democratization at the local level They argue that democracy at the local level will encourage the emergence of democracy at the national level Furthermore, neo-institutionalism approach is important in supporting transition to democracy at the local level. The approach has applied particular policies, such as decentralization and strengthening local parliament, local government capacity, political culture and civil society. This approach, however, did not work properly. The interests of political and economic players at the local level often hamper the work of neo-institutonalism approach.

Abstract

Tulisan ini mengupas berbagai cares yang bisa ditempuh dalam toaya pemberatasan korupsi. Pertama mengidenhfikasipenyebab dasar korupsi, agar upayapemberatasan korupsi dapat dititiberatkan ke akar rumputpermasalahan tersebut. Pengurangan peluang koripsi yang terdapat dalam rentetan peraturan melalui kebijakan deregulasi, swastanisasi, mendorong terciptagapersaingan dalam penyedianjara umum, menaikan upah dan gift riilpegawai negeri sOil, yang hares kenaikannya hams dikaitkan langsung dengan kineda mereka, adalah beberapa cars lee arah pengurangan prevalensi korupsi. Selain itu, kebijakan tadi harm diimbangi dengan beberape mekanisme untuk memonitor kinerja pegawai negeri sipil, dan kepatuhan mereka pada peraturan yang ada. Pendirian dan pernberdayaan upaya badan pemberatasan korupsi anti- corruption agency dengan tenaga ahli dart berbagai bidang dan leetrampilan, diberikan wewenang untuk mencegah, menyelidiki dan menyidik kasus-kasus korupsi, serta mengadakan pendidikan tentang hukum pemberatasan korupsi, pergebab korupsi, datnpak yang ,ditimbulkannya, dan tanguingjawab macjarakat dalam toga pemberatasan korupsi. Penegakan hukum tanpa pandang buluh pada siapa sajayang terlibat kasus korupsi memberikan sigalyangjelas pada magarakat bah= korusi tidak bermanfaat karena resikonya amat bout. Upgayang tidak kalah penting dalam upga pemberatasan korupsi adalah pemberdayaan civil society melalui kebijakan yang memerikan berdin"ga kebebasam media massa, kegiatan LSM, dan iranoarensi di lembaga legislative, akna memberikan checks and balances pada kegiatan pegawai negeri sipil dan perusahaan swasta dan miliki pemerintah. sipil Komitmen pemerintah, yang tenvujud dalam ritewenangyang diberikan badan pemberatas Korupsi, sumber daya alam dan manusia yang dOerunutkkan kea rah tersebut, , dan dasar hukum yang kuatyang melandasi kegiatannya, dan pemberian kin dan ntewenanguntuk mendapat berbagai bantuan dari luarnegeriyangperlu dalam operasitga amat penting untuk keberhasilan pembersihan negera dari 'penyakit' korupsi. Upaya untuk memberatas korupsi seyogyanya hams berkelanjutan supaya masyakarat sadar akan kerugian korupsi pada masyakarat baik yang bersifat jangka pendek dan panjang.

Abstract

Proses kolonialisasi pada akhir abad XIX dan awal abad XX bukan hanya rnenimbulkan persoalan internal di kalangan pemerintahan Hindia-Belanda, tetapi jugs berdampakpada proses aplikasi kebijakan dengan dalih Etis". Periode 1870-1930-an adalah merupakan periode dalam sejarah politik pembangunan Indonesia yang sangat penting untuk melihat betapa krusialga proses kolonialisme di Indonesia. Pertama, bahwa mekanisme kebijakan lebih diarahkan sebagai bentuk recovering pembangunan akibat Kebijakan Tanam Paksa 1830-1870. Kedua, bahwa dalam praktiknya, kebijakan yang digulirkan justru sangat pradoks pada tingkat publik. Munculnya berbagai ketegangan sosial, ekonomi bahkan politik (Colonial Strained) bersamaan proses pembangunan pada awal abad )0( memberikan nuansa lain. Artinya antara kebjakanpublik (public policies) dengan ranah publik (public spaces) belum menjadi konstruksi kebijakan kolonial secara menyeluruh dan sangat bias kolonial.

