Abstract

The research analyzed policies and guidelines for dealing with nuclear disaster threat in Indonesia within a collaborative approach. A case study qualitative method was used to explore and analyze the nuclear disaster threat policy and guidelines in Indonesia. The research was based on LIPI-UNESCO/ ISDR indicators on natural disaster preparedness and  IAEA parameters on nuclear emergency preparedness requirements). Results showed that  policies and guidelines on  dealing with nuclear disaster threat in Indonesia are  still deficient  (34.1%); and there is no synergy and integration of policies and guidelines on  preventing  nuclear emergency between nuclear technology users and nuclear energy regulators on one hand and disaster management policies and guidelines at the local and  national government level. Thus, enhancing  policies and guidelines on dealing with nuclear disaster threats, there is need for National Disaster Management Agency (BNPB) to undertake  collaborative governance policies with related ministries/ agencies, facilitate the integration of nuclear hazard regulations into disaster management regulations, and facilitate the establishment of national nuclear disaster management organizations.

Abstract

This research is intended to understand gender sports policies seen from a gender-sensitivity perspective. The research was based on a case study method. In-depth interviews with a number of government parties formed the cornerstone of data collection. Adopting from the conception of the Organization for Security and Co-operation in Europe (OSCE) on gender sensitivity, some of the policies do not take into account or care about gender. Thus, more precisely a policy can be genderbiased, gender blind, gender-neutral or gender-sensitive. The conception was used in analyzing the extent to which sports policy in Indonesia is gender-sensitive and its implications for the treatment Indonesia accords to the 2018 Asian Games Legacy in the field of Women in Sports. The findings of this study are categorized into three parts, inter alia, Gender equality principle; The Indonesian government's partisanship in managing female athletes; and Women in sports as soft power. The practical implication is that gender-blind conception of policies coupled with gender-neutral implementation does augur well for efforts to perpetuate the legacy of Asian Games Legacy as a powerful source of attraction that Indonesia has to offer.

This study compares a number of Special Schools (SLB) and Vocational High Schools (SMK) in the Special Region of Yogyakarta to provide an overview of the perceived readiness of 2 types of schools that serve education for children with special needs. In measuring the level of perceived readiness, this research drew seven aspects: curriculum, learning process, teaching staff, management, funding, infrastructure, and environment, with an additional aspect of student input SMKs. This research is a quantitative study with a survey approach. The background is the tendency of decentralization practices in general in Indonesia, which seems chaotic based on the analysis of the relationship between the Central and Local Governments in handling Covid-19. This writing uses a descriptive qualitative approach with explanations that refer to the theory of decentralization and local autonomy. The data used here are secondary data based on the study of literature derived from electronic publications, documents, or books that are relevant and actual due to the practice of Decentralization in Indonesia. The results of this paper conclude that the practice of decentralization in Indonesia in dealing with the Covid-19 Pandemic is still experiencing a need for certainty in the right direction, specifically related to the effectiveness of handling the Covid-19 outbreak and in general for central-local governance at various Government affairs. The revision of the Local Government Law is the most decisive suggestion here.

Abstract

Education is one of the most important aspects in the development and every citizen has the right to education, and the government is obliged to finance as mandated in the 1945 Constitution. However, the disparity in education access and equity is a problem faced by education in various regions in Indonesia, especially in rural areas. One of the efforts to solve the disparity in educational facilities in rural areas is to carry out village development by increasing the availability and accessibility of educational facilities through the village fund policy. Problem structuring is needed to formulate problems and produce knowledge about what problems must be solved, so that the use of village funds in increasing the accessibility of educational facilities is effective and efficient. In policy analysis, problem formulation is very important, so that the implemented policy resolves the right problems and avoids type III errors. One of the methods used in problem structuring is the classification method. Classification/segmentation of educational facilities accessibility is conducted using the Self Organizing Map algorithm approach. The results of the classification will map the problems and conditions of accessibility of village education facilities in Ogan Komering Ulu Selatan regency into several segments or clusters. This information can be used as a guide for the government in planning or determining development priorities, so that type III errors do not occur, particularly in the development of accessibility of educational facilities in villages. Thus, the use of village funds or other public policies resolves the right problems.

Abstract

This study focused on Citizen Reporting System (CRS), which is one of the main pillars crucial in designing and implementing smart cities. The study had several objectives including determining the extent of public knowledge on the use of CRS, which was proposed in four leading applications of Makassar smart city programmes; Smart RT / RW application, Call Centre 112, Home care and Qlue; and identified factors that support and inhibit the development of citizen reporting system to develop recommendations for improvement of CRS, which will in turn have a positive impact on the implementation of smart city programmes in Makassar and Indonesia in general. The study used a sequential mixed method, specifically sequential explanatory strategies. The phases entailed conducting a survey to collect and analyse quantitative data; followed by conducting in-depth interviews to explore specific issues and obtaining in-depth information. The results showed that people’s knowledge and information about the smarty city programmes is still very low, a problem that hampers the use of these services by the community. Besides, another finding was that that the frequency of accessing internet and social media, and the will to actively participate in helping the government and reporting problems or issues in their neighbourhood by people in Makassar is sufficiently high. Thus, based on study results, the local government has an important asset it can use to develop a citizen reporting system, which is one of the key factors in the successful implementation of smart city programmes.

Improvement in interactive governance was adopted to solve the problems in the regulatory reforms of processing building construction permits. The research was based on qualitative research design. Used Data collection techniques included in-depth interviews and desk research. Results showed that regulatory reforms in the processing of building construction permits in DPMPTSP, DKI Jakarta is influenced by rigidity of regulations, weak institutional functions, and inconsistency in central government policies. Weak institutionalization of interactive governance is the major obstacle that has hampered the implementation of regulatory reform in the building construction permits processing.
