Abstract

In order to get regional development fund in local government, it was done many ways to increase local income both from local revenue or out local revenue, one of income source that potentially increased is Land and Building Tax (hereafter called PBB). So that, there should be certain strategies that could increase the income of PBB in localgovernment This paper deals strategic management approach to indentii, strategic factors, strategic issues and strategies that could be developed to increase the income of PBB. Thispaperis result of case study research in local government of Klaten. The result of strategic environment analysis (SWOT)for Revenue Office in local government of Klaten , it was identified 28 factor that influence the income of PBB, including 7 Strength , 6 Weaknesses, 9 Opportunities, and 6 Threats. From the analysis of both internal and external factors and after the litmus test and the evaluation of PEST aspect, it could be identfied4 most strategic issues in increasing the income of PBB in localgovernment of Klaten , there are the increasing valuation of object of PBB( hereafter talledNJOP), increasing the PBB intensification, PBB computerized and Data rejuvenation . The recommended strategies for increasing the income of PBB in local government of .Klaten are :for responding the NJOP increasing issue, it recommended the strategy of evaluating, review, adjust the old ITT, and determine a new NJOP of NJOP of PBB, the strategy for responding data rejuvenation issue is optimized the registry, data collection and valuation of subject and object of PBB,. for responding the issue of increasing PBB intensification, the recommended strategy is optimizing PBB intensification, increase people and government awareness and closes the service and the recommeded strategyforreVodingPBB computerized issue is increasing and perfection a gstim of PBB computerized.

Abstract

BAPPEDA at regency/city in local autonomy has important position and very strategic. It caused all of the planning process and development in local governmentprocessed 6y that body. Because of that it's very important if BAPPEDA at regency/ city performance need to improve, base on it's mandate, vision and mission. The same as condition at BAPPEDA Ponorogo regency in local autonomy era will always try to improve has performance as a professional planner development institution project stamp. It means BAPPEDA have already worked yet as a professionalplanner institution. This describe about how is the strategy to increase BAPPEDA Ponorogo regenvg performance. Base on research which is use strategic management concept, writer did strategic management analysis strategic issue identification and finally range the strategies. SWOT model analysis explain thet there are problems become strategic issue all at once with are need to notice and hadling quickly and accurately to increase BAPPEDA Ponorogo regency.

Abstract

The act of Region autonomy has implemented by Indonesian government since four years ago, which is purpose to give authorities more large for doing self regulation and self determination of local government as well as local society. All those have to be done by principles of democratization, social participation, even distribution, justice, local potential, and region pluralist. Following policies of region autonomy implementation in Indonesia is colored by social conflict of ethnic and religion for long time. The emergence ethnocentrism, movement of local elite and institutionalism of religion, in which all those can encourage communalism movement. In the other word that policies of region autonomy should be can a trigger communalism movement. In the context discuss of communalism movement, which is India has experience regarding to communalism movement that is influence Indians' democratization. This article is to discuss how far the communalism pluralist is influential in realities of politic in India? What kind of learning realities of political in India? And what is challenging of region autonomy policy related with potential of Indonesian communalism? A learning of communalism pluralist and its influential in realities of politic in India, at least there is five challenge ofregion autonomy policy related with potential of Indonesian communalism namely: (1) To avoid a trigger ofsocial economic imbalance between communal, the government should be making a regulation ofsocial economic for any communal to protect "market intervention", which can be damaging economic communal. Beside, should be there a government facilities special for any economic communal that can be solving its weakness any aspect. (2) To make a regulation for conducting "cross cultural membership" on local government, industrial, social organization (non religion) and for conducting a "multiparty system" as well as "multidimensional party system " on politic parties especially. (3) A regulation of local language that purpose limited to become as formal language and to avoid local language as instrument political vested interest of self communal, which is neglecting the Indonesian language. (4) An act social conflict - special provisions regarding to conflict of ethnic and religion -, that can be giving sanction at a level of threatening nation integrity. (5)An act of Worship Placefor regulating its building.

Abstract

The village social and political development nowdays tend to show in the uncertain condition and mistrack. On one side, in the rural community there is much basic weakness such as the low degree of human resource, natural resource, culture, financial, and political and the economic infrastructure. The commitment of elite leadership (Village Legislative Body , Head of Village and its personnel) tend to be weak hear the village community aspiration. On other side, the centralgovernment (including localgovernment) articulate that the decentralisation process, democrag and village autonomy is also show the mistrack The attempt to impelement tightly the legislation of the village autonomy that must be obeyed and the legislation homogeni# for at least a district/ city is dearly the betrayal" to nature of autonomy itself. In such condition so the short term attempt that could be immediately done to reduce the problem is to make arrangement (sense straighting), consciuosness, and the political empowerment both for the village community and the central and local government. In addition, the misperception and unconciousness on decentralization, democrag and the village autonomy could be done 6y understanding the decentralization, democrag and the village community active participation in the real meaning that become the main pole of decentralization success and village autonomy. This writing contains the strategic management and suplementary and barrier factors in impelementing the village autonomy. Then as a anticipative attempt to reduce of unlimited and irresponsible freedom impact, anarcparticipation, and not respect the humanity aspect.

The planned and centralized development (pembangunan) in Indonesia has been already revised through free, democratic and decentralized one. This s is the right choice and should be maintained, because only this canguarantee the sustainability of the development (perkembangan) of Republic Indonesia. Abstract

One of the crucial benchmark for the success of of decentralisation policy in Indonesia is whether it will improve local financial capacity. It is undeniable that, with the centralistic tendency of national development strategy in the past, local governments had been increasingly dependent on the financial resources provided by the central government. With a radical decentralisation policy has been brought into effect in early 2001, it is assumed that local governments will be able to carry out their development responsibilities with the local financial resources. However, it turned out that the policy are hampered by lack of human resources, infrastructure limitations, and rampant corruption among the local authorities. The financial autonomy in this study is measured by the degree of fiscal decentralisation, the fiscal needs, capacity and efforts, the actual local revenue (PAD) and the elasticity of PAD. The case study in the city of Jambi shows that financial autonomy after decentralisation policy is still low. This is caused by some pitfalls in local finance, namely: I) limited potentials for local taxes and levies, 2) increasing misuse of funds in local administration, and 3) inadequate revenues from the local enterprises. To strengthen financial capacity of Jambi city administration, it is recommended to develop an industrial zone and to boost cooperative networks with domestic as well as foreign investors.

Abstract

In the past. enviromental management in Indonesia had always been handled by central government. With the wave of reforms and the implementation of decentralisation policy, local governments are now challenged to manage and tackle environmental problems on their own. In line with this current policy change and situation, the city council of Palembang has enacted Local Act (Perda) No.1 of 1999 and established Local Environmental Control Agency (Bapedalda). The main task of Bapedalda is to control environmental hazards and maintain a good level of environment conditions. Findings from this preliminary study show that environmental problems might become more serious with the decentralization policy as most of local governments does not have adequate attention to the environmental degradations. In The case of Palembang, although Bapedalda has a good potential in terms of human resources, technology, and budget, many of the local environmental problems cannot be 4nanaged properly. The function of Bapedalda is still impeded by lack of commitment among the local top authority, development policy that is concerned more on industry and economic aspects, and lack of public support and participation on environment preservation due to negative cultural attitude. In the near future, there are some strategies to be taken by Bapedalda, namely: 1) to set up a standard for environment quality and to identify the main sources of pollutions, 2) to build close cooperation with other local agencies and to improve skills in environment management, and 3) to improve public participation in environment management.