Abstract

Setiap negara pada saat ini dihadapkan pada tantangan yang sama yaitu perlunya melakukan modernisasi sistim administmsi.Dalam perkembangan, kesamaan tantanganyang dihadapi tersebut menimbulkan trend dalam melakukan modernisasi sistem administrasi ,yaitu dengan meniru model perubahan yang dilakukan oleh negara yang dianggap berhasil. Namun demikian yang patut menjadi pemikiran adalah proses dalam melakukan perubahan tidaklah mungkin soma di setiap negara, karena hal tersebut sangat tergantung dengan karakteristik masing-maringnegara. Sebagai negara sosialis, di jerman modernisasi administrasi diletakkan sebagai proses budaya administrasi yang dibentuk dengan tradisi. Model tersebut menitikberatkan pada perubahan dalam pola hubungan antara masyarakat dengan negara, dimana tidak semua hal diurusi negara, namun pada hal tertentu terdapat kebebasan bagi rakyat uniuk mengurusnya sendirilCarakteristik dari model tersebut adalah dengan dilakukannya rasionaliasasi ke dalam elan privatisasi dan pengaturan keluar. Rasionalisasi ke dalam, yaitu menciptakan model organisasi publik yang lebih independen dan tidak terikat dengan hirarki, yang selama ini menjadi kendala. 1.) Mengkaji Struktur yang lebih _fleksibel dalam menyesuaikan dengan perkembangan dan menempatkan personel7personel yang memiliki kapabilitas. 2.) Thivatisasi dan pengaturan ke luar dilakukan dengan mengurangiperan negara dalam berbagai halyang bisa dikelola mayarakat.Dengan model tersebut pemerintab lebih terlihat sebagai mangjer. Namun berbeda dengan Anglo-American dengan "new public management" and "reinventing government"-nya,yang menekankan pada hubungan antarpelaku; model modernisasi di jerman lebih mengutamak,an pelaksanaan tugas yang sudah ditetapkan, dengan terpenuhnya kebutuhan masyarakat.

This brief article represent the idea brainstorming and interesting offers on submiting various alternative about the new design of management system of civil servant that proposed by observer and bureaucrats but apparently it can not touch the problems that most basic, detailed and profound in characters. For the policy makers both at central or district, should "immediate" making review even if needed performed special research on correction and completion upon the existing weakness at the management system of civil servant in Indonesia such as those suggested in this article.

Abstract

Public servants human resource management, as the main driving force for the conduct of state task, recently has been viewed rigid, formalistic, unadaptive and late in anticipating global change. The national employee system is unable yet to push the rise of strong apparatus, competency, clean, responsible and professional. The performance accountability system of employee is neither clear yet. DP3—usually used as judgement for evaluating employee performance is unable yet to reflect the real profile of employee performance. Reward and punishment system can not also reflect justice and certainty yet, so that it is unable yet to motivate employee work more maximal. To be able to overcome such, it is necessary to develop the apparatus management system based competency. An alternative of approach based on behavior is determinant factor for superior performance. The concept of competency consists : motives, traits, self concept, knowledge and skill.

Abstract

This article discuss two important subjects. First, it argues that Indonesian government should reform their performance appraisal system. Second, the recommendation to improve the performance appraisal system for civil servants. There are three reasons argued by the author of why Indonesian government should reform their performance appraisal system for civil servants: First, the system is not academic enough in term of the instruments which are used; second the method is not effective, lastly the system could not be used to diagnose to provide feed backs to improve the performance of the civil servants. To prevent the inefficiency, the author strongly suggest that the government should take immediate action to replace the old system with the new ones which is recommended from this article.

Abstract

Need for reform in public sector should become leverage point for reform of public administration. Implementation process ofpublic administrative reform is not easy task It needs clear and directive concept related to target, strategy, approach or model selected The concepts require tools allowing them implemented easily, accessible by many people, quick, inexpensive and convenient. So, e-government may be said as the most appropriate solution. Author argues that efforts to develop e-government in public administration should be placed in true context; that is, development of e-government should be viewed as tool to accelerate implementation of public administrative reform in order to realize good governance. This paper content contain model of e-government development in context ofpublic administrative reform toward good governance. In the last part, author gives recommendation for central and local government that will develop e-government: development of e-government should be done with clear concept of e-government development related to target and strategy or approach written in a blue print or in term of lnpres No.3/2003, strategic plan of e-government, which is established considering rationality aspect and democratic process.
